CHAPTER IINTRODUCTION
1.1 INTRODUCTION
1.2 BACKGROUND
Barhabise Municipality is one of the Municipality among 3 in Sindhupalchok district and 276 in
Nepal. The municipality is surrounded by Dolakha district in East and Jugal Rural Municipality
in west and Bhotekoshi RM in North and Balephi RM in South. The municipality has a
geographical height of 500 meters to 4000 meters above mean sea level and the area is 134.8
KM2 and a population of 26535.
In order to develop the Buddha park at Barhabise Municipality at Ghude, the Municipality has
decided to construct Buddha Park at Ghude Premise and according, a contact agreement was
made between Barhabise Municipality, Barhabise, Sindupalchok and Total Consultancy Service
Pvt. Ltd. for Preparing the Architectural and Engineering Report.
1.3 OBJECTIVES
The overall objective of the consulting service is to carry out the Topographical Survey, Soil
Investigation, Detail Architectural Design, Structural Analysis, Cost Estimate, Technical
Specification, Tender Document and Report Preparation. The specific objectives include:
To prepare the Master Plan.
To carry out Detailed Architectural/ Engineering (A/E) design of a Buddha Park
including preparation of working drawings, cost estimation and detailing of specification.
The scope of consulting services is to prepare Detailed Architecture and Engineering Design and
Procurement Works
The scope of work to be carried out by consultant shall include but not limited to the following:
Detailed Design and Procurement Works
Desk Study
A desk study should be carried out, collecting data and information relevant to the park design
for further investigations and detail design works. Desk study also includes review and
assessment of existing structures, discussion and meeting with officials of Municipality.
Detailed Engineering Design
It should include collection, review and analysis of all field data but not limited to
• Prepare master plan for the building.
• Carry out Geo-technical investigation and analysis of the site.
Barhabise Bajar is a market center which lies in the Barhabise Municipality of Sindhupalchok
district. According to the Municipality profile total population of Barhabise Municipality is
26535. Barhabise Municipality covers the area of 134.80 sq. km.
Ghude is beautiful place overall of the district. This place is surrounded by the beautiful hills
including pine forests. At the bottom of this village there is Bhotekoshi river is streaming which is
main river of this area. This place is located in between Maneshwor and Ramche. Climate is
medium (nor very hot neither very cool) it belongs to mid hill region. Mainly in this area Brahmin,
Chhetri, Tamang, Sherpa and Gurung peoples are living.
The Barhabise Municipality owned land is 26,515.55 sqm among which only
5355.98 sqm is used for the park (approx. 10.5 Ropani)
School Blocks: There is a school blocks which is performing its services for the local
public.
For the design of Park, we have considered certain norms and standard prepared by
Ministry of Urban development.
Proposed design area of Park as shown in following spaces:
The structural analysis and design is carried out using STAAD pro for superstructure and
design of foundation is carried out using SAFE8. Columns and Beams are modeled using
frame elements. Besides loading cases like dead load and live load, earthquake, earth
pressure is also considered in the analysis. All the reinforced concrete elements in the
structure are designed using limit state method with prevailing code. Design of the
elements is carried out from the results obtained from different load combination including
reversal effect of earthquake loads. Frame elements like columns and beams are designed
both by built-in tools provided in STAAD pro and manual approach. The conclusions are
made for the worse load case. In other to reduce the dead load from Statue weights, the
floor slab is provided with metal plate. Due to possible of uncertainties during
construction, infill actions in frames due to brick masonry wall are not considered in the
analysis.
The main objective of the project work is detail structural design and detailing of joints
and other parts of an elevated deck to support several stories of modular construction and
for longitudinal wind stability of the building. The structure is to be casted in normal
reinforced concrete.
Structural System: The structural system chosen of Moment Resisting RCC Frames and
Shear walls at appropriate locations. Columns and beams have been laid out in plan in
coordination with architectural and services planning
Design Considerations
The consultant had studied all the required Norms, Standards, Codes, by laws and
international practices etc. before start of the design works. By considering all the
guideline recommended by the all the said documents the consultant had design the all
component of the park. The following guidelines has considered for design of all the
components of the Park.

