James Jones Invest in

Lockerbie 3 “Super-Site”
James Jones & Sons Ltd, one of
Scotland’s largest independent
sawmillers and a leading supplier
of British timber, have announced
that a further 6 kilns have been
purchased from manufacturer Mahild
for their Steven’s Croft sawmill site
at Lockerbie.
This investment establishes Lockerbie’s
kilning capacity as one of the largest
in Europe, taking the total number of
kilns to 16 and allowing the facility
to process in excess of 160,000m³
annually.
The kilns are fitted with a heat recovery
system which has already successfully
reduced energy consumption within the
existing Lockerbie facility. The new kilns
are expected to come on stream during
October 2011 and reflect the increasing
volumes being processed through the
new saw-line at Lockerbie 3.
The entire kilning complex at Lockerbie
is now being heated with hot water,
which is provided by the neighbouring
Eon biomass power plant, and conveyed
via a pipeline installed in 2010. This
innovative investment saves an estimated
9,000 tonnes of carbon emissions,
which would be produced if conventional
heat sources were used, and further
enhances the company’s sector-leading
environmental credentials.

BSW Timber Launch UK-wide £1 MILLION AVAILABLE FOR

British C16 Timber Campaign FORESTERS AND GROWERS…
ANY TAKERS?
BSW Timber is launching a major
campaign to encourage architects and
the building industry to use more British
C16 strength grade timber. The company
is to join the 2011RIBA Roadshow tour
and have hosted a series of 10 CPD
seminars promoting the benefits of C16
at city venues throughout the UK.
BSW have invested heavily in the provision
of machined C16 timber through the
company’s Easi-Edge product. Multi-
million pound investment in both planning
and grading technology at BSW mills
across the UK has dramatically increased
the availability of the product.
Now BSW wants to encourage UK-
wide use of a high quality product
that the company believes has strong
environmental credentials and can
provide a major boost for the UK
timber industry.
The campaign has been devised by
BSW’s Marketing Manager, Eve Johnson.
She explains: “We want to change the
way the construction industry thinks
about strength-graded timber. Typically,
architects over specify in the mistaken
belief that the higher European C24
grade is a superior product.
“Using British timber supports the UK
timber industry which employs over
116,000 people and is worth more
than £2 billion to the UK economy.”
The RIBA Roadshows, which feature the
BSW C16 seminar, takes place at the

ConFor to join GLA forestry
pilot steering group
ConFor has been pursuing a two-
pronged approach to the contentious
issue of gangmaster licensing in forestry.
Now, it is confirmed that ConFor’s
chief executive, Stuart Goodall, will
participate in the steering group for the
forthcoming Gangmasters Licensing
Authority pilot on forestry.
Following several industry meetings
with the GLA and Defra, where the
case for forestry to be exempt or costs
significantly reduced were made, the
Forgotten Spaces 2011: London and Sheffield competition
registration deadline extended and new partners confirmed!
The Royal Institute of British Architects
(RIBA) has announced an extension
to the deadline for registration for
its London and Sheffield Forgotten
Spaces 2011 ideas competition. The
new registration deadline is 13th April
with final submissions required by
12th May.

GLA offered to run a pilot ‘lighter touch’
inspection process for forestry.
Darryl Dixon, GLA Director of strategy,
said, “We are working up how ‘lighter
touch’ inspection processes might
operate. This includes the need to
consider what other information we
might ask for, which the industry would
not see as burdensome, and which
would also assist the GLA in making
risk decisions when considering whether
to issue licences, and to what extent
to suggest designs and proposals for
an imaginative new use for a ‘forgotten
space’ anywhere in Greater London
and the Sheffield City region. The
RIBA in London also confirmed a new
partnership with Design for London
on the competition. The design body
joins Qatari Diar and Ordnance Survey
as sponsors in the Capital.

press for effective exclusion, including
through the forestry regulation task force,
recently announced by the minister Jim

remit. I believe it is disproportionate
regulation, which this government has

Construction sector to contract again in 2011
Total Great British construction output
volume in 2011 is forecast to be down
by 2.3% on 2010, according to the
construction research specialists
Leading Edge. The fall is mainly a
result of a reduction in output in the
public sectors as the government cuts
start to bite.
However, on the positive side, the 2011
forecast of £98,400m is 3.9% higher
than 2009 at constant prices and higher
than 10 of the 15 preceding years. It
has increased slightly compared to the
forecast made in 2010, partly due to
an improvement in many of the leading
indicators in the private sector.
Leading Edge forecast that all the private
sectors including housing, commercial,
industrial and infrastructure will see
real output growth during 2011. In
particular the private housing sector
will see the highest growth rate this
year, while output in the commercial
sector will be encouraging, despite
many of the projects associated with
the Olympics coming to an end.
Mel Budd, Managing Director at Leading
Edge commented, “Although we expect
the economy to maintain its slow but
steady growth in 2011, the construction
sector will suffer from a double dip
recession due to the deep cuts in the
public sector’s capital spending. Overall,
we forecast a decline in output volume
in 2011 followed by slow growth for
the construction industry as a whole

Rising costs are driving down profit
margins in the UK Fencing industry
1 in 2 companies in the UK Fencing
industry are making a loss according
to new research from market analysts
Plimsoll. Many in the market are
finding it difficult to pass on the pain
of cost inflation to their customers
as competitive pressure is restricting
their pricing power.
Lead analyst and author of the new
Plimsoll Analysis has explained the
growing problem in the market,
“Whether its fuel, materials or wage
demands every company in the UK
Fencing industry is being squeezed by
ever increasing costs. 57% of companies
have seen their gross margin fall in
the latest year. Unfortunately, many
are reluctant to pass on price rises
for fear of losing customers to cost
savvy competitors. However, falling
profit margins across the industry is
the first warning sign that this strategy
has become unsustainable”.
Pattison continues, “Over the past 2
years the average profit margin in the
UK Fencing industry has fallen to 3%.
More worryingly, 347 companies are

losing money with 169 of these doing
so for the 2nd year running. These
companies face a tough decision –
protect their market share and continue
to lose money or adjust their prices to
reflect their increased costs. Without
refocusing on the bottom line, many
of these companies will simply run
out of cash”.
Pattison goes on to explain that it’s not
all bad news though and that many
companies are getting it right, “223
companies have managed to actually
increase their profit margins over the
same period. In all 401 companies have
managed to stay in the black despite
rising costs. Clearly, operating profitably
in the UK Fencing industry is difficult
but not, as yet, impossible”.

