1. Introduction

1.1. Purpose
The purpose of this Project Execution Plan (PEP) is to describe the management processes used to effectively
execute the Works associated with oil flushing
This document details the execution plans/principles which are specific for the:
• Project Management Set-up;
• Lube Oil Cooler line Oil Flushing Execution Services;
• Other services which is available by client request

It describes the strategies and processes that will be in place to enable all team members to achieve their
goals and targets.
This project execution plan aids the standardization and ongoing improvement of the oil flushing work methods
of execution and delivery by facilitating the following:
• A Senior Management commitment.
• Assignment of functional positions to GT & GTD Oil Cooler Line Oil Flushing Execution Services
personnel.
• Assignment of authority levels for GT & GTD Oil Cooler Line Oil Flushing Execution Services personnel.

1.3. Objectives
The objectives of the PEP are to:
• Define the work including all deliverables, activities and tasks that form the GT & GTD Oil Cooler Line Oil
Flushing Execution Services scope;
• Provide a clear and planned approach to progressing the lubrication oil flushing / equipment rental / waste
oil disposal services to successful execution;
• Describe audits, reviews and reporting mechanisms required to adequately monitor and control;

This project execution plan is not a static document and will be reviewed and updated as necessary to reflect
any process changes that arise.

3. Organization and Accountabilities

GT & GTD Oil Cooler Line Oil Flushing Execution Services team organisation and reporting lines will be
defined as below organization chart. The organisation chart will show the key functional areas of GT & GTD
Oil Cooler Line Oil Flushing Execution services and the reporting lines through Site Manager to client’s
management team.
The organization is based on the Lubrication oil Flushing execution team consisting of Client personnel and
FNC personnel together. Client will provide temporary piping supervisor, pipe fitter and welders and FNC will
focus on lube oil flushing execution and temporary piping work coordination. We believe that a combined
CLIENT and FNC team for GT & GTD Oil Cooler Line oil Flushing execution will provide the best solution for
the execution of the project. This joint execution team will supplement each other.

3.1. Work Locations


Lubrication Oil Flushing Execution Services team will have 2 main work locations during the execution phases
as follows:

Working yard, China


Responsible for All packages of Lubrication Oil Flushing execution scope and reporting documents
Supporting FNC Site team for procurement / administrations

FNC office, Yantai, Shandong, China


Responsible for contracts, invoicing, payment, supporting all discipline work and providing management
system and other project support works

3.2. FNC Lube Oil Cooler line Oil Flushing Execution Services Team
FNC will mobilize GT & GTD Oil Cooler Line Oil Flushing Execution Services team to manage which is
composed as site manager and others, to control and coordinate the execution of the Works. FNC’s site
manager will be responsible for FNC’s overall project management while being supported by the FNC
management.

3.3. Project Personnel


The key personnel required managing the delivery of the Project and their responsibilities are listed below.

FNC Director of Operations (Project Director)


• FNC Director of Operations has the overall responsibility of ensuring the execution of the services is
performed in a safe manner and the health and wellbeing of the execution team is maintained in all
locations. The project administration, finance, HSE and operation team will be based in Yentai, Shandong,
China and will liaise with the project teams and provide all the necessary support that may be required to
deliver the requirements of the project.

The key role and responsibilities of the Director of Operations include:


• Health, Safety, Security, and Environment
• Ensuring that the Site Manager is supported in his efforts to ensure that the Project is appropriately
resourced;
• Supporting the project team to meet the project objectives;
• Keep abreast of changes in scope and submit Change Order’s within the specified durations noted in the
contract
• Ensure that project management systems and procedures are effectively implemented and adhered to;

• Authorising Project expenditure in accordance with the Project budget and the Delegation of authority;

