1. PURPOSE
The purpose of this Training Plan is to define the process and provide a procedure for the implementation of
training programs for the SSAGS Project; highlighting the activity, programs and training materials that will be
required for the training of Nigerian Trainees for the duration of the project as part of contribution to NOGIC Act
2010 Project Based Employment and Training Objective. The training would be performed in accordance with
the Human Capacity Development Guideline issued to the industry in 2009.

The program would provide specific, on-the-job training and experiences for selected Nigerian graduates,
community youths which would be necessary to enhance competence and confidence in their chosen
profession and increase professional responsibility; consequently enhancing skill pool to achieve national
goals.

1.1. Introduction
The Southern Swamp assets are located in OML-35 and OML-46, some 65 km South-East of Warri in the Niger
Delta area. The area includes four flow stations which handle production from the following currently producing
fields:

The four flowstations in the node are:


 Tunu Flowstation - A 3-Bank flowstation built on sand filled site.
 Benisede Flowstation - A 2-Bank flowstation built on a swamp piled site.
 Opukushi Flowstation - A 3-Bank flowstation built on a swamp piled site.
 Ogbotobo Flowstation - A single bank 45MBD concrete-barge-mounted flowstation.

2. SCOPE
The overall project scope is summarized below:

 Construct a new Central Processing Facilities (CPF) at Tunu comprising but not limited to:

- 2 x 50% associated gas compression system (gas turbine driven centrifugal compressors)
- Twister hydrocarbon dew pointing and dehydration facilities
- 2 x 50% export compression system (gas turbine driven centrifugal compressors)

- Main (3x50%) and 1x100% blackstart /emergency (essential loads) Electrical power generation
system
- Electrical Power distribution System
- AC and DC UPS Systems complete with battery banks.
- Cathodic Protection System
- Earthing and Lighting Protection System
- Lighting and small power distribution system
- Allocation gas metering system
- CDM Ultrasonic meters.
- Instrument Air package

 Refurbish Tunu, Benisede, Opukushi and Ogbotobo flow stations through Brownfield upgrade with the
following scope:

- Install a gas engine driven booster compressor package in each of the flow stations at Tunu
3No.5MMSCFD (3 x 33%), Benisede 2No. 10MMSCFD (2 x 50%), Opukushi 3No. 10MMSCFD
(3 x 33%) Ogbotobo 2No. 5MMSCFD (2 x 50%), together with minor flowstation upgrades.
- Install a (2 x 100%) fixed speed electric motor driven surge vessel gas booster compressor at
Tunu flow station
- Install a (1 x 100%) fixed speed electric motor driven surge vessel gas booster compressor at
Ogbotobo,Benisede and Opukushi flow stations
- Install main (3 x 50%) and blackstart/emergency (1x100%) Electrical power generation
systems at Ogbotobo, Benisede and Opukushi flow stations
- Decommission existing Electrical Power generation systems at Tunu, Ogbotobo, Benisede and
Opukushi flow stations
- Install Electrical Power Distribution Systems at Ogbotobo, Benisede and Opukushi flow
stations
- Decommission existing 3.3 kV HV Switchgear at Ogbotogbo flow station
- Install A.C and D.C UPS Systems complete with battery banks, at Ogbotobo, Benisede and
Opukushi flow stations
- Install Cathodic Protection System at Tunu, Ogbotobo, Benisede and Opukushi flow stations
- Install Earthing and lightning protection system at Ogbotobo, Benisede and Opukushi flow
stations for the AG Handling facilities
- Tie-in of the Tunu,Ogbotogbo,Benisede and Opukushi flowstations existing Earthing system to
the new Earthing and Lightning protection systems

INDUCTION TRAINING: Basic orientation program and training activities usually given to new staff to
help them gain knowledge of the company.
EXTERNAL TRAINING: Training provided by firms, training institutes, Eni Corporate University, tailored
to meet specific need of the project.
TECHNICAL SUPPORT: On-The-Job supervision provided by firms and training institutes to support
specific on the On-The-Job monitoring, supervision and evaluation of trainees.

5. RESPONSIBILITIES

5.1. Project Manager:


 Responsible for ensuring that the requirements of the training procedure are being adhered
to.

5.2.Nigerian Content Manager:


 Is directly responsible for ensuring that Training program is fully operative as per this plan.

 The NC manager together with the Training department develops the training curriculum.

5.3.Training Manager:
 Assist the NC Manager in the implementing the training plan

5.4.Training Department:
 Will render support to the NC Manager for the implementation of the training program and to
assist in monitoring the effectiveness of the training given.

5.5. Technical Suppervisor / Support Team


 Third-Party technical supervisor would join the engineering / construction team during on-the-
job training phase and would work alongside the Engineering Manager / Team Leaders to
support training structure and provide direct supervision of trainees.

5.6. Company NCD Team


 COMPANY NCD team will request nominees from NCDMB and allocate to CONTRACTOR
for screening and selection.

6.4. SELECTION CRITERIA


 Candidate must have completed one year NYSC for items 1,2 and 3(i.e Quality
control,Project Planning & Control and Engineering)
 Must not be more that 28 Yrs old
 Nominee list to consider candidates of Nigerian origin and cover the entire Nigeria
region. List will be sourced from the NCDMB

7. PROCEDURE
General
Training Program will be mainly based on:
 Classroom training
 “On the Job” Training /Exposure to field situations
 Globally recognized software Certification.

7.1. Classroom Training


Each Classroom Training Module will include Induction/Safety Training.