SURVEY REVEALS UNSAFE

GATES STILL PREVAIL
Automated Gate survey shows significant risk of further accidents in 2011
A survey of automated gates in the UK
has revealed that despite the tragic
deaths of two children last year in
separate automated gate accidents, there
is a substantial risk of history repeating
itself given the number of ‘unsafe’ gates
which remain in service.

The survey was conducted by Gate Safe,

spearheaded by Jacksons Fencing and
supported by RoSPA and the Institution
of Occupational Safety and Health. It
shows that a massive 88% of the gates
surveyed failed to comply with current
HSE guidelines in relation to the inclusion
of recommended features and procedures
designed to reduce the risk of injury.
Combine this fact with the worrying
statistic that 51% of respondents advised
that the general public and children are
likely to use or play by their gate and the
chance of another accident occurring
becomes an alarming possibility.

The survey also showed that:
• 65% of respondents claim pedestrians
are expected to use the gate as a means
of access, yet only 47% provide the
recommended alternative segregated
pedestrian access
• 53% of respondents said that
they could not stop the gate manually
when it was closing, so in the event of
an emergency the gate could not be
manually stopped
• 59% of respondents advised that
their gates were not fitted with the
recommended safety edges
• 35% of respondents admitted to
not having a regular service agreement
in place to ensure the on-going safety
of the automatic gate
Commenting on the survey, Gate Safe
Steering Group chairperson, Richard
Jackson said, “these findings indicate
that a worryingly high level of risk
exists of yet another automated gate
accident, or even worse, fatality
occurring. In particular, we are
concerned that such a high proportion
of respondents have failed to act on the
advice given by the HSE and backed
by our campaign, demonstrating that
more needs to be done to improve the
communication of key automated gate
safety messages.”
“Also it is alarming to note that so
many gate installations are not regularly
serviced, meaning that even if gate
safety features exist, there is a chance
that they will not be fully operational.
The Gate Safe campaign is pushing for
improved standards in gate automation
and will continue to strive to educate and
raise awareness amongst anybody and
everybody involved in the installation /
life span of an automated gate.”
“The HSE has commended our
campaign which is unique in that it
represents, for the first time, a concerted
programme of activity which targets
representatives from a cross section
of companies / organisations, with
the aim of initiating a unique 3600
awareness / education programme
which targets not just the installer
but everyone including the specifier,
manufacturer, constructor / contractor
and ultimately the installer involved in
an automatic gate installation.”
Richard concludes, “We are currently in
the process of finalising a CPD module
for architects which focuses on the key
factors affecting automated gate safety
and we hope to roll this out this year
with RIBA’s. We then plan to use this
CPD as the basis for an education tool
for other industry sectors involved in
the automated gate industry.”

THE ISSUE OF TIMBER TREATMENT

STRAIGHT FROM THE SOURCE
HENRY PERRY AIRS HIS VIEWS ON THE MUCH DEBATED TOPIC
Over the last few years the issue of
timber treatment has been widely
debated within the media and has
been a hot topic of conversation for
industry insiders, each with their own
view on what should and shouldn’t
be happening.

is no exception. Many of his opinions
on treatments (both new and old) are
echoed across the board and are only
validated by the fact that he has been in
the business for almost forty years.

He tells us, “It is a very frustrating issue

simply because it seems as though we’re
going backwards rather than forwards.
I have worked in this industry for many
years and I am more than happy to
consider modern techniques providing
they move things on in a positive way.
What I’m finding now is that a lot the
techniques being encouraged are only
there to remove the skill out of the
process.”
We are delighted to be associated with

Henry started his career working as
an agricultural contractor in 1973.
His background is in agriculture but
after the two farmers he was working
for decided to retire, Henry was left
with an occupational space to fill and
the timing, although unfortunate, was
perfect.
He explains, “When I first started I
combined agricultural contract work
with a bit of fencing here and there.
During the summer of 1976 though
England experienced its hottest summer
on record, causing straw fires and
leaving miles upon miles of hedge
rows completely burnt out.”
From the devastation Henry and his small
team were able to secure an awful lot
of fence erecting work, so much so that
their need for agricultural contracting
work almost entirely diminished.

Now into its fourth decade of trading
Henry Perry Fencing has found the
winning formula. Henry, along with long-
term employee Nick Procter and new
appointment John Downing are bringing
in more sales, and erecting more fences
now then ever before.
“We’ll always do a good job at a fair
price. That’s our principal. I don’t care
who I’m working for they’ll get priced
the same as the next.”
One of the most substantial developments
with the issue of treated timber came
towards the end of 2004 when the
European Union decided that because of
health and safety risks and environmental
concerns, the use of the Copper Chrome
Arsenate (CCA) preservative needed
to be banned.

“When CCA usage was stopped we
were given this new and supposedly
better treatment, which in my opinion
doesn’t work as well. They altered
usage amounts on health and safety
grounds, but as far as I’m aware, I’ve
never heard of or seen anyone who
has been affected by it. If there’s no
evidence that there is a problem why
do they change it? I think that if we
as an industry want to have our voices
heard we ought to be making more
noise.”