FNC GT & GTD Oil Cooler line Oil Flushing Execution Service Site Manager
• The Site Manager will report directly to the Director of Operations (within the FNC team) and to the
Client’s representative is responsible to:
• Responsible for safe completion of all work.
• Client Management Liaison. Managing the day-to-day operations of the Project to ensure the Project
deliverables are produced to scope, schedule, budget and quality;
• Report Project status and schedule to CLIENT and FNC management team
• Timesheet management
• Mobilization & Demobilization management
• Feedback to management on Progress, Constraints, Variance and Issues.
• Ensuring that the other Coordinators are supported in his efforts to ensure that the Project is appropriately
resourced

4. Scope of Work
4.1. Overview
The Cleaning Contractor to execute all packages of GT & GTD Oil Cooler Line oil flushing execution scope at
Client yard in China.
The Cleaning Contractor FNC to self-perform the scope with his own equipment and personnel at fixed
reimbursable rates basis. (It could be discussed further based on client request.)
For the breakdown and timeline of the all the modules schedule, we refer to client initial schedule, reviewing
drawings and considering preparation time.

4.2. Contractor (FNC) Responsibilities
• Mobilize, demobilize personnel and cleaning equipment
• Contractor shall provide the GT & GTD Oil Cooler Line Oil Flushing skid, specialty tools and test
equipment required to complete the work. The contract also need to provide consumables as a part of
base scope of work such as high pressure hoses, nozzles, valves, gaskets and all related materials to
execute the work
• Contractor is responsible to provide all temporaries as per attached marked-up P&IDs to perform lube oil
flushing scope.
• It is expected that the lube oil flushing oil will be re-used from one flush to the other, previous polishing
and cleaning of the used oil.
• Execution of Lubrication Oil Flushing scope, rig up/rig down equipment, supervision, execution of
Lubrication Oil Flushing and cleanliness acceptance.
• Contractor is responsible to design and supply the appropriate waste Oil collection including drip trays,
hoses and fittings, berms, and collection tanks as required by the local site and environmental authorities
• Contractor is responsible to prevent/manage oil spills and to dispose waste generated oil during
lubrication oil flushing execution.
• Safety PPE, Barricades, flagging, signage, and taping
• Contractor is responsible to complete Lubrication Oil Flushing check sheet
• Contractor is responsible to provide an oil flushing report at the completion of each oil system flush. The
report should include a chronological history of the respective flushing program, including photographs, oil
flow, pressure, and temperature. The report will also document the condition of the final target screens

4.3. Company (CLIENT) RESPONSIBILITIES
• Provide Contractor with engineered Lubrication Oil Flushing work packages
• Supply the oil required to perform this activity.
• Removal of pipes, Control valves, Flow elements. etc. prior to start Lubrication Oil Flushing
• Temporary piping supervisors, Pipefitters & welders support, including loading/unloading, crane, rig in/out
support
• Reinstatement of pipes, Control valves, check valves, RO plates, Flow elements etc.
• Suitable equipment lay down area.
• Lifting and handling of equipment as required (Overhead crane, fork lift, rigging etc.)
• Scaffolding as required
• Permit to work
• Temporary Lighting, Power, and Fuel (if required).
• Emergency Services.
• Suitable on-site office space and lunch facility.
• Witness and accept oil flushing target screens
• Sign time sheets
• Contractor to specify in his quotation if there is any other utilities that needs to be provided by others

4.4. ACCEPTANCE CRITERIA


• The GT & GTD Oil Cooler Line Oil Flushing is complete once all parties (Cleaning Contractor and CLIENT
representatives) are satisfied with the system cleanliness.
• Acceptance Criteria: The cleanliness specification for this work is API 614, ISO 4406. The cleanliness of
the system will be determined by inserting 100 mesh screen paddles at critical points such as the points
described on the engineering work packs and at other strategic points mutually agreed upon by CLIENT
and the cleaning contractor.
◼ The screens shall have no more particles than listed in Table D.1 of API 614
Table D.1

• Acceptance criteria: The cleanliness specifications for this operation are in accordance with ISO 4406. The
cleanliness of the system is analyzed in real time through an oil analyzer connected to the sample points of
the oil flushing Skid.

