1. INTRODUCTION & PROJECT OVERVIEW

1.1. Request for Proposal


Department of Government Support (“DGS”) invites a proposal (Adoption of Abu Dhabi Values Across
Governmental Entities Project) from selected bidders (“Bidders” / “Consultants”) to enter into a contract (the
“Contract”) with DGS [RFP for Adoption of Abu Dhabi Values Across Governmental Entities Project] (the
“Services” / the “Project”).
Potential Bidders who, having reviewed this RFP, decide not to make a Proposal are requested to advise the DGS
accordingly without delay.

2. OVERVIEW OF THE DEPARTMENT OF GOVERNMENT SUPPORT

2.1. Overview
The Department of Government Support - Abu Dhabi (DGS) was established in accordance with Emiri Decree issued
by H.H. Sheikh Khalifa bin Zayed Al Nahyan, in his capacity as Ruler of the Emirate of Abu Dhabi in October 2019.
Chairman of DGS is Ali Rashed Al Ketbi.

Under this decree, the DGS shall encompass the Human Resources Authority - Abu Dhabi, Abu Dhabi Digital Authority
and Abu Dhabi School of Government. The Department aims to meet the needs of other government entities and
provide services that exceed customer expectations, while conforming to the highest international practices and
standards.

2.2. The Priorities of the Department of Government Support


The Department of Government Support will work closely with the government entities under its umbrella to
implement the initiatives and projects that fall within its main areas of competence, ensuring the fulfilment of its
strategic objectives, priorities and core action plan, which can be summed up as follows:

• Developing the human capital through the development of an integrated; efficient; effective and
competitively productive human resources system for the Emirate of Abu Dhabi.
• Providing government services and solutions through the introduction of a specialized proactive, integrated
and secure digital government system, by adopting innovation, garnering partnerships, developing strategies,
policies and standards and upgrading the digital infrastructure to enhance the effectiveness of government
performance.
• Providing world-class training and professional development to all Abu Dhabi Government employees, based
on international best practice, in line with the priorities and requirements of Abu Dhabi.
• Providing procurement services and solutions, through the introduction of a reliable procurement system,
providing the best value for cost, introducing integrated digital purchasing processes and supporting
partnership-based procurement systems.

3. SCOPE OF WORK

3.1. Background and Objectives

3.2. The objective of this requirement is to have a preventive measure to detect the human body temperature
of all the employees, visitors and contractors entering ministry of health premises as one of the sign of
people infected with COVID-19 is having fever (high human body temperature).

3.3. Target this Project: Human body temperature analysis and reporting of all the employees, visitors and
contractors entering Ministry of Health premises, Abu Dhabi or another requested location in UAE.

3.4. Scope of Work

The scope would cover the supply, installation and users training for the following equipment and

4. BIDDING RULES

4.1. Information for Bidders


Bidders are requested to submit all the required documents and information within the stipulated timeframe.

4.2. Confidentiality Requirements


This RFP is issued for the sole purpose of soliciting a Proposal from qualified vendors for the Services described herein.
The use, reproduction, or disclosure of the requirements, specifications, or other material in this RFP is strictly
prohibited. Bidders submitting proposals in response to this RFP are not at liberty to discuss this RFP with anyone
other than those people within the Bidder’s organization required to participate in the Proposal. Any public release of
information about participation in this RFP may disqualify that Bidder.
The successful Bidder (if any) shall not release details of the RFP for public information. Any news releases, public
briefings, and announcements by a Bidder must have the prior written approval of DGS. Bidders shall be required to
enter into a Confidentiality Agreement in the form at Appendix [1].

4.3. Bidders to Inform Themselves


Bidders will be considered to have:
A. Examined this RFP, any documents referenced in this RFP and any other information made available by DGS to
Bidders for the purpose of submitting a Proposal;
B. Examined all further information which is obtainable by the making of reasonable inquiries relevant to the risks,
contingencies, and other circumstances having an effect on their Proposal; and
C. Satisfied themselves as to the correctness and sufficiency of the Proposal including proposed prices.

