6. Description of content: The proposed regulations will:

- Introduce test methods and minimum performance standards (MEPS) for external power
supplies, set top boxes, commercial chillers, and close control air conditioners.

- Revise existing test methods, MEPS, and mandatory energy performance labelling
requirements for household refrigerating appliances, and room air conditioners and heat
pumps

Test methods, and requirements for MEPS and energy labelling will be set out in Joint
Australia/New Zealand Standards listed in Schedules 1 and 2 of the Energy Efficiency
(Energy Using Products) Regulations 2002. Further requirements are set out in the
Regulations.

All appliances covered by these requirements, and which are manufactured in or imported
into New Zealand and made available for sale on or after the introduction date, must meet the
requirements set out in the relevant Standards.

The proposed amendments to the Regulations are:

1. To add the following Standards to Schedule 1 of the Regulations “List of product classes
subject to minimum energy performance standards and list of applicable standards that
apply”:

a. External power supplies:

i. Add AS/NZS 4665.1:2005 Performance of external power supplies - Test method and
energy performance mark (28 pages, English) [Reprinted to incorporate Amendment 1:2009];

ii. Add AS/NZS 4665.2:2005 Performance of external power supplies - Minimum energy
performance standard (MEPS) requirements (28 pages, English) [Reprinted to incorporate
Amendment 1:2009]

b. Set top boxes

i. Add AS/NZS 62087.1(INT):2009 Power consumption of audio, video and related


equipment - Methods of measurement (44 pages, English) [Interim Standard - Expires 27
April 2011; Identical to IEC 62087, Ed.2.0 (2008)]

ii. Add AS/NZS 62087.2.1:2008 Power consumption of audio, video and related equipment -
Minimum energy performance standards (MEPS) requirements for digital television set-top
boxes (28 pages, English) [Amendment to be published within next 2-3 months to expand the
scope to MPEG 2 satellite set top boxes, as sold in the New Zealand market]

c. Commercial chillers

i. Add AS/NZS 4776.1.1:2008 Liquid-chilling packages using the vapour compression cycle -
Method of rating and testing for performance - Rating (16 pages, English)

2. To update the following Standards under Schedule 1 of the Regulations “List of product
classes subject to minimum energy performance standards and list of applicable standards that
apply”:
a. Household refrigerating appliances:
i. Replace AS/NZS 4474.1:2007 Performance of household electrical appliances -
Refrigerating appliances - Energy consumption and performance (160 pages, English) with
AS/NZS 4474.1:2007 Performance of household electrical appliances - Refrigerating
appliances - Energy consumption and performance incorporating Amendment 1

7. Objective and rationale, including the nature of urgent problems where applicable:
Environmental protection and meeting New Zealand’s international obligations. The
objectives are (1) improvements in product technologies lead to increased productivity growth
and lower energy costs; (2) consumers are better informed about products that use less energy
and can make informed choices that reduce their overall energy costs; (3) to contribute to
indicative national savings of savings of 30PJ in non-transport energy per year by 2025, as
targeted in the 2007 New Zealand Energy Efficiency and Conservation Strategy; (4) to
contribute to reduced national greenhouse gas emissions targeted under the Kyoto Protocol;
and (5) to align standards with Australia, in order to honour commitments under the Trans-
Tasman Mutual Recognition Arrangement.
