1.0 INTRODUCTION

1.1 General

1.1.1 This document defines the minimum standards of quality, technical requirements and
acceptability governing the design, materials, manufacture, testing, handling, and
shipping for the valves for application in pipeline systems meeting the requirements of
API 6D and the Pig Receiver specification for the Kambuna Pipeline Engineering
Services.

1.1.2 Vendor shall obtain COMPANY written approval for any deviations from the
requirements of this document or specifications, standards and drawings referenced
herein or elsewhere in the Contract.

1.1.3 This document and the codes, specifications and referenced documents listed in 2.0 are
not intended to be all-inclusive. The requirements set forth do not relieve Vendor of his
responsibility to perform all services in a safe manner, to meet applicable codes and
standards, to comply with government regulations or to supply a product capable of
performing its intended service.

1.2 Definition of Terms

The following terms as used in this specification, assume the meanings given below:
COMPANY Asia Petroleum Development (Glagah Kambuna) Ltd., as
the project developer and ultimate owner of the facility.
CONTRACTOR The company or consortium which is awarded the main
contract for the project.
Purchaser The party which places the order or signs the contract as
or on behalf of the COMPANY.
Vendor The company on which the order or contract for supply of
the goods or services is placed.
Independent Verification The body or organization appointed by the COMPANY to
Party (IVP) carry out design verification and quality assurance audit
and/or inspection on behalf of the COMPANY.

1.3 Utility and Environmental Conditions

1.3.1 The vendor is responsible for ensuring that all materials provided are suitable for the
utility and environmental conditions as specified on the data sheets provided separately.

1.4 Technical Integrity

1.4.1 The vendor is responsible for the materials and specified engineering services. These
activities are to be in accordance with the scope of supply, this specification and data
and interface supplied by the COMPANY.

1.5 Order of Precedence

The following order of priority shall supply to the various documents, codes and
standards called up with the enquiry or purchase order/contract.

vi. International Codes and Standards
vii. Other related documents

Compliance with the statutory requirements of the Indonesian Authority is mandatory.


In the event of conflict between the above documents or documents forming part of the
requisition, the Vendor shall inform the COMPANY before proceeding with the work.

2.0 CODES, STANDARDS, SPECIFICATIONS AND REGULATIONS

The latest editions of all applicable codes, specifications and references shall define the
minimum requirements applicable to the subject work and no statement contained in this
Specification shall be construed as limiting the work to such minimum requirements.
Wherever conflicts or omissions between codes, specifications and contract occur, the
most onerous condition shall apply. Vendor is responsible for reviewing the list below
and informing the COMPANY of any omissions. All conflicts shall be formally brought to
the attention of the COMPANY.

3.0 DESIGN AND MANUFACTURING REQUIREMENTS

3.1 Scope of Work Summary

3.1.1 The scope of work shall include but not be limited to:

• Pipeline Valves (ball, check, gate and plug valves)

3.2 Pipeline Valves

3.2.1 General

3.2.1.1 Valve shall conform to API 6D and shall meet the additional requirements stated
herein including those in the accompanying Invitation to Bid or Purchase Order.
Unless otherwise noted all referenced codes and standards shall be the latest
publications. This specification shall be viewed as additional requirements of API 6D
and it is not intended to substitute the requirement as stipulated in API 6D.

3.2.1.2 Valves for pressure rating exceeding PN 420 (Class 2500) are not covered by this
Specification.

3.2.1.3 Valve materials shall be accordance with Materials Selection Guide [Ref. 1].

3.2.1.4 Valve shall be designed and manufactured in accordance to API 6D and with
exceptions and/or additional requirements to API 6D shall be as given in the
subsections as follow.