◼ Overall flushing is formally acceptable when the particles count executed on an oil sample, taken from
the most distant oil feed, can be classified as ISO 4406 class 16/14/12.

4.5. EQUIPMENT REQUIREMENT
Cleaning Contractor shall provide the following equipment to assist in the completion of the GT & GTD Oil
Cooler Line Oil Flushing scope.

Equipment Description

Trailer mounted High Velocity Oil Flushing skid should have the flow capacity
to achieve a minimum Reynolds number of 4000 (turbulent flow). Oil pump driver
can be electric motor. This skid will provide the high flow, high temperature oil
required for the activity. Recommended capacity of:

To perform temporary connections to/from flushing skid to the pipes to be

Place under all potential leak and drain points and used to collect oil from any
Drip Trays and Berms leaks.

Used to assist in Oil transfer to fill the unit/oil reservoir and for drainage of piping
Oil Transfer Pump
and collection of waste oil from drip trays and berms at the end of the job.

The oil flushing service provider will provide the 100 mesh target screens

4.6. SEQUENCE OF EXECUTION


• OIL FLUSHING PREPARATION STEP
1) All piping systems shall be pressure tested before Oil Flushing work.
2) Items such as pressure gauges, transmitters, flow meter, orifice plates, rupture discs etc.
must be disconnected and removed during Oil Flushing.
3) A job safety procedure (JSP) must be carried prior to starting the works and be readily available
at the job site.
4) Oil Flushing Skid shall be equipped with a thermometer, pressure gauge, sampling cock and filter
screen, etc.
5) When Oil Flushing carry out, temperature, pressure, etc. shall be monitored periodically. This can
be determined by examining the return line to the circulation tank. Screen filter with 100mesh shall

be installed at the end of return line connected to circulation tank and to the suction line connected
to circulation pump from the tank.
6) Any temporary piping shall be installed such that air pockets or dead legs are not introduced into
the system / equipment being cleaned to ensure that all areas to be cleaned.
7) Mark-up drawings shall be prepared and approved by company before starting the oil flushing.
8) Lines shall be flushed using temporary connections to provide a "flushing loop." The Loop shall
be prepared together with supply ports in the main Line with hoses and valves. The main Line supply
& return header shall be flushed first using end loop and then each branch line shall be flushed using
port loop.
9) Branch loop for main Line shall be fitted with isolation valves and the flow shall be managed by
opening / closing the valves to enable all branch piping to be flushed properly.

Viscosity / Temperature Chart (VG32 60℃)

11) Temporary piping and flexible hoses shall be at least same size as the flushed piping to minimize
flow restriction. In case multi-hoses are required due to hose size limit, the quantity of hose shall be
determined to have same sectional area so that no flow restriction occurred.
12) Flushing and sampling to verify cleanliness shall take place at turbulent flow at the return line.
13) Oil flushing will be carried out utilizing system oil, as specified for normal operation of the
system/equipment.
14) All instruments shall be removed, blanked off, tagged and stored in suitable place.
15) Visual cleanliness inspection for temporary components by Company shall be done prior to
installation.
16) Grinding / Welding or shot blasting activities shall not be carried out in the area immediately prior
to flushing.

• OIL FLUSHING STEPS


Oil flushing shall be carried out as per following scope:

• FLUSHING PROCESS DIAGRAM

1) During the flushing of the pipes, it is necessary to reach turbulent flow to achieve efficient removal of
and transport of particles with the turbulent flow. The Reynolds Number defines the turbulent condition
as per following equations.
Re = vXD/Q

- Q is the flow in the pipeline given in liter/min (l/min)


- D is inner diameter given in millimeter (mm)
- v is kinematic viscosity given in centistokes (cSt)
- Transition between turbulent and Laminar flow 2300<Re<4000

