a. Implementation and Integration with all existing and future services as identified by Port Blair
Smart Projects Limited (PBSPL), in the city including but not limited to (with provision for
future integration & scalability):
i. CCTV based Surveillance System
ii. Colocation Data Centre in State Datacentre
iii. Disaster Recovery Centre at National Data Center (NDC), Bhubaneshwar.
iv. Integrated Command and Control Centre
v. Automatic vehicle Location System and Passenger Information System
vi. Adaptive Traffic Control System
vii. Red Light Violation Detection System
viii. Automatic Number Plate Detection System
ix. E-Challan System
x. Public Address System

1. CCTV based Surveillance The Scope of Surveillance System is to cover the


System critical junctions and Key locations of the city
with IP Based Mega Pixel CCTV surveillance
cameras for providing safety & security to the
citizens and Tourists.

2. On site Data Centre The datacentre which would act as the


centralized data processing & repository would
be located centrally in the State Data Centre, Dr.
BR Ambedkar Institute of Technology, Dolly Ganj,
Port Blair.

3. Disaster Recovery Centre The Disaster Recovery (DR) site would be at NDC,
Bhubaneshwar. The sizing of the DR Site will be
30% in terms of compute, storage.

4. Integrated Command and The integrated Command & Control Centre
Control Centre (ICCC) would act as the monitoring, decision
making of respective stakeholders for the entire
Port Blair Smart City Solution.

5. Adaptive Traffic Control Under this solution scope intelligent traffic


System management system would be installed across
strategic junctions of Port Blair which would
manipulate the traffic signal timings as per the
traffic density at all the lanes of the junction to
facilitate smooth traffic and lower waiting time at
the junctions.

6. Red Light Violation Detection This solution would install smart solution
System components based on which any vehicle jumping
a red light would be identified & subsequently
the e-challan can be generated.

7. Automatic Number Plate The ANPR system will use Optical Character
Detection System Recognition System (OCR) to identify the vehicle
registration number. The same capability will
also cater to identification of the vehicle violating
the traffic rules. The ANPR system will provide

the vehicle identification mechanism for RLVD


system.

8. E-Challan System The e-challan system will integrate with VAHAN


& SARATHI database of RTO to correctly identify
the owner of the vehicle violating the traffic rules
to generate the corresponding challan. The same
system can be used by RLVD systems for
generating the challans. Additionally, using
handheld device, the traffic department can also
generate challans from the roadside

9. Public Address System The PA system which will be installed at strategic


junctions across the city of Port Blair can be
utilized by the city management agencies to
broadcast instructions/ advice to the commuters
on road. System can also be utilized for
announcements on alerts.

10. Variable Message Board The display equipment installed at strategic


System locations across the city for broadcasting critical
information for general awareness. The same can
also be used for monetization by displaying
advertisements.

11. Environmental sensors Environmental sensors can also be installed at


strategic locations to identify the level of
pollution at the identified locations. The same
information can then be broadcasted using the
Variable Massage Sign Boards across the city.

12. Emergency/ Panic button The Emergency / Panic button system can be
system installed at various strategic locations across the
city to enable two-way communication with the
control room.

13. e-Governance Solution Process automation would be undertaken in Port


Blair Municipal Council to enhance the
transparency; service quality & auditing of the
services being delivered to the Citizens.

14. GIS Map Solution A GIS platform can be created to map various
assets by creating multiple layers of information.
This would enable the city administrators to

visually manage & monitor the city conditions


and take appropriate decisions.

15. Automatic Vehicle Location Automatic Vehicle Location & Passenger


System (AVLS) & Passenger information system is envisaged for the Buses
Information System (PIS) and Ferries operated by government. PIS will
display the scheduled and estimated times of
arrivals and departure of vehicles

16. Integration with Smart The solution should have sufficient flexibility and

may be implemented in future in the city of Port
Blair. The Smart City platform should have all the
required application & protocol supports that
would enable the integration of various smart
solution like but not limited to solid waste
management, Smart street lighting, water &
sewerage management & leak detection, smart
parking, Smart education, smart poles, Septage
management, Rain water harvesting, Smart
electrical & water metering, Intelligent Building
Management, smart energy management etc.
These integrations should enable 2-way/
bidirectional data communication & control.
