RESOLUTION NO. 6

PROCLAMATION OF WINNERS IN CENTRAL STUDENT GOVERNMENT HALALAN 2021

WHEREAS, on May 1, 2021, the Commission on Elections (COMELEC) promulgated the proclamation
of winners in Central Student Halalan 2021;

WHEREAS, the canvassing of votes held last April 29, 2021 together with CEIT Commissioner, poll
watchers of both parties and the COMELEC Chairperson have verified the tally of votes;

WHEREAS, due to the refusal of some poll watchers to sign despite of no discrepancies on the official
results of the election, the proclamation of winners is postponed and moved to May 1, 2021;

WHEREAS, upon thoroughly reviewed the mandate of CSG Constitutions and By-Laws, and other
resolutions promulgated, there is no legal basis that the signature of the poll watchers is a pre-requisite
to proclaim the winners for this election;

WHEREAS, the purpose of the e-signature is for formality and their signatures have no implications or
any relation with regards to the results of the election and proclamation of winners;

WHEREAS, pursuant to Article XVIII Section 7(7.4) it is stipulated that, the duty of the poll watcher is to
verify the results which was happened last April 29, 2021 where in the poll watchers from both parties
confirmed that there are no discrepancies in the result of online election;

WHEREAS, in view of the foregoing and in compliance with the mandate of the Constitution and By-
Laws of Central Student Government Article XVIII: Election Section 8 (Proclamation of Winners) “… Winners
will be officially proclaimed by the COMELEC after the canvassing of votes.”;

NOW THEREFORE, pursuant to the powers vested in it by the Constitution and By-Laws, the
Commission on Elections RESOLVED, as it hereby RESOLVES, to proclaim the winners for this year Central
Student Government Halalan on May 1, 2021.

RESOLVED FINALLY, Let the Commission on Elections implement this Resolution.
