Among the Most recent significant orders and instructions are implementation orders following 41" meeting of NCVT held on 30” April 2014, constitution of Working Group and Mentor Councils and their recommendations concerning CTS and SDI trades and their curriculum, conversion of GOE to CTS, revision of SDI guidelines, PPP scheme etc. NCVT being the apex body regulating CTS, its deliberations are observed with great interest as its recommendations have direct bearing on the working of ITI’s. In its 41* meeting NCVT made several important recommendations which were accepted by Government for immediate implementation. Some of these are transfer of six-month CTS courses to MES under SDI, restructuring of instructor training programme into semester system and common admission test for admission in this programme, revamping of All India Skill Competition, substantial increase in rate in payment to those involved in management of Alll India Trade Tests, e-enabled certification system ete. We have tried our best to incorporate in this edition all latest relevant orders and instructions, while at the same time doing away with other instructions which are no more valid or have been superseded. We do hope that our readers will find this revised and updated manual useful and handy reference for administering and managing all affairs of the ITI's. We will, no doubt, always look forward to feedback and suggestions from our esteemed readers. Technological changes, changes in financial markets, the emergence of global markets for products and services, international competition are among the more significant developments that are transforming the world of work. Skill building and training, a central pillar of decent work, is a means to empower people, improve the quality and organization of work, enhance citizens’ productivity, raise workers’ incomes, promote job security and social equity and help individuals become more employable in rapidly changing internal and external labor markets. Under the Constitution of India, Vocational training is a concurrent subject of both Central and State Governments. The development of training schemes at National level, evolution of policy, laying of training standards, norms, conducting of examinations, certification, etc. are the responsibilities of the Central Government, whereas the implementation of the training schemes largely rests with the State Govts/UT Administrators. National Council for Vocational Training The Council functions as a central agency to advise the Government of india in framing the training policy and coordinating vocational training throughout India. It is an Apex Tripartite Body under the Chairmanship of Union Minister of Labour and Employment. The Council consists of representatives of Central Ministries, State Directors, Employers’ Organizations, Workers’ Organizations, Professional Learned Bodies, Experts and representatives of SC/ST. The secretarial support to NCVT is provided by DGET. Similar Councils named as State Council for Vocational Training (SCVT) are constituted to advise respective State Governments on issues related to skill development. {2} a Management Manual for Industrial Training Institutes FUNCTIONS of NCVT 1 zo ON @ 1 12. 13. Establish and award National Trade Certificates in engineering, building, textile and leather trades and such other trades as may be brought within its scope by the Government of India. . Prescribe standards in respect of syllabi, equipment, and scale of accommodation, duration of courses and methods of training. . Arrange trade tests in various trade courses and lay down standards of proficiency required for a pass in the examination leading to the award of National Trade Certificate. . Arrange for ad-hoc or periodical inspections of training institutions in the country to ensure that the standards prescribed by the council are being followed. . Recognise training institutions run by government or by private agencies for purposes of the grant of National Trade Certificates and lay down conditions for such recognition. . Co-opt, if necessary, any person or persons to advise the council in connection with its work. . Prescribe qualification for the technical statt of training institutions. . Prescribe the standards and conditions of eligibility for the award of National Trade Certificates. Generally control the conditions for the award of National Trade Certificates. |. Recommend the provision of additional training facilities wherever necessary and render such assistance in the setting up of additional training institutions or in the organisation of additional training programmes as may be possible. - Advise the Central government regarding distribution to State governments of the contribution of the Government of India towards expenditure on the Craftsmen Training Scheme. Perform such other functions as may be entrusted