ARTICLE 1 – GENERAL
1.1 CONTRACTOR OBLIGATIONS
1.1.1 CONTRACTOR shall perform the WORK in accordance with COMPANY or its AFFILIATES,
American Petroleum Institute (API), and other International regulations, standards, specifications,
procedures or operations manuals referenced herein.
1.1.2 Only those technical standards necessary for CONTRACTOR to perform the WORK as
specified in Section IV – Scope of Work shall be deemed applicable under this Section VI –
Technical Specifications, however, this requirement shall not in any way be applied to any
statutory, regulatory, HSE and/or QA/QC requirement stated herein or included by reference
thereto.
1.1.3 Reference to any COMPANY or its AFFILIATES, API and any other international regulations,
standards, specifications, procedures or operations manuals shall always be considered as
referring to the most recent edition of the publication as of the CONTRACT EFFECTIVE DATE.
1.2 QUALITY REQUIREMENTS
1.2.1 CONTRACTOR shall prepare and submit to COMPANY for approval within seven (7) days of the
CONTRACT EFFECTIVE DATE, a comprehensive quality manual, programme and plan.
CONTRACTOR quality system, including its quality manual, programme and plan, shall be in
accordance with the requirements detailed in Article 6. CONTRACTOR shall review and revise
its programmes and plans annually.
1.3 RETENTION AND ACCESS
1.3.1 As a minimum, CONTRACTOR shall retain and make available on the DRILLING UNIT, copies of
all relevant documents referenced in this Section VI – Technical Specifications necessary to
ensure that all CONTRACTOR PERSONNEL have access to such standards, specifications and
other information required to ensure that the WORK is performed in accordance with the
CONTRACT.
ARTICLE 2 – APPLICATION OF STANDARDS AND SPECIFICATIONS
2.1 ORDER OF PRECEDENCE
2.1.1 CONTRACTOR shall perform the WORK in accordance with the standards, specifications, and
reference documents of COMPANY or its AFFILIATES, American Petroleum Institute (API), and
other international standards and specifications and their respective regulations, procedures and
operations manuals. Where appropriate standards and specifications are not defined,
CONTRACTOR shall otherwise use internationally recognised standards and specifications.
Where any ambiguity or contradiction exists between the standards and specifications, unless
explicitly stated otherwise, the following order of precedence shall prevail:
(a) COMPANY or its AFFILIATES’ Standards, Specifications and Reference Documents;
(b) American Petroleum Institute (API) Standards, Specifications and Reference Documents;
and
(c) Other International Standards and Specifications;
2.2 SHELL STANDARDS, SPECIFICATIONS AND REFERENCE DOCUMENTS
CONTRACTOR shall perform the WORK in accordance with the CONTRACT and provide the
DRILLING UNIT, CONTRACTOR ITEMS, CONTRACTOR PERSONNEL, materials, facilities and
other services specified therein as being provided by CONTRACTOR at least in accordance with
the standards of the most recent revisions on the CONTRACT EFFECTIVE DATE of the following
documents issued by COMPANY or its AFFILIATES together with such other manuals as
COMPANY may advise CONTRACTOR in writing from time to time:

3.3.4 CONTRACTOR shall have procedures and facilities for the treatment of any ailments which can
occur through accidents and the use or misuse of equipment, chemicals, gasses and the like.
CONTRACTOR shall have emergency procedures for the evacuation of all expatriate
CONTRACTOR PERSONNEL and their dependants from the COUNTRY OF OPERATION.
3.4 LIFTING AND HOISTING OPERATIONS
3.3.1 All Lifting and Hoisting operations shall be conducted in accordance with the Wells Health,
Security, Safety, Environment and Social Performance Manual WS 38.80.31.10-Gen and other
relevant standards referenced in Section VI.
3.5 ENVIRONMENT AND CONSERVATION
3.5.1 CONTRACTOR shall ensure that all CONTRACTOR PERSONNEL shall become aware of and
strictly adhere to all provisions of local statutes, regulations, COMPANY's rules, regulations and
procedures concerning the environment, conservation and the like. Failure by CONTRACTOR
PERSONNEL to strictly adhere to these requirements may result in disciplinary action including
removal from the WORKSITE in accordance with the provisions of Article 10 of Section II –
Articles of Agreement.
3.5.2 CONTRACTOR shall ensure that CONTRACTOR ITEMS are of the type which will not emit,
discharge or become a source of any waste, noise, fumes, smell or effluents which may have an
adverse effect on people, plants, animals, land, air or water located within the vicinity of the
WORKSITE in excess of that permitted by local statutes, regulations and/or COMPANY rules,
regulations and procedures.
