The Shoe Capital of the Philippines will finally have its own school
to train some aspiring shoemakers in Marikina City. The local
government, according to Mayor Marcelino "Marcy" Teodoro, will
spend P60 million pesos for the construction of the school. This
school will be built inside the premises of the Pamantasan ng
Lungsod ng Marikina (PLMar) at SSS Village campus.
 
Cancellation of 2020 This opportunity will be given to the residents residing in

Marikina City government opens its full scholarship to poor yet
deserving pre-medicine students for school year 2020-2021 in
nine medical schools in Metro Manila. Mayor Marcelino “Marcy”
Teodoro expressed his full support to the initial effort of Vice
Mayor Marion Andres, who authored Odinance No. 078
otherwise known as the “Libreng Pag-aaral sa Pagdodoktor para
sa Marikenos’.
The scholarship is offered in nine medical schools in Metro
Manila such as Pamantasan ng Lungsod ng Maynila, Far Eastern
University, Emilio Aguinaldo College, Manila Central University,
University of Santo Tomas, Fatima University, University of the
East, University of Perpetual Help System DALTA, and St. Lukes
College of Medicine.
The scholarship covers several expenses such as tuition,
transportation, allowances, board and lodging allowances,
uniforms, textbooks, and other essential supplies. Here are the
following basic requirements of aspiring doctors. They must
have passed the entrance examination for medicine in any of
the above-mentioned schools, must be a bonafide Marikina
resident, must not be more than 30 years of age on graduating
from a pre-medicine course, must submit a letter of intent to
avail of the scholarship, has finished any pre-medicine course,
and has passed and approved by the Medical Scholarship Grant
Secretariat and the Medical Scholarship Board.
Scholars, however, are required to serve as city doctors for
two years after acquiring their license as a manifestation of
their knowledge and a return of their scholarship privileges. The
Vice Mayor Andres shared his story that he was also a
beneficiary of a medical scholarship despite coming from a poor
family, now himself a doctor, strenuously inspired and pushed
him to pass the idea of the ordinance offering scholarships to
aspiring doctors, and full support from the local government.
Mayor Marcy Teodoro signed the said ordinance last October 7,
2019.
Marikina strives to implement the ordinance in the next
academic year and foresee the scholars of becoming city
doctors.

PLMar Brings “PAG-ASA" for Taal
Evacuees

bring “PAG-ASA” through organized donation drive for the
evacuees of Taal Volcano eruption last January 15.

Batangas community faced a tragedy after the Taal Volcano
erupted. Spewing massive smoke and ashes that led to the
evacuation of the people near Taal and resulted to earlier
lockdowns of 12 cities and municipalities such as Alitagtag,
Balete, Cuenca, Lemery, Lipa City, Malvar, Mataasnakahoy, San
Nicolas, Sta Teresita, Taal, Talisay and Tanauan City.
 
The Society of Mass Communication students initiated the
donation drive and student leaders from different
organizations started to facilitate the donation booths in both
SSS and GH campus from January 15 to January 31. The said
organization and volunteers are accompanied by the
administrative staffs and faculty members including the Head
of Communication Department, Mr. Jon Paulo Barcelona,
College of Arts and Science Education (CASEd) Dean; Dr. Rosario
Quejado and the PLMar Board of Trustee Chairman, Mr.
Joselito Rivera.
 
Before giving the donations, Batangas Governor Hermilando
"Dodo" Mandanas shared their strategic budgeting plan of
sustaining the relief goods for the following six months, since
the Taal Volcano eruption was expected to be a long-term
disaster, yet they only have limited stocks.
 
Moreover, Governor Mandanas extended his gratitude as the
donations has successfully delivered in Batangas Sports
Complex, Batangas City which consists of over 3,000 clothes,
hygiene materials such as alcohol and soap and can goods last
February 8.

Marikina’s Longtime Street
Cleaning Volunteers as Project-

A total number of 206 longtime street cleaning volunteers
was recently hired by the Marikina City government for the
City Environmental Management Offfice (CEMO) as project-
based workers. Mayor Marcelino Teodoro believes that these
people deserve more than just an allowance and must be
paid accordingly for their longtime service to the city.
 