Design Codes: The RCC design shall be based on provisions laid down in IS: 456-2000-
Code of practice for plain and reinforced concrete, following Limit state philosophy. The
Structural Steel design where applicable, shall be based on provisions laid down in IS:
800-1984 - code of practice for general construction in steel.

Materials:

Cover to reinforcements: Clear cover to the main reinforcement in the various structural
elements shall be as follows:
a) Footings (Bottom) 50 mm
b) Columns 40 mm
c) Pedestals 40 mm
As per clause 21 and fig-I of IS-456:2000, to achieve fire resistance of 1.5 hours,
Loads:
Dead Loads: Following unit weights of building materials have been considered in
accordance with IS: 875 (Part I)-1987, and IS: 1911.
Live Loads: Following live loads have been considered in design in accordance with IS :
875 (Part II)-1987.
Seismic Loads: The buildings have been designed as `Earthquake Resistant’ structures as
per the guidelines given in I.S.1893 (Part-1)-2001 (Criteria for earthquake resistant design
of structures. (Part-1) General Provisions and Buildings) and NBC-105
Zone Factor (Z) of 0.36 shall be adopted as applicable for structures built in zone V.
Average Response Acceleration Coeff. is taken for Soil Type-2 and 5% damping
Seismic forces are calculated for Full Dead Load plus percentage of Imposed load
For Imposed load upto and including 300kg/sqm Percentage of Live Load considered is
25%. For Imposed load above 300kg/sqm Percentage of Live Load considered is 50%.
The Design Base Shear is compared with the Base Shear calculated using a fundamental
period and all the response quantities are scaled accordingly.
The storey drift is ensured not to exceed .004 times the storey height with partial load
factor of 1.
Detailing provisions of IS: 13920 have been followed as applicable, in order to provide
appropriate ductile properties to the structure
Loads Combination: The building shall be designed for following Load Combinations as
indicated in IS: 456-2000
The various loads are combined in accordance with the stipulations in IS: 875 (Part 5) -
1987. Whenever imposed load is combined with earthquake load the appropriate part of
the imposed load as specified in IS: 1893-2002 is adopted both for evaluating earthquake
effect and for combined load effects, used in such combination.
For seismic loading, mass equivalent to the load that composed of 100% of Dead load and
50% of live load is taken into consideration.
Note: Dead load composed of self and imposed dead load Quake load is Earthquake
induced load and used in the name Spec or EQ equivalently in this report with X or Y
suffix that denotes the direction of application.
Design Procedure:
The RCC design was based on provisions laid down in IS: 456-2000 - Code of practice for
plain and reinforced concrete, following Limit state philosophy. The Structural Steel
design where applicable, shall be based on provisions laid down in IS: 800-1984 - Code of
practice for general construction in steel.
The framing systems (including the sizes of various structural elements) have been worked
out, on the basis of Space frame analysis using STAAD Pro-2006 software for all load
combinations in accordance with IS:456-2000 and also in co-ordination with relevant
architectural & services requirements.
Structural design was done for the combination of loads that produces maximum stress in
the structural elements and in turn requires maximum reinforcing steel provisions.