3.2.1.5 Valve system shall be designed with considerations given to operational, safety and
maintenance requirements. The valve shall be designed and suitable for pigging
operation with inhibited sea or fresh water

3.2.1.6 Valve NPS 6 and above shall be provided with ribs or support feet. Base support for
valve must allow access to body drain plugs where fitted. Lifting lugs shall be
provided at suitable locations on the valve to facilitate pick-up and prevent tipping of
the valve during handling

3.2.1.7 Valve shall be equipped an internal pressure relief system to protect against body
overpressure.

3.2.1.8 Valve shall be equipped with a seal lubrication system for each seat and stem
packing. Stainless steel giant button head fitting for injection of lubricant or sealant
shall be equipped with screwed on pressure venting caps.

3.2.1.9 Gate valves shall have a primary metal to metal seal and a secondary seal made of
Viton “A” or COMPANY approved equivalent. Ball and Check Valves shall have
Buna-N, Nylon, PTFE or other COMPANY approved seals.

3.2.1.10 Trim and stems shall be coated as per data sheet provided.

3.2.1.11 Primer coating of a type shall be suitable for long term subsea service and above
ground service. All paints and paint materials used shall be obtained from
Manufacturers approved by the COMPANY. The coating shall be applied in
accordance with the paint Manufacturer's instructions.

3.2.2 End Flanges

3.2.2.1 Valves end flanges shall be furnished with raised face or ring type joint design
integrally forged. Dimension to ASME B16.5. Valve weld ends shall be beveled in
accordance with ASME B31.4, Fig. 434.8.6 (a) - (1) Acceptable Butt Welded Joint
Design for Equal Wall Thickness.

3.2.3 Drain Connections

3.2.3.1 One drain connection shall be furnished and shall be drilled and tapped, using API
line pipe threads or tapered pipe threads conforming to ANSI B1.20.1. Bypass
connection size shall be according API 6D requirement.

3.2.4 Vent and Sealant Lines

3.2.4.1 The design of all vent and sealant lines shall be submitted for OWNER/PMC review
and approval with the dimensional drawings. All sealant lines shall be fitted with
button-head sealant fittings.

3.2.5 Valve Operator

3.2.5.1 The valve is designed for manual operation. CONTRACTOR shall recommend
suitable manual operator according to individual valve type. An extended stem shall
be supplied for below ground valves.

3.2.5.2 Direct hand wheel operated valve shall be equipped with a physical stop for open
and close. Valve shall be equipped with a visual position indicator.

3.2.5.3 Gear operated valve shall have the gear housing packed with waterproof grease and
the gear housing shall be watertight.

3.2.5.4 The valve shall have provision for actuator operated connection. CONTRACTOR
shall ensure that the proposed actuator is compatible with the Ball Valve for safe
operational conditions. If it is an electrical actuators being specified, it shall comply
with the relevant Institution Electrical Engineers (IEE) requirements and have to be
intricaly safe for Zone 1 location.

3.2.6 Ball Valves

3.2.6.1 Ball valve shall be full bore, trunnion mounted. Side entry, top entry or fully welded
body ball valves shall be capable of undergoing a full pressure seat test through the
body cavity without the pipeline being pressurized.

3.2.6.2 Onshore ball valves in hydrocarbon service shall be fire-safe. The valve shall be
tested in accordance with API 6FA, API 607 or BS 6755: Part 2.

3.2.7 Check Valves

3.2.7.1 Check valves shall be full bore, fitted with external mounted manual lock open
device. Wafer check valve is not acceptable.

3.2.8 Valve Motorised Actuator

3.2.8.1 The valve shall be supplied with motorized actuator to Vendor Specification or
COMPANY approved equivalent. The valve to be shop tested (FAT) with actuator
mounted.

3.3 Pig Receiver

3.3.1 General

3.3.1.1 Pig Receiver shall be design to the applicable design code which stated in this
specification herein and as per COMPANY requirement including those in the
accompanying Invitation to Bid or Purchase Order

3.3.1.2 Pig Receiver system shall be designed with considerations given to operational,
safety and maintenance requirements. The valve shall be designed and suitable for
pigging operation with inhibited sea or fresh water.