4.4. Bidders Acknowledgement


Proposals are made on the basis that Bidders acknowledge that:
A. They do not rely on any representation, letter, document or arrangement, whether oral or in writing, or other
conduct as adding to or amending this RFP;
B. They do not rely upon any warranty or representation made by or on behalf of DGS, except as are expressly
provided for in this RFP, but they have relied entirely upon their own inquiries and inspection in respect of the
Proposal; and
C. DGS shall not be responsible for any costs or expenses incurred by Bidders in complying with the requirements
of this RFP.
Neither the requirements of the RFP nor the Proposal shall themselves give rise to contractual obligations between
DGS and the Bidder.

4.5. Retention of Proposals


Bidders are to submit documents (online through SAP Ariba system) in response to this RFP on the basis that DGS
may use, retain and copy the information contained in those documents for evaluation purposes and the preparation
of any resultant contract.
Bidders should note that DGS may provide the Proposal and associated documentation to third party advisors for
the purposes of assisting DGS in evaluation and the preparation of any resultant contract.
All proposals submitted to DGS shall become the property of DGS. Proposals may not be returned to Bidders.

4.6. Exceptions to the RFP


Bidders are required to submit Proposals in compliance with the requirements of this RFP.
Bidders are permitted to submit variant Proposals provided a compliant Proposal is also submitted. Bidders should
identify the relative merits of the alternative Proposal.
[Where a Bidder is unable to meet a requirement in the manner specified in the RFP it shall provide in writing an
explanation of why it is not possible to comply with the RFP and the Bidder’s alternative Proposal highlighting the
relative merits of it]

4.7. Validity of Proposals


Proposals submitted in response to this RFP shall remain open for acceptance for a period of not less than [120 days
or such other period specified] after the Proposal Submission Date.

4.8. Reservation
DGS expressly reserves the right to:
A. Modify or discontinue the RFP process;
B. Reject, any or all Proposals received;
C. Select and negotiate with those Bidders it deems qualified and competitive and to terminate negotiations, in
each case without incurring any liability; and
D. Shall not be bound to enter into the draft contract or any Contract.
All Bidders who participate in this RFP and any subsequent negotiation or discussion do so at their own risk and cost.
DGS retains all intellectual property in the RFP and any associated documentation and may only be used by a Bidder
for the purpose of making a Proposal. DGS makes no representation or commitment, express or implied that the
lowest priced, or any other, Proposal will be accepted by DGS.

4.9. Sufficiency of Tender


Although the details presented in the RFP have been compiled with all reasonable care, it is the Tenderer's
responsibility to ensure that the information provided is adequate and clearly understood. No relief or
consideration will be given for errors and omissions contained within the Tender.
Tenderer shall be responsible for obtaining and verifying all necessary data and information. Tenderer shall make
his own interpretation of any and all information provided. DGS shall not be responsible for the accuracy or
completeness of such information and/or interpretation.
Any failure or neglect to carry out these verifications and investigations shall not absolve the Tenderer from any of
his obligations under the requirements of the Tender Invitation or any Agreement subsequently executed.

4.10. Local Laws and Resources


Tenderer shall give due consideration to the use of local materials, services and personnel and inform themselves
of all U.A.E. statutory and other regulations relating to local resources and services.

4.11. In Country Value (ICV) Certificate


The supplier is encouraged to have a valid ICV Certificate (In-Country Value) issued by DED (Department of
Economic Development in Abu Dhabi). The ICV certificate shall represent 40% of the financial evaluation score of
the financial bids provided by the bidders.

