AGILA BACOLOD

Agila Bacolod is the frontier community of all the Eagle Scouts, Rizal Scouts, Citizen Scouts
from the Boy Scouts of the Philippines Bacolod City Council. The National Eagle Scouts
Organization of the Philippines Papa Isio Chapter No. 6 is a branch under Agila Bacolod which
is composed of selected Scouts in order to preserve the identity of NESAPh the premiere honor
society of Eagle Scouts in the Philippines as an organization that recognizes excellence among
peers.

VISION

Agila Bacolod aims to become the leading inclusive Eagle Scout Organization in Western
Visayas geared towards cohesion and positive change by promoting the Scouting Movement.

MISSION

Agila Bacolod shall promote inclusivity and excellence through different sustainable community
projects guided by the Sustainable Development Goals of the United Nations and the programs
under the Better World Framework of the World Organization of the Scout Movement.

CONSTITUTION AND BY-LAWS
OF THE
AGILA BACOLOD

PREAMBLE

We, the Eagle Scouts of the Boy Scouts of the Philippines Bacolod City Council, have
organized ourselves into an Organization to perpetually kindle in our hearts and minds the true
spirit of the Scout Oath and Law; to strive and spread the values of leadership and service by
leading and guiding other scouts to achieve the highest rank in the scouting movement, that they
may become responsible citizens of the community and to foster and strengthen among ourselves
the Scouting ideals, do ordain and promulgate this Constitution and By-Laws.

ARTICLE I – NAME

Section 1. The name of the organization shall be Agila Bacolod, otherwise known as
“Eagles of Bacolod” and “Agila BCD” of the Boy Scouts of the Philippines.

ARTICLE II – OFFICE

Section 1. The office of the Organization shall be located at Corner Rosario – Araneta
Streets, Boy Scouts of the Philippines Bacolod City Council Headquarters,
Bacolod City, Philippines.

ARTICLE III - THE EMBLEM

Section 1. The official emblem of the Agila Bacolod is diamond in shape to signify the
strength and beauty of the Organization through its various projects and activities.
The Sun signifies light and hope which each member of the Organization must
emanate to other Scouts to achieve their goal. Embedded in the Sun is the
Babayin word for “Agila”. The Eagle signifies the Agila or the Eagle Scouts
which composes the Organization. Underneath the Eagle are 3 Rays which
complete the diamond. The Rays signify the light that each Eagle Scout brings to
a hopeless situation. Inside the Rays are the Roman Numerals L, X, and IX,
signifying the Outfit Number 069, which the Organization established in order to
cater and help both students and professionals, to continue in Scouting.

ARTICLE IV - PRINCIPLES AND OBJECTIVES

Section 1. The Organization shall be non-sectarian, non-political and non-commercial.

Section 2. To foster brotherhood among the highest rank awardees (Eagle Scouts, Rizal
Scouts, and Citizen Scouts) throughout the Philippines.

Section 3. To assist and help the Boy Scouts of the Philippines in the promotion of its
advancement program and to encourage all Scouts to attain the highest rank.

Section 4. To encourage all former Scouts who have attained the highest rank to become
active members again in the Scouting movement and to help in the development
of young boys to become good citizens of our country.

Section 5. To harness the potentials of all Scouts to become good leaders in order to be of
service in their respective communities.

Section 6. To coordinate and collaborate with other scouts on common program activities
which need collective support by the Boy Scout of the Philippines.

Section 7. To provide and undertake capability building and efficiency training development
to all members of the Organization.

ARTICLE V - MEMBERSHIP AND DUES

Section 1. The membership of the Organization shall be open to all Eagle Scouts, Rizal
Scouts, and Citizen Scouts, of the Boy Scouts of the Philippines Bacolod City
Council.

Section 2. The member must also register officially under the Boy Scouts of the Philippines.

Section 3. There shall be an annual due of ____________ which shall be decided upon every
last conclave of the preceding calendar year.

Section 4. An annual membership card shall be given to each member every January.

ARTICLE VI - RIGHTS, PRIVILEGES, DUTIES AND OBLIGATIONS OF THE


MEMBERS

Section 1. Members of good standing shall have the following rights and privileges:

a. To participate in the activities of the Organization;


b. To avail of the services of the Organization as guaranteed by this Constitution
and By-Laws and from the benefits derived from the projects and programs
of the Organization;
c. To vote and be voted upon;
d. To use the facilities of the Organization; and
e. To examine all records and books of the Organization.