Safety Training will be based on classroom teaching and drills and will, generally, be
given in accordance with the Safety Managers instructions.

At the end of each Training phase (classroom, On the Job Training / Exposure to field
situations) the Trainees will be test evaluated in order to pick out the most outstanding
trainees.

Individual Certificates will be issued to trainees on courses attended and proficiency


level achieved in the Trade.

7.2. Training Programme Summary


 HSE Induction Course module: all trainees will be enlisted for this module in
order to enable the trainees to become acquainted with the organizational
structure, work environment and main objectives of the Project.

 Basic Course modules: These modules will is aimed at providing an expanded


training with a basic knowledge for the following basic project
management,entreprenuerial and behavioural courses. These courses (see
7.5.1c) will be organized in Port Harcourt by a member of The Oil and Gas
Trainers Association of Nigeria (OGTAN). During this phase questionnaires
relative to the subject will be submitted to evaluate the trainee and verify the
benefits to the trainee.

 Specific Course modules: These modules will provide classroom training for
new engineers. During this phase questionnaire relative to the subject will be
submitted to verify the benefit of the trainee.

At the end of this module, Trainees will continue with the On the Job Training /
Exposure to field situations assigned to the Construction Team.

Evaluation of each candidate will be recorded and shall form part of the report to be
forwarded to NCDMB and to COMPANY.This evaluation will enable
CONTRACTOR/COMPANY/NCDMB identify the most outstanding trainees.

7.3. “On the Job” Training / Exposure to field situations


On The Job Training / Exposure to field situations will be provided to compliment
Classroom training for all Trainees.

On The Job Training / Exposure to field situations will be provided to suit specific
situations related to specific trades.

On The Job Training / Exposure to field situations, will be conducted by an Instructor
holding qualifications for the trade they are assigned to, according to established
plans and programs.

This phase is also conducted by an experienced staff, in order to enable a


development accompanied by a supervisor.
This is an important phase of the training, as far as human capital development is
concerned. For this reason the on the Job and Practical training will be well planned,
meticulously performed, and carefully controlled. The number of the exercises will be
different for each discipline, adapted to the level of the trainee and will be enough to
cover the positions.

During this phase, practical tests relative to the subject will be submitted to verify the
benefit to the trainee.

7.4. Certification
For this module, contractor would be using certified accredited software and
programme instructors in Nigeria. This module will provide and ensure that systems
and major applications needed to adhere to formal acquisition of full job responsibility
and for complete "trainee status".

7.5. Course Modules by Discipline

7.5.1Mandatory Training
To ensure competency assurance, Saipem HSE and Quality Management Systems
training is mandatory to all trainees (see (a) and (b) below).

Some basic project management soft skills as detailed below has also been included as
mandatory training to ensure that is trainee attains minimum levels of quality that is
required to meet required project outcome and expectations.

In line with Client requirement to provide training in Quality Control & Assurance,
CONTRACTOR shall target to develop Quality Engineers and inspectors to join project
management team.

The objective of this training will be to produce at the end of this project, 6 trainees who
should be able to;
 To understand key issues in quality assurance/good construction quality
practices / quality control.
 To understand specific requirements on quality management and quality
assurance including:

8. MONITORING & EVALUATION OF THE TRAINING
All trainees will undergo Pre and Post Course evaluation in every training program. This will allow for
assessment of course entry knowledge and skills gained respectively.

A complete system of original records for the training activities and result of all the questionnaires,
tests, exercises and tasks performed will be implemented and maintained. An individual file will be
maintained for each trainee.

Electronic database of training activities will be kept to evaluate and monitor progress of all the
training. This database will provide details on the individual training records and give an overall view
of trainings executed as the program progresses. This shall form part of reports forwarded to
NCDMB.

The record system will report all the phases of the training including the activities in Classroom, Field
and On the Job Training.

Competency Assessment

Each job within each discipline has a group of skills needed to work. These skills are a combination
of those that are core to the respective disciplines, job function and those needed for a particular job

9. SHEDULING OF THE TRAINING ACTIVITIES


This General Training Schedule shows the activity planned for recruitment, HSE Induction training,
classroom, On Site and ‘On the Job’ training for all the category of personnel to be trained, to meet
with the requirements and link with the Project Master Schedule.

APPENDIX

i. Trainee Selection Process

TRAINING SELECTION PROCESS


CV search
CV will be searched through the NCDMB national database by
COMPANY/NCDMB. The first screening is conducted on the basis of
objective general requirement such as;
Minimum Qualification: First Degree / HND in relevant course
Candidate must have completed one year NYSC
Must not be more that 28 Yrs old
Willingness to travel, both within Nigeria and abroad

Attitude Assessment
Attitude assessment is conducted through a structured but versatile
evaluation methodology aimed at evaluating certain personnel traits and
potential abilities. Essentially, it involves evaluators observing and
assessing the individual candidate’s behaviour in a group context.

The methodology consists in a number of situational tests, both


individually and within a group, a personality questionnaire, cognitive test
etc. The tests administered do not require specialized knowledge and
therefore technical skills are not evaluated.

Technical Evaluation
This is the final phase in the selection process, and involves an interview
focused on the candidate’s basic knowledge and skills. Themes relative
to the candidate’s education and IQ will be assessed.

Ranking and Feedback


At the end of the selection process, a final ranking drawn up, SAIPEM will
then communicate the final results to every single applicant.
The successful candidates will be placed in contact with the appropriate
authorities to formalize new status.
