OFFICE MEMORANDUM

TO : CSC OFFICIALS AND EMPLOYEES IN THE CENTRAL


AND REGIONAL OFFICES

SUBJECT : Nominations to the 2021 CSC PRAISE Awards

We are pleased to inform our officials and employees that nominations to


the Commission-level Program on Awards and Incentive for Service Excellence
(PRAISE) is officially open. All CSC offices are encouraged to submit
nominations to the following award categories to the Office for Human Resource
Management and Development (OHRMD) not later than 30 July 2021:

A. For rank-and-file employees (individual and group categories):

➢ Gawad Kahusayan - conferred to individual or group of employees


for extraordinary performance or service and consistent
demonstration of competency and capacity in the execution of work;

➢ Gawad Karangalan - conferred to individual or group of employees


for performance of extraordinary act of public service and consistent
demonstration of exemplary ethical behavior on the basis of
his/her/their observance of one or more of the eight norms of
behavior under RA No. 6713 (Code of Conduct and Ethical
Standards for Public Officials and Employees); and

➢ Gawad Kagitingan - conferred to individual employee or group of


employees for performance of a courageous and selfless act
involving the risking of one’s life and safety for the common good
and/or benefit of others which may be either work-related or non-
work related. Courage may refer to the quality of mind which
enables one to encounter danger and difficulties with firmness, valor
and boldness while selflessness refers to the state of mind devoid of
self-interest.

B. For Officials (individual category):

➢ Gawad Bilang Katangi- Tanging Pinuno - conferred to CSC officials


from Director II to Assistant Commissioners and Executive Director
IV who demonstrated exemplary leadership and outstanding
achievements in their work.
Further, the Performance Management Team (PMT) shall automatically
review and consider to the STAR Performer Award all employees who obtained a
performance rating of “5” for one year (January to December 2020). The STAR
awardees shall then be automatically considered in the Gawad Kahusayan
category.

The Commission-level PRAISE awardees shall receive the following cash


reward per category:

Gawad Kahusayan, Kagitingan and Karangalan


➢ Individual Category - P30,000.00
➢ Group Category - P50,000.00

Gawad Bilang Katangi-tanging Pinuno


➢ P50,000.00

Below is the timeline of the major PRAISE activities:

July Call for Nomination / OM for the Invitation of Nominees


August PRAISE Committee Deliberation
October Background Investigation of Shortlisted Nominees
November Final Deliberation of PRAISE Committee
December Conduct of PRAISE Awards

Attached are the nomination forms which contain the procedure, criteria,
and other requirements for your guidance. Only online nominations shall be
entertained, to be sent to the ohrmd@csc.gov.ph, cc: Mr. TJ Bignay at e-mail
address jbignay@yahoo.com.
