1 Design & Plumbing
The Water Tank shall be designed to carry approx 3000 Litres of Water in excess of the
designed capacity. The Water Tanks shall be so installed as to allow the full flow of water
to the pump. The tank shall have baffle plates in order to avoid surge when the vehicle is
braking, accelerating and cornering. An inspection manhole shall be provided on top of the
tank. The manhole shall have a hinged cover so that the manhole shall also act as a filling
orifice. Cover shall be marked with the word “WATER”.
Suitable eyes shall be provided on the shell of the tank to enable it to be lifted off the
vehicle for repairs when required. A cleaning hole shall be provided at the bottom of the
tank. It shall be fitted with a drain pipe & valve which shall be taken down to a point well
below the chassis without reducing the effective ground clearance. The tank shall be fitted
with an overflow pipe taken down to a point well below the chassis that discharges the
water away from the wheels. Hydrant connection incorporating a strainer shall be provided
for filling the tank. A pipeline shall be taken from the tank to the suction inlet of the pump
incorporating a quick action butterfly valve. The tank shall be connected with the pump in
such a manner that pressurization of water tank or water tank pump connection is
avoided when pumping water from an outside source of supply.
E FOAM TANK
A Foam Tank (without supply of foam compound) shall be installed on the Fire Tender.

1 Design & Plumbing
Foam Tank shall be of welded construction. Weld joints shall be minimized. Gas Tungsten
Arc Welding (GTAW) with ER 304 electrode shall be used. The tank shall have a filling
orifice with a removable strainer fitted to it. The strainer shall be of SS304 and its total
screening area shall be adequate to permit quick filling of foam into the tank. The filler cap
shall be clearly marked ‘FOAM’. The tank shall have its top dished tunneling arrangement
and a through provided to enable easy filling from 20 liters drums. Suitable sharp-edged tin
opener shall also be provided at the foam tank-filling mount for puncturing the foam
compound drum for facilitating quick filling of the foam compound directly from the
drums into the tank.
The design of the tank shall incorporate a sludge trap fitted with a drain valve. The foam
compound draw-off shall be positioned in the centre of the sump in such a manner that
foreign matter or sludge does not clog the system. Strainer of SS304 of suitable mesh size
and adequate straining area shall be provided. A simple automatic venting device shall be
installed on foam tank (not to be installed in the filling cap) to provide venting when the
foam is being drawn out of tank or the tank is being filled. The draw-off line shall be
connected to the foam proportionate or as necessary and shall:
a. be as short as possible
b. be capable of being easily dismantled for internal cleaning
c. be provided with means of thorough flushing after use; and
d. Not form ‘U’ bend or abrupt angle
F TANK MOUNTING SYSTEM & TANK LEVEL INDICATORS
1 Subframe & Metacone System
The water & foam tanks shall be mounted on the vehicle on a subframe using Rubber
Metacones. This subframe shall be made from Anti-Corrosive Treated MS 4” section and
shall be bolted with the chassis using the high tensile bolts. 'U' Bolts shall not be used for
mounting of tanks on vehicle. The rubber metacones shall facilitate to absorb the jerks and
bending torsions in expansion as well as compression mode without high deflection. The
manufacturer shall provide complete design data of metacones and subframe including the
load calculations and metacone quantity sufficiency. Tank shall be mounted on the chassis
in a manner keeping in view the proper load distribution on the axles. The baffles shall be
arranged in a manner to facilitate easy cleaning of the tanks. The tank shall be mounted on
two / three cross bearers to counteract stresses caused by chassis flexing. The Centre of
Gravity shall be maintained as low as possible.
2 Electronic LED Indicators
Electronic LED Water and Foam Level Indicators indicating the tank levels as EMPTY, ¼,
½, ¾ and FULL shall be provided on the pump control panel. These levels shall be
indicated by number of glowing LED lights (no LED Lights means and empty tank, All
LED Lights means full tank). The indicators shall sense the fluid level in the tank with help
of a pressure sensing probe. The indicators shall be located on the rear pump control panel
in such a manner that the Operator / Firemen can easily view the tank levels while being
away from the vehicle. Repeater Secondary Level Indicators shall be provided in the
driver's cab to help the crew members to check the fluid level from the cab while travelling.
Glass / Pyrex Tube indicators shall be provided as standby.
G CE MARKED FIRE PUMP (NORMAL PRESSURE TYPE)
1 The fire pump shall be CE Marked (as per EN: 1028 Part 1 & 2 including latest

