1. INTRODUCTION & BACKGROUND


Deen Dayal Upadhyay Gram Jyoti Yojana (abbr. DDUGJY) is a Government of India scheme designed to
provide continuous power supply to rural India. Under this scheme, electrification works in 545 villages
of Arunachal Pradesh through Standalone under Decentralized Distributed Generation (DDG) has been
installed. Solar Energy Corporation of India(SECI) been entrusted to execute the project on behalf of
Government of Arunachal Pradesh. Project has been funded by Rural Electrification Corporation Limited
(RECL).

In order to execute DDUGJY project at various locations in the State of Arunachal Pradesh, SECI had
floated tender for Supply, Installation, Testing and Commissioning of such systems including Insurance,
Warranty, Spare Parts and Operation & Maintenance. Subsequent to the successful tendering process,
following Contractor was awarded the contract to execute the Project.

TÜV SÜD South Asia Pvt. Ltd. has been appointed as ‘REC Quality Monitor for Decentralized Distribution
Generation Projects under DDUGJY’ vides Letter of Award dated October 23, 2019. As per LOA, TÜV SÜD
shall envisage Quality Assurance Mechanism (QAM) for the DDG projects as REC Quality Monitors (RQM)
on behalf of REC.

2. APPROACH & METHODOLOGY


TÜV SÜD team visited the RECL regional office at Itanagar on 22 nd and 23rd January for the Kick-Off
meeting & for the collection of requisite data. From the period starting from 25 th January 2020, the team
is visiting each village to ensure the inspection in accordance with the terms of scope of work.

TUV SUD Inspection engineers are visiting each village’s and verifying all components of installed
standalone system and communicating with beneficiaries regarding working status of system. If any
problem is observed during site visit, same has been presented in report.

5. TECHNICAL DETAILS OF THE INSTALLED STANDALONE


SYSTEMS
A standalone system proposed in this project mainly consists of a PV Module, Inverter-less Solar Charge
Controller & associated appliances connected to the battery as its load. Standalone system is only
solution in remote areas where grid connectivity in not available. Approved Single Line diagram has not
been shared by concerned authority. However, typical diagram for standalone system is shown below.

Brief Note on Village : The Census code of Midding Pasu Village is 264691. Midding Pasu in Ziro-l block
of Lower Subansiri district of Arunachal Pradesh. There were total 05 households. The total connected
load provided per household is 50 W. A standalone system has been installed Under Deen Dayal
Upadhyay Gram Jyoti Yojana to meet electricity demand of the village.