The first batch of project-based workers consisting of 31
volunteers met with Mayor Teodoro and told them that the
city hall is employing them. On a daily basis, these volunteer
street cleaners get a P150 for a four-hour service. But they
are now entitled to receive a minimum wage, once these
volunteers render an eight-hour work daily,
“We really worked it out so there could be a budget for their
employment, so that they can earn money and not only just
allowance,” the mayor said in a statement.
 
Mayor Teodoro said that in order to assess these volunteers,
they are subject to undergo a set of skiils test and will be
asked to form an essay on how can they help improve the
city’s cleanliness and also explain why they love Marikina
City. The mayor also said that these volunteers will also need
to attend financial literacy seminars to help them handle
their finances
effectively.
 
“We will teach not only values but financial literacy as well.
We will teach them to manage their finances. Even if they
earn more, all that will be wasted if they cannot handle their
finances well,” the mayor said.
Without the help of these volunteers, Marikina city will not
be known as one of the cleanest cities in the country. That’s
why the Mayor called them heroes for they are vital to the
city’s cleanliness.

Students flocked at the gymnasium of the Pamantasan ng
Lungsod ng Marikina (PLMar) for the freshmen orientation. All
entrance exam passers showed enthusiasm, especially those
who want to take communication major. Each program
showed its achievement sand most passers were amazed at
what a communication program can do. The energy, joy, and
smile on their faces dropped to sadness because they found
out that the communication arts and other programs were
eradicated for this academic year. Their jaws dropped when
they heard that news from the said orientation. They have
nochoice left but to take other programs to finish college.
Taking this degree is an ever dream of a student to showcase
their artistic touch in communication field. But all of a sudden,
a scissor just landed to cut their wings intended for reaching
their dreams.
The Bachelor of Arts in Communication and other offered
programs at Pamantasan ng Lungsod ng Marikina (PLMar) will
no longer be offered, after Commission on Higher Education
(CHED) accredited the university in the beginning of the
academic year 2019 – 2020. It’s really a good thing when CHED
accredits PLMar because they promote higher quality
education and guarantees protection of academic freedom for
continuous intellectual growth. Students will no longer have
trials and error for applying scholarship in financial assistance
for their everyday allowance for school, as CHED finally
covered the university, and it will also benefit a lot of PLMarian
who wants to apply for different kinds of scholarship
offerings. However, deficit in facilities like equipment, studio,
theater stage, visual laboratory, and other essentials are the
major compelling reason opposing the enrollment for
communication arts, same with other programs. CHED
has allotted budget for every program, but it will be
unsustainable for the said program’s practical needs, as it
takes a lot of money to support it. Yet other programs were
considered to remain because it is said that the other
programs are tolerable from the allotted budget.
Over the years, the Bachelor of Arts in Communication is one
of the tenure offered programs that lives for 15 years at the
Pamantasan ng Lungsod ng Marikina. Since then, students
used to look for ways to improvised what they need because
PLMar also believes on the professors who imbibe quality
education rather than technological devices which are only
used to support leanings, but still a nourishment for education
as well. Hence, communication alumni also went successful in
their chosen field of work, and it is evident that they have
survived achieving the program degree despite the
insufficiency of equipment.
Deficit in facilities does not hinder communication alumni,
same goes with the present students,for as long as they want
to achieve their dreams and goals. They are always used in
finding their own ways to excel with the course’s requirements
through intellectual readiness. With adequate guidance of
communication professors, thoroughly leading the students to
look at the bigger picture despite the materials insufficiency.
Impediments are just normally there, but they cannot collapse
the foundation of communication arts investment from the
very beginning. Alumni often visit the university to show their
cooperation and support whenever an upcoming event of
communication arts students such as those assemblies,
theater performance, variety show, documentary and film
festival, and so much more. The appearance of alumni in
any communication arts activities sets attractions to
communication students as they hone inspiration and
motivation from the accomplishment they went through
and triumph in their career.
The removal of the communication program was surprisingly
saddening, and it made a huge impact to all communication
student. They never heard the administration of the university
stance and the steps they have done best to salvage the
program/s. In addition, community arts also have their
sentiments like hearing lots of misconception about them.
One scenario occurred “‘Ano course nyo?’ ‘masscom po’
student said, ‘Ahh kaya pala’” one of the professors said in the
university. Is that should be told to all learners regardless of
the program? Perhaps, moral guidance should be done.
Communication students are known for being loud, confident
and expressive in all terms. However, most people
underestimate the community because of their noisy culture,
pondering all these students are like empty cans but no
substance, it evidently shows the stigma and stereotyping. 
Notwithstanding their noisy culture, they were all intelligent.
 
