EXECUTIVE ORDER NO. 66

Series of 2021

“AN ORDER EXTENDING THE MODIFIED ENHANCED COMMUNITY QUARANTINE

(MECQ) IN TUGUEGARAO CITY FOR ADDITIONAL SEVEN (7) DAYS AND SETTING
ADDITIONAL GUIDELINES IN THE IMPLEMENTATION OF MECQ PROTOCOLS”
WHEREAS, Section 16 of Republic Act No. 7160 otherwise known as the Local
Government Code of 1991, “states that the Local Government Units are authorized to
exercise powers necessary, appropriate, or incidental for its efficient and effective
governance and those which are essential to the promotion of general welfare;”

WHEREAS, the World Health Organization has declared Corona Virus Disease
(COVID-19) as a pandemic and in response thereto, President Rodrigo R. Duterte
through Proclamation No. 929, Series of 2020, declared the Philippines under State of
Public Health Emergency, which was further extended by Presidential Proclamation
1021 Series of 2020;

WHEREAS, there is still a steady increase in the COVID-19 cases in the city despite the
strict implementation of Modified Enhanced Community Quarantine protocols for the past few
weeks;

WHEREAS, as of 5 o’clock in the afternoon of May 05, 2021, we have recorded a total of
one hundred -fifty(150) new cases, bringing up our number of active cases to nine hundred
eighty two ( 982);

WHEREAS, as per assessment of our Tuguegarao City Covid-19 Task Force, the current
situation of the city warrants the extension of the implementation of Modified Enhanced
Community Quarantine (MECQ) in the entire city for few more days;

WHEREAS, during the 50th CV-RIATF meeting held last May 06, 2021,the members of
the Regional Inter- Agency Task Force gave their concurrence to our request for the extension of
the the implementation Modified Enhanced Community Quarantine (MECQ) in Tuguegarao
City for additional seven (7 days) or until May 14, 2021;

NOW, THEREFORE, I, ATTY. JEFFERSON P. SORIANO, City Mayor of Tuguegarao,

by virtue of the powers vested in me by the Constitution and the laws, do hereby order the
following:

Section 1. Extension of the Modified Enhanced Community Quarantine (MECQ). The Modified
Enhanced Community Quarantine (MECQ) being implemented in the City is hereby extended
for another seven (7) days or from 12:01 AM of May 08, 2021 ( Saturday) to 12:00 midnight of
May 14, 2021( Friday).

Section 2. Guidelines to be observed during the implementation of the Modified Enhanced

Community Quarantine.

A. The guidelines and protocols embodied in Executive Order No. 56, series of
2021, entitled, “An Order Placing Tuguegarao City under Modified Enhanced
Community Quarantine for Seven (7) Days and Setting Guidelines Thereof,
Executive Order No. 60, series of 2021 entitled: “An Order Providing
Guidelines for Work Arrangement in all Government Offices in Tuguegarao
City during the period of Modified Enhanced Community Quarantine
(MECQ)” and Executive Order No. 64, series of 2021, entitled, “An Order
Extending the implementation of Modified Enhanced Community Quarantine
in Tuguegarao City until May 7, 2021 and Setting Guidelines Thereof, shall
continue to be implemented in the entire city, with the following amendment:

A. As per guidelines issued by the Department of Trade and Industry, al

fresco or outdoor dining shall be allowed up to fifty percent (50%) of the
seating capacity during the period of Modified Enhanced Community
Quarantine (MECQ).

Section 3. Violations. Any person violating any provisions of this Order shall be dealt with in
accordance with pertinent provisions of law.

Section 4. Enforcement / Implementation. The Philippine National Police - Tuguegarao City,

Public Safety and Security Office, Tricycle Regulation Unit, Market Administrator, Task Force
Disiplina, Punong Barangays and Barangay Tanods in their respective jurisdictions shall ensure
the strict observance of these guidelines.

Section 5. Repealing Clause. All prior issuances or parts thereof inconsistent with this Executive
Order are hereby repealed, amended or otherwise modified accordingly, areas previously
declared as Critical Zone (CrZ) and placed under Enhanced Community Quarantine (ECQ) shall
remain under strict lockdown.

Section 6. Effectivity. This Executive Order shall take effect immediately.

DONE in Tuguegarao City, this 7th day of May in the Year of our Lord, Two Thousand
and Twenty-One.
