Subject: UNSPENT BALANCES OF NON-SALARY BUDGET (NSB) IN

DISTRITS

Reference to the School Education Department letter No. S0 (SNE)

PMIU/2019 (NSB) dated 13th August 2020 on the subject cited above (copy attached).

2. During FY. 2016-17; Government of Punjab allocated NSB funds amounting to

Rs. 2.95 billion for construction of improvised classrooms in schools of 10 Districts of Punjab
namely; Bahawalnagar, Bahawalpur, D.G. Khan, Khanewal, Lodhran, Multan, Muzaffargarh,
Rahimyar Khan, Rajanpur, and Vehari. The District-wise breakup is attached (annex-A).
These funds were disbursed to the aforementioned districts on 12th May 2017 accordingly
(EMIS Code wise list already emailed). However, later on, it was decided to stop the schools
from utilizing these funds till the finalization of the policy. At that time, CEOs were also
requested that all such schools in their respective districts which had been given NSB funds for
the construction of Improvised Classrooms must keep these funds reserved until further
directions by the Department.

3. The School Education Department vide it's letter No. S0 (SNE) PMIU/2019
(NSB) dated 13th August 2020 has now allowed the respective schools in the abovementioned
Districts to spend these funds on infrastructure development as per the guidelines i.e.
construction of toilets blocks, boundary walls, repair & maintenance of buildings, renovation
of laboratories and workshops etc. These funds are also allowed to be used for the payment of
honorarium to Caregivers, Insaaf Afternoon School Teachers and to procure furniture/fixture
as per guidelines.

. You are therefore, requested to ensure the strict compliance of the directions
issued by the Secretary, School Education Department Vide above referred letter.