3.3.2 Criteria

3.3.2.1 Maximum and minimum design operating pressure and temperature shall be
accordance with the project design basis

3.3.2.2 An adequate level of fracture toughness will be specified to provide fracture initiation
resistance of the base materials and welds at the design temperature. The final
material selected will provide adequate ductility at the design conditions to withstand
fracture initiation based on accepted fracture mechanic analysis

3.3.3 Pig Receiver

3.3.3.1 Receivers shall be sized to run the largest instrument type pigs available.

3.3.3.2 Barrels shall have a minimum nominal diameter of 4 inches greater than the mainline
size.

3.3.3.3 Access for unloading pigs shall be through a quick-opening end closure.

3.3.3.4 The facility shall permit pigs to be run with the initial compressor stations on or off-
line without interrupting the operation.

3.3.3.5 Facilities shall be provided to collect any liquids received in traps.

3.3.3.6 Above ground components, the materials shall be suitable for -500F. Heat tracing
may be considered as an alternative, subject to materials evaluations and
COMPANY approval.

3.3.3.7 Trap isolation valves may be buried or aboveground, subject to COMPANY


requirements

3.3.3.8 A shelter shall be provided to cover the area between the receivers enclosing the
ends of traps. Overhead lifting facilities, lighting and equipment access shall be
provided. This facility shall serve mainly as a shelter

3.3.3.9 Facilities shall be suitable for commissioning of the mainline.

3.3.3.10 Barrel outlets connections 2-inch and larger, such as the gas outlet, kicker line,
drains and blow-offs shall be extruded

3.3.3.11 Instrument connections shall be of the ‘Weld-o-let’ type.

3.3.3.12 Supports shall be designed to evenly distribute the load of the trap assembly and the
end closure.

3.3.3.13 A purge system shall be provided for removing gas from receiver assemblies prior to
closure opening. Venting from receiver assemblies shall be provided.

3.3.3.14 The pressure rating of fittings shall equal or exceed that of the matching pipe.

3.3.4 End Closures

3.3.4.1 End closures shall be designed to meet the requirements of ASME Section VIII. They
may be motorized with alternate provisions for one-man manual operation. As a
safety feature, the end closures shall be specified to ensure that the closure cannot
be opened if the barrels are under pressure.

3.3.5 Pig Detectors

3.3.5.1 Pig detectors shall be of the mechanical trigger or plunger type, unidirectional, for
local and remote indication. Pig detectors shall be located to indicate successful
receipt.

3.3.5.2 Pig detectors mounted on the buried mainline shall be supplied with an extension to
maintain the signal mechanism a minimum of 2 feet above finished grade.

3.3.5.3 The signal mechanism shall be capable of interfacing with the station control logic to
initiate station-operating sequences necessary for the receipt of pigs.

4.0 MATERIAL

4.1 Pipeline Valves

4.1.1 General

4.1.1.1 Valve materials shall be accordance with project document reference, Materials
Selection Guide.

4.1.1.2 All materials selected for the manufacture of valve shall be suitable for the service
conditions specified above. Unless otherwise specified in the data sheet, the valve
materials including Body, Bonnet, cover, End Flanges and Welding End shall be
made of materials conforming to one of more of the specifications shown in API 6D
and B31.4.

4.1.1.3 Welding shall be carried out in accordance to the requirement as stipulated in API
6D.

4.1.1.4 Bolting Materials shall be ASTM A 193 Gr. B7 and nuts shall be ASTM A194 Gr. 2H.
All bolts and nuts shall be PTFE, XYLAN/XYLAR COATED. Subsea bolting shall be
zinc coated and electrically continuous with the CP system. No Xylan tape coatings
to be applied to subsea bolts and nuts.

4.1.1.5 All non-metallic materials shall be capable of sustaining the design pressure,
temperature, service condition and pigging operations as specified on attached Valve
Data Sheet. Valve dimensions shall be in accordance with API 6D. Valve shall be of
a self-lubricated design.