to it by the Government of India. Perform such functions as are assigned by or under the Apprentices Act, 1961. State Council for Vocational Training (SCVT) All State Governments are required to constitute State Council for Vocational Training (SCVT) to look after the activities of vocational training of respective states. It was opined (in 39" meeting of NCVT held on 12" January 2011) that SCVTs as registered societies will have the advantage in their functioning and decision making since registered society will have minimum activities (regular meetings and discussions, audit etc.) which would be assured every year. These societies would also be required to maintain separate Website and Bank Account which should be audited regularly. Introduction After elaborate discussion the Council approved the above proposal. Government of India has accepted the above recommendation of Council for implementation with immediate effect. Accordingly State Governments are requested to ensure that SCVTs are registered as societies in respective States, with separate Websites and Bank Account which should be audited regularly. (Reference: DGET-19(13)/2011 — CD dated 28" March 2011) Objectives of Craftsmen Training Scheme The two-fold objectives of the Craftsmen Training Scheme are: to provide Semi-skilled/skilled workers to industry by systematic training to school leavers. to reduce unemployment among educated youth by equipping them with suitable skills for industrial employment. Salient Features of Craftsmen Training Scheme Candidates of age 14 years and above are eligible to seek admission in ITIs / ITCs. Admissions in ITis / ITCs is done twice a year i.e. in August and February. Tuition fee in the ITIs is decided by the respective State Governments as deemed fit based on the recommendation of the concemed State Council for Vocational Training. Seats are reserved for SC/ST candidates in proportion to their population in respective State / UT. Guidelines for reserving 3% seats for persons with disability and 30% for women candidates have been issued to the State Governments and these could be filled based on the general reservation policy of each State / UT and total reservation is limited to 50%. Seats are also reserved for wards of defence personnel. Seats for OBC candidates have also been reserved in proportion to the seats reserved for them in Government Services in the respective States. For optimum utilization of infrastructural facilities available, there is a provision ‘of second and third shifts in ITIs / ITCs with segregated timing. They are also encouraged to introduce second shift by appointing one additional trade instructor and additional training kits for trainees. A placement cell in every ITI / ITC is set up to facilitate the graduates in getting placed in different industries. Institute Management Committees (IMCs) have been formed for ITis in consultation with apex Industry bodies to improve cooperation between industry and Industrial Training Institutes (ITIs). ITls are functioning under the administrative control of the respective State Govis /UTs / Private Organizations. (+) a Management Manual for Industrial Training Institutes The period of training for various trades varies from six months to three years and the entry qualification varies from 8th to 12th class pass, depending on the Tequirements of training in different trades. Tho inotitutestrados having necessary infrastructural facilities as per the norms are granted affiliation. These institutes are required to conduct training courses as per the curriculum prescribed by Nationa! Council for Vocational Training (NCVT). ‘The trainees after completion of the training period are required to appear in the All India Trade Test conducted under the aegis of National Council for Vocational Training. The successful trainees are awarded National Trade Certificate which has been recognized by Government of India for the purpose of recruitment to subordinate posts and services under the Central Government. About 70% of the training period is allotted to practical training and the rest to theoretical training relating to Trade theory, Workshop Calculation & Science, Engineering Drawing, Social Studies (From August 2012 session, the subject “Social Studies” has been replaced by “Employability Skills"). Syllabi of various trades are periodically revised to keep pace with changing technology in industry Multi-Skill Courses under Craftsmen Training Scheme Multi-skill courses are offered in iTls upgraded as Centres of Excellence. Under the scheme there is change in the structure of training in ITIs by introducing Broad Based Bi Training (multi-skill) courses during the first year followed by Advanced and Specialized modular courses of six months’ duration each in second year of training. These courses have provisions of multi-entry and multi-exit. The training