Students opt to remain silent most of the time. They have
eyes, but they are blind; They have ears, but they are deaf;
They have mouth, but they are mute. All impairments signify
legible disabilities because of dissonant fear, even anomalies
began to creep and ignore everything seen. If they do to
speak, they might be compelled from scholarship nor deplete
their dreams. Where is the academic freedom?  It impedes
them to speak up but if given a chance, it won’t still be heard.
 
Despite the stereotypical statements thrown at
communication students; they still manage to keep on striving,
proving that they can excel with their academics. Furthermore,
communication students always uphold PLMar with positive
image, gradually becoming recognized that there is excellence
in university through holistic leanings.
 
If the university itself might not want to remove the other
programs, regardless of the compelling reasons, they will
independently support and stand the rights of the students to
take their ideal programs in chasing their dreams. Hence,
what are the steps do the university to salvage the program?
And what are their discourse and stance regarding the
removal of the programs? We haven’t had anything from
them, however.
There’s nothing wrong with the accreditation of CHED but we
hope that the school consider fighting for the removal of the
programs. Otherwise, choose to remain without the full
sustainment of CHED’s budget for assistance. Then, let those
programs stand on their own just like the university used to
do. Thus, they will still be able to support the dreams of every
student and will be ever grateful for standing as the
foundation of their success. Everyone hopes to retort the
programs with new developments and enhancements as for
the new upcoming students of PLMar will be happy to their
dream program. The university should be the first supporter
in molding students’ dream as they intensify their ladder to
reach success in life.

The Scepter of a Great Leader

Stop! A cease-fire amidst the chaos. A
moment of silence is a chance for a voice
to be heard. A moment to hear me out.
Nobody asks and no one ever will. What do
you expect from those who does not even
care? Words and actions express a thought
I have always bear. Even the voiceless and
the oppressed has something in mind
they've been meaning to share. Nowadays,
it seems like voicing out suggestions and
emotions are seen as arrogance and a
form of rebellion. So, how would you
notice if someone is in pain, gratitude, joy,
or satisfaction if you will not be paying
attention? How would you address
a problem if you will not be inquiring? How
would you progress in knowing or learning
if you will not be asking? I may not be in a
significant position nor a great personality,
but I am part of the organization. After all,
government is not a government without
its people.
Imagine the absence of oxygen in our lives,
or a bullet without a gun. Could civilization
even survive without the passage of its
traditions and social customs to its newer
generations? How about a follower
Just like these essential factors,
communication acts as scepter. It plays a
significant role in leadership. A core that
drives a leader to its maximum potential.  started with a voice. A voice that could

much knowledge and experience, one can
turn that crappy noise into a melodic
harmony. Thus, for organization to take
place. Skills for communication is a must
for an effective leader. Commanders,
doctors, teachers and so on. They all use
communication for organization. A fatal
weapon of leaders for the battle of
growing competition.
According to Norman Allen, "Skill in the art
of communication is crucial to a leader's
success. He can accomplish nothing unless
he can communicate effectively." I highly
agree with this statement because I have
always been taught about the importance
of conversations and connections. The
power of building and bridging
relationship towards growth and
success.
Revolution which were led by Cardinal

change and organize a messy world.
It may sound like a rebellion but if you will
try to read between the lines, without the
bias thinking and the stigma, maybe there
is a sense in this.  Maybe it could pioneer
change. Aristotle once said, "All
communication must lead to change".
And we are all after the good in that
change. The development of each
individual and the nation as a whole.
 
One of the many lessons I can share is that
communication is everything. It is one of
the many important reason why we are
existing today. The world keeps on
innovating because of this. We will never
get to experience what we are
experiencing right now if it weren't for
communication. The power of
communication. A lesson which I will
definitely treasure for the rest of my life.
 
