1. SCOPE OF WORK:
• This “method statement” covers the nature and type of work for the installation of panel boards
and capacitor bank by CRCC to King Abdullah Bib Abdul-Aziz Project (KAP5).
• This method statement gives guidelines contained herein so as to ensure that the job execution
complies with the requirement of the specifications and the authorities concerned and serves the
intended purpose to satisfactory level.
• This procedure is to be read in conjunction with the relevant ITP, outlining the responsibilities and
the quality verification to be performed by various parties.

4. RESPONSIBILITIES:
4.1 Project Manager:
The project manager will have full authority and overall responsibility to manage, supervise. He
will control the works and will have direct responsibility for ensuring safe working practices and
compliance with regulatory authority’s requirements. He will coordinate with the engineers and
the employer representative for execution of the contract scope of works. Implement the project
quality systems to the satisfaction of the project requirements. Review changes and variations to
evaluate impact of those on time and schedule.

4.2 Project Engineer:


Is responsible for ensuring that all works are carried out as per the specifications, approved shop
drawings and method statement as per the manufacturer’s instructions and coordinated with
other works.
4.3 QA/QC Engineer/Inspector:
• Is responsible for monitoring the works are in fulfilment with the specified requirements that
all quality records related to the works are complete.
• He will carry out all the inspections with the employer representatives and notice will be given
to employer representatives within 24 hours and ensure that no work will be
executed/covered up without inspection/testing.
4.4 Site Engineer:
• The site engineer shall co-ordinate all the site activities according to work schedule, installation
according to the project specifications, manufacturer’s data sheet and approved shop
drawings.
• Shall liaise with site representatives and co-ordinate safety procedures with site supervisors
and site foremen.
• Shall co-ordinate and explain the work to be carried out to the Supervisors/Site Foreman.
• Ensure the compliance of works with the related approved quality control procedure and co-
ordinate with the CRCC QA/QC Engineer/Inspector to advice for the areas to be issued for
internal/external inspection.
4.5 Site Supervisor and Site Foremen:
• The project team of experienced supervisors and foremen shall ensure the quality of the
installation work carried out, and shall also ensure that it is as per the latest approved
construction shop drawing issued for installation and according to instructions received from
the site engineer.
• He will provide his subordinates adequate information to carry out their duties.
• To ensure that he has adequate resources of machinery, labour and materials to carry out all
the activities efficiently and to discuss with the site engineer.
• To ensure safe and clean working environment to enforce a safe working habit.
4.6 Safety Engineer/Officer:
The safety engineer/officer is responsible for implementing the risk assessment and he will
ensure that all control measures and necessary safety/health precautions are effectively
completed prior to start the activity. He is responsible for carrying out training, monitoring the

work activities, carrying out inspections and reporting to the CRCC safety department and
carrying out accident and incident investigations.
4.7 Store Controller:
• Review the documents of approved material submittal and verify the items with the packing
list for any shortage or description from approved.
• Responsible for proper storage as per site requirement.
• Verify all documents are forwarded with the item as per the requirement of purchase order.
• The unapproved material shall not be received and stored in store.

6. PRODUCT / MATERIAL:
• Panel Boards / Capacitor Bank and accessories.
• Cable glands.
• Terminal lugs.

7. WORKFORCE:
Construction team will ensure that manpower selected for the specified job is well trained. Tool
box talk shall be carried out before the work commences at site to the involved workers through
the supervisor and foremen in charge the work, under the directives of in charge engineer. The
work procedure and safety precautions should be clearly and concisely explained to the workers
in their own language so it is fully understood.

8. PRIOR ACTIVITIES TO BE COMPLETED:


• Prior to start the installation, refer to the approved design/ shop drawings related to the area of
installations and ensure the required materials are available at site as per approved material
submittals. Any discrepancies, damage etc., found will be notified and reported for further action.
• Check all material delivered to site is inspected properly by QA/QC engineer/inspector and check
it is stored properly as per manufacturer recommendations.
• Work shall be carried out by the site staff under strict supervision and guidance of the concerned
Supervisors/Foremen/Engineers.
• Ensure that the work area is ready and safe to start the installation of panel boards and capacitor
bank.
• Obtain the approved design/shop drawings with the latest revision in preparation of carrying out
the works.
• Ensure that the installation of panel boards and capacitor bank for electrical systems are carried
out in accordance with manufacturer’s installation recommendations, requirements of applicable
standards and in accordance with the recognized institutions and specified in project specification
to ensure that installation complies with requirements.

9. HEALTH, SAFETY AND SECURITY:


• All staff will have a safety induction carried out by the contractor before commencing any activities
on site.
• Prior to commencing any activity, labor force shall receive a tool box talk on the project site safety
regulations from the contractor safety officer on a weekly basis on topics appropriate to the
activities being undertaken. A Method statement briefing will be given to all staff before the
commencement of the work and a record shall be kept.
• Any process that is adopted that may have particular safety risk will be assessed and addressed as
required.
• All activities will be subject to a risk assessment by the contractor safety officer before the
commencement of work.
• Ensure only trained persons shall operate the power tools.
• Ensure all concerned personnel shall use PPE and all other items as required and full specifications
of equipment to be used.

