I. SITUATION
 
                      More or less thirty (30) heavily armed men, believed to be members of EGONG
group under Kumander PAYONG were seen at the vicinity of Barangay Malino, Motiong,
Samar (51P YP 12631 10348). The group was reported to be conducting refresher training on
IED assembly/making in the area. Included in the report were enemy firearms, to wit, an M1
Garand rifle , M14 and M16 Rifles, an M60 Machine Gun, and a Sniper Rifle. Further, said
group is believed to be part of the Samar Provincial Party Committee of the Eastern Visayas
Regional Party Committee.
 
a. Enemy Forces: Annex “B” (IPB)

1. Disposition, Composition, and Strength

 More or less thirty (30) heavily armed men.

 Believed to be members of EGONG group under Kumander PAYONG
 Were seen at the vicinity of Barangay Malino, Motiong, Samar
(GC 12631 10348)

2. Capabilities

 M60 Machine Gun

 M14 and M16 Rifles
 M1 Garand Rifle
 Sniper Rifle

3. Most Probable COA

a. Will conduct terroristic activities employing IEDs and sniper.

b. Will conduct ambush on government troops employing IEDs and sniper.
c. Will conduct sniping on government troops during non-military activities.

II. MISSION
 
           RPSB8 will conduct COMBAT OPERATION particularly against the armed EGONG
GROUP under Kumander PAYONG at Barangay Malino, Motiong, Samar.
 
III. EXECUTION
 
Commander’s intent
 
I intend to engage and neutralize the armed elements of the EGONG Group of the SPPC,
EVRPC, known to be engaged in IED making in Samar, and at the end, the insurgents will lost
their capability to destroy gov’t forces with the use of IEDs.

a. Concept of Operations:  (Annex “C” Operation Overlay)

1. Maneuver

The operation will be carried out by utilizing six (6) platoons from the three (3)
maneuver companies of RPSB8. The 1st Pltn of “A” Coy with the 1 st section of 2nd Pltn “A”
Coy as the main effort, while the 2 nd section, 2nd Pltn “A” Coy as reserve and evacuation force
and 1st section, 1st Pltn “B” Coy as CP Security.

The operation will have two (2) Supporting Efforts (SE) from “B” and “C” Coy.

The 2 nd section of 1st Pltn “B” Coy and 2nd Pltn “B” Coy will serve as Supporting
Effort one (SE1).

The “C” Coy will serve as the Supporting Effort two (SE2).

a. Main Effort (ME)

DDay

At 241800H Nov 11, the ME will jump off from their LD/LC, and at about
250200H Nov 11will occupy Hill 400 (Obj A).

D+1

At about 250500H Nov 11, ME will proceed to Obj B and shall attack the said
main objective.

b. Supporting Effort 1 (SE1)

DDay

At about 241900H Nov 11The SE1 will jump off from their LD/LC GC 145075,
and at about 242300H Nov 11, 2nd Section of “B” Coy will occupy Hill 442 (Obj C) as blocking
force.

D+1

While at about 250400H Nov 11, the 2 nd Pltn of “B” Coy will proceed and occupy
Hill with GC 117097 (Obj D) and will serve as blocking force.

c. Supporting Effort 2 (SE2)

DDay

At about 231800H Nov 11, the SE2 will jump off from their LD/LC at GC 117079
and at about 240200H Nov 11, will occupy Hill 346 GC 103093 (Obj E).

D+1

At about 241300H Nov 11, “C” Coy will proceed and at about 241800H Nov 11
and will occupy Hill at GC 114109 (Obj F) with 2nd Pltn will act as Blocking Force at same
Objective.

At about 242200H Nov 11, the 1st Pltn of “C” Coy will proceed and at about
250100H Nov 11 shall occupy Hill at GC 118115 (Obj G) and will serve as Blocking Force
thereat.

b. Tasks to Maneuver Units

1. Main Effort (1st Pltn and 1st Sec 2nd Pltn, “A” Coy)

a. Will engage any Blocking Enemy Forces along the way.

b. Will engage the reported 30 enemy pers at Objective B.
c. Will recover all reported enemy Firearms.
d. Will recover all IEDs and bomb making components.
e. Shall document and report Scene of Encounter for SOCO reference.
f. Shall arrest all surviving enemy pers and treat the wounded and
evacuate them
g. Shall perform other tasks as directed.

2. SE1 (2nd section, 1st Pltn “B” Coy and 1st Pltn, “B” Coy)

a. Will engage any Blocking Enemy Forces along the way.

b. Will engage escaping enemy pers from Objective B.
c. Will recover enemy Firearms and all IEDs and bomb making
components from escaping enemy pers from Objective B.
d. Shall arrest all escaping surviving enemy pers and treat their wounded.
e. Shall perform other tasks as directed.

3. SE2 (Charlie Coy of RPSB8

a. Will engage any Blocking Enemy Forces along the way.

b. Will engage escaping enemy pers from Objective B.
c. Will recover enemy Firearms and all IEDs and bomb making
components from escaping enemy pers from Objective B.
d. Shall arrest all escaping surviving enemy pers and treat their wounded.
e. Shall perform other tasks as directed.

4. Reinforcement and Evacuation (2nd Section, 2nd Pltn “A” Coy)

a. Shall be located at the CP on 241600H Nov11

b. Shall be equipped with radio and shall monitor the operating troops.
c. Shall be equipped with First Aid kit, medical supplies and rescue
equipments.

d. Shall perform other tasks as directed.

5. Security (1st Section, 1st Pltn “B” Coy)

a. Shall be located at the CP on 241600H Nov11

b. Shall secure the CP 24 hrs during the duration of the operation.
c. Shall perform other tasks as directed.

c. Coordinating Instructions:

1. This OPORD shall take effect on November 24, 2011.

2. All EOD pers of each operating teams shall immediately report IED characteristics
found in their AOR for immediate dissemination to other operating units.
3. Location of enemy snipers shall be immediately be relayed for possible counter
sniper operations of adjoining units.
4. Friendly Casualties shall be recovered/evacuated by assigned Med/Evac Unit.
5. PNP POP shall be observed.
6. Extrication of the ME shall be upon completion of the tasks.
7. Extrication of all SE shall be announced from CP.
8. Extrication lines on Overlay shall be strictly followed.
9. Situation Report shall be submitted every hour and radio silence will follow.
10. Strict observation in wearing of PNP Camou Green uniform and Black Beret 24/7
for the duration of operations.
11. Commanders of maneuvering elements shall submit After Operation Report to BN
S3 for consolidation.
12. CP shall be established at Brgy Camaruboan,Jiabong,Samar and will be headed by
the BN Cmdr and with the following Staffs,S2,S3 and S4.

IV. SERVICE SUPPORT

 
a) Materiel and Services:
1. Organic and issued firearms.
2. Availability of reserve Combat Load at CP.
3. Availability of standby food supply for possible extended operations.
b) Transportation: Organic RPSB8 vehicles
1. Six (6) patrol cars
2. One (1) M35 truck
c)    Med/Evac – To the nearest hospitals in Catbalogan and Tacloban City
