GUIHULNGAN CITY – In line with the celebration of the 44th Anniversary of the Parole
and Probation Administration, the Guihulngan City Parole and Probation Office (GCPPO) initiated
a Gender Responsive activity to its clientele and Volunteer Probation Assistants (VPAs) last July
30, 2020. The activity was connected to this year’s anniversary theme, “PP@44 : Resilience
Amidst the Pandemic,” which emphasizes on the value of resiliency among Filipinos in the face
of COVID-19 pandemic. It can be recalled that later part of the first quarter of this year, the whole
country was placed under a state of emergency due to the rapid spread of COVID-19. In response,
the agency issued a memorandum which suspends all group activities for the clientele under
probation, parole and executive clemency. With recent health guidelines from the Inter-Agency
Task Force (IATF) on Emerging Infectious Disease and from the DOJ-PPA, health protocols were
established for a safer rehabilitation activities.
In connection with the government’s effort to stop the spread of COVID-19 by providing
adequate information to the public, part of the activity conducted by GCPPO was a
lecture/orientation of what generally COVID-19 is and how it affects one person. Also, since the
province of Negros Oriental has been identified by the national IATF as moderate risk for COVID-
19 cases, it was classified with other provinces under Modified General Community Quarantine
(MGCQ) from July 15-31, 2020. Hence, there was a need to inform the clientele and the VPAs
with the Omnibus Guidelines set by the IATF on areas placed under MGCQ. Such topic was also
lectured and discussed during the activity with the clients. Furthermore, to prepare the clientele
and the VPAs of the “New Normal” after MGCQ, a short video clip with group discussion was
also included in the gender responsive activity.
Since the beginning of COVID-19 pandemic, more than 80% of the Filipinos aging 18
above experienced stress according to a recent Social Weather Station (SWS) survey conducted
last July 3-6, 2020. Most of the respondents responded that they experienced “great stress” since
the pandemic began up to the time the survey was conducted. With this year’s theme echoing the
innate resilient character of Filipinos, a discussion on “How to Stay Mentally Resilient amidst the
COVID-19 Pandemic” was included in the said activity. The Chief Probation and Parole Officer
of GCPPO, Mae F. Lumogdang, gave a short lecture on Filipino Resiliency while PPOI John
Kenneth B. Villavicencio discussed what is mental health and its importance. He shared some tips
on how to stay mentally healthy during the pandemic. On the spiritual aspect, one of the VPAs
who is also a pastor, Pastor Romulo Calvario, gave a short biblical background and message on
COVID-19. He emphasized that staying spiritually healthy also is just equally important as
physical health during this time of pandemic.
With all these lectures and discussions, the clientele and the VPAs who attended the
activity were equipped with additional knowledge on COVID-19 and how to avoid being infected
by it. As testimonies during the open forum reveals, the clientele gave a positive feedback on the
activity. Despite this current situation, the value of resiliency is present among Filipinos. The
Probation and Parole Officers continue to work hand-in-hand with the local government unit of
Guihulngan City and other LGUs under its jurisdiction, with Volunteer Probation Assistants, and
the community in general in order to fulfill the mandate of the agency to rehabilitate offenders and
bring them back to the fold of society as law-abiding and productive citizens despite the on-going
COVID-19 pandemic.
