1.0 INTRODUCTION
In consideration and understanding of the sensitivity of the site environment as regards
the hazards inherent in lifting operation. Therefore to successfully execute the job safely
and still achieve the objective of the contract, the materials handling on site shall be
handled in a most careful and safe manner. We shall employ suitable tools and deploy
experienced personnel in similar jobs and environment to execute suitable lifting
procedure to ensure safe transfer of equipment and material to work site. In view of this,
safety precautions shall be articulated and strictly adhered to. The safe execution of the
site works is vital to maintain safety records and performance of the client site.

2.0 PURPOSE

The purpose of this procedure is to describe and define the system that Bastanchury
Limited will implement to assist rigging crews to recognize the hazards and reduce the
associated risks involved in the lifting activities for the Geological Warehouse Sewage
Lift Station Project.

3.0 SCOPE

This lifting procedure covers the movement, transfer, and lowering of the tank / concrete
base for the Geological Warehouse Sewage Lift Station Project.
These shall include but not limited to the following activity areas;
3.1 Safety precautions
3.2 Pre-job safety briefing
3.3 Preparatory activities.
3.4 Transfer of SLS 2 Tank
3.5 Lowering of SLS 2 Tank

4.0 Safety
As per our HSE philosophy, BASTANCHURY LIMITED will work for safe completion
of the project. Our effort shall all be geared towards total elimination of Lost Time Injury
(LTI), or fatality and damage to facility in the course of execution of the lifting tasks.

In view of the above objectives we shall;

❖ Deploy competent rigger to coordinate the rigging activity.


❖ Cordon off the work areas
❖ No one shall stay directly under incoming load
❖ Loads shall be controlled via taglines.
❖ Implement project planned safety-training of the project workforce.
❖ Demonstrate management commitment to safety through attending to safety
matters with dispatch and provision of necessary PPEs.
❖ Staff to exhibit a high level of safety conduct and discipline at project site.
❖ Daily proper briefing of our site personnel on the site facility safety rules and
regulations.

4.1 SAFETY RESPONSIBILITIES


For the actualization of BASTANCHURY LIMITED Lifting and Safety objectives the
following responsibilities are here-under defined.

4.1.1 Construction Supervisor


Supervisor occupies a strategic position in the implementation, control, and enforcement
of lifting procedures and rules.
The responsibilities of the Supervisor are as follows:

❖ Disseminate all safety procedures and rules to their team members and alerts
them of the potential hazards inherent in their daily operations.
❖ They participate actively in every meeting and daily safety briefings.
❖ Report all identified anomalies, unsafe conditions and near misses to the
project safety officer.
❖ Ensure observance of good housekeeping by his work team
❖ They also endeavour to ensure that their work team is provided with all
relevant and suitable personal protective equipment and enforce their use.

4.1.2 Rigger Foreman


Rigger Foreman is responsible for all lifting operation and he ensures the operation is
done safely and the lifting accessories are the pre-mobilized and approved ones. He
reports to the Construction Supervisor.

The responsibility of the foreman includes:


❖ He ensures that technically competent Riggers who are conversant with
safety rules and regulation are employed for rigging tasks.
❖ Disseminate all HSES procedures and rules to their team members and alerts
them of the potential hazards inherent in their daily operations.
❖ He ensures that all rigging materials (slings, shackles, belts etc) for rigging
are inspected for soundness on site prior to use.
❖ He ensures that all rigging materials mobilized is the ones pre-mobilized and
approved by MPNU Safety officer.
❖ He encourages the rigging team active participation in the daily HSE
briefings, HSE meeting and drills.
❖ Report all identified anomalies, unsafe conditions and near misses to the
project safety officer.

❖ Ensure observance of good housekeeping by his work team


❖ He also endeavours to ensure that his work team is provided with all relevant
and suitable personal protective equipment and enforce their use.
❖ He ensures the adoption of appropriate manual lifting procedures by his
team.

