This three-day event is a follow through activity from the successful research
conferences organized by PUP in 2011, 2013, 2015 and 2017. With the overwhelming
response of research enthusiasts from the academe, business sectors and government
organizations, PUP felt accountable to lead once again in showcasing worthy
intellectual exploration in scholarly works in the five (5) equally significant research
program areas in higher education: Business, Computer Science, Information Systems,
and Technology (CSIST), Education, Humanities, Social Science and Communication
(HUSOCOM) and Science, Technology, Engineering and Mathematics (STEM).
The organizers shall be receiving abstract submissions until July 31, 2021 thru the
official conference email address irche2021@pup.edu.ph. Deadline of registration and
submission of full paper is on August 31, 2021. Presenters and interested participants
may visit the event Facebook page via https://www.facebook.com/irchepup/.

Biennially, the Polytechnic University of the Philippines (PUP), one of the biggest state
universities and the first polytechnic university in the country, organizes international conference
to encourage its faculty and other scholars and researchers to present their research findings and
other related papers. This multidisciplinary conference recognizes research as the primary means
to acquire new information and innovative ideas across academic fields and disciplines addressing
different challenges through proposals of sound solutions to various problems in the Philippines
and in the ASEAN region.
The International Research Conference on Higher Education (IRCHE) 2021 is a three-day activity
initiated and organized by the Polytechnic University of the Philippines endorsed by the
Commission on Higher Education (CHED) and Philippine Association of State Universities and
Colleges (PASUC).
This Conference will be held on December 13-16, 2021 via Zoom Conference Meeting, with this
year’s theme “Leveraging Cultural and Technological Diversity towards New Opportunities for
Industry 5.0”. This is a follow through activity from the successful research conferences organized
by the University in 2011, 2013, 2015 and 2017. With the overwhelming response of research
enthusiasts from the academe, business sectors and government organizations, the University felt
accountable to lead once again in showcasing worthy intellectual exploration in scholarly works.
The following are in the five (5) equally significant research program areas in higher education:

Guidelines:
1. Researches should have been conducted within 2017 to 2021.
2. Research abstract should be between 200-250 words that captures the scope, purpose,
research design, highlights of results and major conclusions. Five (5) keywords should be
provided.
3. The abstract should have the name(s) of the presenter(s), work title(s), and the
university/organization affiliation(s) of the researcher(s).
4. All abstracts must be submitted through the official conference email address,
irche2021@pup.edu.ph, on or before July 31, 2021.
5. Researchers of qualified abstracts will be notified two weeks after the abstract is received.
6. A biographical sketch of not more than 120 words of the researcher(s) should be submitted.
7. Only participants who are able to submit full papers will be considered for the Best Paper
Award.
Submission Process:
Abstract Submission
To ensure highest quality of scholarship and to meet international research standards, submitted
abstracts shall be subjected to blind peer review process.
A Review Committee shall be constituted to carefully review the papers qualified for research
presentation. The Organizing Committee, on the other hand, shall update authors on the status
of papers submitted.

