BAC RESOLUTION NO. 2021- 004

“A RESOLUTION RECOMMENDING THE PUNONG BARANGAY RESORTING THE METHOD OF

PROCUREMENT FROM COMPETITIVE BIDDING TO ALTERNATIVE METHOD-NEGOTIATED
PROCUREMENT: EMERGENCY CASES UNDER SECTION 53.2 OF 2016 REVISED IRR.”

WHEREAS, the Barangay Local Government Unit of Sonlon is one of the beneficiaries of DSWD
KALAHI-CIDSS PAMANA IP-CDD Disaster Response Operation Procedure (DROP) Implementation.

WHEREAS, the PAMANA IP-CDD has undergone to regular procurement process in pursuant of
implementing rules and regulations Republic Act 9184.

WHEREAS, on 08 March 2020, the President Rodrigo Duterte signed Proclamation No. 922 (Annex “B”)
declaring a state of Public Health Emergency throughout the Philippines following the local transmission
of the novel coronavirus disease. Due to the rapid increase of infection cases in the country, the
President signed Proclamation No. 929 on 16 March 2020 declaring a State of Calamity throughout the
Philippines for a period of six months or until 12 September 2020.

WHEREAS, on 16 September 2020, the President Rodrigo Duterte signed Proclamation No. 1021
declaring the Extending the period of State of Calamity throughout the Philippines due to Corona Virus
Disease 2019 declared under Proclamation No. 929, S. 2020 for the period of one (1) year, effective 12
September 2020 to 12 September 2021, unless earlier lifted or extended as circumstances may warrant.

WHEREAS, resorting of procurement methods was approved to meet the given timeline set by the
funder specifically the implementing agency under DSWD KALAHI-CIDSS PAMANA IP-CDD Disaster
Response Operation Procedure (DROP).

WHEREAS, resorting of procurement methods of Negotiated Procurement-Emergency Cases was

approved to use the Sub-project of Construction of Barangay Isolation Unit as Emergency Health
Facility.

WHEREAS, the Barangay Local Government Unit approved the recommendation of the Bids and Awards
Committee (BAC) that the resorting of procurement methods from Competitive Bidding to Alternative
Method- Negotiated Procurement: Emergency Cases under Section 53.2 of the 2016 Revised IRR for the
Subjects of Construction of Barangay Isolation Unit.

WHEREFORE, on motion by (name) duly seconded by all present be it;

RESOLVED, as it is hereby resolved “A RESOLUTION RECOMMENDING THE PUNONG BARANGAY
RESORTING THE METHOD OF PROCUREMENT FROM COMPETITIVE BIDDING TO ALTERNATIVE
METHOD- NEGOTIATED PROCUREMENT:EMERGENCY CASES UNDER SECTION 53.2 OF 2016 REVISED
IRR.”