amendments along with EN 1050 for Fire pump) of Normal Pressure type. The pump shall
perform the following duties:
• Output 2250 LPM @ 7 bar
The impeller, pump volute and wearing rings shall be made of SS 304. Delivery valves
shall be made of Light Alloy. The pump shaft shall be made of Stainless Steel as per IS:
6603. The bearing housing shall be made of Cast Iron. All studs or bolts coming in contact
with water shall be of stainless steel. The pump shall have self-adjusting mechanical carbon
seal with carbon to stainless steel interface. The pump shall have a suction inlet of 100 mm
with round threads and two 63 mm delivery outlets at front with screw down type valves
fitted with couplings as per IS:903.
2 Primer
The primer shall be capable of lifting water at least 7 m in not more than 30 sec & shall
preferably be fully automatic.
In addition, The exhaust ejector priming system shall be fitted to the fire pump. At normal
temperature and pressure conditions (NTP) the primer shall prime from 7 mtrs within 30
seconds.
H CE MARKED AUXILARY ULTRA HIGH PRESSURE PUMP
1 The pump shall be of 150 LPM @ 100 bar rated capacity. It shall be a six plunger
positive displacement type pump, working to its capacity at not more than 1000 RPM. A
by-pass for letting the water back to the tank shall be provided to release excess pressure
generated due to shutting of the hand lines. The pump shall have double seal on each
plunger with low pressure intermediate chamber to keep the water seals cool and
lubricated. This system shall also permit the recirculation of any leakage from the high
pressure back to the pump inlet. The pump shall have synthesized pistons of ceramic. The
connecting rods shall be of special alloys with low attrition coefficient, high wear
resistance and high anti-seize properties. The hydraulic structure shall be designed to
simplify scheduled maintenance procedures like gasket and valve replacement. The pump
suction line shall have inline mesh filters. The pump shall deliver water to the hose reels.
The Pump shall be CE marked to EN 2006/42/EC.
2 Hose Reels & Fog Guns
The high pressure pump shall operate through 2 separate hose reels of 30 meter length
each, and shall be provided at a suitable place on the appliance, one on each side. The hose
used for the hose reels would be R2 type rated for a minimum working pressure of 270 bars
& shall be of min. 16 mm ID. The unit shall be equipped with two Fog Guns, one for water
and the other for water & foam. The Fog Gun for water shall be capable of discharging 65-
75 LPM @ 100 bar in mist mode. The jet range shall be approx 30 Mtrs. (in still air
condition). The other Fog Gun shall be capable of discharging 120 LPM @ 50 bar of
premixed foam solution. This Fog Gun shall have a Jet as well as Fog mode. An
arrangement shall be provided to mount a foam cone to obtain a low expansion foam of 1 :
10 while discharging a premixed solution through the Fog Gun.
I LOW PRESSURE HOSE REEL
One hose reel (as per IS: 884) shall be provided at the rear of the appliance with 60 m
lengths of 20 mm bore hose connected by screw ‘C’ type quick release couplings and
terminating with a control branch and 5 mm nozzle. The reel shall be fitted with over brake
or locking device.
J FOAM PROPORTIONING SYSTEM
Round the Foam Proportioning system with Foam Induction device duly calibrated for 1%,