Structural design of Columns and Beams shall be done using STAAD Pro-2006 software.
Design of slabs, staircases shall be done using in-house developed design software/spread
sheets or manually, as found appropriate for various elements
For the design of Columns and beams additional points have been taken at beam / column
face so that the design forces are considered at the face of the member. Considerable
economy is achieved by doing so as Stead otherwise gives design at Centre line of the
members, whereas the critical section is at the face of the member.
Foundation Design
Fire Resistance: With the above said clear covers in combination with the preliminary
members sizing so far done, the fire resistance period in accordance with clause 21 and
table 16A of IS:456-2000, is one hour.
Consultant has prepared the Quantity & Cost Estimate, Specifications and Bidding
Document as per Public Procurement Act 2063, Public Procurement Regulation 2064 and
Public Procurement Monitoring Office Directive. Consultant shall submit the cost and
quantity estimate, detailed specifications and bidding document in both soft and hard copy
On the basis of Final design and drawings cost estimates of the construction works was
prepared.
Rate Analysis
Rate Analysis was reflect existing market price, wages of skilled and unskilled labours,
and reliable cost estimate and is prepared based on considering the district rate for the
labour and material, market price of construction material and norms for the rate analysis
of GON. For that purpose, the following relevant items shall be duly taken into
considerations.
The unit rates of various components, such as labour and construction materials, are based
on the rates provided by the respective District Development Committee (DDC) for the
same fiscal year. The unit rates which weren’t available from District rates, market/factory
rates are used. Unit rates are taken into account for the haulage of materials from the
prospective quarry sites or factory to the construction site. The basic rates were used
without VAT to avoid double counting and to derive a cost for economic analysis. Fifteen
percent Contractor's overhead shall be included in the derived unit item rates. The
analyzed unit rates were compared with recent similar projects.
Rate analysis is based on approved Norms of MOFALD in prescribed format and District
rates/market rates. Estimated rate analysis has done by taking references from different
projects for those items which is not available in the approved norms. However, few rates
are also calculated based on the machine and the already used practice in the earlier
similar projects; and the prevailing rates quoted by the contractor in the road project of the
area.
In case of special items, in addition to the above mentioned norm-based rate analysis, the
Consultant has collected and compiled actual contract rates in different projects of Nepal
during the last five years. A statistical analysis was carried out to work out the most
realistic market prices of the work items with better confidence level.
These norm-based rate analyses were carried out using the application software developed
by the Consultant, which is based on Ms ACCESS and Ms Excel. Compatible Program is
prepared in such a way that rate of any item gets updated easily whenever a change in
rates of labour, material or equipment rate is entered.
Quantities
The quantities of items were obtained from the design drawings. Estimation of quantities
for civil works shall have been estimated from the design, drawing with regular manual
checks to verify the accuracy of the design.
Cost Estimate
This was combine the unit prices produced and BOQ prepared for the upgrading of
highway section. The quantities were multiplied by respective unit prices to prepare the
cost estimates. Total cost estimates shall be derived by adding 5% contingency and 13%
VAT amount. An accurate cost estimate is essential in preparing contracts in appropriate
package. The cost estimate shall also facilitate the stage financing of the road
improvement works.
The project cost estimates was prepared on the basis of the detail design, approved norms
and market rates using the MoFALD Standard,
Production of accurate and comprehensive BOQ for road improvement and upgrading
works was a major task as design reaches its Draft Final stages. All calculations for
quantities, whether automatic from software packages or by manual was referenced to the
relevant design work by drawing number, revision and date. This shall ensure that
subsequent revisions to drawings after submission of the draft BOQ to the client in
approved format and estimates are not overlooked when the Draft Final document is
prepared. The quantity estimate shall be prepared to a reasonable accuracy (within + -
10%). Allowance shall be made in BOQ of work items to cover likely changes in
condition between design and start of construction. The extracted bill quantities shall be
referenced as bill items that conform to the measurement clauses of the Specification.
Summaries shall be provided for each section, and combined into one Summary of BOQ.
Bid Documents
To ensure that the potential for delays and cost increment during the construction phase is
minimized it is necessary to produce comprehensive and accurate bid documents. Our
approach recognizes that emphasis on quality and accuracy must guide production of a set
of coherent and correlated standard documentation.
The technical specification should be in accordance with the best international / national
practices and should be prepared to achieve the highest standards of quality.

4.2 RECOMMENDATION
As per agreement we have prepared detail architectural, structural designs and drawings
and its associated detail quantity estimate and abstract of cost of Buddha Park,
Sindhupalchok is based on the rate analysis of Sindhupalchok district rate for Financial
Year 2076/77. It is recommended that based on abstract of cost and quantity of items,
Ministry of Federal Affairs and Local Development shall move forwards for procurement.