Since the CCA ban was enforced fencers
across the country have been inundated
with problems, with many of them having
to replace or redo work that is falling
short of the usual high standards.
“To give you a good example, I recently
went to price up a job where 279 rotten
stakes needed replacing. Not only is
this problematic for us as tradesman,
but the negative effect it’s having on
the environment is massive! If you
think about it in order to sort out
these problems someone has to first
cut the stakes meaning we’re felling
more timber, and then transport it from
place to place which of course uses
more diesel.”
“We are now looking at stocking
some HC4 Classification stakes that
basically exclude the spruce, and only
use pine. These are guarantee for 16
years, but when the CCA treatment did
the same (excluded the spruce) a 40
year guarantee called a dot1 standard
(department of transport) was given.
So it does seem as though we aren’t
really progressing.”
In Henry’s view, the problems with
new preservatives occur more often in
round stakes than in sawn timber and
he credits this to the way the wood
splits when in the ground.
“The chrome is effectively a fixing agent
that holds the copper in. Now without
it, when the timber splits water seeps in
the preservative quickly leaks out.”
When asked if this was a cause for
concern Henry quickly answered, “Yes in
my view it is. I’ve always been loyal to
buy British but it’s becoming increasingly
difficult to find good quality fencing
stakes that are produced in Britain. We
buy ours now from Westbank Timber
and even though they are imported,
they’re great because the chrome is
left in tact!”
The ongoing debate on whether creosote
should be banned is another regulation
Henry is weary of; “Creosote is a damn
good preservative, there’s absolutely
nothing wrong, but the slightest hint
that something could be wrong and
that’s it, it’s banned.”
As you can probably tell Henry Perry
is certainly a man in the know. His
experience and understanding of our
contractor
industry means any critique he has on
the issue is completely justifiable.
Henry Perry Fencing is now in a position
where it can offer it’s customers the
very best timber fencing, steel security
systems, ornamental railings, electric
gates and hand-made garden pergolas,
to name but a few. In fact if it’s fencing-
related, chances are Henry and his
team can do it.
By taking on work in both the commercial
and domestic market Henry’s business

“To me it’s important that we explore
each market because I personally enjoy
the variety. At the minute I can’t keep
up with the amount of work we get
and that comes as a result of the range
of things we’ll do and of course our
reputation. I think there’s too many
business who want to run before than
can walk these days, for me above all
else it’s always been about building a
reputation.”
Henry Perry is living proof that knowledge
and hard work go along way. His feelings
on this issue of Timber Treatment are
so strong that he plans to write to the
Environmental Minister and have his
voice heard.

FEATURES IN BALI
AWARD WINNING
WATERFRONT
PROJECT
The landscaping division of Cumbria-
based stone engineers, Burlington, has
played its part in helping landscape
specialists, UPM Tilhill receive the
highest accolade possible at the annual
BALI (British Association of Landscape
Industries) awards.
Presented with the Principal Award
within BALI’s Land Renewal and
Regeneration Scheme category for
the regeneration of The Waterfront in
Barrow-in-Furness Cumbria, experts
from UPM Tilhill’s Kirkby Lonsdale
office used a number of Burlington’s
natural stone landscaping products
across both phases 1 & 2.
Involving an unused former industrial
area spread across 80 hectares, The
Waterfront Project saw the UPM Tilhill
team, working for principal contractor
Carillion, commissioned to landscape
much of the open space while making
sure the habitat of protected wildlife
species was preserved.
In delivering the overall scheme,
Burlington’s Westmorland Green random
rubble walling stone was used to not
only provide sheltered outdoor seating
areas but to be attractive features in
their own right. Additionally, Burlington
supplied paving and honed copings in the
same stone, together with a significant
quantity of decorative aggregate 15-
30mm slate mulch.
Commenting on behalf of Burlington
Stone, Landscapes Manager, John
Atkinson said: “Having only recently
landscaping

we are understandably delighted that
our landscaping materials have gone
some way in helping UPM Tilhill secure
such a revered industry accolade. The
Waterfront is a stunning landscape
achievement in its own right and it is

Whilst a major achievement of the
project was the relocation of the
formerly scattered allotments into a
modern, purpose built area with better
facilities and security, the project team
also had to landscape a business park
area and provide a high-quality working
environment with attractive public areas
and distinctive gateway fencing linking
green areas.
Special consideration also had to be
given to establishing new vegetation on
the exposed coastal location. Sand and
wind-tolerant tree and shrub species
were carefully chosen and a temporary
shelter was provided by putting up fences
and windbreak netting screens.
The BALI Awards (British Association
of Landscape Industries) are held
annually to recognise members who
have demonstrated exceptionally high
standards of professionalism and skill

forests
An expert group set up to look at
the future of forestry is a ‘fantastic
opportunity’ to fulfil the enormous
potential of all of England’s woodland.

That is the view of Stuart Goodall, Chief

Executive of ConFor, who has been
named as a member of the independent
panel, Chaired by James Jones, the
Bishop of Liverpool and established
to advise government on forestry and
woodland policy.

“The group represents a fantastic

opportunity to realise the enormous
potential of forestry,” said Stuart.
Forestry is unique: the more economic
activity, the greater environmental
benefit, and the more investment that
goes towards improving public benefits,
such as, access and biodiversity. I will
be stressing that economic viability
underpins wider sustainability.”
Around 110,000 green jobs are
supported by forestry in England and
the sector adds £4 billion per year
in added value to the economy. Yet
despite England’s rich forest heritage,
its woodland cover is among the lowest
in Europe at just eight per cent.
“Increased planting and investment
in forestry are vital for the sector and
can lead to a huge range of benefits,”
said Stuart. “There are major economic
benefits associated with England’s
forestry businesses. Many of them
are small, family-run enterprises,
which employ people in secure, full-
time jobs in rural areas with few other
large employers.”
Stuart continued: “Investment can also
help to satisfy the enormous public
appetite to enjoy our forests for a
wide range of pursuits including dog-
walking, mountain-biking, bird-watching,
hiking and horse-riding. That all needs
to be paid for and sustainable timber

“The priority has to be tackling the huge
areas of woodland that are currently not
managed: around 500,000 hectares,”
added Stuart. “Such forests provide

“Given the public backlash, sales of
the state forest are clearly off the
agenda and, therefore, it is time to look
forward and tackle the big challenges
and opportunities facing all English
forests,” he said.
Stuart concluded: “Sustainable forest
management, by definition, ticks all
the boxes, but some resources have to
be provided. If we can have a mature,
informed debate about financing forestry,
the results can benefit everyone.
Everyone loves England’s woodlands
so let’s take the opportunity offered by
this expert panel to make our forests
even better.”

required a blocker that would stop a

In 2010 Frontier Pitts took the
initiative to impact test the standard
range of roadblocker to the PAS 68
standard, as clients required a lower
energy roadblocker which would halt
a 7500kg vehicle travelling at 30mph.
This same blocker has since been impact
tested with 7500kg @ 50mph, with
remarkable results.

