City of Isle of Palms

Opening Fire Chief Position – Background

On the record statement from City Administrator:

“The Mayor, Council and I have the greatest confidence in the men and women of the
Isle of Palms Fire Department and know they are in a position to respond to any type of
emergency. We take very seriously the safety of our staff, residents and visitors. This
structure is temporary and a thorough search for a qualified Chief will be conducted in
earnest in the coming months.”

On background:

o The City undertook a search to replace the retiring Fire Chief 10 months ago. In
response to declined employment offers from both internal and external
candidates to replace Chief Graham, the City conducted one-on-one interviews
and meetings over the summer with all members of the Fire Department. The
purpose of the interviews was to identify and address issues and challenges in the
department – to include pay, a standardized discipline policy and exceptional
performance recognition program – and to get input from our fire personnel on
the desired characteristics of a new Fire Chief.

o In an effort to maintain leadership continuity of our Fire Department, City

Administrator Fragoso assigned Police Chief Cornett to temporarily oversee both
Isle of Palms Fire and Police Departments until we can undertake another search
to find a qualified candidate. The City created two Deputy Chief positions to
oversee operations during this transition period. The City’s goal is to provide
continual support to all Fire Department personnel and a solid leadership structure
and chain of command within the Fire Department until a new Fire Chief is
appointed by Council.

o Chief Cornett’s proven leadership and experience managing departments will be a

benefit as we move forward in the process of selecting the next Fire Chief. Chief
Cornett has been working closely with the Deputy Chief and all Battalion Chiefs
to serve in this leadership role and ensure a successful transition.

o The City’s top priority is protecting the safety and wellbeing of our staff, residents
and visitors. This temporary structure has not had and will not have an impact to
service delivery.

o The City is committed in ensuring the hiring process results in getting the right
qualified person to lead the department into the future.