Section 2. Members shall have the following duties and obligations:

a. To pay lawfully the fees, dues and other contributions to be determined by the
Executive Council;

b. To actively participate in the activities of the Organization;
c. To help any member, or his family, who are in need; and
d. To do all lawful obligations, follow all policies and guidelines as maybe
prescribed by this Constitution and By-Laws and those promulgated by the
duly constituted authorities.

ARTICLE IX –EXECUTIVE COUNCIL

Section1. There shall be an Executive Council which shall be elected upon the members of
the organization, except for the Board of Regents which shall be composed of
Past Chairpersons, the Chairperson which shall be appointed by the Board of
Regents, and the Project Coordinators which shall be appointed by the
Chairperson.

Section 2. The Executive Council shall be composed of all members in the region who shall
elect from among themselves the following officers:

a.Board of Regents
b. Chairman
c.Vice-Chairman for Agila Bacolod and NESAPh
d. Secretary for Agila Bacolod and NESAPh
e.Treasurer for Agila Bacolod and NESAPh
f. Auditor for Agila Bacolod and NESAPh
g. Public Relation Officer for Agila Bacolod and NESAPh
h. Unit Representatives for Agila Bacolod and Five (5) Board
Members for NESAPh
i. Project Coordinators

Section 3. The Chairman shall coordinate and implement programs, plans and activities of
the Organization performs such other functions as may be assigned by the Board
of Regents.

Section 4. The Chairman shall establish close coordination with the Board of Regents in the
implementation of the programs of the Organization especially those that benefit
the members of the Organization.

Section 5. The Chairman, Treasurer, and Auditor of each branch shall prepare periodic
financial reports and present it to the members of the Organization with regards to
funds and programs of the Organization.

Section 6. In any case that an officer decides to resign, the Chairman, along with the
guidance of the Board of Regents, can appoint a person to serve on the vacant
position.

Section 7. The Chairman can create and set an election or appoint, whichever is necessary,
pro-tempore officers when the seating officials cannot do their duties. The pro-
tempore officers will serve the same responsibilities as substitutes of the seating
officials when the latter are absent.

ARTICLE VIII – OFFICERS AND THEIR DUTIES

Section 1. The Board of Regents shall perform the following functions:


a. Be an independent body that can act individually without the approval of other
members of the Board of Regents, given that the said act is for the benefit of
the Organization or deemed necessary;
b. Oversee the performance of the Chairman;
c. Serve as counselors and advisers of the Organization;
d. Call a special conclave when deemed necessary; and
e. Appoints the Chairman of the Executive Council.

Section 2. The Chairman shall perform the following functions:

a. Presides in all meetings of the Executive Council;


b. Provides the kind of leadership necessary for the attainment of the goals of the
Organization;
c. Recommends and proposes policy guidelines that shall govern the conduct of
the affairs and functions of the Organization;
d. Preserves order and defend the rights and prerogatives of the members;
e. Represents the Organization in any occasion in which representation may be
necessary;
f. Approves all accounts and administrative papers;
g. Sees to it that the Constitution and By Laws and all resolutions adopted by the
Organization are strictly complied with;
h. Calls a special meeting whenever he deems it necessary; and
i. Renders an annual report to all members of the Organization during national
meeting/conclave.

Section 3. The Vice-Chairmen shall perform the following functions:

a. Assists the work of the Chairman on matters concerning the operations of the
Organization.
b. Oversee the operations of their respective branches;
c. Performs the duties and discharges the functions of the Chairman in case the
latter’s temporary absence or inability to act as such;
d. Coordinates and supports the various programs of activities of the
Organization;
e. Plans, coordinates and implements the resources and fund generation and
mobilization activities and projects of the Organization; and
f. Performs the duties assigned to him by the Chairman;

Section 4. The Secretaries shall perform the following functions:

a. Exercises over all supervision and operation of the Secretariat and to keep the
integrity of the minutes of meetings;

b. Acts as Secretary of all meetings of the Executive Council and shall keep the
minutes of such meetings;
c. Coordinates and supports all the activities programmed by the Organization
for implementation;
d. Files and records all necessary documents;
e. Notifies the members of regular and special meetings and such other activities
that may be assigned to him; and
f. Performs other duties as may be designated by the Chairman.