Scheme
As treater members of the Wood
Protection Association (WPA), Calders
& Grandidge are delighted to be part
of the steering committee formulating
the WPA Treated Wood Quality
Scheme to enhance the credentials
and expectations surrounding pressure
treated timber.
Following numerous well publicised
cases of poor or inadequately treated
timber the WPA, encouraged by
some of the leading treaters in the
UK, decided the time had come to
introduce a quality scheme similar to
those operating in other major wood
treating markets like North America
and the Nordic countries. At the WPA’s
AGM on 17 March, the Association’s
Director, Steve Young, described the
new scheme as: “setting a benchmark
to reinforce treatment standards and
enable buyers to identify treaters
that operate in line with a verifiable
quality scheme.” Ian Chalmers of
Calders & Grandidge believes that
the introduction of the WPA Quality
Scheme will enable reputable suppliers
to differentiate themselves and their
products consistently and that will
appeal to buyers looking for reassurance
that they have bought materials that are
fit for purpose. He told Fencing News
that: “It will enhance the credentials
of those companies that ‘do it right’,
but it also gives the end customer the
comfort of knowing that their timber has
not merely been treated, but has been
treated to prescribed quality standards
and procedures for specific end uses
(hazard classes).
Treating wet spruce for example,
may be a good way to get the price
down, but at the end of the day, the
treatment retained does precious little
to offer enhanced life expectancy over
an untreated counterpart. The quality
scheme will be introduced this year,
and more information on this will be
news
available from WPA shortly.
Whilst on matters WPA, at their AGM,
an update on the current creosote
situation was given. In broad terms,
the situation has not moved from
that reported in the previous edition
of Fencing News, except that a fully
detailed socio economic argument
supporting creosote has been compiled
by the WPA – with input from the key
stakeholders like major suppliers and
users. This data has been submitted
to the Health and Safety Executive
(HSE) who requested that the work be
carried out to support the arguments for
retaining creosote.. The HSE recognise
the adverse social, economic and
financial consequences should creosote
no longer be permitted for use as a
wood preservative, and as the UK’s
competent authority representing us
in Europe, the HSE and WPA is keen
to keep Europe’s decision makers fully
briefed.
Currently the decision on whether
to permit continued use of creosote
now rests with the European
Commission and a 2 month review
period commenced in February. If the
Commission cannot reach agreement
then the matter is forwarded to the
European Parliament (for a further 2
month period) for them to consider.
Commenting on this process, Ian
Chalmers said: “Whilst we do not
have a crystal ball, the perceived likely
outcome as at today is that creosote
will remain approved for use for at
least 5 years, with continued approval
thereafter dependent on a review of
research on potential alternatives”.

After Peter gave the initial presentation
on Wolman, he handed over the
microphone to colleague Dr. Alexander
Lorenz who gave more information on
how fire protection procedures should
be executed when working with timber
and Plywood.
He insisted that as a building
material timber had a number of
advantageous qualities and that it
should be discredited because of
fire-related concerns; “Timber is a
natural, renewable and outstanding
material. It is aesthetically pleasing
and combines high bending strength
with low weight. Timber is flexible
and can control heat, moisture and
noise emissions, making it the ideal
material for our industry.”
Alex went to say that timber’s only
disadvantage is its “sensitivity to fire”,
but was hopeful that this problem
could be avoided; “It is possible to
improve this situation using various
methods of protection. One solution
would be to encase wood structures
with fire-proof materials (such as
plasterboard), another would be to
invest in coating systems, but perhaps
the most efficient and effective way
would be to treat the timber with a
fire retardant product.”
“The treatment isn’t subject to hazard
labelling and it complies with all
necessary requirements,” continued
Alex. “It is also appealing because
of the way it maintains the natural
appearance of the wood and because
it prevents the accumulation of salt
on its surface.”
Wolmanit Firestop is highly effective
and proven to improve fire retardant
performance and is especially developed
for the vacuum high pressure treatment
of timer and plywood. The Firestop
gives architects a wider choice in the
fire-related timber applications.
As a fire retardant product the Firestop
improves the performance of timber
and plywood when exposed to fire.
Wolmanit Firestop treated timbers will
comply with all relevant international
fire standards (e.g. EN13501-1: class
B s2 d0), thus giving architects a

major modification to conventional

Bad Practice Threatens Industry
The mis-selling of non-compliant
treated timber for ground contact
fencing and landscaping projects is
threatening to undermine the entire
industry, says leading timber specialist
M&M Timber Limited.
Members of both the UK Professional

long time campaigner for the correct
application of sustainable Class 4 timber
treatments and shares the concerns
of other major timber suppliers who
continue to see end users being sold

Since Copper Chromated Arsenate
(CCA) treatments were banned six years
ago, many responsible timber suppliers
invested in alternative processes in
line with BS 8417 USE Classes. To
meet USE Class 4 requirements, M&M

The UK Forest Products Association
(UKFPA) has described the decision
by the Department for Environment,
Food and Rural Affairs (DEFRA)
to exclude UKFPA, the legitimate
voice of the wood processing
industry, from membership of its
new Advisory Panel which is to
consider the future of forestry and
woodland policy in England and on
the role of the Forestry Commission
in implementing policy as “an insult
to industry.”
The new panel, which is to be chaired
by the Bishop of Liverpool, will report
to Caroline Spelman MP, the Secretary
of State DEFRA in the autumn.
Tony Mitchell, UKFPA President said
“We understand that UKFPA had
been nominated for membership of
the new panel and was ready and
willing to play its part. However, the
news that we have been denied this
opportunity is hugely disappointing
and very worrying; it is another slap
in the face for the industry by the
Government.”
“This news is an insult to the forest
products sector in England; how can
a panel be expected to produce
meaningful recommendations for the
Minister if one very vital element of
the sector is not at the table? The last
thing we want is more ill-informed
comment from an unrepresentative
body. Having made such a mess
of the proposals to change the
ownership and management of the
public forest estate in England you
might expect the Government to seek
guidance from those who really know
what they are talking about. If the
membership of the Panel remains