4.1.2 Alternate Metallic Materials

4.1.2.1 Alternate metallic materials not listed in API 6D to be used shall be approved by
COMPANY in writing prior to being used in fabrication, and it shall meet the
requirement of alternate metallic materials of API 6D.

4.2 Pig Receiver

4.2.1 General

4.2.1.1 Pig Receiver material shall be as per design codes and as per COMPANY approved
materials.

4.2.1.2 High strength material shall be specified for trap barrels in order to keep barrel wall
thickness to a minimum. The material shall be as per codes or COMPANY approved
materials.

4.2.1.3 Fittings manufactured and tested in accordance with the final purchase specification
shall meet or exceed the requirements of MSS SP-75-1998. Fittings smaller than 16-
inch shall conform to the design and dimensional requirements of ANSI B16.9.

5.0 DOCUMENTATION AND CERTIFICATION

5.1.1 Vendor shall supply documentation relating to the supply of line pipe to COMPANY for
approval.

5.1.2 Full certification of the results of inspection and testing shall be provided by Vendor and
shall be validated by COMPANY.

5.1.3 Certification shall cover all results required by this specification and shall be marked with
sufficient information to enable full traceability to the items it represents and the relevant
specifications and procedures.

5.1.4 All reports and inspection certificates shall be signed by Vendor and COMPANY
representative to signify compliance with the requirements of this specification.

6.0 QUALITY ASSURANCE

6.1 General

6.1.1 The Vendor and his sub-vendor shall have an established and documented Quality
System in accordance with ISO 9001/9002 or COMPANY approved equivalent.

6.1.2 The Vendor shall incorporate the COMPANY’s specific quality requirements in the
project quality plans which shall be submitted to the COMPANY after award of purchase
order for review and approval. The COMPANY’s review and approval of the Quality
System Manual and Quality Plans shall not relieve the Vendor of his contractual
obligations and responsibilities under this specification, which shall include any essential
Statutory Regulations.

6.1.3 The Vendor shall maintain his QA system throughout the Purchase Order/contract
period.

6.1.4 Where the Vendor subcontracts the whole or main parts of the work or materials, then
these requirements shall be applied in full to the sub-vendor.

6.1.5 Control of subvendors and subcontractors shall encompass measures to verify that
progress and quality requirements are met. Surveillance/audit of sub-vendor shall be
performed by the Vendor as necessary.

6.2 Quality Surveillance

6.2.1 General

In the event of a Purchase Order/contract being awarded, the COMPANY or


Independent Verification Party (IVP) may perform quality audits, technical reviews, test
witnesses and inspections at source in order to verify compliance with the COMPANY or
IVP and co-operate with the COMPANY or IVP in the performance of all testing,
witnessing and audits.

6.2.2 Audit/Reviews

The COMPANY and IVP reserve the right to audit at source at any time during the
duration of the Purchase Order/contract and will give two weeks notice. Vendor shall
undertake to close out any findings raised within 2 weeks as part of such an audit.
Vendor shall co-operate in the provision of information and the supply of all necessary
Vendor/sub-vendor personnel to allow the COMPANY or IVP or their delegated authority
to perform a meaningful audit/review.

6.2.3 Test Witness and Inspection

6.2.3.1 To achieve coordination of the COMPANY, IVP and pipelay contractor surveillance
with Vendor’s, quality control activities, witness and hold points for important
inspections and tests as listed in the Inspection and Test Plan established by the
Vendor shall be agreed.

6.2.3.2 For inspections and tests covered by the Hold Points, the Vendor shall not proceed in
the absence of the COMPANY or their delegated authority unless written permission
to do so is received form the COMPANY.