You will never get to learn or get
clarification if you will not ask. You will
never know what's with the silence of the
people who has the loudest minds. You will
not be able to survive if it wasn't for
communication. All of us are leaders at

Another one is, Magno “Carlo” Jose Caparas, widely known as Carlo
J. Caparas, a Filipino comic strip writer, director and producer. He is
best known for his creation of Filipino superheroes and comic book
characters as Panday, Joaquin Bordado, Kamandag, Gagambino,
Elias Paniki, Pieta, Totoy Bato and Ang Babaeng Hinugot Sa Aking
Tadyang. Before he became a successful artist, he was once a
security guard in a publishing house. He spent his nights drawing
and reading the books from the printing press until he created a
complete comics story called “Ako’yNagmamahalSayo”. It was his
first published work and so begins his life in the spotlight. Caparas
failed to finish his studies as he dropped out from school. When he
was a young boy, his father was sent to jail for a crime he did not
commit. Later then, he was inspired to illustrate that tragedy in a
son’s point of view in one of his comic novel. It is about a boy who
tells about the story of an Aglipayan priest who had a mistress and
gifted her jewelry that was bought from his father. They then split

quarantine, due to  this pandemic, let us mold leadership in

May this pandemic not only affect us negatively but may it be the
reason for us to open our eyes to see other possibilities. We have
our eyes to see what is happening around us; let us also use it to

Fruit of Isolation

A crumpled paper still offers a space to be written however
shattered it may be because it’s made for that. A poet may be in
isolation but he will never stop writing for it is his calling— just as a
warrior will not leave his armor behind during a battle. When things
seem to fall out of place, a dilemma starts to kick in and sometimes
what’s left is the option to break down but these leaders with great
minds, walk their talk through writing and choose to counter the
battle with writing.
It is an initial knowledge that Dr. Jose P. Rizal, a Philippine national
hero, has fought against violence using a pen. It means that he was
able to unite his countrymen during his time through his famous
novels to conscientiously fight the aggressors in peace. Amidst the
roaring environment, he was able to use his vast knowledge in
writing and used storytelling as a way to awaken the nation. During
these times, there was no freedom of speech yet he wrote his two
famous novels, Noli Mi Tangere and El Filibusterismo during the
cruelty of Spanish regime. Noli Mi Tangere talks about the
inequities of the Spanish Catholic friars and the ruling of the
government; the latter then portrays deception, manipulation and
vengeance. Though the two novels are considered as tribute to the
country, Rizal chose to write it in Spanish because it was clearly
intended to berate the injustices of the Spaniards. This led him to
be imprisoned and sentenced to death. He was considered as a
Christ-like hero as he sacrificed his life for his countrymen. Leon
Maria Guerrero even proclaimed him as the First Filipino in 1962.
Aside from Rizal, there are also brave and faithful writers who are
stuck in the dark yet reinstated to be the light. Jose Dalisay Jr.
writes a popular online column where he’s more commonly known
by his pen name, Butch Dalisay. He was imprisoned during Martial
Law, and his experiences from this portion of Philippine history are
brought to life in his first novel, Killing Time in a Warm Place. The
story revolves around Noel IllustreBulaong’s life during the Martial

writing/journalism, film, performing arts, and broadcasting. It
transforms students to become creative, flexible and competitive
prepared to whatever career they will be pursuing after college.

More students are now enrolled in the communication program
unlike the previous years. This shows that the students are

despite the absence of major and the uncertain career that
waits for them in the future.
 
At the end of the day, even if these students are not yet sure of
the course they have taken, they still have plenty of time to
discover
their potential throughout the program. There might be
differences in the passion that we wanted to pursue, but if we
are to communicate these passions effectively, we can create a
masterpiece.
 
It takes passion for communication program because it’s not as
easy as you think it is. You must have that burning desire to
finish all the activities and pass those challenging subjects.

SPORTS PROGRAM

Marikina City government will soon implement a sustainable sports
development program. This is to avoid the youth from vices and keep
them out of the streets.
Mayor Marcelino Teodoro and Marikina Sports Commission members
worked with the Department of Education (DepEd) Schools Division in
Marikina City with their sports coordinators and trainers to draft a
community-based sports development program to properly train the
youth athletes in the city.
The mayor called for a meeting with the sports coordinators, trainers,
and Marikina Sports Commission and discussed the planned program,
and determined the sports that need to be further developed.
“I want it to become a sustainable development program for the youth,
and learn the discipline of the game within them,” Teodoro told the
coordinators during a meeting,
“But all this will not happen without a sports development program. It is
not enough to only get professional trainers or ask someone to
do it for us, we need to create our own program,” he added.

