By assisting individuals in reaching an agreement and resolving their disputes, the tribunal

offers fair, accessible, and inexpensive adjudication to the Victorian community. It deals with a
range of different kinds of issues, including those involving residential tenancies, offerings,
construction, review and regulation, orders of attorney, formalities, property value, and equal
opportunity. As a component of the Victorian justice system, the VCAT is positioned 'below' the
Magistrates' hierarchy. The VCAT therefore lacks inherent enforcement powers. Nevertheless,
certain divisions of the Tribunal compromise with a particular type of civil conflict. For example,
the Civil Division hears and resolves a variety of civil disputes involving property ownership and
sale, owners' corporation matters, retail tenancies, consumer matters, domestic building work,
and so on.
