EXECUTIVE SUMMARY
1.0 BACKGROUND
As a consequence of liberalization and rapid socio-economic development in India,
opening of various central/state undertakings and bank offices, there has been tremendous
growth of economic activities in the urban centers. This has resulted in a spurt of freight
and passenger transport activities. National Highway Authority of India (NHAI) has
decided to take up the development of various National Highways.

National Highways Authority of India (NHAI) has taken up the up-gradation of existing 2-
lane road to 4 lane with paved shoulder configuration of Bhavnagar – Talaja section of
NH-8E from Km 7.090 (design chainage km 6.945) to Km 53.585 (design chainage Km
54.990) in the State of Gujarat. This project stretch length is 48.045 Km.

2.0 PROJECT ROAD & SALIENT FEATURES


2.1 The present project consists of following road stretches as indicated in Table – 1.1:

The entire project road in its present condition is a two lane road. The layout plan
indicating the project road is presented in Figure – 1.1.

2.2 Objectives of Study


The main objective of the present study is to establish technical and environmental &
social viability of the project and prepare Detailed Project Report for upgrading of the
existing 2 lane road to 4 lanes configuration.

3.0 SOCIO ECONOMICS PROFILE


The primary purpose of socio – economic analysis is to provide an overview of the state’s
socio – economic setup and the related status of the project influence area within the
states. The details include the present status, the past performance and the perspective
growth of the economy, population and urbanization. The profile depicts the spatial
distribution of economic activities.
It is observed that over 80 percent of the vehicular traffic on the project corridor originates
or terminates in the State of Gujarat. Therefore, the Socio-economic analysis of the broad
influence area is confined to this state.
Gujarat, for administrative purpose, has been divided 23 districts. The project road Section
mainly passes through three districts of Gujarat, namely Bhavnagar, Amreli and Junagadh.

All these districts contribute traffic to the project road section in varied proportion. These
districts thus form an immediate influence area of the Project Road. This influence area is
termed as Project influence Area (PIA). This chapter deals with Socio – economic profile
of the immediate PIA. Gross domestic product (GDP) at factor cost at constant (2004-05)
prices in 2009-10 is estimated at Rs. 44, 93,743 crore as against Rs. 41, 62,509 crore in
2008-09 registering a growth of 8.0 per cent during the year as against the growth rate of
6.8 per cent during the previous year. At current prices, GDP in 2009-10 is estimated at
Rs. 61, 33,230 crore as against Rs. 52, 82,086 crore in 2008-09, showing an increase of
16.1 per cent during the year. At constant (2004-05) prices the gross national income at
factor cost in 2009-10 is estimated at Rs 44, 64,854 crore as against Rs. 41, 37,125 crore
in 2008-09 showing a rise of 7.9 per cent during the year. At current prices, the gross
national income in 2009-10 is estimated at Rs. 60,95,230 crore as compared to Rs
52,49,163 crore in 2008-09, showing a rise of 16.1 per cent during the year. The growth
rate of 8.0 per cent in the GDP during 2009-10 has been achieved due to high growth in
transport, storage and communication (15.0%), community, social and personal services
(11.8%), financing, insurance, real estate & business services (9.2%), and manufacturing
(8.8%).
The per capita income (per capita net national income at factor cost) in real terms, i.e. at
2004-05 prices, is estimated at Rs. 33,731 for 2009-10 as against Rs. 31,801 in 2008-09,
registering an increase of 6.1 per cent during the year. The per capita income at current
prices is estimated at Rs. 46,492 in 2009-10 as against Rs. 40,605 for the previous year
depicting a growth of 14.5 per cent.

3.1 Project Appreciation


3.1.1 Climate
The study region experiences moderate temperatures with high-level of humid conditions.
The coastal nature and tropical location ensures moderate temperatures throughout the
year. Monsoon season starts in mid June and end in September. It has a maximum of 42°C
during summer months and minimum of 10°C during winters.
3.1.2 Terrain
The Project stretches pass through plain and rolling terrain.

3.1.3 Land Use


The land use pattern along the project road is mainly agricultural. Barren land has also
been observed in certain areas of project stretch. The project road traverses adjacent to
many villages and towns.
3.1.4 Environmental Aspects
The existing highway is widening to 4 lane with paved shoulder. The existing road passes
mostly through agriculture areas with building and private properties on both sides of the
road at discrete locations. This aspect has been in view while proposing cutting and filling
on the existing road so as to cause the least possible disturbance to the harmony between
proposed levels of the road and the levels of the existing buildings and internal roads.
However, the widening / up-gradation of the project road will result in overall
improvement of quality of environment in the surrounding region. During construction,
local environment impact is unavoidable.
3.1.5 Alignment
The alignment has been designed for a speed of 100 km per hour.
The vertical gradient is maintained up to 2.5% in compliance with IRC specifications.
3.1.6 Improvement of the Existing Road Geometrics
The Bypasses and Realignments proposed along the project highway are indicated in table
below.

The widening of highway section to 4 lanes with paved shoulder shall be as indicated in

Based on condition and widening requirement of the project road, different types of cross
sections have been proposed.

3.1.8 Existing Structures


From the inventory of Structures, it is noted that there is no major and minor bridge on the
project road. List of Structures present along the project length are described below.
The total number of structures on the Site is indicated below:

3.1.10 Toll Plaza
There is no existing Toll Plaza and one New Toll Plaza Proposed at Km. 17.873.

4.0 ENGINEERING SURVEY & INVESTIGATIONS


4.1 Classified Traffic Volume Count at Mid-Block
Various Engineering Surveys and Investigation were conducted for the Feasibility Study
Report preparation. These include Inventory and condition survey of Road and pavement,
Alignment Study, Topographic Survey, Pavement investigations, Sub grade
Investigations, Soil and Material Investigations, Inventory and Condition Survey for
Bridge and cross Drainage Structures.
Information about traffic is indispensable for any highway project since it is the basis of
design of pavement, fixing the number of traffic lanes, design of intersections and
economic appraisal of the project, etc.

Traffic studies at Mid-Blocks are conducted at different locations in the Year 2016 for
classified traffic volume count after a detailed site investigation.

The axle load survey data have been analyzed to arrive at the VDF values for each
category of vehicles. The following VDF values have been arrived for various categories
of vehicles.

4.2 IMPROVEMNET PROPOSALS AND DESIGN


4.2.1 Cross Section Details

on the guidelines given in IRC Codes. These are outlined in below Table 1.7.