Scottish timber traders met in Stirling
recently to learn more about the new
Illegal Timber Regulation, its implications
for the trade and environmental due
diligence systems.
The workshop featured informative
presentations from Rachel Butler, the
TTF’s Head of Sustainability and Jon
Buckrell from Chatham House, which
is responsible for outreach work on the
subject on behalf of the Department for
Environment, Food and Rural Affairs
(DEFRA). Russell Paterson of Paterson
Timber Ltd presented a case study
which described how his Company is
addressing the issue.
The audience, which comprised
members of the Scottish Timber
Trade Association and supporters of
the Scottish Timber Products Forum,
were given a comprehensive insight into
the development of the new legislation,
which aims to eliminate illegal timber
from the European market.
David Sulman, Secretary of the Scottish
Timber Trade Association said, “It
is clear that as ever, the devil is in
the detail and there remains much

detail to be addressed, including the
important issue of penalties. One of
the key questions that businesses
need to answer is whether they are
responsible for placing products on the
European market for the first time, as
an importer, in which case they will
be required to undertake a process of
environmental due diligence to prove

the requirements are considerably less
onerous and amount to maintaining
records of purchases and sales in order
to provide traceability”.

and Osmose Clearchoice. Loyalty to
the companies with whom they have
always done business is another of
North West Timber’s principles and
their 21 year relationship with Osmose
is a clear example of just that.
Whilst the full name is North West
Timber Treatments Ltd it is more often
referred to by just the first three words.
The timber merchants’ side of the
business makes up approximately 95%
of their trade with the timber treatment
operation making up 5%.
‘North West Timber is how most people
know us,’ says Roger. ‘Our business
has a split of around 75% contractors,
councils and building companies and
25% general retail. The retail side is
growing steadily year on year we are
in the process of doubling the size

Roger is optimistic with regard to not
just North West Timber’s prospects
but also the industry’s path.
‘It’s certainly hard to read the future
but it is looking a lot brighter than
it has done. In the past two years
everyone seems to have been in
turmoil over cutbacks and there are
many who have feared that we might
be heading for a second recession.
Rising fuel and energy costs are a
concern and you need to be vigilant in
controlling your overheads, but there
are a lot of positive signs out there for
companies who are prepared to grasp
opportunities. If anyone can carry on
and grow through times like this then
they will be in a strong position.’
‘The main benefit I feel we have here
is our people, our team. They really
are the key to how well we will do. We
very rarely lose people once they start
here. My own preference when taking
people on is to bring staff in that don’t
know the industry and train them in
our ways. We find that means everyone
works the same way, understanding
what we’re about, whether they are a
fork lift driver, as I was when I started
in the industry, a joiner or one of the
office team.’
‘The team I have around me is highly
ambitious and we want to keep up the
momentum of what we have achieved
so far. I have a lot of really strong,
experienced people coming through
the ranks and I am keen to make sure
we keep this winning team.’
That’s one of the reasons why North
West Timber may well expand again in
the years to come. Their main trading
area at present is in a 50 mile radius
taking in North Wales, Anglesey, the
Pennines, Kendal and Stoke but in
Roger’s words ‘there are more chimney
pots heading towards the south’. That
might give an indication of where their
future growth lies.

have been employed to provide a better

Now, ten years on, the company consists
of Alan and friend Max Trengrove (of
Trentwood Fencing), as well having
a few sub-contractors on-hand for
larger jobs.
“It works really well”, says Alan, “We
employ subcontractors when required,
avoiding unnecessary overheads in quiet
periods. That way we manage to stay
competitive.”
With 70% of Alan’s work residential
and the rest made up of commercial
and agricultural fencing – most of which
is equestrian – both him and Max find
merits in each sector and enjoy the
variety that every new job brings.
The pair are currently completing stage
2 of their NVQ in fencing alongside
Tim Drew of FACS, and are also keen
on ensuring that FSC timber is used
on each job, supplied by Bouchier,
Oxford Fencing Supplies and McVeigh
Parker.
“I tend to think this industry is really
competitive, and whatever quote you
give, somebody will always undercut
you and most customers won’t realise
that they are missing out on the quality
of workmanship. I often take a look
at jobs I haven’t got due to somebody
giving a lower estimate and I tend me be
amazed at how shoddy the work is.”

Clearly passionate about his fencing, Alan
has invested heavily in his enterprise
with the recent addition of a 3 tonne
360° digger, a post banger and various
other pieces of equipment, including a
modified concrete breaker which both
he and Max are really impressed with.
And although much of Wallis Fencing’s
work is in back gardens, they are also
prepared for the jobs on a larger scale,
such as a recent project for Neary
Construction and the National Grid
which required 3.5km of fencing to
be erected.
Alan tells me, “We find that most of
our work comes from word of mouth,
and our website serves us well, as
do the few ads we place in local
community magazines around Benson
and surrounding areas.”
Things certainly seem peachy for Alan,
as he concludes our meeting: “I love
what I do, being my own boss and
working outdoors all day (with no gym
membership required, as Max adds)
– we’re very comfortable as we are and
are currently booked up for the next
six weeks, so as long as that continues
we’ll be happy.”

High Speed threat to Woodland Trust

While one area of Government is saying
it will protect ancient woodland as
part of its review of the future of
the public forest, the Department
for Transport is openly admitting
that High Speed 2 will threaten up
to 19 ancient woods (which) could
be subject to land take.
In fact, Woodland Trust analysis shows
potential loss of a minimum of 21 ancient
woods along the proposed route for
the rail line between London and the
north of England.
Despite Government claims that hope to
lessen this loss, including translocation
and the proposed planting of up to
2 million trees, the Woodland Trust
believes that no mitigation strategy
can compensate for the impact, nor on
the further 27 ancient woodland sites
which could be directly or indirectly
affected by the track’s construction
and use, according to the plans set
out in the public consultation.
The Woodland Trust actively supports
moves towards ‘greener’ transport but
believes it needs to be efficient, of
benefit to the majority of the public and
should not sacrifice the environment’s
rarest habitats. The current route casts
doubt on the green credentials of the
overall scheme and once again, our
woods and trees are under threat.

