Technical specification for design and planning of living area and office area of TUZLA

Project in Bosnia and Herzegovina

1.工程范围

1. Scope

现场EPC总包生活区和现场EPC办公区临建及附属工程工作范围(包括但不限于):

Scope of temporary construction and ancillary works in living area and office area of EPC general

contractor (including but not limited to):

(1)EPC 总包方和施工分包商生活区、EPC 总包方和施工分包商的办公区临建及配套

生活水泵房、生活污水处理站、供暖小锅炉、HSE 宣教室和安全教育培训体验馆、围墙等

附属工程的设计工作(包括生活区和办公室的主体、室外工程、绿化、室内外装饰装修、供

电、消防、照明、给排水、供暖、通风、空调、弱电系统等)和当地政府施工报建许可工作。

(1) the temporary construction in living area and office area of EPC general contractor and

construction subcontractor, and matching living water pump house, living sewage treatment

station, small heat supply boiler, HSE education classroom, safety education and training

experience building, and ancillary works such as enclosure walls (including main body of the

living area and office area, and outdoors works, greening, indoor and outdoor decoration and

fitment, power supply, fire fighting, illumination, feedwater and drain, heat supply, ventilation, air

conditioning, and weak power system etc.); as well as construction application for permission of

local government.

(2)生活区和#7 机生产建设区的隔离临时围墙,以及生活区和办公区进场临时道路。

(2) Temporary isolation enclosure walls in the living area and Unit 7 production and

construction area, and temporary access roads in the living area and the office area
(3)EPC 总包方生活区和办公区临建(HSE 宣教室和安全教育培训体验馆)及配套生
活水泵房、生活污水处理站、供暖小锅炉等附属工程的全部施工工作,施工分包商生活区的
建设两栋公寓楼施工工作【其余分包商的公寓楼及室外工程设施缓建】 。
(3) All the construction works of temporary construction (HSE publicity classroom, safety
education and training experience hall) of EPC general contractor’s living area and office area,
and ancillary works such as matching living water pump house, living sewage treatment station,
and small heat supply boiler; construction of two apartment blocks in the construction
subcontractor’s living area [The construction of other apartment buildings and outdoor
engineering facilities in the subcontractor's living area is carried out by the subcontractor
himself].
(4)除本合同中明确由总承包商采购的设备、材料外,其余为完成本施工合同全部工

程内容的需要所购买的设备、材料等均由承包商采购;

(4) In addition to the equipment and materials stipulated in this Contract to be purchased by

the general contractor, the other all equipment and materials required for completion of all

works of the construction contract shall be purchased by subcontractor.

(5)EPC 总包方的生活区和办公区的地基处理;

(5) Foundation treatment for living area and office area of EPC general contractor

(7)办公室的敞开式卡座及办公家具、空调等办公设施采购、安装、调试;

(7) Procurement, installation, and commissioning of office facilities, such as open type fixed

seats, office furniture, and air conditioning etc.

(8)办公区绿化工程设计、施工、养护;

(8) Design, construction, and maintenance of greening project in office area.

(9)质保期维护、维修;

2.技术要求

2. Technical requirements

2.1 EPC总包方生活区

2.1 Living area of EPC general contractor

总包临建生活区在施工场地的北面,占地面积约12600平米,场地由业主负责场平完成;生

活区内拟建设项目员工公寓楼、食堂、室内文体娱乐室、生活和消防水泵房、生活污水泵站、

室外停车场、篮球场、网球和羽毛球场、小型足球场,以及配套生活区内部道路和路灯、给

排水系统、临时消防系统、景观绿化、围墙等。具体技术要求如下:

The temporary living area of the general contractor is located in the north of the construction site,

covering an area of about 12600m2 (to be leveled by Owner). In this living area, it is planned to

be built with project staff apartment blocks, canteen, indoor recreation and sports room, living and

fire pump house, domestic sewage pump station, outdoor parking lot, basketball court, tennis and
badminton court, small football court, as well as the internal roads and supporting living areas

street lamps, water supply and drain system, temporary fire control system, landscape greening,

and enclosure etc. The Particular technical requirements are as follows:

1) 公寓楼:总包生活区拟规划4栋员工公寓,每栋公寓占地面建筑面积按16m*48m考虑,

公寓按两层结构考虑,每层考虑46间标准公寓,拟满足约190名员工在项目建设期生活居住;

