I. Introduction
The library follows the college’s ideals and cultures, adapt the CHED standards for academic
libraries, and adhere to certain norms for the organization of academic libraries. It caters four
bachelor’s programs namely: Bachelor in Computer Science, Bachelor in Multimedia Arts, Bachelor
in Fine Arts, and Bachelor in Entertainment Multimedia Computing. Aside from these programs, the
school also offers Diploma courses and specialist short-term courses.
Being an arts and technology-geared, non-sectarian higher education institution, the library caters to a
diverse group of students categorized either as ‘Art students’ or ‘IT students.’ This category also
transcends to the library as its collections are either inclined to Arts and Humanities or to
Technology; however, there are other collections that are placed as circulating materials for treating
general topics.
The library collections are grouped into color-coded shelves: 1) White for general references and
theses, 2) Orange for general education, 3) Yellow for Filipiniana, 4) Blue for Circulation, 5) Silver
for IT, 6) Red for Arts, 7) Green for Fiction, 8) Purple for graphic novels and journals, and 9) Black
for non-print materials such as artworks, artwork installations, electronic programs, realia, etc. These
library materials follow the college curriculum most specifically with the Arts and IT courses. The
collections are strong on professional resources because most of the subjects taught are based on
specific artistic and technological subjects such as photography, multimedia arts, filmmaking, 3D
animation, network programming, game design, etc. The library does not follow any strict
implementation on censorship and other governing factors for collection development since the
school respects all forms of intellectual values. As such, the library also imposes a relax atmosphere
in terms of its rules, regulations and policies.
Throughout the development of the library collection, the CIIT library endeavors to provide all
necessary materials to support the school curriculum and enhance the school community’s interests. It
aims to collate all artworks and intellectual properties of the students to be part of its collections. It
also aims to pioneer the first high-technology library surrounding for game programming in the
Philippines.
At present, the school, juxtapose the library, is gearing towards CHED recognition. The library is
building its collection to 5,000 library resources in print and non-print format. Currently, the total
number of library collection sums up to 3,000 titles. For the following academic year, the library is
tasked to increase its collections by a thousand until it reaches the required number of resources by
the commission on higher education.
III. Mission
The mission of the CIIT Library is to offer adequate educational and leisurely resources to all
the members of the school community. These resources should support the course offerings of the
school. Likewise, the CIIT Library also aims to collate creations of all the members of the school
(from the students, faculty members, administrators, staff and alumni) be it in artistic and/or literary
forms.
IV. Vision
The library’s vision is to ensure that the collections are appropriate and adequate for all the
users of the library. The library should be able to provide information in either print or non-print or
electronic form.
GOAL 1: To build a collection and provide access to information resources in generally accepted
formats as defined by the curriculum, teaching and research needs, as well as by the mission and
vision of Messiah College, and that is to develop and equip emerging Christian leaders with global
competence, ministry skills and Christ-like character, who will impact the workplace for Christ.
Objectives:
1. Continue to develop OPAC using an open source Library Management System called
Openbiblio.
2. Finish cataloging all the collections including audio-visual and digital resources by July 2015.
3. Acquire library collections (print and non-print) by purchase, gifts or donations and exchanges.
4. Continue to organize the library collections using the Library of Congress Classification System.
5. Develop and maintain a strong collection on Christian missions, leadership and character
development in addition to resources that provide curriculum support
6. Develop indexing or database of journals.
7. Develop a collection of vertical files.
8. Renew journal subscriptions (at least one title per program)
9. Explore the possibility of choosing and implementing a library management system with
inventory management feature.
10. Introduce internet archive website (https://www.archive.org/), which provides more than 6000
free downloadable e-resources, and other open source or free databases of e-books and other
electronic resources to library users while the library has no financial capacity to subscribe and
purchase e-resources.
Objectives:
1. Do benchmarking.
2. Develop web-based and offline instructional programs for the library users.
3. Implement automated circulation and inventory using the existing Library Management System
(Openbiblio) by June 2015.
4. Purchase laser barcode scanner (CD-R King) for easy circulation process by June 2015.
5. Look for open source inventory management system.
6. Constantly evaluate software and hardware for function, relevance and usefulness.
7. Follow a 4-year upgrade plan, replacing computers on a rotating basis so all workstations and
most staff computers are updated.
8. Scan journals and the web for new and affordable technology and applications to bring to our
users.
9. Develop a Library webpage that provides useful information about what resources are most
valuable to the online public. Monitor use and questions to allow staff to evaluate services and
web functionality. Check links every two weeks and add new pages as needed and retire less
used pages.
10. Upgrade internet service to PLDT LTE (5mbs) and discontinue the use of wireless Sun
broadband.
11. Purchase laptops for circulation.
GOAL 3: To be the users’ primary choice for quality information services and resources in fulfilling
their educational needs and eventually, even their research needs through the cooperation and
recommendation of faculty members.
Objectives:
1. Develop good public relations with the faculty members.
2. Provide a faculty corner with 1 computer workstation with internet connection, at least two
tables and chairs, and a small bulletin board.
3. Request the faculty members to recommend and use the resources available in the library.
4. Through e-mail, provide the faculty members an updated list of books and references related to
their subject/course, a list of AV materials, a list of available e-books, and a link to the OPAC
before the start of the semester.
Objectives:
1. Take MLIS course on Reference next semester.
2. Develop library website with “ask the librarian” feature.
3. Seek collaboration and partnership with other libraries for sharing of resources.
4. Prepare an e-mail template to answer queries.
GOAL 5: To provide a professionally qualified librarian and skilled technical staff to support the use
of library resources and technology to support academic, administrative and organizational needs.
Objectives:
1. Hire a library staff with relevant work experience.
2. Maintain good relationship with the IT Department.
3. Retain the Library Consultant.
4. Finish MLIS and take the licensure examination for librarians.
5. Request Staff Development funds and other appropriate funding sources to support technical
training, seminars, workshops and conferences. for library staff
GOAL 6: To ensure stewardship of Messiah College’s intellectual property and assets and to warrant
preservation of documents showing the organization’s history.
Objectives:
1. Have an archive section.
2. Collect and preserve Messiah documents with historical and archival value.
GOAL 7: To promote and facilitate the use of library collections and services through various
marketing strategies.
Objectives:
1. Develop a library website and facebook account.
2. Make a brochure.
3. Improve the library users guide brochure.
3. Make library displays of new acquisitions (books, journals & AV materials)
4. Sell library merchandise
5. E-mail blast students every semester to inform them of our library collections and services.
6. Make a video presentation for freshmen orientation.
The Library provides an open source Library Management System called Openbiblio, LAN and
wireless networks, 10 computer workstations with free and open internet access, 1 staff computer,
The Library provides customers with access to our collections using OPAC. The Openbiblio Library
Management System has the capability to catalog items using the Library of Congress Classification
System.

A. Budget Allocation
The Library Book Fund comes primarily from the library fees collected from students during
enrollment. This is supplemented by a Library Trust Fund from fines and other fees. Other sources of
funds may come from donations, endowments and grants. The Book Fund may be used to acquire
printed and electronic/online resources.

Based on this budget allocation, the estimated annual budget allotment for Library equipment and
technology is P15,000 only because the enrollment is only around 60 per semester and the Library
Fee is P800 per student.

V. EVALUATION
This Technology Plan has been developed by the Technology Team composed of the Library
Manager, Library Consultant, Head Librarian and representatives from the IT Department and
Business Office of Messiah College with support from partner librarians from Rizal Library and ICT
Library. The team will meet every semestral break to evaluate and review the Plan and monitor the
Library’s progress toward achieving the goals and action steps.