2) The local flow-meter has to be installed on the downstream of each branch to confirm local velocity and
flow rate. Those values are to be recorded in the check sheet.
3) Oil flushing shall continue until the cleanliness level of the fluid is the minimum in accordance with API
614 and ISO 4406 class 16/14/12.
4) When flushing is completed, the piping shall not be opened again to ensure the system stay clean.
5) Drains, vents, instrument connections, dead legs, etc., shall be fitted with temporary hoses to facilitate
periodic blow-downs.
6) The system shall be thermally, mechanically and hydraulically shocked to dislodge dirt, particulate and
foreign material.
1. Thermal Shock

During the flushing, the oil temperature will be oscillated but if the fluid temperature exceeding 80℃

shall not be re-used.

- Hydraulic Shock
The system shall be hydraulically shocked by shutting down the pumps to interrupt the flow.
The pumps shall be shut down to allow the lines to drain and then restarted to restore full flow.

- Mechanical Shock
Vibrator or hammering device shall be installed on the horizontal and corner of the line to apply
hammering effect on the pipe. The vibrator shall be re-locating from one horizontal section to the
other horizontal section during flushing work in order to provide hammering effect so that particles
can’t settle down in any part of the piping.
The vibrator operating time at each point is recommended about 10~15min.

• Acceptance of Cleanliness - Final Acceptance


◼ 1st acceptance shall be determined when the oil quality complies with the specified API 614.

◼ Final acceptance shall be determined when the oil quality complies with the specified ISO 4406 class
16/14/12

• WASTE OIL DISPOSAL STEP


All waste oil generated during lubrication oil flushing will be handled by third party for further processing.
Waste oil/water must be stored to Client indicated place to protect any fire. If it is not exists special
storage area, Cleaning contractor will install the barricade not to approach anybody to waste oil/waster
area and it is also required to stick MSDS.
All waste oil must be proceeded disposals with specialized & government approved/registered vendor.
Cleaning Contractor will provide Wastes disposal completion certification after disposal work cleared.
Entire waste oil disposal process is as below.

※ Wastes oil will be reported to Penglai environment bureau 1 week in advance for collecting.

4.7. Key Interfaces


Key internal interfaces for the FNC within project works will exist with the following entities:

will be controlled in accordance with document XXXX, Interface Management Plan. The Site Manager will co-
ordinate and maintain the interface management process.

5.2. Risk Management


Risk management for the individual phases of GT & GTD Oil Cooler Line Oil Flushing Execution Services will
be controlled by means of risk profiles in accordance with document XXXX, Risk Management Plan.
During preparation phase, risks will be identified by FNC and assigned owners. The risk profile will be
periodically reviewed and updated as new risks are identified and old risks are mitigated.

6. Project Controls

6.1. Project Controls


The project controls function manages all aspects of scheduling and cost control. Further, it manages
information management across the project and will generally collect track and report information for the
duration of the Works.

6.2. Information Management


The Information Management Plan will be applied for all information gathering, sharing, usage, and handover
for the duration of Works.
Information Management consists of the processes, organisation, systems, and technology associated with the
efficient management and delivery of information. The Information Management (IM) Strategy supports the
overall Work strategy and is driven by Contractors and contractual requirements as well as requirements for
data integrity, efficiency, security, and availability.

6.3. IT and Communications


On China Fabrication work sites, it is the responsibility of Client to provide all infrastructures in accordance
with its own IT policies and to provide infrastructure to FNC.

6.4. Document Control


The FNC’s project team will be integrated into the Client’s team and therefore utilise the Client’s Document
Control Plan. The Client’s Document Control Plan sets out the practices and procedures to effectively control
of Lubrication oil flushing Execution work documentation. The plan provides a framework for storing, accessing
and exchanging documentation whilst maintaining strict data security. The plan defines the systems, processes
and responsibilities for the control of Lubrication oil flushing execution work documentation generated for and
by the Client.