programme is designed on sector basis catering to particular group of industries. The structure of training course is as und “Broad-Based Basic Training (BB8T) in a number of skill areas related to a particular industrial sector during first year of training. Short-term advanced modular courses of 6 months’ duration in second year. The curriculum for the first year BBBT as well as advanced modular courses of 6 months’ duration is uniform on All India basis. Trade testing for these courses is being done at national level under the aegis of NCVT. Specialized modular courses are organized during the last phase of training to bridge the skill gaps keeping in view the needs of industry in the region. The testing and certification for the last phase is done jointly by State Government and Industry. These certificates are recognized by the NCVT. Also training in specialized modules is offered under Apprenticeship Training. (Note: As per DGET's order no. DGET/19/15/2014-CD dated 17" June 2014, CoE Courses have been converted into CTS courses as per revised curriculum approved by NCVT). (4 #— Introduction Admissions to Industrial Training Institutes (a) AGE: The candidates of 14 - 40 years of age as on date of start of admission session are eligible for admission in ITI s/ ITCs. (Now no upper age limit as per DGET = 19(15)/2010-CD dated 20" September 2010) (b) QUALIFICATION: The academic qualification prescribed for the trade varies from class VIII pass to Class XII pass depending upon the trade. The trade-wise prescribed qualification are given in the list of the trades covered under CTS (c) RESERVATION OF SEATS: This should be as follows: (i) For candidates belonging to the Scheduled Castes/Tribes in proportion to their population in each state/union territory. (ii) 25% seats will be reserved for women candidates and these seats can be filled up based on the general reservation policy of each State/UT, the total reservation being limited to 50%. If the seats meant for them are not utilized fully, the same can be filled in by men candidates subsequently. (i) For boys and girls sponsored by the recognized orphanages, if specific reservation is not possible at least preference should be given to them at the time of admission to the Industrial Training Institutes/Centers. {iv) Three percent of the seats for admission into the Craftsmen Training Scheme and Apprenticeship Training Scheme should be reserved for candidates who are handicapped but have aptitude and are otherwise fit to undergo the required training, Attempts may be made by the States/UTs to ensure that 3% of the seats reserved for Physically handicapped are fully utilized. Steps should also be taken to give wide publicity in this regard, also by bringing the fact to the notice of associations / organi- zations of physically handicapped persons and located in the states. (v) Directorate General of Resettlement have confirmed the inclusion of Ex-servicemen category in the revised prionties for reservation up to 10 seats in each of the ITIs. As such the revised priorities for admission of wards of Defense personnel etc. would henceforth be as under: Children of deceased/disabled ex- servicemen, including those killed/disabled during peace time. Children of ex-servicemen. Children of serving jawans. Children of serving officers. Ex-servicemen fg Fe Management Manual for Industrial Training Institutes (vi) 10 seats be kept reserved in each of the 410 identified ITIs with a maximum of 2 seats in a trade for Defence Service Personnel under Pre-cum-post release training Programme in ITIs from the session starting from August, 2000. The list would be submitted by DGR in respect of each State to the concerned State Directorate well in advance to enable them to reserve the seats in different ITls. For ITls meant for Women, only women candidate if any would be considered for admission. The State Directorate would issue necessary instructions to the principals of the concerned ITIs to reserve the seats in the trades as per the request of DGR. Where it is not possible to accommodate the request, admission in alternative ITIs could be given. (d) SELECTION: Selection of candidates for admission in Industrial Training Institutes/ Centres starts well in advance of the commencement of each session. Admission should as tar as possible, be completed by the date of starting of the session. Where it may be necessary to continue admission beyond the date of commencement of the session for filling vacant seats, it should not in any case go beyond one month of the date in the case of two-year trades and 15 days in case of one-year trades. (e) SELECTION OF THE CANDIDATES -As per the recommendation of NCVT admission in ITI s are to be made purely on merit based on the marks secured by the candidate in the public examination of the minimum qualification prescribed for the individual trade . Wherever there is no public examination at the minimum qualification level the merit may be made on the marks obtained by the candidate in the written examination conducted by the State Directorate for the purpose of admission. (f} PROSPECTUS / PROFORMA FOR ADMISSION: Performa for admission may be obtained from the respective State Directorate dealing with Craftsmen Training Scheme or from the Principals of the concerned Industrial Training Institutes/ centers conducting training programme under Craftsmen Training Scheme. (g) START OF SESSION: Session in ITIs starts from 1" February and 1 August every year. (Reference: htto://dget.nic.in/schemes/cts/Admissions.htm) Trade Testing and Certification + Alkindia Trade Tests are conducted by the DGE8T, Ministry of Labour under the aegis of the National Council for Vocational Training in July and January every year for various examinations. * The trainees of affiliated Institutes’ trades and eligible private candidates appear in the trade tests. National Trade Certificates are awarded to the successful candidates. * National Trade certificate is a recognised qualification for recruitment to relevant posts and services in Central/State Government establishments. — { 6 } oa Introduction The candidates of trades/units which were affiliated with NCVT on the date of admission only are eligible for appearing in All India Trade Test (AITT) for the award of National Trade Certificate. The students should seek admission in the ITIs/ITCs after ascertaining the affiliation of the trade with the NCVT. All India Skill Competition for Craftsmen The objective of the Skills Competition is to foster healthy spirit of competition among the trainees of ITIs/ITCs. All India Skills Competition for Craftsmen at national level is held annually in 10 trades viz. Instrument Mechanic, Electronics Mechanic, Welder, Fitter, Turner, Machinist, Mechanic (MV), Moulder, Electrician and Cutting and Sewing. The best trainees of each of the above trades at the State level competition compete at the All India Skills Competition The best Craftsmen at the All India level are awarded merit certificates and a cash prize of Rs.10,000/- each. The best ITI declared in each trade, whose trainee stands first in the competition at the national level, is awarded a merit certificate. ‘The Best State whose trainees secure the highest total marks among all trades is awarded a merit certificate and a running shield medal. The Confederation of Indian Industry (Cll) has been conducting "National Work Skills Competition” since 1989 to encourage workers in the enginsering industry in India by recognition of excellence in skills and creating awareness among workers of the need for skill augmentation, The Cll holds competition in 7 trades viz. Electrician, Fitter, Industrial Electronics, Miller, Too! & Die Maker, Turner and Welder. The Skills Competition is recognized by Ministry of Labour. (Reference: http/dget.nic.in/schemes/cts/Skill.htm) Craftsmen Training Scheme in Institutes under DGE&T Training is imparted under the CTS at the following institutes: Six Model Training Institutes (MTs) attached to the Advanced Training Institutes at Ludhiana, Kolkata, Hyderabad, Mumbai and Kanpur and Central Training Institute for Instructors at Chennai. National Vocetionel Training institute for Women at NOIDA, UP. Ten Regional Vocational Training institutes (RVTIs) for women at Mumbai, Bangalore, Thiruvananthapuram, Hissar, Kolkata, Tura, Indore, Allahabad, Vadodara and Jaipur. Four Model Industrial Training Institutes (MITIs) are imparting training on modular pattern in the following three specialised areas. The following schemes are being implemented for their training in collaboration with Director General of Rehabilitation (DGR) in the Ministry of Defence * Pre-cum-post Release Training for Defence Personnel (PCPRT) * On-the-job training scheme for Defence Personnel (OJT), “PCPRT" training is provided to retiring service personnel in various ITis all over the country. The objective is to equip the retiring service personnel with the skills in suitable trades to enable them to acquire recognised qualification in the form of National Trade Certificate leading to appropriate placement. The trainees are deputed by DGR prior to their retirement and about 1000 seats have been earmarked for the purpose in ITIs all over the country. “On-the-job” training scheme was introduced in 1981. Under this scheme, special skill training is imparted by the industrial enterprises for retiring defence personnel on the basis of the syliabi prepared in consultation with DGR in 10 different trades. The duration of training is 9 months. After completion of training, DGE&T conduct trade test at its field institutes under the aegis of NCVT and trade certificates are awarded to tho successtul trainces. Chapter 2 Affiliation of Industrial Training Institutes