6.2.3.3 Where Third Party Inspection is specified the Third Party Inspector shall be engaged
by the Vendor. However the selection of the Third Party Inspector shall be subject to
the approval of the COMPANY.

a) The Third Party Inspector shall issue an “Inspection Release Note” upon
satisfactory fulfillment of the Purchase Order requirements. The issue of this
note does not relieve the Vendor of the responsibility for product quality or
any other obligations under the purchase order /contract.

b) Goods shall not be dispatched form Vendor’s premises until the “Inspection
Release Note” has been received. Should the goods be dispatched prior to
the receipt of this note, the COMPANY reserves the right to refuse delivery
and to return the goods to Vendor at the Vendor’s cost.

6.3 Non-Conformity and Corrective Action

The Vendor shall notify the COMPANY immediately when a non-conforming


product/work is identified which requires repair, rework, replacement or a concession.
The COMPANY will review the non-conformance and either agrees with Vendor’s
proposed repair procedure or agree with a concession or reject the product/work. Non-
conformities and proposed corrective actions shall be properly and systematically
documented for COMPANY’s appraisal/approval.

7.0 INSPECTION AND TESTING

7.1 General

7.1.1 Pipeline Valves

7.1.1.1 CONTRACTOR shall submit a manufacturing program, including inspection and test
plans to the COMPANY for review and approval prior to the commencement of
manufacture.

7.1.1.2 All inspection and testing results shall be recorded and made available when
required by the COMPANY.

7.1.1.3 All valves shall be tested as follows:

i) Non-destructive Test
a. In addition to be required tests as specified by the API Standard,
COMPANY shall have the right to instruct CONTRACTOR to conduct non-
destructive tests by ultrasonic, electromagnetic, radiography, visual,
and/or other means. The NDT of forgings is to be conducted in
accordance with the sections in API 6D and API 6D Annex B.

b. All welds on the valves shall be 100% radiographed, but when this is
impracticable, welds shall be inspected using ultrasonic, electromagnetic
particle or dye penetrant methods. Non-destructive inspection methods
and the associated acceptance and rejection criteria shall be conducted in
accordance with the requirements of the ASME Boiler and Pressure
Vessel Code Section VIII. Div 1
ii) Shell Test
a. Valves shall be subjected to a hydrostatic shell test according to API 6D.
During the hydrostatic shell test, the valve shall be in a partially open
position. There shall be no visible leakage and permanent distortion under
test pressure when both ends are blanked.
b. The test pressure, test temperature and duration of shell test shall be
recorded.
iii) Hydrostatic Seat Test
a. Valves shall be tested as the requirement stipulated in accordance to API
6D and there shall be no visible leakage at the test pressure.
b. For all valves other than check valves, the valve shall be fully opened at
the end of each hydrostatic seat test to demonstrate satisfactory
mechanical operation of the valve under full differential pressure
iv) Air Seat Test
a. Air seat tests shall be performed in accordance with API 6D.
b. Valve’s seat tightness shall again be demonstrated / proven at site, to be
witnessed by COMPANY and IVP.
v) Backseat Test.
a. Backseat tests of valves shall be in accordance to in accordance to API
6D. No visible leakage is permitted.
7.1.1.4 All pressure tests shall be made with the ball, gate or plug and all seats shall be free
of any sealant in the sealant lines before or during pressure testing.

7.1.1.5 Except as stated below, CONTRACTOR’s inspection and testing of valves,


manufactured in accordance with this Specification, shall conform to the
requirements stipulated in API 6D and API 6D Annex B.

7.1.1.6 CONTRACTOR shall provide reasonable space, labor and equipment for handling
the valves to facilitate IVP inspection. In each and every instance, CONTRACTOR
shall give COMPANY adequate advance notification of scheduled inspections or
tests so OWNER/PMC may witness it. CONTRACTOR shall afford IVP access to any
and all parts of CONTRACTOR facilities materials and fabrication where work is
being done on the order.

7.1.1.7 COMPANY’s inspector is not to be construed as the Authorized Inspector


responsible for performing Code inspection.