Go Wild with BRitish Seed Houses

British Seed Houses has once again
come to the rescue of the landscaper,
with an exciting new wild flower mixture
which is as attractive to the eye as it is
to the multitude of wildlife for which it
will provide a habitat. WF17 is set to
change the misconceptions that have
grown up around these mixtures.
Wild flower areas are a popular choice
for all types of developments, from
new roads to hotels and shopping
centres. Yet developers are frequently
disappointed with their choice, seeing
the area deteriorate into a dull weedy
mess.
“Architects often imagine a wild flower
meadow to be like a herbaceous border,”

APF 2012 RETURNS TO RAGLEY ESTATE

APF 2012 will be held at Ragley
Estate, Alcester, Warwickshire on
the 13/14/15th September 2012 by
kind permission of the Marquess Of

The APF Exhibition is the UK’s largest
exhibition for the woodland, forestry,
arboriculture and fencing industries.
Presented by Confor, APF 2012 will
build on the huge success of APF
2010 at Cannock Chase when over
250 exhibitors and 16000 visitors
attended. The APF Exhibition was
previously held at Ragley Estate in

Wendy Forster formed Westwood
Timber and Fencing in August 2001.
It wasn’t the best time to be opening
up a business in the countryside, with

‘We have principles,’ says Wendy. ‘We

believe in supporting local people. We
are very loyal to that feeling. I am a
great advocate of buying produce from
local butchers, the fish man and the
vegetable market and we are the same
in business. We have stuck with our
local suppliers such as Taylormade in
County Durham and Willowcrete in
Sunderland. It’s not always about the
cheapest price.’

Colin has always lived at Tall Trees in

Dalton on Tees and previously worked
with his father and two brothers. His
father bought 3 acres here in 1962 and

a timber yard. Back then the demand
was from the National Coal Board for

Wendy is a farmer’s daughter born just
a mile and a half away. Her experience
prior to the launch of Westwood Timber
& Fencing was in landscaping having
worked as secretary for a turf company,
J & B Farnaby, near Scotch Corner.
Today’s business is far different to the
days of pit props and serving the needs
of the coal mines of the North East,
Yorkshire and Nottinghamshire.
‘When Colin’s previous partnership with
his brothers came to an end the two of
us sat at our kitchen table and decided
what to do. Up until then Colin had only
ever cut timber. We decided on going
into the fencing side of things and picked
up a lot of work with schools and local
authorities. That has continued and we
now have a wide variety of customers
including local authorities, schools,
domestic fencing and agricultural.’
What was once an 80/20 ratio of timber
sales to erecting fences has now shifted
considerably. Westwood Timber & Fencing
is now showing a split of around 70/30
to fence construction over timber sales.
The company employs a team of 10 with
two gangs out all of the time.

‘It’s the way things have happened for
us. We have become established and a
lot of our work now comes from word
of mouth. Our reputation comes as a
result of that, and carrying out the work
when it is scheduled to happen and to
an excellent standard.’
Wendy believes that the time and money
they have invested in accreditations and
training is also bearing fruit.
‘We do get a lot of school work, that’s
because we have gone down the line of
CHAS accreditation, enhanced criminal
record checks and health & safety. We
are very proud of who we are and what
we can offer. When you have spent a lot
of time, money and energy on training
and developing your team you want to
use that expertise.’
Whilst the business is also still a working
timber yard Colin tells of how their overall
work has moved further towards metal
fencing.
‘’Wood is still what we sell most of but I
would say the ratio here is more 60/40
to wood. We have certainly moved more
towards metal from when we started
10 years ago. We now put up a lot of
palisade and security mesh fencing.’
Colin and Wendy are happy with where
the business is at present, but they are
wary of what the future might hold as
Colin points out.
‘We’re doing well in this economic climate.
If we can sustain that this year then I
think we will be doing very well. We
think it’s going to be tougher. Each tender
you have to look at even harder. I don’t
think the proposed cutbacks in public
services have affected us yet.’

From bust to boom

How David Green transformed Wesson Fencing
In just two years, David Green has
turned a company in the throes of
receivership into a huge success story.
Having rescued the debt-ridden WH
Wesson Fencing from disappearing
into memory, David and his trusty
team have worked impossibly hard to
resurrect the forty year-old company
as a popular, trusted and profitable
business – despite the grim economic
climate.

Having started out sweeping garages

after leaving school and becoming a
panel-beater before trying his hand at
gardening, as well as fitting in seven
years work as catering manager at
Heathrow David saw Wesson was for
sale and decided that this was the
move he needed to make.
Set in a traditional yard tucked away off
the main road in Brookwood, Woking, and
surrounded by old timber-clad buildings
sublet to a fabricator and powder-coater,
there are plenty of comings and goings
and lots of folk popping in for a roll
of this or a panel of that. As one of

Surrey’s leading contractors, if someone
knows the recipe for how to make it
work, it’s David:
“We do everything - all kinds of fencing
and gates from acoustic, electric, razor
wire and deer fencing to bespoke gates.
We also provide tree surgery and
landscaping services – you name it,
we do it. We pride ourselves on being
approachable and friendly, and we’ll
take anything on and make a good
job of it, from the little old granny
who needs a panel replacing to major
jobs for large corporate companies, we
don’t say no to anyone.”
Some may be sniffy about David’s
attitude, but it’s exactly this that’s
got him to where he is. Regarded as
honest, straight and true to his word,
he’s also gained a lot of respect from
suppliers, associates and his staff by
being ready to muck in and willing to
work the long hours required to get
the job done. Though David isn’t one
to pretend that the job doesn’t come
without its stresses, as he tells me:
“One of more prestigious jobs we’ve done
was for Surrey & Sutton East Water,
and required 800m of razorwire, with
three rows along each part. It took us
one hour to do the first roll and there
were another 260 to go. I thought I
was in serious trouble, but we got the
hang of it soon enough and sped up
to seven minutes per roll. The finished
result was very impressive.”

