Request for Contract Procurement

xxxxxx requests your assistance to procure a Mid-Form Contract and mobilize a contractor
on urgent basis to carry out the service summarized below:

Scope of Work: The main objective of this service is to conduct a cable diagnosis
assessment study on medium voltage power cables up to 36 kV
throughout approved testing methodologies, including but not limited
to Very Low Frequency (VLF) tan δ , Isothermal Relaxation Current
(IRC) and polarization index (PI) [Refer to: Cable testing
methodology guidelines and IEEE 400.2-2013]. Other non-destructive
power cable testing methodologies in the industry shall be assessed
and approved by the Consulting Services Department.

Duration of Contract: Three years from date of awarding the contract.

Procurement Method: The procurement method is selective bidding and this type of method
is needed because these diagnostic assessments are specialized tests
that require using advance test equipment, deep understanding of the
technical concept and analysis of the resultant test data. Therefore, a
technical questionnaire is developed to be posted in Electronic
Contracting Network (ECN) bulletin board and any contractors
interested shall respond by answering the questionnaire. Whoever is
passing the evaluation criteria will be included in the “selective”
bidders list.

Work Unit Rate: The Work Unit Rates shall include all items mentioned in the Mid
Form Contract Terms and Conditions.