Engagement of Quality Council of India (QCI) for Accreditation of Government and Private ITIs The 40" meeting of NCVT under the Chairmanship of Hon'ble Minister for Labour and Employment was held on 16" December 2011. Engagement of Quality Council of India (QCl) for accreditation of Government and Private Industrial Training Institutes (ITis) was discussed as an agenda Item No 4003.1 in the meeting. It was broughtt Out ttral the present system of affiliation is quite lengthy and cumbersome for both the institutes as well as the Government. Due to ever increasing growth of new ITis every year, State and Central Governments are unable to carry out inspections on schedule with their limited staff. In order to cope up with the large volume and issues of quality and consistency, it was proposed to engage QC! for inspection and accreditation of all Government and Private ITis and affiliation of ITls by NCVT will be based on accreditation by QCI. After detailed deliberations, final decision on the issue was left to the Hon'ble Minister for Labour and Employment. Hon'ble Minister for Labour and Employment has now approved the following for implementation: (a) Services of Quality Council of India will be used for verification of availability of infrastructure and training facilities in IT! in accordance with the standards set by NCVT. Quality Council shail grant accreditation to the institutes on the basis of fulfillment of all requirements of accreditation criteria agreed between NCVT and QCI. The accreditation of the Quality Council of India will be the basis and pre-requisite for affiliation by NCVT. (b) A website will be developed by CI with all the facilities and guidelines for affiliation. The institutes will be in a position to enter their data online and upload all the necessary documents. The software will be intelligent enough to guide the institutes. if the data is not correctly entered, application will not be accepted and appropriate advice will be given to the applicant. — — { 10 } 1 5 Affiliation of Industrial Training Institutes (©) The website will also provide for feedback and suggestions and proper grievance redressal mechanism. It will also provide for a payment gateway so that on-line fee / payment of prescribed amount could be made. (@) Application of the IT! will be available online to the State Government. The State Government will give their observations and comments, if any within 15 days of filing the application. If no comment is received. QC! will proceed with the accreditation process. (e) QCI accreditation process will have three stages a) desktop review b) physical verification, and c) annual surveillance. The institutes will submit online application to QC! after fulfilling all the requirements of accreditation criteria Thereafter, QCI will ensure to complete the accreditation process within three months. QC! will not be responsible for any delay due to non-compliance with the requirements. QC! will also ensure overseeing mechanism at state and central levels. A representative of DGET will be one of the members in National Accreditation Committee (NAC) of QCI. (g) DGET will make its own system and oversight for minimum 5% verification of recommendations on random basis made by QCl to ensure full compliance with the prescribed standards. (h) Initially QCI will be engaged for a period of four years starting from 1% September 2012. Thereafter their performance will be evaluated by DGET. During the process of accreditation, they will advise and guide the institutes for improving the standards and for achieving ISO 29990 certification. Subsequently QC! will also do quality rating of ITis based on standard parameters, detailed instructions on which will be issued separately. Court cases arising out of this engagement will be handled in the following manner: a. The cases atising out of the decision of DGET will be handled by DGET. G a b. The cases arising out of the decision of QC! will be handled by QCI. c. The cases where it involves both will be handled by DGET and QC! jointly. After negotiations with QCI, following fee structure has been approved: a a. Application fee payable at the time of making online application F 101000 b. Application fee payable before 30,000 (Upto undertaking inspection of the IT|_ |__| maximum two site visits) ¢. Annual Surveillance fee (year) % 20,000 payable on 1"July every year | _ d. Annual Surveillance fee (I, Il, IV Year) payable on 1" July “enon (Rs 20,000 per __everyyear i @,_Total (for four years) %1,20,000 Management Manual for Industrial Training Institutes (k) In case, the institutes are not able to comply with the accreditation norms during the first two site visits, additional site visits may be required to verity the compliance before accreditation. Charges for the additional site visits will be levied in such cases @ Rs 18,000 per site visit (0 All