单间公寓面积拟按6m*3.8m考虑,并配套独立淋雨卫生间。每栋公寓楼一楼设置洗衣房,并

配套给排水开关阀门、地漏和电源等。建筑装修:室内外墙体和屋面采用抹灰腻子墙漆,室

内地面采用耐磨亚光砖,卫生间地面采用耐磨地砖,屋面防水采用防水卷材
(如采用平屋顶)。

1) Apartment blocks: In the living area of the general contractor, 4 staff apartment blocks are

planned, each occupying a land area of 16m*48m. These blocks will adopt 2-floor structure, each

floor including 46 standard apartments, meeting 190 employees during construction period of

project. Each apartment will be 6m*3.8m, equipped with independent rain toilet. Laundry room is

set on the first floor of each apartment building, with water supply and drainage switch valve,

floor drain, and power supply etc. Building fitment: plastering, putty, and paint on indoor and

outdoor walls and the roof, wear resistant matt bricks on indoor floors, wear resistant mosaics on

toiler floors, and waterproof roll on roof (such as flat roof ).

2) 食堂:食堂拟建的建筑面积约650平米(占地约42m*18m),采用单层小型框架和砌体

维护结构;食堂餐厅考虑两个就餐区:
(1)普通员工区,设计一个大餐厅(可满足150就餐)、

VIP包厢小餐厅2间,及配套的厨房操作间、储物间及打饭区等;(2)清真员工区:清真员

工食堂需与普通员工食堂相对隔离,规模按满足最高峰40名员工就餐,并配套独立的清真厨

房区;(3)食堂设置一个独立的滤油隔油排污处理沉淀池。建筑装修:室内外墙体和屋面

采用抹灰腻子墙漆,室内地面采用耐磨亚光砖,卫生间地面采用耐磨地砖,屋面防水采用防
水卷材(如采用平屋顶)。

2) Canteen: The planned canteen has a building area of about 650m2 (occupying an area of about

42m*18m) and adopts a single-layer small frame and masonry maintenance structure. It includes

two dining areas: (1) ordinary staff area: designed with one large dining hall (meets 150 persons),

two VIP box small dining halls, and supporting kitchen operation room, one storage room, and

one food taking zone etc.; (2) Halal staff area: isolated from the ordinary staff canteen, with the

scale meeting the peaking of 40 Muslim employees, and equipped with an independent Halal

kitchen area; (3) the canteen is equipped with an independent oil filter, oil separator, sewage

treatment and sedimentation tank. Building fitment: plastering, putty, and paint on indoor and

outdoor walls and the roof, wear resistant matt bricks on indoor floors, wear resistant floor tile on

toiler floors, and waterproof roll on roof (such as flat roof ).

3) 室内文体娱乐室:生活区拟规划配套室内文体娱乐室,按单层小框架砌体结构形式,可

满足两张乒乓球桌、两张台球桌及一间棋牌室;建筑装修同公寓楼。建议与食堂统一合并规

划设计。

3) Indoor recreation Sports room: provided in the living area, with single floor small frame

masonry structure, meeting the requirements of two table tennis tables, two billiards tables, and

one chess/card room. The fitment is the same as for the apartment blocks. Unified planning and

design with the canteen is recommended.

4) 生活给水和临时水消防系统:(1)总包生活区内设置一个满足EPC总包方(按200人考

虑)和施工分包商(1200人考虑)的生活水管网升压供水系统的生活水泵房,生活水泵房设

计一个不少于250m3的生活水池作为水源应急储备。(2)设置一套生活水区和施工区的消

防水泵系统,供生活区和厂区施工各区域的临时消防管网消防水,消防水源取自生活区外的

施工用水500m3备用水池。

4) Domestic water supply and temporary water fire-fighting system: (1) In the living area of

general contractor, a domestic water pump house meeting the booster water supply system of

domestic water pipe network of EPC general contractor (based on 200 persons) and the

construction subcontractor (based on 1200 persons) is provided, designed with one living water

pool of at least 250m3 as emergent water supply. (2) A set of fire pump system is provided in the

living water area and construction area for temporary fire fighting pipe net fire water in these areas,

with the water taken from the 500m3 standby pool of construction water outside the living area.
5) 室外停车场:生活区停车场满足停放不少于10台小汽车和3台大巴。

5) Outdoor parking lot: the parking lot in the living area can park at least 10 cars and 3 buses.

6) 室外球场:生活区内规划室外篮球场1个、小型足球场1个,羽毛球场和网球场各1个;

室外篮球地面采用构造配筋混凝土地面+耐磨地胶漆+划线,其中网球场需设置隔离围栏网。

6) Outdoor courts: In the living area, one basketball court, one small football court, one badminton

court, and one tennis court are planned outdoor. The outdoor basketball court adopts structural

reinforced concrete ground + wear resistant adhesive paint+ marking. Isolation fence net is

required for the tennis court.