4.2 Personal Protective Equipment (PPE)


❖ All personnel shall wear PPE to work during all lifting at Site
❖ Minimum PPE shall be helmet, safety shoes, coveralls and Safety Goggles
for all personnel.

5.0 Preliminary Activities


5.1 Safety Briefings
On arrival to site all our staff shall undergo the routine safety briefing organized by
MPNU site Safety Rep. All first timers (if any) shall be subject to further safety induction
to familiarize them with the facility’s operations and environment and survival techniques
by MPNU, in conformity with MPNU site safety rules and requirements on its facilities.

5.2 Site JSA meeting


On the completion of safety induction our BASTANCHURY LIMITED Team Lead,
Safety Officer and Project Supervisor shall do the JSA meeting immediately after safety
induction. We shall update the JSA document to incorporate new ideas or suggestions
resulting from the JSA reviewed by MPNU Safety Rep.

5.3 PTW
BASTANCHURY LIMITED Project Engineer shall liaise with MPNU Safety Rep for the
preparation of PTW for authorization.

6.0 SEQUENCE OF LIFTING OPERATION

➢ Inspection of the work area prior to lifting task

➢ Positioning of the Low-bed truck and Telescopic Crane close to the SLS 2 tank

➢ Fixing of the Lifting belt to the tank pad-eye of the SLS 2 tank

➢ Lifting of the Tank by the crane and lowering on the low-bed truck

➢ Moving of the SLS 2 tank to the excavated pit

➢ Lifting and Lowering of the SLS 2 tank from the low-bed truck into the excavated
pit

7.0 PRECAUTION

➢ Cordon-off work area

➢ Suitable tag lines shall be used to stabilized loads


➢ Ensure that the weight of load is within safe working load (SWL)

➢ One designated and competent rigger shall give signals during rigging
operation.

8.0 PLANNING AND EXECUTION OF LIFTING OPERATIONS

8.1 PLANNING
Risk Assessment
The HEMP process ‘Hazards and Effects Management Process’ shall be applied to every
lifting operation, which may be an individual lift or a group of routine repetitive lifts or a
Routine Lift, and shall address:

➢ Planning the lift;


➢ Identifying the hazards and restricted areas;
➢ electing competent personnel;
➢ Specifying the minimum number of people to conduct the lifting operation
➢ Selecting Lifting Equipment;
➢ Communicating lift requirements and hazards;
➢ Procedures for changing the Lift Plan
➢ Emergency, recovery and contingency plans.

Work Environment Conditions


Environment conditions specific to the work location shall be identified and accounted for
in the Planning and execution of all lifting operations. Whenever there is a reasonable
chance of Changes in environmental conditions, contingency plans and procedures shall
be developed as part of the work planning.

Parameters to be addressed may include weather, visibility, noise, communications,


terrain stability or slope, surrounding operations and installations, and site access and
egress.

Simultaneous nearby operations and their work environment conditions that could impact
or be impacted by the lift shall be identified and addressed in the risk assessment.

8.2 EXECUTION
A Toolbox Talk shall be held to ensure that all personnel involved in the lift fully
understand the JSA and Lifting procedure prior to all lifts (Routine Lifts and Non-Routine
Lifts) the PIC shall verify that the answers to the following ‘10 questions for a safe lift’
are all addressed:

10 Questions for a Safe Lift;


1. Is everyone aware of and do they fully understand the lifting and hoisting

procedures applicable to the lift?

2. Has everyone attended the toolbox talk?

3. Has a pre-use inspection of the Lifting Equipment been carried out.

4. Are all safety devices working?

5. Does everyone know the Person-in-Charge of the lift?

6. Is everyone competent and aware of his or her tasks?

7. Is there a current JSA and does everybody understand the job and

precautions?

8. Does everyone know the environmental limits (e.g. maximum permissible wind

speed) for the lift?

9. Is the lift area controlled and is everyone clear if the load falls or swings?

10. Are signaling methods and communication agreed and clear to you?