the payments to QCI will be made through account payee draft / cheque or online transfer. The institute will not provide any hospitality including transport and accommodation to the inspecting team of experts. A memorandum of agreement shall be signed between DGET on behalf of NCVT and QC1 for truthful discharge of duties by both the parties. If it is established that QCI or any of its members has committed any breach of agreement or indulged in corruption or irregularity, action will be taken by NCVT as deemed appropriate, including termination of contract, after providing an opportunity of hearing. The decision will come into force w.e.t. 1% September 2012. This order supersedes all previous orders related tw giarit of affiliation of ITls by NCVT. Accordingly all the applications for affiliation of ITls by NCVT from 1* September 2012 onwards shall be submitted to QCI. (Reference: DGET — 19(22)/2012-CD dated 6" August 2012) Procedure for Seeking Affiliation of ITIs National Accreditation Board tor Education and Training (NABET), one of the constituent Board of Quality Council of India (QC!) is responsible for handling the scheme of Accreditation of Government and Private Industrial Training Institutes. QCI (NABET) Accreditation is applicable to following Industrial Training Institutes — New Government and Private Industrial Training Institutes Existing ITls wanting to add new trades * Existing ITIs wanting to add units in existing Trade/s 1. An institute desirous of seeking affiliation is required to create infrastructural facilities for the proposed trades and units in accordance with the norms prescribed by NCVT. These norms are revised / updated from time to time and one should refer to the information available in DGET's website i.e. www.dget.nic.in . it is essential to meet all statutory and regulatory requirements. All the trades and units for which affiliation is sought should be at one location 2. The institute seeking accreditation has to apply through on line application (Annexure III) along with prescribed process fees to NABET, QC! with request for accreditation. Affiliation of Industrial Training Institutes 3. NABET, QC! will scrutinize the application. The accreditation process comprises of desk review and physical verification of land and building, staff, tools, equipment and machinery, training support etc. as per NCVT prescribed norms 4. After approval of Accreditation Committee, QC! will send the Accreditation Report to OGE&T. The DGE&T will scrutinize the said report and place before the sub-committee of NCVT dealing with affiliation for their consideration. 5. The final decision of the sub-committee of NCVT dealing with affiliation will be conveyed by Secretary, NCVT to the concerned State Director with a copy to the concemed institute and QC. This information is also uploaded on DGET website. Based on this order, the State Director will inform the management of institute regarding the decision of the subcommittee of NCVT dealing with affiliation. Effective Date of Affiliation of ITIs As decided by the NCVT on 23° November 2008, the effective date of attiliation is the date on which the affiliation is granted by the Sub Committee of the NCVT for affiliation, which is mentioned below:- a) Affiliation granted between 1* January and 30th June will be effective from the session beginning August of the same year. b) Affiliation granted between st July and 31% December will be effective from the session beginning February of next year. Norms for Introducing Third Unit in Third Shift in Three Years’ Trades The Council recommended (in its 36" meeting held on 17" December 2007) introduction of a third unit in the third shift for three years’ trades only under CTS by appointing one additional instructor and additional tool kit for trainees. The Government of India accepted the above recommendations of the Council for implementation w.e.f. the session starting from August 2008. In view of the above, ITIs / TCs are permitted for introduction of third unit in third shift for three years’ trades only by appointing one additional trade instructor and additional traince kit for trainees w.c.f. the session startina from August 2008. However, the norms for introduction for third unit for other trades remain the same. Norms for introduction of third shift in ITIs issued vide DGET letter No. 19(12)/99-CD — Vol. II dated 16" November 1999, remain the same. (Reference: DGET- 19(21)/2007-CD dated 2” June 2008) oe {2} — Management Manual for Industrial Training Institutes Opening of New Industrial Training Institutes / Centres The Council approved (in its 38" meeting held on 31% May 2010) the proposal of opening new ITIs / TCs by companies like sole proprietary / public limited, registered under Companies Act, Societies and Trusts registered as per Act, and promoters of SEZs, etc. Council also approved that these