Other notable jobs include 1000m of
fencing at St John the Baptist School in
Woking, which came in at a tidy £54k
worth of work. With a 50/50 division
between trade and domestic, there’s
plenty of variety for David and his team,
and all customers are equally pleased
with the quality of workmanship and
service. A huge lever arch file full of
glowing comments proves it, as does
the company’s forum on Checkatrade
with an endless list of top marks and
recommendations. In fact, the scoring is
so good that David was recently invited
to join the rather elite members panel
– which is pretty amazing considering
that just two and half years ago, nobody
would give the company any credit.
David attempts to explain how he’s done
it: “When I came on board I brought
business from a local golf club and a
few other sizeable contracts. Through
sheer determination and hard graft I
built up a reputation and word of mouth
led the way to local councils using
us, as well as schools throughout the
county. We kept all eight staff on when
we took over and my sister Linda now
helps Philippa in the office, running a
tight ship, looking after their staff and
ensuring that everyone’s happy.”
Recently opening a retail outlet at a
local garden centre, David is already
expanding his horizons, considering
changes to the layout of the site as well
as possibility of franchising or buying
another company. And though the figures
give a good indication of wealth and
prosperity, everything David earns is
ploughed back into the business.
What strikes me most is the good old
fashioned way Wesson Fencing does
business, which proves that traditional,
honest hard work is a recipe for success.
With no accounts and a system of
payment on invoice, there’s a good deal
of trust between all involved. People
ring David, whatever the problem, and
have faith in him to do a sterling job.
Open and modest, anyone who knows
the story can see he has a plenty to
brag about, but that’s not his style -
he’d rather have a laugh, a good yarn
and say it like it is. Everyone I meet
at the business is a pleasure to talk to

and clearly they all enjoy what they do
and conduct themselves professionally,
without the need for corporate stuffiness.
Off for a well-deserved jolly soon at
Brand’s Hatch, David is keen to say
thank you to his staff and supporters,
and he’s clearly a good man to work
for, though he’ll be the first to admit
that running an operation like his can
be trying at times:
“I struggle with the inch-thick tenders.
They seem full of ridiculous questions
and take hours to complete, so I’d
rather stay away from them. That
aside, another thing I’d change about
the industry is a bit more allegiance
between firms. We’re all in the same
game and trying to help each other out
but the competition seems fierce.”
Aside from the odd gripe, David seems
happy as Larry - proud of his site,
his team, his fleet, and the reputation
they’ve all worked together to build up.
It all seems to be working rather well,
as he says: “We’ve got two signwritten
Transit Tippers and a Land Rover, which
act as a massive advert for us as we’re
always busy, so our signs are regularly
seen out and about.”
Linda adds, “Most companies are quiet
around now but right through the snow
and into the Spring we’ve been working
non-stop, which is fantastic.”
Office Manager Philippa continues:
“In fact, since Dave started here we
haven’t stopped! Not like in the old
days at all.”
We all like a story that ends well, and this
is one that really impresses. At best, WH
Wesson pulled in a turnover of £360k,
and the cherry on the cake came at the
end of the last financial year when David
hit just over his target turnover of £502k.
From bust to boom in two years, he’s
got a lot to be happy about.

Nice work if you can get it...

Victoria Poolman meets Dean Larkcom of Fox Fencing to hear about his enterprise
Having been in the trade since 1990,
Dean first established Fox Fencing
four years ago, when his sons decided
that the company should be named
after their favourite possessions - their
bikes. Dean tells me:

“I always wanted to be self-employed.

I’ve done private jobs alongside my work
since the beginning and it became clear
very early on that there was better money
to be made by working for myself.”

Offering a range of gates, fencing and

outdoor furniture of all kinds, Dean
serves both the domestic and commercial
sectors, taking on jobs throughout the
South and South East.

When I visit Dean and his brother

Lee, they are completing the latest
installation on an estate in Hounslow,
the new fencing joining a large amount of
playground bow top, a full-sized sports
court, metal fencing around a bin area
and a good 100m of closeboard in
the car park. Indeed, Dean says the
majority of their work is for schools
and local councils, since the majority
of domestic work has dried up over
recent times. “Undercutting is a huge
problem” he tells me, echoing the words
of many fencers I meet these days,
“as there’s always someone to do the
job cheaper, but not necessarily to the
best standard.”
But that’s not a problem, as Fox Fencing
continues to be busy with plenty of
repeat work as well as new leads
enquiring through recommendations.
“We always deliver – we’ve never had any
negative comments about our work and
the fact that we get so many customers
returning to us again and again shows
we must be doing something right”.
And what’s the secret? “Hard work and
plenty of banter. Lots of people fail
in the early days because they aren’t
prepared to graft, but it’s all worth it
once there’s enough business to pick
and choose the jobs.”
Indeed, Dean’s had some rather good
contracts in his time, including projects at
Chelsea football club (he happens to be
a Chelsea fan) and private jobs for Gary
Linekar and Glenn Hoddle. In addition,
Fox Fencing were responsible for the
lion pen at Windsor Safari Park and
the most jammy job of all at Legoland.
He tells me, “We were installing the
zig-zag fencing for queues at the rides
but as they were preparing to open the
park, we were asked to not only test
all the rides, but to eat and drink as
much as we wanted from the bars and
restaurants. That was a rather good
two days, though perhaps we weren’t
as productive as usual.”
Not all jobs are quite so much fun,
as Dean fills me in on a recent job at
Aldermaston Weapons Enterprise, where
Health & Safety meant a six hour wait
before any work could commence: “We
now charge a waiting time because
the paperwork and regulations always
takes around half a day.”

Clearly proud of his enterprise, fencing
wasn’t always part of Dean’s master
plan. Having grown up spending much
of his time on his grandfather’s farm
in Beenham, Dean thought he might
venture into agriculture, though he
doesn’t seem too upset at his career
choice:
“There’s not a great deal of money to
be made in farming these days. I love
being outdoors and I enjoy the variety
this job brings, so it definitely beats
sitting in an office nine to five.
“I’ve got ambitions of building up to
three full-time gangs with me floating
between them, and I’d also like to get
into some house-building. I don’t want
to grow too big as I always like to keep
an eye on what’s going on to ensure
quality in all aspects of our work.”

