Forward
Changes in how professional translators practice their profession have been

recently frequent. They are not only derived by the growth of the young
discipline of translation, which is the success story of the 1980s, but also by
changes in the world around us such globalized societies and economies, the
spread of internet, and the need for intercultural communication, not to mention
the changes in the geography of translation with the move of the multi-million
industry towards the Middle East and the Arabic language. Translation in the
era of globalization requires interdisciplinary approach to translation that
stresses the need for a translator with background knowledge in various fields.
This necessitates training the learners in more than one field of specialization,
and hence a career certificate which focuses on the specializations of legal, UN
and economic translation on the one hand, and a career certificate which
includes journalistic, literary and audio-visual translation on the other hand.
Taking a quick path unto automation and digitalization, the translation

profession nowadays looks into practical techniques to help translators produce
more and waste less. The new course ‘Technology for Translators and
Interpreters’ in the Foundation Certificate in Translation and Interpreting with a
focus on CAT tools and translation software programs does not only train
learners on computer-assisted translation, but takes them directly into the on-
line translation environment. To satisfy a need for the translator as intercultural
communicator, also derived from globalization and the spread of new
technologies, new courses such as literary translation and audiovisual
translation were offered in a Career Certificate in Media and Literary
Translation.
The changes in the translation market have been given due focus in the
advanced courses such as Advanced Translation Problem-Solving Strategies
and Translation Portfolio and Project, which focus on topics such as translation
market and environment, project management in translation, code of ethics etc.
Learners in the Professional Diploma in Translation and the Professional
Diploma in Translation and Interpreting are nourished from day one on the
highest standards of professionalism of translation as an activity in the market
of service, of translation as a translator/client relationship and translation as a
mental process.
Furthermore, the translation diploma at ATS can be viewed as comprising three

stages. The first stage (The Foundation Certificate in Translation and
Interpreting) develops all basic translation skills required to produce an
acceptable translation including command of the language, familiarity with

culture, computer skills and e-tools for translators, background knowledge, and
contrastive and transfer skills between the source and the target languages.
Finishing this stage, a trainee can produce a good translation of a general text
but not necessarily of a specialized text such as legal, UN and journalistic texts.
The second stage (The Career Certificate in Legal and UN Translation and The
Career Certificate in Literary and Audiovisual Translation) focus on the text-
specific features in translation so that a trainee can be able to produce a
translation in a specialized field. After the career certificate, the trainee can
produce a sound translation in a certain specialization, but he may not be aware
of many factors related to the environment of translation such as certain code of
ethics, rates, project management etc. The diploma is the level of
professionalism which makes the trainee ready to go to the market after being
enlightened on many issues related to translation theory and the translation
market.

Course Description:
This course is a survey-type course in UN field-specific terminology: general, political, diplomatic,
legal and economic; overview of documentary translation.
Learning Outcomes:
By the end of this course, learners will be able to
1. identify main features of UN writing style;
2. use the established translation conventions for international agreements, conventions, treaties and
covenants;
3. use Arabic unifying terminology in different fields;
4. use the Arabic equivalents given in Manual for Arabic Translators particularly for the state-of-
the-art terminology;
5. use internationally established abbreviations and acronyms;
6. use the official names of countries and cities;
7. translate UN documents; and
8. revise and edit UN translated documents.

All classes are given as workshops.
Assessment of Learning Outcomes

Frequency** : Three assessments and a project.
Type: Written tests and/or projects.
 Classroom assessments should not take more than 30 minutes.

 The first two assessments should be recorded in the class folder by session 7.
 Learners’ grades are based upon three assessments during the course (70%) and an end-of-term
project (30%).
 Instructors are required to provide learners with appropriate feedback on their performance
throughout the course.
 For all written courses, three assessments at least should be conducted as follows:

Summary2
Writing for the United Nations has special difficulties, requirements and constraints; what the
UN says must be couched in an idiom intelligible to the nationals of 192 different Member
States varying in language, tradition, structure and political philosophy.
Writing in general aims at communicating facts or thoughts. Writing involves two persons,
the writer and the reader. Our writing, therefore, must be governed not only by the nature of
the subject, but also by the nature of the addressee.
Technical writing, on the other hand, is required to address the new and more complex
subjects which occupy the mind of man today. Technicians, accordingly, develop specialized
vocabularies which enable them to communicate among themselves. But their jargons cause
the information to be hidden not only from laymen, but even from specialists in other
branches. Yet UN organs, which collectively contain a small minority of specialists and big
majority of laymen, must deal with the problems raised by the new branches of knowledge,
as well as with traditional political, social and economic problems of mankind.
Writing for the United Nations:

Writing for the UN does not aim at entertaining or instructing readers, but rather to inform
one hundred nations varying in language, culture, tradition and mode of thought. Information
has to be presented in a language acceptable to them all, often in a language which is foreign
to many of them, sometimes in a language which is foreign to the writer. Even between
countries which have a language in common, there are differences in the meaning of words.
Another difficulty encountered in writing for the UN is that some UN resolutions leave no
possibility of writing other than a stereotyped report. Over the years some UN reports have
become set in a mould which may not always appear the best possible, but to stay in it may
be a convenient way of averting a resumption of debate. Other reports may be produced by a
team of men of varied specializations, some of whom are writing in a language not their own.
Ideally, all such reports should be rewritten by one hand. But Technicians are especially
sensitive to this act because they doubt whether the rewriting layman can accurately interpret
what they mean as not to leave it open to misinterpretation. Yet, the great knowledge of the
technicians will be of greater value to the world if it can be communicated to others.
To test the clarity of translation, one may consider whether what has been written could be
expressed in other words. If the wording could not be changed without damage to the
meaning, however slight, then the translation is as near perfection as is humanly possible.
Clarity is as difficult to achieve in an international bureaucracy as in national bureaucracies.
To sum it up, accurate, clear, concise, and consistent writing is the kind most desirable in an
international organization, namely, the UN

Before writing:
The first step to this end consists in giving thought, before writing, to why we are
going to write, what we are going to write, and how and for whom. A word used in
a resolution on sovereignty over natural resources may not have exactly the same
meaning as the same word when used in a resolution on economic aid to developing
countries. Once we have decided why, how, for whom and what we are going to
write, there arises the question of the material available. Nevertheless, it can do no
harm to consult our colleagues in the library – discovery of a new fact or rediscovery
of a forgotten fact may enhance the value of a report.
A United Nations report should not say everything that can be said on a given
subject, but should select and state those facts, and only those facts, that are
necessary to the understanding of the subject for a given purpose.
The next action would be inaction: to sit back and let facts and ideas sort themselves
out in the subconscious mind.
Planning:
A plan is needed to start writing a report. Most United Nations reports begin with a
statement of the authority for them, usually in the form of a quotation from a
resolution. The other parts offer useful pointers. Logical sequence is a by-product
not only of forethought, but also of trial and error. It is found useful to prepare a
brief introduction, summarizing what is to follow: it serves several purposes making
clear on what points we need more information.
A conclusion is also essential – possibly the most important part. It enables one to
get at once to the heart of the matter, leaving the rest of the body for later study.
Style: Positive:
A carefully thought-out plan and a concise introduction will set us on the road to
that clarity and simplicity which are our goal. Following are a few positive rules:
 To state a fact or an idea directly whenever possible. Often this is best
done by following the natural order of thought: subject, verb, object – a
concise simple statement of fact.
 To use verbs rather than nouns whenever possible.
 To use verbs in the active rather than the passive voice whenever possible.
 To use concrete rather than abstract words whenever possible.
 Specially applicable in the UN, is that short words, sentences and
paragraphs are to be preferred to long ones. One idea to one paragraph is
a good rule. In debate, short paragraphs make for ease of reference.

Style: Negative:
Sparing use of emphasis is a good negative rule. UN reports should generally be
straight-forward.
A second negative rule is to avoid anything which might offend the sensibilities of
the readers.
A third rule is not to adorn facts or ideas with adjectives and adverbs. Adjectives
and adverbs have a way of leading into expressions of personal opinion.
To sum it up, the first consideration in deciding on the length of a sentence or a

paragraph is what the subject requires, but always with a leaning towards the short.
The first consideration in the choice or rejection of words is not whether they are
short or long or are descended from Greek or Latin or Arabic or Chinese, but
whether they are as simple as the subject will allow.
Accuracy and Consistency:

General observance of general rules will help us towards clarity and conciseness.
The printed word may be subject to misinterpretation if it is not exact.
A dictionary should always be at hand and consulted whenever doubt arises, so that
we may say in one word all that one word can say and no more than it should say.
Consistency is that agreement between the facts or ideas in the separate parts of a
whole, in grammar and in terminology which is necessary to ensure harmonious
development of any theme.
Definition of key words in advance will help us to achieve consistency, particularly

team consistency. So will repetition of a word when that word, and only word, is
the one needed.
The Example of the Masters:

Short plain words, short sentences, short paragraphs: No color, no adornment. A
direct opening statement is helpful to both writer and reader. But direct statement
should not be confined to the beginning of a report. It should be carried through to
the end. Avoid the word "in this connection".