organizations could also set up Trainers’ Training Institutes as per rules and Act. Government of India has accepted the above proposal for implementation. (Heterence: DGE1I — 19(29)/2010-CD dated 20" September 2010) Amendment in the De-affiliation Procedure of ITIs / ITCs The Council (in its 38"" meeting held on 31* May 2010) recommended following amendment in the existing procedure for de-affiliation procedure: Whenever Secretary NCVT finds it necessary to carry out evaluation of any ITIs / ITC Secretary NCVT shall request the concerned State Director to constitute a committee and to carry out inspection for evaluation within a period of 6 weeks. In case State Director fails to constitute such committee and facilitate inspection of institute within stipulated time period, such committee would be constituted by Secretary NCVT, which would carry out necessary evaluation. The Standing Committee for evaluation should submit its report to DGET / Secretary (NCVT) within 07 days of the inspection. The recommendation of the committee will bbe placed before sub-committee of NCVT dealing with affiliation for consideration and decision. In cases where, Standing Committee for evaluation could not carry out inspection of the institute for reason due to closure of institute or otherwise, the Evaluation Committee will eubmit the facte to the NCVT and the institute would be considered for de-affiliation / suspension of affiliation from NCVT by the sub-committee of NCVT dealing with affiliation on the basis of report. The Government of India fas accepted the recommendations of the Council for implementation with immediate effect. (Reference: DGET — 19(6)/2010-CD dated 1* October 2010) Need for Skill Mapping by Respective State Governments At present the labour market is facing a situation where on the one hand an employer does not get manpower with requisite skills and on the other, millions of job seekers do { « } - oe — Affiliation of Industrial Training Institutes not get employment. Therefore, to facilitate matching demand and supply, it was proposed (in 39" meeting of NCVT held on 12" January 2011) that skill mapping be carried out by respective State starting from district level and only those trades are promoted for introduction of training programme in Government and Private ITIs, which have high demand. After discussion the Council approved the above proposal. Government of India has accepted the above recommendation of the Council for implementation with immediate effect. Accordingly State Governments are requested to initiate skill mapping of their respective States, starting from district level and recommendation of survey report should form basis while selecting new trades for introduction of training programme in Government and Private ITIs. A copy of the survey report may also be forwarded to DGET (HQ). (Reference: DGET — 19(14)/2011-CD dated 20" April 2011) A 2003 study of the ITls conducted under the auspices of the International Labour Organisation found that a significant imbalance had developed between the needs of the Indian economy and the training activities of the ITIs, which were producing too many graduates for skills affected by industrial decline, and too few in the emerging and informal areas of the economy. (Reference: Gasskov, Viadimir; Ashwani Aggarwal, Anil Grover, Aswani Kumar and Q.L. Juneja (2003). INDUSTRIAL TRAINING INSTITUTES OF INDIA: THE EFFICIENCY STUDY REPORT. Geneva: In Focus Programme on Skills, Knowledge, and Employability (IFP/SKILLS), ILO.) Guidelines for Setting up of “Institute for Training of Trainers” and Conducting the Training Programme in such Institutes NCVT during its 38" meeting had approved setting up of the Instructor Training Institutes by State / UT Governments, companies like sole proprietary, private / public limited registered under Companies Act, Societies and Trusts registered as per Act, and promoters of SEZs. In order to maintain quality and standards of instructor training in all such institutes, it was decided that such institutes should be affiliated to NCVT so that the trainees after completion of training are trade tested and successful trainees could be awarded Craft Instructors Certificates under the aegis of NCVT. Accordingly, complete guidelines for setting up of Institute for Training of Trainers (ITOT) under “Craft Instructor Training Scheme” including norms / standards for infrastructure, building (workshop, classroom), electricity, machinery, equipment, tools and implements, human resource (including level of Principal, Trainers), composition of Standing Committee for carrying out inspection were approved by the NCVT during the 39" meeting (held on 12" January 2011). Also admission guidelines including eligibility, reservation, suitability of trade for persons with special abilities, trade testing procedure, distribution of marks, and format for