7) 生活区道路和雨水排水:(1)生活区进场主干道路7m宽,路面双坡雨水篦子口路面排

水,路侧设计简易路沿石,(2)次干道路4m宽,路面单坡雨水篦子口路面排水,路侧设计

简易路沿石;

7) Roads and rainwater drainage in the living area: (1) the access main road is 7m wide, with

pavement drainage using rainwater comb openings on dual slopes on the pavement, and simple

curb stones designed at road sides; (2) Secondary road is 4m wide, with pavement drainage using

rainwater comb openings on single slope on the pavement, and simple curb stones designed at

road sides.

8) 景观绿化:生活进场大道两侧设计花圃和草坪园林景观,其他区域采用撒草籽草坪绿化。

8) Landscape greening: At both sides of the living area main access road, flower garden and lawn

are designed. In other areas, grass seeds will be sprayed to cultivate lawn.

9) 围墙和生活区大门:生活区围墙采用混凝土构造柱梁砖砌体结构,围墙顶部设置镀锌铁

艺防爬刺,墙体采用抹灰腻子墙漆装修;大门设计值班门卫室和名墙,配置电动钢门及电动

车闸。
9) Enclosure walls and living area main gate: enclosure walls in living area will adopt concrete

columns and beams brick masonry structure, with galvanized iron thorns against climbing

provided on top, and plastering, putty, and paint on walls as fitment. For the main gate, a duty

keeper office and a name wall are designed, equipped with electric steel door and electric vehicle

brake provided.

10) 生活区和#7机生产建设区的隔离临时围墙采用钢筋混凝土构造柱和砖砌体实墙结

构,临时围墙顶部设置镀锌铁艺防爬刺;生活区和办公区进场临时道路采用7m宽,路面双

坡雨水篦子口路面排水。

10) Temporary isolation enclosure walls of the living area and Unit 7 production and construction

area adopt reinforced concrete column and brick masonry solid wall structure, with galvanized

iron thorns against climbing provided on top. Temporary access roads for the living area and the

office area are 7m wide, with pavement drainage using rainwater comb openings on dual slopes on

the pavement.

11) 电源和室内外照明:

11) Power supply and indoor and outdoor illumination:

 生活区电源由总包方提供,由厂内#1变压器的低压端引接。

 The power supply of living area shall be provided by the general contractor and connected by

LV end of the #1 transformer in the plant.

 公寓室内房间和食堂照明采用LED灯管,走廊采用LED吸顶灯;

 Illumination in apartment and the canteen adopts LED lamp tubes and illumination in the

corridors adopts LED ceiling lamps.

 生活区内道路沿线设置广式路灯照明;

 Wide type street lamps are used for illumination along roads inside the living area.

 室外篮球场和网球、羽毛球场设置球场LED投光灯或卤素灯照明;
 Court LED flood lights or halogen lamps are provided for outdoor basketball court, tennis

court, and badminton court.

12) 室内暖通:食堂大餐厅采用多联体空调或分体柜式空调,VIP包间和公寓楼宿舍采

用挂墙式分体空调;室内供暖采用生活区供暖小锅炉集中供暖方式,各室内进行热水采暖方

案。

12) Indoor HVAC: Large canteen dining halls will adopt multiple ganged air conditioners or split

cabinet type air conditioners. VIP rooms and apartment rooms will adopt wall-mounted split air

conditioners. Indoor heating will adopt centralized heating by the small boiler of the living area,

and hot water heating scheme is carried out in each room.

13) 生活区网络和视频监控系统:室内配置和覆盖公用WiFi网络,各房间另配置有线

网络接口。生活围墙角点、大门及各公寓楼一楼门口设置视频监控系统,终端视频监控和主

机设在门卫室。

13) Living area networks and video monitoring system: Public WiFi network will be configured

for and cover interior of each room, with wired network interface provided in each room. Video

monitoring system will be provided at each living area enclosure wall corner, the main gate, and

gate of ground floor of each apartment block, and the video terminals and the host shall be set in

the guard room.