• Ensure adequate lighting and adequate space is provided in the working area at night time.
• Ensure that in all areas where there is a risk of falling from height preventative measures will be
taken and identify them.
• Ensure service shaft opening are provided with barricade, tape, safety nets.
• All CRCC tradesmen, operators etc. are qualified and will have licenses and their competency level
issued by CRCC.
• Access/Egress: CRCC will provide scaffoldings assembly with attached step ladder and rubberize
wheel. Platforms will be provided on top of the scaffolding assembly and circulated with tubular
railing at adequate height to protect the workers. Aluminium step ladders will be used in instances
where scaffolding assembly is not permitted in the workplace and for alignment purposes of
installation. Safety personnel should be involved in preparation and approval of scaffolding
assembly and ladders prior to use.
• Lighting Arrangements: Sufficient lighting to the workplace area shall be provided by the
experience electrician under the instruction of his supervisor/foremen. Safety personnel are
involved in the activity to maintain safety measures of temporary electrical wirings installation.
• Emergency Arrangements: In case of any injury or illness which includes electrocution, inform
the Safety Officer/First Aider for appropriate assistance. Depending upon the case the Safety
Officer will inform the relevant parties and move the patient to clinic or other arrangement
prevailing in the project.
• Housekeeping: The Supervisor has the responsibility to ensure the site is kept clean from any
debris. Any material leftovers shall be collected and put into designated disposal box. Unused
materials shall be returned to proper storage in every end of each day work.
10. ENVIRONMENT:
Any hazardous waste generated during specified work shall be segregated and disposed of properly
with support of HSE representative. Any chemical/cleaner used for the job will be kept in a safe
container to avoid spillage on the ground.
All hazardous waste details should be recorded and mentioned in Environment Register.
11. QUALITY ASSURANCE / CONTROL:
The QC Inspector has the fulltime surveillance during the activities to ensure that all works has done
as per this method statement. Any found deficiency shall be immediately corrected based on the
procedure and specification workmanship requirements. To check all necessary documents are
prepared and approved by Engineer.

12. PROCEDURE / WORK METHODOLOGY:


• Check all material delivered to site is inspected properly by QA/QC engineer/inspector and check
it is stored properly.
• Work shall be carried out by the site staff under strict supervision and guidance of the concerned
Supervisors/Foremen/ Engineers.
• The contractor QA/QC engineer/inspector shall check all the installations as per the installation
check list.
• Inspection request (IR) shall be prepared and submitted by QA/QC engineer/inspector for
inspection and approval of employer representative.
• QA/QC Inspector shall arrange inspection for installation, as per ITP.
• Site Engineer along with QA/QC inspector is responsible for all installation activities for getting
the work inspected/approved by Consultant.

General Requirements for Installation of Panel Boards and Capacitor Bank:


• Ensure that all the safety requirements have been complied with and are in place.
• Ensure that all relevant approved latest revisions of shop drawings, technical submittals and
Inspection & Test Plans are in the work place for installation reference.
• Ensure that panel boards & capacitor bank delivered to the site area is as per approved material
submittal and free of damage of defect.
• The Areas to receive the panel boards or capacitor bank for compliance with installation
tolerances and other required conditions. Installation will not proceed until unsatisfactory
conditions have been corrected.
Specific Requirements for Installation of Panel Boards/MCCs/MCCBs and Capacitor Bank:
• Ensure that the panel boards or capacitor bank to be installed is of correct type and KVAR ratings.
• Ensure that all MCBs, MCCBs installed inside the panel board are as per approved load schedule.
• Ensure that all MCCs installed are as per approved rating & approved submittal.
• The name plates attach to the panel boards and capacitor bank shall be checked against the
equipment data sheet to confirm the KVAR ratings.
• Ensured that all accessories shipped unfastened with panel boards/MCCs and capacitor bank
cubicle is installed without any damage. Special attention shall be given to the condition of
instruments and monitoring devices.

• Position the panel boards or capacitor bank in the base foundation at the low voltages room or
where they supposed to be installed as per the latest revision of approved drawing.
• Appropriate lifting equipment shall be used in installation of panel boards for capacitor bank to
ensure that no damage occurs.
• The free stand panel boards or capacitor bank shall be mounted directly on the fabricated steel
frame as per approved drawing.
• Wall mounted panel board shall be fixed by using the support made of C-channel with bolts,
washers and nuts.
• Use approved size of bolt to fix the panel boards for capacitor bank and tighten bolts using nuts
and washers. Capacitor Bank shall be aligned & levelled in accordance with the approved drawing
and manufacturer’s recommendation.
• Cable connected to panel boards or capacitor bank shall be provided with proper support and
strap to ensure that the weight of the cable will not be carried by the equipment.
• All panel boards/MCCs and capacitor bank shall be connected firmly to the main earthing bar as
per approved drawing.
• Perform insulation resistance test for the complete assembly of capacitor bank and panel boards
after the installation.
Cable Termination:
• Engineer/Inspector shall ensure that identification and termination of all power supply cables are
properly tagged. The cable cores and terminal blocks shall be labeled to indicate the Inter-
connection drawings to which they are connected.
• Each terminal and connected wire or cable core shall be marked and identified with suitable and
approved ferrules in accordance with the specification and relevant wiring diagram.
• The correct size of compression type cable lugs, correct crimping dies along with correct crimping
tool shall be used to ensure effective electrical connection.