mark sheet were also approved by the NCVT for implementation. It has also been decided that such institutes be named as Institute for Training of trainers (ITOT). ooo 1s }— Management Manual for Industrial Training Institutes Government of India has accepted the name “Institute for Training of Trainers (ITOT)” and guidelines for setting up of such institutes. These are to be implemented with immediate effect. Henceforth, any agency whether Government or Private desirous of setting up of Institute for Training of Trainers (ITOT) is requested to follow these guidelines while setting up such institute and conducting courses under Craft Instructor Training Scheme (CITS) in these institutes. These guidelines are also avallable at DGET's website www. dget.nic.in. DGET would extend help and guidance to the organizations including State Governments desirous of setting up of “Institute for Training of Trainers (ITOT)". In case necessity arises mentors will be provided to render assistance for setting up of ‘such institutes. (Reference: DGET — 19(10)/2011-CD dated 26" April 2011) Governments, Central / State should Develop Training Infrastructure in Trades Involving High Expenditure Council (in its 39" meeting held on 12" January 2011) approved the proposal that while opening new ITis /trade / units, State Governments snould give priority to trades having demand but requiring large investment. The Council also recommended that trades having demand but requiring large investment should be clearly identified to avoid any ambiguity. Government of India accepted the above recommendation of the Council for implementation with immediate effect. (Reference: DGET — 19(6)/2011-CD dated 2” May 2011) Permission for Special Purpose Vehicles (SPVs) or Similar Arrangements for Setting Up ITis as per NCVT Norms in High Investment and Technically Diverse Sectors At present Tis have not been set up to meet the skilled manpower demand of the sectors which are technically diverse and require high investment viz Aviation, Petroleum and Natural Gas, Metallurgy, Power etc. These sectors are now expanding and there is growing demand of trained manpower in these sectors. The skill training requirements of the sectors are capital intensive which inhibits an organization to create training facilities at one place, for example, H.T. substation, long distance pipelines etc. As training needs in these sectors are diversified, therefore, it may take place at different locations as per work requirement. Creating infrastructure for imparting training of these sectors would demand huge investment and sometime it is, even not possible to create such infrastructure at institute to address this issue. Active help of industries of these sectors having adequate infrastructure and sufficient technical expertise could be utilized for imparting training by creating special purpose vehicles or similar arrangements. It was, therefore, proposed that special purpose vehicles or similar arrangement may be permitted to set up ITIs in such sectors. After discussion the Council approved the above proposals. — — l————— Affiliation of Industrial Training Institutes Government of India has accepted the above recommendation of Council for implementation with immediate effect (Reference: DGET — 19(8)/2011-CD dated 24" May 2011) ion of Format for Annexure-lll for Preliminary Inspection / ig Committee Inspection Report for the Purpose of Grant of Affiliation from NCVT Annexure — III format has been revised. The revised Annexure — III will be applicable from 1° July 2012. (Reference: DGET- 19(15)/2012-CD dated 30" May 2012) Granting Affiliation from NCVT to Government and Private ITIs for Limited Period of Time of Five Years The Council approved the proposal (in its 40" meeting held on 16" December 2011) to grant affiliation to Government and Private ITIs which will be valid for a period of five years from the date of affiliation. In this context, following guidelines were also approved: I, No affiliation will be permanent. i After every five years, the institute will be inspected afresh tor trades / units to be affiliated and granted fresh affiliation after the fulfillment of all norms. Ill If any institute is being inspected at any point of time, when institute has few trades and units affiliated for more than five years, all the trades / units of the institute shall be inspected and affiliated fresh even if few units were atiiliated for less than five years. Government of India has accepted the above recommendations of Council for implementation with immediate effect. Henceforth, the affiliation granted to trade / units of Government and Private ITIs with NCVT will be granted for five years only. Inspection of trades / units already affiliated which are more than five years old shall be cartied out in phased manner for which detailed instructions will be issued separately.