Some athletes were born with birth defects
that resulted in lost limbs or paralysis while
others, sustained life-altering injuries after
serious accidents. All of them overcame their
injuries to turn themselves into some of the
best athletes in the world- even if they had
never participated in a single sport before,
their lives have changed forever.

that their disability will not affect their dreams.
Otherwise, use as their motivation for them to

"Jia" Morado is raising funds for the
frontliners by auctioning off her UAAP Season
79 jersey, this was her final playing year.
Morado and her boyfriend Miguel De Guzman
put up a Facebook account called “Every
Little Thing Counts” where they auction off

They had set up a Facebook account to hold
auctions for jerseys of different volleyball

Students (SMS) team is excited as
they announced the official
publication material for the tryout
of the upcoming Intramurals of
Pamantasan ng Lungsod ng
Marikina.
Many students joined the tryouts to
showcase their skills and wish to
become one of the sports
representative under
communication arts program. The
SMS officers are disseminated in
every sport to facilitate tryouts to
represent communication arts. Eight
sections with out of 270 students but
only few will choose to represent but
everyone can support and cheer.
Before the tryout day, SMS President
Renz Michael Lalic created an
announcement to the COMMunity to

down their name for the

the Maharlika Pilipinas Basketball League in
the year 2018. Elvis Tolentino is their head
coach.
He started to create a team named Marikina

known as The Shoe Capital of the Philippines.
Coach Elvis Tolentino chose the best players
in the city, the final line up for his team is
composed of 22 players.
“Basketball has been very good to me and my
family. Because of the sport, I was able to
finish college. I want to share this gift with
others, especially the youth” said Elvis
Tolentino, the young-looking coach of the
Marikina Shoemasters.

Elvis, had been a varsity player for most of
his school life. He was once a young boy who
happily loves to play basketball in Colegio de
San Juan de Letran during high school and
for De La Salle - College of Saint Benilde in
college, where he was part of the team that
carried the school for its first championship
win in the National Collegiate Athletic
Association (NCAA) in year 2000.
After being a star player in his college days,
he continued his dream to become a great
coach. Now, it’s his turn to inspire a young
group of wistful and determined basketball
players of the Marikina, which is called
‘Shoemasters’. Year 2018 when Marikina
created a team to join in the MPBL Datu Cup.
This was their first year first in the league and
now they continue to participate in the
following games, and its their third
conference for this year.
Coach Elvis, is a native Marikeño, who is
proudly be coaching his hometown. He
helped put together the team composed of 22
players aged 19 to 36 years old. Even though
joining in the said league requires a large
amount of money and time to create a
basketball team, he worked hard for it. He
ensures that Shoemasters would be part of
the Maharlika Pilipinas Basketball League
(MPBL).
What defines him as a coach? “I am a
disciplinarian. I install discipline para maging
successful kami. Kung meron kang disiplina
sa sarili mo dapat pati sa laro” he said.

suggestions to his players, always think what would be the
cause and effect of the new strategy or style that he will
going to implement.
“As a professional coach I stand put because despite of
busy schedule and works I always make sure that being a
coach I have time to our teams, the Marikina Shoemasters
showcase the talent, skills, and the strategy of the players”
Tolentino said.
Coach Elvis does not just preach. He practices what he
advocates to their team. After finishing a business
management degree, he put up his own business, a
restaurant and a barber shop. He also studied in various
coaching clinics in the United States and worked as a
coach for several teams, including the PCU Dolphins
before becoming the coach of the Shoemasters.
He credits his father, Loreto (Ato) Tolentino, a well-
respected basketball player and coach for honing his
talents both as a player and a coach and for inspiring him
to always give his best.
A heart of being a basketball player, have a positive mind,
aggressive and always get a lesson for his mistakes and
making sure that practice is not to make it perfect but to
make you a better player and always have a discipline in
the game and in themselves.

youth. He instills love for education and believes that education brings future
amongst the youth. Before he entered politics, he is a cum laude graduate from
the University of the Philippines and pursued his career in education by teaching
at the same university. Teodoro was once a congressman; he authored several
education bills. This includes the Kindergarten Act (RA 10157), Ladderized
Education Act (RA 10647), the Unified Student Financial Assistance System for
Tertiary Education Act (RA 10687), the UP Charter Act (RA 9500), and the
Philippine Normal University Modernization Act (RA 9647).

