Casual Leave:

Rules Governing Casual Leave and Special Casual


Leave are provided in Appendix-III of CCS (Leave)
Rules 1972.

Not a recognized form of leave under Leave Rules. 8


days of CL is allowed in a calendar year for those
entitled to 17 holidays. Those not entitled to 17 days
holidays, 10 days CL is allowed.

Officials joining during middle of year may avail CL


proportionately or the full period at the discretion of
the competent authority.

Intervening holidays are not counted as CL.

In the case of all kinds of leaves the holidays


(Saturday and Sunday or any other schedule
holidays) prior to commencement of leave and also
immediately after completion of leave period may be
prefixed and suffixed as the case may be. The
intervening holidays will be part of leave availed.
Casual leave cannot be combined with any kind of
leave except Restricted Holiday and/or Special
Casual Leave.

½ day CL can also be availed (Forenoon or


Afternoon).

Normally 5 days can be granted at a time.

LTC can be availed along with casual leave.

Special Casual Leave: Granted under certain


circumstance.

Sport events: for coaching or training – maximum


30 days in a calendar year.

Cultural activities: Up to 30 days in a calendar year


for participation by employees in cultural activities
of All India or Inter-State character organized by
Central Secretariat Sports Control Board.
Up to 15 days in a calendar year for participation in
dancing/singing competitions organized by Govt. of
India/Govt. Organizations.

Up to 30 days in a Calendar year for participating


Mountaineering/Trekking Expeditions approved by
Indian Mountaineering Foundation or organized by
Youth Hostel Association of India.

Family Planning: Maximum 5 days for vasectomy


operation.

Maximum 3 days if wife of Govt. servant undergoes


tubectomy.

Maximum 10 days if female employee undergoes


tubectomy.

If a Govt. servant is tested Covid-19 positive and/or


hospitalized, and if no commuted leave is
admissible, special casual leave of 15 days may be
granted.
If the dependent family member or parents whether
dependent or not; but living with Govt. servant is
tested Covid-19 positive, 15 days of special casual
leave may be granted.