After Writing:
The ideal course of action after completing a report would again be inaction; lapse of
time is conductive to a more balanced view of everything, and especially of our own
work.
If time lacks, then our report is to be subjected to the following tests;
- Accuracy and consistency in fact and in word with sources noted; conscious
copying of an earlier writer's thoughts or words, without reference to the
source, is inexcusable. The test for accuracy should include a watch for errors
that may have crept in while writing or transcribing.
- Ensuring that there is no unnecessary repetition. Repetition may be desirable
elsewhere for the sake of emphasis.
After these tests a check may be needed to ensure that the report provides all the
information required by a resolution or instruction, and equally important, that it
provides nothing that is not required.
Words that are not really necessary should be pruned. Yet, economy in words must
not, however, be carried to the point of stinginess; it may result in ambiguity and
downright error.
After the report reads smoothly from beginning to end, a colleague should be asked
to read it too. For we may have our chain of thought so clear in our own minds that
we leave out links needed to bring it home to the minds of others. We should also
make sure that we have not insulted our reader's intelligence.

‫والحوار فهي الجسر الذي تتالقى عليه العقول والثقافات واألفكار وبدونها تقوم الحواجز واألساوار ويغيا‬

‫ولئن كانت اللغات الرسامية سات لغاات فقا ماي ايسابانية واالنكليزياة والروساية واللاينية والعربياة‬
‫والفرنسية فإن بإمكان أي وفد أن يتكلم بلغة أخرى غير ماذ اللغاات وعلياه فقا أن يساتعين بمتارجم‬
‫شفوي ينقا الكلماة ىلاى ى ادى اللغاات الرسامية للمنفماة‪ .‬وفاي ماذا تان الماادة ‪ 35‬مان النفاام‬

‫أوال ‪-‬اللغة العربية في األمم المتحدة‬

‫لم تكن اللغات الرسمية ست لغات عند ىنواء األمم المتحدة وىنماا كانات خمسااق فقا ‪ .‬ودخلات اللغاة‬
‫العربية محاف األمم المتحدة عام ‪ 2991‬فأصبحت منذ ذلت الحين لغة رسمية تتحدث بها الوفود العربية‬
‫وتلدر بها وثائق األمم المتحدة‪.‬‬
‫وجدير بايشارة منا أن لغتي العم باألمانة العامة لألمم المتحادة مماا اللغتاان االنكليزياة والفرنساية‪.‬‬
‫ولذلت فالتعليمات ايدارية والمعامالت تتم بهاتين اللغتاين علاى قادم المسااواة ىال أن اللغاة االنكليزياة‬
‫مي األكثر استعماال‪.‬‬
‫وىذا رجعنا ىلى الوراء قليال لتتبع تاريخ اللغة العربية في األمم المتحدة وجدنا أنها بدأت بالفعا فاي عاام‬
‫‪ 2933‬لكنها لم تكن لغة رسمية‪ .‬فلم تكن تستخدم في االجتماعات ولم يكان يتارجم ىليهاا ساوى قادر‬
‫محدود من الوثائق ومذا مو الوضع الذي نجد فيه اللغة األلمانية اليا‪.‬‬
‫فقد اتخذت الجمعية العاماة فاي ‪ 1‬كاانون األول ديسامبر ‪ 2931‬القارار ‪( 898‬د‪ )9-‬المعناون‪" :‬ترجماة‬
‫بعض الوثائق الرسمية للجمعية العامة ىلى اللغة العربية وفقاق للمادة ‪ 39‬من النفاام الاداخلي للجمعياة‬
‫العامة" وفيه قررت أن تنور باللغة العربية وثائق الجمعية العامة ولجانهاا ولجانهاا الفرعياة وغيرماا مان‬
‫التقارير األخرى اللادرة عن ميئات األمم المتحدة والتاي تعاالم موااك خاصاة أو عاماة تهام المناا ق‬
‫التي تتكلم باللغة العربية شر أال يتجاوز جم المنوورات اللادرة فاي السانة الوا ادة ماا مجموعاه‬