2. All abstracts shall be in English. In case the abstract has quotations/phrases other than
English, an English translation should be made.
3. Abstracts should be submitted online to irche2021@pup.edu.ph on or before July 31,
2021. Offline submission is discouraged.
4. Submitted abstracts which do not conform to the guidelines will not be reviewed and
evaluated.
5. Accepted abstracts will only be included in the Programme and Book of Abstracts
upon payment of registration fee. *(There will be no refunds of paid registration fee)
Full Paper Submission
Researchers who are interested to be considered in the Best Paper Award should submit their
full manuscripts to the organizing committee of IRCHE 2021.
PUBLICATION OPPORTUNITIES
IRCHE 2021 has partnered with various universities and publishers which manages highly
reputable journals and releases scholarly research articles indexed in ACI, Scopus, and Web of
Science.
Researchers with accepted abstracts will be provided with links to these journals, together with
the author guidelines for submission.
The award was name to the father of PUP, Dr. Nemesio “Doc” E.
Prudente, an educator, political activist, and human rights
defender revered for serving as President of the Polytechnic
University of the Philippines. Doc Prudente is credited with
revitalizing public education in the Philippines by
institutionalizing much-needed changes in the state university he
led, which eventually become the largest state university. He
established the Institute of Social History (now known as
Institute for Culture and Language Studies). Doc Prudente was
that rare brand of educator and administrator who was able to
combine order with change, establishment and activism, and
reform and revolution. He was as tireless as the freshest activist in
fighting for democracy in his country, even as he led what would
eventually become, under his administration, the country’s largest
state university. He has been hailed a nationalist and visionary by
his colleagues.
In 1962, he was appointed president of the Philippine College of Commerce (PCC), a post he held
up to 1972, when Ferdinand Marcos declared martial law and Prudente went into hiding. PCC
students and friends called him Doc Prudente. He was a highly respected figure in campus. He
was a conscientious president. Side by side with his students, employees and teachers, he held
pickets and rallies demanding from government the release to the school of the land it was
standing on. He hounded Congress for a bigger PCC budget. He built structures for the PCC Main
Library, and for the engineering and mass communication colleges. He found space to hold the
graduate school and the college of hotel and restaurant management.
But best of all, Doc Prudente believed in and lived a concept of education that was activist as well
as critical. Professors as well as students would stop by his office to engage him in debate and
discussion. Under his administration, PCC became one the most active schools in the early 1970s,
where students were urged instead of prevented from joining student activities. PCC students
flocked to the student protests that ended in the First Quarter Storm of 1971.
He engaged activists in discussions ranging from economy to social science to political economy.
He discussed reform and revolution with them. He also butted heads with other brilliant debaters
like Blas Ople and Benigno Aquino Jr.
He was eventually released, then arrested again when Marcos instituted martial law in 1972. Doc
evaded arrest this time and went immediately into hiding. In the underground, he helped build
the resistance network against the dictatorship. He was one of those who helped prepare the
establishment of the National Democratic Front. He was eventually found and arrested, detained
in a number of military camps and safehouses for six years.
When the dictatorship was abolished in 1986, Doc resumed his legal activities, accepting an
appointment as president of the old PCC, now renamed Polytechnic University of the Philippines.
He held this post until he retired in 1992. He put on his administrator’s coat and put in much-
needed reforms at the state university. But his activist spirit remained alive. He once opened the
campus to scores of villagers escaping from militarization, earning him the military’s suspicion
that he was hosting communists in his campus.
He continued to publicly condemn human rights violations occurring in what was supposed to
be a newly-democratic government. For his efforts, Prudente survived two attempts on his life,
the first was in November 1987 when his lawyer was killed, and the second in June 1988, less than
a year after the first, when three of his companions were killed. Doc himself was severely wounded
in the second attempt. In 1999, or 11 years later, five policemen were convicted for the second
ambush.
Doc’s courage, passion and ideals were no secret to PUP students, and many of those who were
students during his administration vow that these qualities are “forever embedded” in them
because of his sterling example.
Doc’s writings include “The Revolutionists” and the “Quest for Justice,” sharp commentaries that
help raise awareness and give insights about the gravity of the problems besetting the Philippines.
Outstanding research papers that stand out from amongst the papers presented in the conference
will be recognized as Best Research Paper in the areas of:
• Business
• Computer Science, Information Systems, and Technology (CSIST)
• Education
• Humanities, Social Science and Communication (HUSOCOM)
• Science, Technology, Engineering and Mathematics (STEM)
Papers will be judged by the Awards Committee composed of experts in various fields based on
the following criteria:
a. Originality 30%
b. Relevance/Alignment with the Conference Theme 15%
c. Completeness of Paper 25%
d. Impact of Research findings 30%
The Best Research Paper aims to recognize and promote quality contributions to scholarly
research. The award is open to all researchers who will present a paper in any sessions at the
conference.
Mechanics
1. The paper should be an original and unpublished research results. Contents should focus
on any of the five (5) conference streams.
2. Authors of qualified research abstracts for the award will be requested to submit their
full papers for review and evaluation by conference technical working group and
identified technical experts.
3. One award will be given for each conference stream if there are at least 10 research
papers submitted/presented.
4. The winner can only be declared if he/she earned at least a total of 80 points.
5. In case two or more research papers receive equal rating, the research paper which has the
highest score in the “Impact of Research Findings” shall be recommended for the award. If
the papers are still tied, the highest score in the “Originality” will be chosen, and so on
until the Best Research Paper is determined.