Clearly, Dean has his priorities right.

And who knows, with a bright future
ahead and plenty of hands on deck, Fox
Fencing could pave the way towards
a nice little smallholding (with plenty
of chicken fencing!)

From bare boards to profitable profiles

Wood-Mizer has revealed the second of
four thin kerf sawmilling ideas suited to
small timber processing operations still
enduring the credit crunch; basically,
an attachment that takes them into
new, valuable markets. The latest
innovation involves an attachment to
two of its smaller mills at moderate
cost and permitting new product
opportunities.

Wood-Mizer noted the importance of

small businesses in the recovery of
Europe’s economies, having analysed
data from its dealers throughout the
continent. The data showed that as
in former economic downturns small
operations seemed to adapt to changing
circumstances better than many larger
businesses.
By trimming operating costs and
labour hours, and converting into
differing new product lines flexibility
has been notable within the company.
The numbers of Wood-Mizer owners
who abandoned wood processing and
sold their mills are few.
Wood-Mizer decided to give greater
support to small woodworking
operations in the form of a series
of new, improved timber processing
kits, each designed to produce more
‘selling’ products from less wood.
The latest innovation takes the form
of a moulder/planer attachment to the
company’s smallest mills enabling them
to further convert to saleable profiled
beams and columns. Robert Baginski,
Commercial Director, claims that by
investing another 65% over the cost of a
small LT15 band sawmill and increasing
operating time the attachment could
lead to significantly more profitable
revenues.
The MP100 moulder/planer attachment
can be added to either an LT15 or
smaller LT10. Moulding is achieved
by a spindle with four straight, knife-
shaped blades driven by a 4kW
electric motor.
Moulding depth is up to four millimetres
but a shallower (1-2mm per pass)
depth results in a smoother surface.
If required, the straight blades can
be exchanged for figuring or shaping
blades (with the maximum moulding
depth of 29mm in a few passes).
In this case production of profiled
columns or beams starts with clamping
a square beam, rigidly on the bed.
Subsequently, moulding creates both
‘male’ and female’ profiles in a few
passes.
Existing LT15 or LT10 sawmill owners
can buy the MP100 and an additional
bed segment as add-ons.

FARMER AIMS TO KEEP FENCE POST ROT AT BAY

Progressive farmer Richard Thomas
is trialling an innovative product
that claims to double fence post
life in a bid to avoid the pitfalls of
premature rot.
He has fenced a 10-acre field at
his East Midlands farm using 400
posts fitted with Postsaver protective
sleeves, which are specially designed
to keep timber preservatives in and
decay out.
Richard, who is chairman of the
Notts branch of the Country Land and
Business Association (CLA), hopes the
exercise will prove useful, particularly
as he plans to expand on the range of
conservation schemes at his 2,500-
acre farm in Blidworth.

have rotted prematurely so a low-cost
product that can help extend the life

Chris Berry talks with Kanga users Almec Fencing
No matter what job you are doing one of
the biggest frustrations is often the time it
takes. That’s why it is important to have
equipment that you can rely on.
Almec Fencing, based at Stoke on Trent,
purchased a Kanga Kid, the smallest
of the Kanga range (2 Series) two
years ago and they have been very
impressed with its ease of use and ease
of transportation. In fact they can’t fault
the machine, which they feel has helped
them immensely over the time it now
takes to complete a job.
‘We first saw it in action at a fencing
exhibition demonstration,’ says Leo
Forrester of Almec. ‘We were taken with
its affordability and found the advice
offered by their national sales manager
Stuart Coar and his team very helpful.
We were hand digging our post holes
before, but not any more. We use the
Kanga predominantly for boring round
holes for fence posts. We know we could
get far more out of it than we do, but

able to get on and use it. The beauty of
it is that it is so straightforward to use
and you don’t need a special licence to

the machine suits the vehicle it is being
carried on. Especially in today’s climate
of rising fuel prices its light weight is
good news.’
Leo also reports that although the
machine has had a great deal of usage
in the last couple of years it is still in
good condition.
‘We keep it indoors when it is not in
use and our maintenance and service
needs are always met efficiently and on-
time by Stuart and the rest of the team
at Kanga. We haven’t had a problem
with it at all and if we have needed
anything the back-up has never been
short of superb.’
So would the company go for something
bigger next time and would they stay
with Kanga?
‘We don’t need to go up to the next model
because what we have is already the
right one for us. We will look to replace
when the time is right – and when we
do I see no reason why it would not
be another Kanga Kid.’

Mid-Price Plant and Agricultural Machinery a Likely Target for Thieves
The latest figures from TRACKER,
stolen vehicle recovery specialists,
reveal that it has recovered more
than £15 million worth of plant
machinery and equipment over the
last five years. The new analysis of
its plant and machinery theft recovery
information revealed that Kubota is
the most stolen brand of plant. The
figures highlight the need for increased
security on farms, construction sites
and plant and machinery depots, as
they become increasing targets for
plant thieves.
“Our figures show that a staggering
68 per cent of all plant we recover is
done so within 24 hours of the stolen
vehicle recovery (SVR) device being
activated and 10 per cent of those
are recovered within just one hour,”
reports Stuart Chapman, a Police Liaison
Officer from TRACKER. “This is very
good news for plant owners who do
have SVR units installed. However,
many businesses are still leaving
themselves vulnerable to theft, which
is an expense and inconvenience most
could do without.”
TRACKER recovered 65 per cent of
plant worth £10-£20,000, with 22 per
cent worth less than £10,000. Just
3 per cent of recovered stolen plant
was valued over £50,000, proving that
thieves prefer to go shopping for mid-
priced plant. Kubota represented 25 per
cent of the total plant thefts recorded
by TRACKER over the past five years,
followed closely by JCB at 19 per cent
and Takeuchi at 12 per cent.

of two spectacular Dragon Boat
Challenges, which have built up an
enormous following amongst the

Challenges take place in Salford Quays,

Dragon boat racing has an ancient

are a re-enactment of a tragic event