4.12. Performance Bank Guarantee


The successful Bidders will be required, within fifteen (15) days of coming into force of the Agreement, to submit
a "Performance Bank Guarantee" equal to 5% of the Agreement PRICE excluding reimbursable and chargeable
costs. The "Performance Bank Guarantee" is to be issued by a bank registered in Abu Dhabi and the cost of
guarantee shall be borne by the Contractor. (If, Applicable)
If the Agreement Price, excluding reimbursable and chargeable costs, is increased or decreased for any reason the
value of "Performance Bank Guarantee" shall be increased or decreased in steps of 10% each time the lump sum
Agreement Price, excluding reimbursable and chargeable costs is increased or decreased by an amount equal to
ten percent (10%) of the original Agreement Price.

4.13. Authorized Signature


Each tender shall show the full legal name and business address of the Tenderer.

4.14. Sub-Contractors and Suppliers/Vendors


It is the intention of DGS to agree with the selected Contractor, by the time of the contract award, an approved
listing of the main/major subcontractors, suppliers and vendors. Suppliers/Vendors of materials, goods and
equipment shall where applicable have a recognized Abu Dhabi Local Agent, able to provide support, in relation to
the goods and services incorporated in the project works.
Any vendor, who does not have an Abu Dhabi subsidiary, shall nominate the office where services can be obtained
from on an ongoing basis.

4.15. Official Registration of Documents (Applicable for UAE based companies)


Bidders shall ensure that they together with all companies associating together for the purposes of submitting a
Tender and all proposed Sub contractors are duly registered with:
• Municipality License (UAE)
• Chamber of commerce License (UAE)
Bidders shall submit copies of said registrations together with Agents registration certificates and Agency
agreements (as applicable) with the Tender.

4.16. Failure to Comply


Failure to comply with any of the above instructions may result in the Tender being disqualified.

4.17. Local Abu Dhabi Registration/License


Bidders should note that it is a requirement that all Contractors wishing to do business with DGS must have an AD-
DED License. Alternatively, Contractors may be represented by a local UAE agent who has the above required
registration and license.

5. PROPOSAL SUBMISSION

5.1. Proposal Submission Due Date


Due date for submission is 4:00 Pm Sunday, the July 04, 2021.
Failure to submit a compliant Proposal before the Submission Date and in accordance with the requirements of
this RFP may result in a Proposal being rejected.

5.2. Form of Submission


A. Proposals shall be submitted online in SAP Ariba system.
B. Hard copy or any other form of electronic submission (Other than through SAP Ariba system) will not be
accepted.
C. Proposals shall be in Arabic or Arabic & English language.
D. Bidders are required to register themselves on the SAP Ariba system. Please go through the following steps in
order to be a registered supplier.

b. Click on the above link or copy the link and paste it on your browser (Google Chrome)
c. Choose the relevant option for you (Abu Dhabi DED Licensed (AD-DED) Suppliers OR Non-Abu
Dhabi DED Licensed (non AD-DED) Suppliers.
d. You may go to the section “More Resources For You” and download the relevant registration
guide for reference prior to commencing the registration process.

5.3. Communications
All communications in connection with this RFP shall be directed to the party set out above.
The DGS may issue written responses to questions received from Bidders and addendums to this RFP from time to
time through the SAP Ariba system.
Communications with a party other than that referred to above shall have no significance in the bid process.

6. PROPOSAL REQUIREMENTS AND EVALUATION

6.1. Technical and Commercial Proposal


Each Proposal shall be submitted in two separate parts; a Technical Proposal and a Commercial Proposal under the
respective sections of SAP Ariba system

6.2. Supporting Documentation


The Technical Proposal shall be supported by the following documentation:
A. A signed copy of the form of Confidentiality Agreement appended to this RFP at Appendix [1]; and
B. A signed copy of the Authority and Signature Form (in the form appended to this RFP at Appendix [2]

6.3. Technical Proposal Requirements


DGS requests the Vendor to provide the following information for all options that the Vendor can provide and
support. The RFP should be in the following template (maximum length for each section is indicated below):