2.2 施工分包商生活区

2.2 Construction subcontractor living area

施工分包商生活区占地面积约26500m2,分施工主标段I和主标段II两个独立施工分包商生活

区;两施工标的分包商生活区规划基本一致,具体各自生活区规划如下:

The living area of construction subcontractor covers an area of about 26500m2, which divided

into two independent zones in construction main bid segment I and segment II. The consistent

planning shall be basically adopted for the aforesaid construction works, and the specific planning

is as follows:

1) 拟建5栋员工宿舍楼,具体公寓与EPC员工公寓一致;

1) 5 staff apartment blocks are proposed, and the specific requirements shall be consistent with

EPC staff apartment blocks;

2) 拟建食堂一个,员工的小卖部超市一个;

2) one canteen and one small supermarket for staff;


3) 生活污水处理站:设置一个可满足EPC总包方和施工分包商全部员工(约1200人)的生

活污水处理站(经处理后可达到当地环保污水排放要求)。

3) Domestic sewage treatment station: set a domestic sewage treatment station which can meet all

staff of the EPC general contractor and the construction subcontractor (about 1200 persons) (it

should meet the local environmental sewage discharge requirements after treatment.)

4) 供暖热网站:(a)采用燃煤供热小锅炉房,集中供生活区和办公区热水供暖;(b)采

用老厂引蒸汽,供暖热网站设置汽水热交换装置,集中集中供生活区和办公区热水供暖;
(c)

公寓楼和办公区采用电热供暖;建议采用(b)方案。

4) Heat supply station: (a) small boiler room with coal fired heating is adopted for centralized hot

water heating in living areas and office areas; (b) lead steam from existing plant to steam-water

heat exchange device which is set in heat supply station for centralized hot water heating in living

areas and office areas; (c) electric heating is adopted in apartment blocks and office areas; scheme

(b) is recommended.

5) 拟建篮球场和排球(羽毛球场)各一个。

5) One basketball court and one volleyball court (badminton court) will be constructed.

6) 停车场及生活区厂内道路。

6) A parking lot and living area internal roads will be constructed.

7) 施工分包商区的电源由总包方提供,由厂内#1变压器的低压端引接。

7) The general contractor shall supply power to the construction subcontractor area, led from LV

end of #1 transformer in the plant.

2.3 EPC方的现场办公室

2.3 EPC party’s Site office

EPC总包方和施工分包商的现场办公室建设场地约10000m2,其中EPC总包方现场办公室占

地面积约3500m2,其中施工分包商现场办公室预留场地缓建。办公区的电源由总包方提供,

由厂内#1变压器的低压端引接。

Site office construction of EPC general contractor and the construction subcontractor is an area of

about 10000m2, of which an area of about 3500m2 is covered for EPC general contractor.

Construction subcontractor site office will be reserved for construction. The general contractor

shall supply power to the office areas, led from LV end of #1 transformer in the plant.

2.3.1 具体办公室设计规划技术要求如下:
2.3.1 Specific technical requirements of office design and planning as follows :

1) 占地面积:EPC总包方现场办公室占地面积约3500m2(75m*50m),其中办公室的建

筑面积按2500m2,其他室外停车场、道路及绿化等约1000m2;

1) Land area: EPC general contractor site office covers an area of about 3500m2 (75m*50m),

including 2500m2 of the office building area and 1000m2 of outdoor parking lot, roads, and

greening etc.

2) 办公室配置:设置项目经理(项目副经理)独立办公室6间,工程部、设计管理部、采

购部、计划合同部、财务部、行政部及会客接待室等独立办公室8间,大会议(可容纳35~40

人左右参会)1间,小会议(可容纳10~15人参会)1间。

2) Office configuration: 6 independent offices for the project manager (and deputy project

managers); 8 independent offices for the Engineering Dept., the Design & Management Dept., the

Procurement Dept., the Planning & Contract Dept., the Finance Dept., the Administration Dept.,

and the reception room etc.; one large meeting room (meets 35~40 persons); and one small

meeting room (meets 10~15 persons)


3) 敞开式办公卡座:敞开式办公卡座按150个考虑。

3) Open type office booth: 150 persons are considered.

4) 厕所:设置男女厕所各1个;

4) Toilets: one for male and one for female

5) 进场道路和停车场:现场办公区的停车场布置在办公室北面,并设置轻型钢结构遮阳棚,

现场办公南侧进场大道宽度7m。

5) Access road and parking lot: parking lot of site office area is arranged in the north of the offices,

with light steel structure sunshade. The width of the access road on the south side of the site

offices is 7m.

6) 五牌一图:进场道路南侧,设置总包方五牌一图宣传牌图。

6) Five boards and one picture: The five boards and one picture for propaganda of the general

contractor are provided on the south side of the access road.

7) 办公区室外设施:室外中轴线设计旗台、进场道路两侧企业宣传栏。

7) Outdoor facilities in office area: One flag station is designed on outdoor central axis line and

enterprise billboards are designed on both sides of the access road.