7.1.1.8 All records indicated herein shall be fully identified with the specific materials they
represent.

7.1.1.9 All records shall be available for examination by the COMPANY or IVP at the time
and place of inspection.

7.1.1.10 All tests must be successful. Completed valves containing defects originating with
CONTRACTOR’s design, material or workmanship or that are not in complete
compliance with requirements of this Order shall be rejected.

7.1.1.11 The procedures for forging, heat treatment, mechanical testing and NDT should be
submitted as part of the documentation package

7.1.2 Launcher and Receiver

7.1.2.1 Maximum field hydrostatic test pressure to correspond to the pressure that produces
a hoop stress of 110% specified minimum yield strength (SMYS) of the mainline pipe.

7.1.2.2 Other inspection and testing shall be complied with the codes and COMPANY
requirements.

8.0 EQUIPMENT MARKING

8.1 General

8.1.1 Equipment marking shall be in accordance with COMPANY requirement.


CONTRACTOR shall furnish a stainless steel tag securely wired to the valve, marked as
specified in the Equipment Data Sheets.

9.0 SHIPPING AND HANDLING

9.1 General

9.1.1 Unless otherwise approved by COMPANY, shipment shall be in accordance with the
current edition of API 6D. CONTRACTOR shall provide flange protectors and end
closures of type approved by COMPANY.

10.0 COMMISSIONING ASSISTANCE

10.1 General

10.1.1 CONTRACTOR shall depute Commissioning Supervisor to assist and guide in


commissioning of the motorized operated valve. The period of such deputation shall
maximum 4 days.

11.0 VENDOR DOCUMENTATION REQUIREMENTS

7.1 The COMPANY reserves the right to request additional drawings and documents or
copies of drawings and documents to verify purchase order compliance without cost
variation.

7.2 The Vendor shall identify the planned and actual submissions to COMPANY on their
master drawing and document schedules i.e. computerized Vendor Master Document
List (VDML). The responsibility of updating the VDML shall rest with Vendor.

7.3 Drawing and documents are required to be project specific in nature.

7.4 Approval of drawings/documents by the COMPANY will no way relieve the Vendor
responsibility for the correctness of information, their conformance with stated
requirements or acceptability of equipment and materials. This responsibility rests
solely with the Vendor.

7.5 The Vendor shall allow the COMPANY fifteen (15) working days to review and respond
to the Vendor’s submission of documentation. The fifteen days is defined as form time
of receipt by the COMPANY to the time of dispatch. The Vendor shall allow this review
period in his production schedule. However work shall proceed without delay in the
event of late return of the documentation by the COMPANY.

7.6 Within 10 working days of receipt of a marked-up document, the Vendor shall issue a
revised document incorporating all comments and other specified details not included in
the first issue. The COMPANY will review documents and return with any further
comments. If documents are revised, all sheets under cover of one project document
number shall have a new revision number and be resubmitted. The document must be
complete even if the revision is minor. All such resubmissions (irrespective of the
number of times) are part of the Vendor’s Lump Sum Price.

7.7 All documents furnished by the Vendor shall have a revision code following the
document number. For specifications, technical reports and other written material, the
following shall apply: Changes in one official issue form the last shall be clearly
indicated by a vertical line in the right hand margin adjacent to the current change and in
addition the revision number code is to be indicated within a triangle. All changes from
the last previous issue shall be thus indicated. Changes to drawings are to be shown in
a similar fashion by “clouding in” the change and placing the revision code in a triangle
inside the “cloud”.

7.8 Within 2 weeks after delivery of Equipment/Materials, 1 copy of Final Factory As Built
Documentation (draft set) set shall be transmitted to COMPANY for review. The
required number of sets of Final Documentation shall be submitted after the draft set is
accepted.

Replacements of any Final Factory As Built documentation with onshore or offshore as


builts as a result of changes is part of Vendor’s Lump Sum Price.