1) Provide a statement of understanding of the overall scope of the project and an overall description of the
Vendor’s role and responsibilities concisely stating the extent and nature and schedule of the Services to be
provided and including a listing of all deliverables and milestones (the “Scope of Work”).
2) Provide a plan and approach to accomplish the requirements of the Scope of Work. This includes presenting
any functional rationale, the technical approach, methodology, etc.
3) Project plan with timeframe for service delivery and how it shall be monitored and reported; also project
planned staffing (include qualification of staff to be engaged and their CVs) per project phase.
4) Detailed list of Project Deliverables per project phase.
5) Requirements: The Vendor shall clearly describe what type of support or information is expected from DGS
(e.g., involvement of DGS staff, etc).
6) Details of any orders, contracts, joint ventures, collaborations with other firms or companies or any other
commitments relevant to the Bidder's ability to meet the requirement.
7) Describe the costing model, which should identify any hidden or related costs that may not be readily
apparent.
To better understand and position the Vendor as a possible partner with DGS for this Project, the Vendor needs to
provide a company profile and any additional relevant information:
A. A detailed statement of the experience and qualifications of the Bidder and its commercial, technical and
financial ability to provide the Services.
B. Copies of the Bidder’s most recent balance sheet and profit and loss statement (or the equivalent of such
documents which are prepared in the jurisdiction of its place of incorporation).
C. References of clients for whom similar work has been done including contact details together with full details
of services performed.

6.4. Commercial Proposal Requirements

Please provide detailed breakdown of costs/pricing in the commercial proposal. This should include but not
limited to the following:
All items should be priced individually (unit price)
All inclusions and exclusions should be explicitly mentioned
All amounts should be given in equivalent of USD or AED.

6.5. Summary/Oral Presentation


DGS may intend to organize tender briefing/clarification meeting, attendance shall be limited to a maximum (3)
representatives per Tenderer unless DGS agrees otherwise in writing

6.6. Proposal Evaluation Criteria


It is the intent of the Project Committee to select the Solution that will best meet the immediate and long‐term
needs of DGS. The criteria that will be used during the selection process is listed below. The Project Committee
reserves the right to modify or include additional selection criteria as the need may arise.

After the Technical Proposals have been evaluated according to the criteria in the table, the financial proposals of the
firms who have been assigned less than 70 points will be disregarded, while the other proposals will be opened.
The total price, of each firm (P) will be evaluated against the lowest price of the proposals that were opened (LP) and
the technical evaluation merit of the firm (TE), according to the following formula:
Evaluated Score = 30 (LP/ P) + 70 (TE/100)

Where LP is the Lowest price among the accepted vendors


And TE is the Technical evaluation of the vendor
And P is the Price proposed by the vendor

The firm with the highest evaluated score will be selected.

IMPORTANT NOTE:

1. The Department will however have absolute discretion in the way in which it applies such selection criteria and
shall not be bound to apply this or any other selection criteria.

2. The Department will have absolute discretion NOT to award this Tender to the firm with the highest evaluated
score (EF)

3. The Department will have absolute discretion to award this Tender to one or more than one consultant.

The Department has full discretion to cancel the selection process at any time

through no act or default on the part of the Bidder or the Bidder’s agents or employees;

who have a need to know (and only to the extent that each has a need to know) and who have expressly agreed to

4. to enforce the confidentiality agreements with its officers and employees referred to in paragraph 3 above;

5. To keep the Information and all information generated by the Bidder based thereon, separate from all
documents and other information of the Bidder and under the Bidder’s effective control at its usual place of business.

6. not to make any copy, note or record of the Information without the prior written consent of DGS and that all
copies, notes and records of the Information made by the Bidder will be clearly marked “DGS Confidential”;

7. To return the Information and all copies, notes and records of the Information to DGS immediately upon
request.

No person who is not a party to this Agreement shall have any right to enforce any term of this Agreement.

of employees, office in UAE) to include ownership structure, and provide an overview of the Vendor’s organizational
structure with special regard to the footprint in the Middle East (esp., UAE).