Section 5. The Treasurers shall perform the following duties:

a. Has custody and exercise control over all funds and properties of the
Organization;
b. Signs and issues special receipts of expenses and disbursements of the
Organization;
c. Opens a joint account with the Chairman and deposit funds of the
Organization in any reputable bank in the name of the same;
d. Renders financial reports during annual meetings/conclaves;
e. Makes payments for all authorized expenses as approved by the Chairman.

Section 6. The Auditors shall perform the following functions:

a. Examines and audits periodically the Book of Accounts of the Organization,


its assets and liabilities and requires the production of supporting documents
and the minutes of the meeting as guiding factors.
b. Informs the President immediately of any transaction inimical to the
association and to do such acts or propose measures that may protect the
interest of the Organization.

Section 7. The Public Relations Officers shall perform the following functions:

a. Shall be in the frontline of information, dissemination and promotion of the


various program, plans and activities of the association:
b. Shall establish linkages and networking to other agencies, organizations and
other sectors of society that will benefit the association; and
c. Performs other duties as may be designated by the Chairman.

Section 8. The Unit Representatives and Board Members shall perform the following
functions:

a. Be part of the deciding body when there is a change to be considered within


the policies of the organization;
b. Communicates with the different Scouting Units in line with the projects and
events of the Organization; and
c. Performs other duties as may be designated by the Chairman.

Section 9. The Project Coordinators shall perform the following functions:

a. Oversee the different projects of the Organization;

b. Coordinate with other institutions to form partnerships in the projects;
c. Oversee all operations and report it the Chairman;
d. Spearhead all related events prior, during, and after the project; and
e. Performs other duties as may be designated by the Chairman.

ARTICLE XI– TERM OF OFFICE

Section 1. The term of office of all members of the Executive Council shall be two (2) years
and one (1) year for Project Coordinators which shall commence one (1) month
after the election/appointment, except for the Board of Regents which has no term
limit.

Section 2. The appointed officials shall be co-terminus with the appointing authority.

Section 3. For any acts prejudicial to the interest of the Organization, any of the elected and
appointed officers, may be reprimanded, suspended or removed by a vote of two-
thirds of the members of the Board of Regents.

Section 4. The incumbent officers shall continue to hold office until the induction of the
incoming set of officers.

ARTICLE XII – MEETINGS/CONCLAVES

Section 1. An Annual Conclave of the Organization shall be called during the Council-wide
Jamboree of the Boy Scouts of the Philippines Bacolod City Council;

Section 2. There shall be a monthly conclave as set and announced by the Chairperson at
least a week before the conclave;

Section 3. A Special Meeting or Conclave may be called by the Chairperson or Board of


Regents when deemed necessary.

ARTICLE XIII – QUORUM

Section 1. The total number of members present during the meeting/conclave shall constitute
a quorum;

Section 2. A simple majority of the members constituting a quorum during a


meeting/conclave shall be sufficient to approve any resolution or action of the
Organization;

ARTICLE XIV – ELECTION GUIDELINES

Section 1. Elections must be held on January, every other year.

Section 2. Elections must be under the Australian Ballot or Secret Ballot voting method.
Viva voce is strictly prohibited.

Section 3. A member can only vote once for each election.

Section 4. There may be an online election for members who cannot attend the said election
when deemed necessary.

ARTICLE XV - FILLING-UP OF VACANT POSITIONS

Section 1. The Board of Regents shall appoint a person to assume the office of the Chairman
for the remaining term in case of permanent vacancy due to death, resignation or
incapacity.

Section 2. In case of vacancy in the Executive Council, the position shall be filled-up by the
said council for the remaining term.

Section 3. In case of vacancy in the appointive position the Chairman shall appoint the
replacement of the remaining term subject to concurrence of the Board of
Regents.

Section 4. The Executive Council may opt to let the members of the Organization to elect a
Pro-Tempore Council which will serve in the absence of the former, as deemed
necessary.

ARTICLE XVI - AMENDMENTS

Section 1. This Constitution and By-Laws may be amended, repealed or altered in whole or
in part by a majority vote of the members present in the national
meeting/conclave called for the purpose.

ARTICLE XVII – EFFECTIVITY

This Constitution and By-Laws shall take effect immediately upon its ratification
by the members.