8) 办公室污水处理:经就地化粪池处理的生活污水统一排至生活污水处理站再处理后外
排。

8) Office sewage treatment: the domestic sewage treated by local septic tank is discharged to the

domestic sewage treatment station for further treatment and then discharged.

9) HSE宣教室和安全教育培训体验馆:HSE宣教室设计可容纳不少于60人的HSE学习和教

育的宣教室,内设配套影视教学设施和讲台;安全教育培训体验馆,配置相应各种实体现场

安全危险源的体验设施,供各参建单位安全培训体验学习,具体参考如下图片。

9) HSE publicity classroom and safety education and training experience hall: The HSE publicity

classroom can accommodate no less than 60 people’s HSE learning and education, with

supporting film and television teaching facility and podiums. The safety education and training

experience hall is equipped with experience facilities for various entities’ on-site safety hazard

sources, for the safety training experience and learning of all participating units. Refer to the

following pictures.

10) 办公区的视频监控:办公区围墙角点、大门及办公楼内设置视频监控系统,终端视频监

控和主机设在办公室门卫室。

10) video monitoring in the office area: Video monitoring system is set in the corner, gate and

office building of the office area, and terminal video monitoring and host are set in the office

guard room.

11) LED显示屏:办公楼主大门内设置LED显示屏。

2.3.2办公室建筑技术要求:

2.3.2 Technical requirements for office building:

1) 现场办公室采用加厚型(保温隔热)组合板房结构或砖砌体+轻型钢屋架结构;

1) Site offices will adopt thickened (heat preservation and insulation) composite board house

structure or brick masonry + light steel roof truss structure.

2) 屋面采用坡屋顶结构,屋面天花板均采用轻型龙骨石膏板吊顶;

2) Pitched roof structure will be adopted, with light keel gypsum board ceiling used as roof

ceiling.

3) 室内照明采用天 LED 格栅灯形式,设计配置满足常规办公场所照度要求。

3) Indoor illumination will adopt LED grill lamps. The designed configuration meets the

illumination requirements of conventional office space.

4) 办公电源插座:每个独立办公室、会议室根据办公桌或会议桌布置方案配置相应电源插

座;

4) Office power supply sockets: For each independent office and meeting room, power supply

sockets will be equipped with corresponding power socket according to the layout plan of the desk

or conference table.

5) 办公网络:办公室内配置和覆盖公用 WiFi 网络,独立办公室和会议室配置有线网络接

口。

5) Office networks: Public WiFi network will be configured in and covered in the office and wired

network interface will be configured in each independent office and conference room.

6) 暖通系统:独立办公室、会议室、接待室及卫生间设置独立通风排风系统,独立办公室

和敞开式大办公室均采用多联体空调。

6) HVAC system: Independent ventilation and air exhaust system will be set in each independent

office, meeting room, reception room, and toilet. Multiple ganged air conditioners will be used in

each independent office and open-type large office.

7) 供暖系统:办公区采用生活区的供暖小锅炉集中供暖方式,在办公区各室内进行热水采

暖方案。

7) Heating system: Centralized heating using small boiler in the living area will be adopted for the

office area, with hot water supplied to each room of the office area.

8) 围墙和大门:办公区采用通透式铸铁格栅围墙,办公区正面围墙设置名墙并采用墙砖或
干挂花岗岩石材装饰;大门设置人车分流,配置小型门卫室、电动钢门及电动车闸。

8) Enclosure walls and main gate: The office area will adopt transparent cast iron grid enclosure

walls, with name wall and wall bricks or dry hung granite provided on the front enclosure wall as

decoration. At the main gate, pedestrian flow and vehicle flow will be separated, equipped with

small guard room, electric steel door, and electric vehicle brake.

9) 景观绿化和旗台:办公室室外采用花圃+草坪绿化,旗台采用花岗岩石材装饰+不锈钢

旗杆。

9) Landscape greening and flag stage: Outside the offices, flower bed + lawn greening will be

adopted. The flag stage will adopt granite decoration + stainless steel flag poles.

10) 室内地面:办公室采用普通抛光砖地面,卫生间地面采用耐磨地砖;
10) Indoor floors: The offices will adopt ordinary polished bricks floor and the toilets will adopt

wear resistant mosaic floor.

11) 卫生间:设计配套洗手台(附镜面)、小便槽(男厕)、坐厕及配套隔断,地面采用耐磨

地砖地面。

11) Toilets: supporting hand washing table (with mirror), urinal gutter (for male only), sitting

lavatory, and supporting partitions are designed, and wear resistant mosaic floor will be adopted.