Leadership is not all about being "right." Sometimes
leaders commit mistakes and being one does not
always mean that you are right all the time. You have to
remind yourself that your members' opinions and
experiences also matter. It takes teamwork and humility
to create a good organization and to be an effective
leader.
The Society of Mass Communication Students (SMS)
has been serving the COMMunity of Pamantasan ng
Lungsod ng Marikina to showcase their capabilities as a
leader. The SMS is consists of different types of leaders
with different types of leadership styles. they are eager
to work with their subordinates and all are committed to
inspire and serve the community. They also embody a
good role model that aspiring leaders would look up to.
In an interview, the officers were asked if they have
someone whom they look up to as a leader. The SMS
President, Renz Lalic, said that he's been looking up to
different leaders whom are excellent and were able to
make a change. He also said that he looks up to them
not just for inspiration but also to learn more about
leadership skills and use it to improve himself. While
Sarah Villas, SMS Vice President, had developed an
admiration to Sir Lito Rivera, the Father of 1PLMAR

intellect and a genuine heart. As for Randolph Escauso,
SMS Secretary, he is looking up to his adviser and
professor. For him, they serve as an example of a
leader, they also doing their part as a leader and to lead
their students. Their adjustment won't be easy because
being a leader requires open-mind and patience.
SMS leaders have proven their leadership in their own
ways. It won’t easy to be one but despite of their
hardships and shortcomings, they still strive to be a
better leader. There may be doubts and criticisms, due
to diligence and dedication to their work, they have
proven that they are worthy of their position.
Sarah Villas, SMS Vice president a coping student
leader. Despite her desires for the Pamantasan ng
Lungsod ng Marikina (PLMar) and community’s
betterment, there are also things that needed to improve
with herself. She started being a student leader way
back in 2016, during her Senior Highschool days in
PLMAR and celebrated her 4th year in the service.
Sarah believes with all the sacrifices and efforts she
gave to serve PLMar and with God’s guidance, she has
proven her sincerity for student leadership. While the
SMS president Renz Lalic known that he’s a
hardworking student and determined. Despite of his
struggle as a student and leader, he makes sure that he
doesn’t just tell them what to do, but also make them
learn something from it. It's always important to
empower our members/subordinates before ourselves.

organization’s reputation. Renz uses his shortcomings to become a better leader and

The SMS Assistant Secretary, Yugo Moises quote "There are many things to motivate
a leader. It might be for transformational purpose, personal goal, willingness to serve
and to inspire. For Yugo, the need to help those who are "in-need" motivates me to
become a leader. He has a passion on helping people and as a leader, it rears its head
in few ways; to develop social confirmation and to create a solution to a problem. Yugo
enjoy fixing and solving his own problems but find it more gratifying to help others solve
their problems.
The SMS leader shared about what was the most remarkable that they can apply
oneselft as a leader. SMS President Renz Lalic said that you should always be open
for changes, be confident, and just be yourself. While, SMS Vice president Sarah, you
should never stop learning, because if you do, you will die. Also, one of the SMS officer
shared his thoughts about what was the remarkable he learned being a leader, "For me
as a leader is the day you learn from the members or even the people you meet on a
daily basis." SMS Randolph Escauso said.
In the point of views of their members, being right inevitably does not mean you are
always right. It supports one’s perspective to suffice their mentor’s shortcomings.

The Society of Masscommunication students (SMS) made a remarkable
accomplishments. Both positive and negative. But that’s the part of being a leader. You
have to swallow every criticism you receive and use it to further improve your service.
Every leader has their own differences, it depends on how they reflect on it. For some,
their members opinion matters; some doesn’t amid of all the chaos that is happening,
they have conquered their problems on their own and being a leader at the same time.