3 % & 6 % shall be provided near the pump. Auxiliary foam induction arrangement to be
provided.
K POWER TAKE OFF UNITS
The PTO shall be of heavy-duty capable of transmitting the full power of the engine to the
pump. The PTO unit shall match the engine & pump characteristics. A separate lever in the
main cabin shall engage PTO. Necessary support for PTO units, propeller shaft couplings,
universal joints etc. shall be provided. PTO shall be of VAS Engineering make V3 Model
or equivalent make. PTO engage lever should get engaged pneumatically and also get
disengaged by air pressure and for this purpose a switch controlling both the operations
should be provided in the driver's cab. An alternative system as stated above to get the PTO
engaged mechanically should also be provided so that in case of pneumatic failure lever
could be engaged by mechanical means. The mechanical arrangement shall be through a
push pull type of Spring Cable which shall ensure smooth movements for PTO engage
and disengage.
The auxiliary pump shall be driven with the help of side PTO provided by the chassis
manufacturer. The connection from the side PTO shall be such that the pump does not put
undue stress on the main driving components and at the same time does not stress the
engine. Cooling for the engine to be suitably provided.
L COOLING SYSTEM
Indirect cooling system of open circuit type consisting of a heat exchanger with copper
tubes shall be provided on the chassis to enable full power output of the engine without
overheating it while the vehicle is stationary during the fire fighting operations. Provision
shall be made to discharge the hot water away from the Fire Tender. The discharge of water
flow has to make visible to operator while standing near pump control panel for ensuring
cooling system functioning.
M WATER – FOAM MONITOR
Foam Monitor having discharge capacity of 1800 LPM @ 7 bar shall be mounted on the
top of the fire tender in such a manner that it can be manually operated by a crew member.
The monitor shall be capable of traversing through 360° in horizontal plane, elevating from
horizontal to 75° and depressing from horizontal to not less than 15° and fully rotation in
both directions. The monitor shall be capable of projecting the foam discharge not less than
13500 lpm through monitor & 02 hand lines or 7000 lpm (Foam discharge) through
monitor only to an effective distance of not less than 35 meters in still air conditions when
operated at rated pressure. Monitor shall be provided with Jet Spray type Nozzle.
N WATER – FOAM PIPING
All piping and plumbing shall be designed to have minimum pressure drop & achieve the
required pressure & flow at various locations. All pipe fitting & valves (except butterfly
valves) shall be of SS304 material. All piping shall be designed for 10% over the maximum
pressures encountered in the piping. The piping shall be flanged as far as possible for ease
of maintenance. All lines shall be hydraulically tested at 1.5 times the design pressure
however in no case shall the lines shall be hydraulically tested below 18 bar. All bolting
shall be of SS 304.

Adequate illuminated pump operating control panel shall be provided on the rear side of the
Fire Tender. All controls of the system shall be spaced properly & marked for easy
operation. All valves shall be of lever-operated type and shall be made of SS with Teflon
seats. The following controls shall be provided on rear side of the vehicle near the control
panel:

P SUPPLEMENTARY EXTINGUISHING SYSTEM
1 DRY POWDER SYSTEM
Two 75 Kgs capacity Dry Chemical Powder Fire Extinguisher along with initial charge
Ternary eutectic chloride base dry Powder for metal fires shall be provided at the
convenient position on the appliance. Dry Powder extinguisher system shall have 10 mtrs
High Pressure Hose with pistol type discharge nozzle & low pressure applicator. The dry
powder vessel shall be fitted with Nitrogen expellant cylinder for discharging the powder.
The dry powder containers shall be treated for anti-corrosion.

2 CO2 SYSTEM
One No. 22.5 Kgs capacity CO2 Fire Extinguisher along with Manifold and 15 mtrs long
high pressure rubber hose reel with discharge horn for applying CO2, shall be provided at
any suitable location by the vendor. It shall be Brand new, as per IS 2878 latest version with
initial charge as per IS : 15222.

V Additional Scope of work:-
1 The scope of work includes the following:
I. Design, drawing development, fabrication, inspection, supply, safe transportation
after fabrication, and delivery of fire tender at our Heavy Water Plant (Tuticorin),
Tamilnadu, India.
II. Imparting training to our personnel on operation and maintenance of fire tender at
our premises at NO EXTRA COST.
III. Temporary registration and its validity: - It should be the responsibility of the
vendor/ manufacturer to obtain necessary temporary registration from the
concerned Regional Transport Authorities after purchase of chassis and
completion of body building work at NO EXTRA COST. Registration of
Multipurpose fire tender should be done under category “Fire Tender" for which
applicable road taxes is at concessional rates or exempted unlike other commercial
vehicles.
IV. To get insurance policy and periodical renewal of policy including the value
addition during the custody of the vehicle till the date of handing over the facility to
HWP (Tuticorin) is in the bidder’s scope at NO EXTRA COST.
2 General requirement:- The vehicle should confirm in all respect to the provisions
contained in the M.V. Act 1988 and M.V. Rules 1989 or to any other modifications /
amendments or recent makes thereon from time to time. All the requirements necessary for
RTO passing should be provided on the vehicle
W INSPECTION & ACCEPTANCE TEST:-
INSPECTION:
Owner or its authorised agency/person shall have access at all times to vendor’s works
where the appliance and its accessories are being fabricated. Vendor shall arrange all the
facilities to carry such inspection & testing. There shall be Four stage inspections including
final:
First stage: Chassis Inspection, Material of construction & positioning of tanks/vessels on
the chassis.
Second stage: Construction of under- structure, Water/Foam tank and driver cabin &
crew cabin.
Third stage: Placement of all tank/vessels, fittings, lockers & pumps.
Fourth stage: Final Testing of all equipments, systems etc as per relevant IS
Specifications.
X DOCUMENTS/INFORMATION REQUIRED FROM VENDORS:

c) Load distribution calculation.
d) Layout drawing showing the detailed engineering and calculation in respect of
water tank, foam tank & accessories of the specification listed in this tender.
e) Detailed Flow diagram of the appliance (Indicating pipe sizes)
f) Plan and elevation of the appliance showing various equipments.
g) Pump characteristics & performance curves with the pump working on hydrant &
the Water tank, with manufactures catalogues & model no. etc.
h) Design calculations for all the vessels indicating material specifications, design
pressure, adopted thickness for shell, dish end & radiography films.
i) Line diagram showing all piping and valve etc.
j) Line diagram of all electrical circuits.
3 Following technical documents shall be supplied by bidder along with the appliances.
a) Operation & maintenance manual along with parts list-Four sets.
b) All technical literature of major brought out items- Four sets.
c) Final drawings as mentioned in specification - Four sets
d) Import documents for imported equipments (if any) - Four sets.
e) ISI Mark Certificate, PESO/CCOE approval certificates in respect of all
corresponding equipments etc, Hydro test & Manufacturer’s test certificates for BA
Sets, CO2 & DCP fire extingushers.-1 Copy Each.
f) Minimum one year Guarantee / Warrantee Certificate for all supplied equipments
along with the fire tenders- One Copy Each.
g) Radiography & Test certificate of all the vessels, safety valve etc.-1 Copy each.
Y MANUFACTURER'S GUARANTEE
The manufacturer shall guarantee the material, workmanship and the performance of the
unit for a period of one year from the date of the appliance reaching the plant site. Any
mechanical defect, faulty workmanship or operational defects found during this period shall

be rectified by the vendor without any extra cost.
Z TECHNICAL QUALIFICATION CRITERIA FOR FABRICATION AND SUPPLY
OF MULTIPURPOSE FIRE TENDER
Following technical qualification / requirements shall be mandatory for the firms tendering
for fabrication. In absence of the following requirements the bid / tender shall be
considered non responsive & shall be rejected:
The firm should be certified with ISO 9001 quality system & shall enclose valid
certificate with tender documents.
The firm shall have fabricated and supplied minimum 10 Nos. Fire Tenders during last
five years with similar tech spec, shall enclose PO copies with Technical
Specifications.
At least five performance certificates shall be enclosed with the offer for similar Fire
Tenders supplied during last five years.
The firm shall submit the list of major customers Fire Tender Purchase Orders with
their date of supply during last three years to access the commitment towards delivery
schedule.
The quoted Stainless Steel Fire Pump shall be CE certified to EN 1028-1 and 2, its
subsequent amendments, EN 1050 and ISO 14121.
The firm shall enclose the CE certificate for Stainless Steel Low Pressure Fire Pump,
Multipurpose, Multi Flow Hand Held Nozzle.
The Firm shall enclose List of Make / Brand & model of all bought out items with their
respective catalogues.

The bidder shall enclose authorization letter from Low pressure Fire Pump
manufacturer and an undertaking for offering Five (5) years warranty for satisfactory
performance of Fire Pump from Pump Manufacturer, incase the bidder is not a Fire
Pump manufacturer.
Firm should have the in-house testing arrangements as mentioned in the Technical
Specifications and as mentioned in relevant IS guidelines and shall enclose notarized
document as a proof mentioning the testing facility available at their workshop.
The firm shall enclose all the required documents / drawings as mentioned in Technical
Specifications. The firm shall enclose the list of Accessories / Equipment’s make /
brand for Multipurpose Fire Tender.
The manufacturer should provide complete technical details including drawing, design
and photographs for the Profiles.
The manufacturer shall provide complete technical details of the subframe design and
metacones. Further the load calculation for selection of metacones shall also be
provided by the manufacturer.

Multi Flow Hand Held Nozzle shall be made of Light Alloy Extruded
Construction As Per ISO 64430WP Grade. The nozzle shall be hard
anodized to prevent corrosion & wear. It shall have a twist type control for
Straight Jet, Spray And Wide-Angle Fog. It shall have arrangement for
selection of five flow ranges from 350 to 900 LPM by twist of a dial on the
nozzle. The horizontal Jet Throw in still air shall be around 35 mtrs at 7 bar
