Dr. Ernesto Y. Sibal was one among only a few Filipinos in education who can irrefutably lay
claim to these three titles.
A staunch patriot, Dr. Sibal advocated for putting Filipino-authored books in the hands of
young Filipino learners. This was in 1958, when his fledgling ALEMAR’S was gaining popularity
as one of the country’s first bookstore chains. His advocacy was galvanized by his visionary
wife, Alegria Rodriguez, and literally put to paper by a staff of five. He was the first to publish
quality instructional materials for and by Filipinos, earning him an indelible place in the pages of
Philippine education forever and the moniker, “Father of Filipino-authored textbooks.”
Dr. Sibal’s unwavering commitment and valiant crusade for Filipino-crafted books decisively
bore fruit with the issuance of the Department of Education Order No. 43 s. 1972, which states,
“with a view of accomplishing an integrated, nationalistic, and democracy-inspired education
system in the Philippines, all schools, colleges, and universities should use, if available, only
textbooks authored by Filipinos and published locally in preference to those written by foreigners
and printed abroad.”
Through the decades, a succession of Dr. Sibal’s sons and daughters helmed Phoenix
Publishing House, Inc. and brought it to new heights of leadership helping create new products

The Phoenix Language Package: Skill Builders for English Proficiency (PLP: SEP) offers a
development program designed to help high school students gain competence in English. Through
mastery approach, the series aims to equip the learners with relevant real-life skills not only
to meet the demands of the times but also to acquire enduring understanding, which leads to
lifelong learning.

listening and speaking.
2. Highlighting Grammar focuses on
grammar usage and structure.
3. Using the Notepad focuses on writing
skills and the mechanics and process
in writing including spelling and

The exercises in each component follow the mastery approach to skill development —Starter,
Reinforcer, and Challenger.

The Learning Guide, which is a sample for the teachers on how to guide their students, will
help the students realize that the communication skills they learn and master are not just for
the present but are for lifelong learning. Thus, goals are set so that lessons learned and skills
mastered today are useful in the future.

The Syllabus presents a course map that allows teachers and coordinators to see the scope and
sequence of each level “at a glance.” It also includes the values that are embedded in the lessons.

The PLP: SEP soundtrack is a creative add-on. We call it the Listen and Learn Channel, which
is a CD for the tapescripts used in listening activities in each level.

A vital tool in learning Mandarin!


This book, Pinӯin Yu Hanz : Introduction to Pinyin and Chinese Characters, is a collaborative
effort of both Filipino and Chinese educators committed to the ideals of producing better-
equipped Filipinos ready to cope with the demands of globalization, through the knowledge of the
Chinese language as a potent tool.
ZZ The book’s contents are basic pronunciation (initial sounds, final sounds, and combinations) and
beginning writing (simple strokes and sample characters). It follows a format that is the same
throughout each session. Each lesson progresses with no new instruction and is primarily a
buildup from the previous lessons.
ZZ The book contains exercises that cover the content discussed. All the answers to the exercises are
part of the lessons.
ZZ The book can also be used by any English-speaking Mandarin teacher. It is most suitable for
a teacher who can speak both English and Mandarin for the lessons in the book to be put to
maximum use and also because there is Chinese character writing involved.

With this book, students will gain confidence and proficiency in speaking Mandarin.
Mandarin Chinese or Putōnghuà is not impossible to learn if you are armed with the basic
tools for learning this new language. Each lesson in this book will equip the student with the
following skills:
1. Learning of proper pronunciation of (Chinese phonetic alphabet)
2. Practice writing (basic Chinese strokes)
3. Recognizing (basic Chinese characters)

Essential Mathematics

The Essential Mathematics series was prepared by a group of mathematics educators who
assume significant roles in reform movements in basic mathematics education in the country.

The Transformative Values Education Series is a part of an attempt of the CEAP


Superintendents’ Commission to bring about a culture of transformation in the Philippine
society through a revitalized values education program, focusing on the following critical issues:
Environment Education, Gender Sensitivity Education, Political Education, and Justice and Peace

The New Grade 9—Transformative Citizenry for Nation Building intends to instill in the
minds and hearts of our students transformative values education. This effort of transformation
is anchored on the vision to realize our political education advocacy, develop self-determination
and self-reliance, establish family and societal solidarity, produce socially responsible citizenry,
protect democratic rights, and promote national sovereignty.
The New Grade 10—Creating Harmony in the Universe seeks to sensitize the senior
students—the young adults to the need to respond to the call for justice and peace; gender
sensitivity concern, environmental care, and citizenship duties in their daily life. Having been
immersed in these issues in their first, second, and third year lessons, the fourth year students
will now advocate for a better quality of life lived in justice, be steeped in environmental
ownership, concern for the common good, and uphold equality and being. Henceforth, the
students will be one in creating and promoting harmony in the universe.

designed to facilitate their delivery of transformative values education services. Each teachers

Technology and Home Economics answers the high school teachers’ need for a technology
and home economics program that provides relevant and doable activities and projects, uses
indigenous materials, and integrates values education techniques. The series gives students
opportunities to explore the four components of technology and home economics, namely, home
economics, industrial arts, agricultural arts, and entrepreneurship.

Technology and Home Economics


Technology and Home Economics I and II provide
a more meaningful way to learn the concepts and skills
of responsible family living through the books’ use of
values education techniques.
Books I and II present the complete components of
the course—home economics, fishery arts, industrial
arts, agricultural arts, and entrepreneurship.
Technology and Home Economics III and IV
elaborate on the following subjects:
Basic Computer Education acquaints students with
the parts and functions of a computer.
Basic Electronics equips students with basic
concepts and skills in electronics as it deals with lessons on resistance, capacitance, inductance,
transistor circuits, and radio receivers.
Culinary Arts deals with basic concepts, principles, and techniques in baking and food
preservation. It has a special section on preparing native delicacies.
Dressmaking arms high schoolers with the know‑how in organizing and managing
dressmaking and fashion designing businesses.
Food Management and Service emphasizes the values of good health through meal planning,
food preparation, cooking, and other aspects of food management.
Related Crafts equips students with the necessary knowledge and exper­tise in the different
areas of embroi­dery, Irish crochet, quilt making, recycling, and fabric painting.