3.5.3 Should CONTRACTOR PERSONNEL have any doubt as to rules, regulations, procedures or
practice with respect to the protection and conservation of the environment, CONTRACTOR
shall, as and when it is deemed prudent by CONTRACTOR, cease the WORK and refer the
matter to COMPANY REPRESENTATIVE for advice on any further course of action before
continuing with the WORK.
3.5.4 CONTRACTOR shall provide at the WORKSITE appropriate and proper storage, packing,
crating, vessels, containers and protective materials for CONTRACTOR ITEMS so as to ensure
that there will be no leakage, seepage, emission, spillage, or flow of any oil, lubricant, waste or
any harmful or hazardous substance causing contamination to the soil, air or water in the vicinity
of the WORKSITE.
3.5.5 CONTRACTOR ITEMS shall be free of defects, cracks or leakage which may have an adverse
effect or be harmful or detrimental to humans, animals, soil, air and water. The allowable
limitation of such effects will be as defined by the applicable laws of the COUNTRY OF
OPERATION.
3.5.6 CONTRACTOR shall ensure clean, tidy and pollution free housekeeping of the WORKSITE and
CONTRACTOR shall arrange, at its sole cost, proper garbage and waste disposal from the
WORKSITE.
3.5.7 CONTRACTOR LOCAL BASE shall conform to the statutes and regulations concerning industrial
standards, environmental protection, conservation and control on packaging, labelling and
storage prevailing in the COUNTRY OF OPERATION.
3.5.8 Should there be any detrimental effects to the environment CONTRACTOR shall take all
measures and remedial actions to rectify such effects.
3.6 HAZARDOUS AREA CLASSIFICATION
3.6.1 Hazardous areas shall be classified in accordance with the most relevant standard referred to herein
in Section VI. CONTRACTOR ITEMS located within the hazardous area shall be classified as
suitable for use in that area by a recognised classification authority or society.
3.6.2 Diesel engines are not permitted to operate in a Class I Div 1 API RP500 Hazardous Area under
any circumstances. Diesel engines may be permitted to operate in Class I Div 2 API RP500
Hazardous Area provided the following items are installed and are properly functioning:
(a) exhaust spark arrester;

ARTICLE 4 – SPECIFICATIONS AND PROCEDURES
4.1 GENERAL
4.1.1 The following specifications represent various minimum standards that are to be implemented
when performing certain components of the WORK. These specifications are not intended to be
exhaustive and are to be read and interpreted in conjunction with standards and specifications
contained and referenced in the CONTRACT.
4.2 DRILLING PROCEDURES
IADC DRILLING MANUAL
4.2.1 This manual shall be available at the WORKSITE. CONTRACTOR procedures and practices
shall be at least in accordance with this manual unless superseded by the CONTRACT or
instruction from COMPANY.
API PUBLICATIONS
4.2.2 CONTRACTOR shall adhere to all relevant API procedures including but not limited to those
listed in Article 2.
H2S PROTECTION PROCEDURES
4.2.3 H2S protection services are to be performed in accordance with COMPANY standards, H 2S
protection procedures and practices, and in accordance with CONTRACTOR's operational
procedures and quality.
PROCEDURES AND DRILLS
4.2.4 CONTRACTOR shall have available for inspection and approval by COMPANY
REPRESENTATIVE prior to the COMMENCEMENT DATE written procedures for the following
operations which shall at least be in accordance with the specifications herein:
(a) drilling (tripping, reaming, tight hole procedure, casing/tubing running, stuck-pipe);
(b) blow out preventer testing, flow checks, use of trip tanks, diverter systems;
(c) emergency procedures during adverse weather conditions;
(d) emergency procedures for gas, fire, blowout;
(e) emergency procedures for emergency actions following power and control system failure,
including rescue from height, rescue from confined space, etc;
(f) circulation losses and loss of mud returns;
(g) well killing and stripping;
(h) well kill with losses procedures;
(i) running, function test, pressure test and pulling BOP;
(j) high pressure testing up to 15,000psi;
4.2.5 CONTRACTOR shall conduct, report and record regular exercises for emergency procedures
including the following minimum requirement or more often if required by COMPANY or
legislation All deficiencies are to be noted and corrective action taken:
(a) kick-drill - once per week per shift (one pit drill or one swab drill whilst tripping)
(b) strip-drill - each crew once per well at first run in hole after set casing string.
(c) fire drill - once per week
(d) medivac drill - once every two weeks
(e) H2S drill- once every four weeks
4.3 ACCEPTANCE
GENERAL
4.4.1 Performing the WORK in accordance with the requirements and parameters specified in
COMPANY well programme shall be subject to acceptance by COMPANY.
4.4.2 CONTRACTOR shall maintain written records of the values of the parameters actually achieved
against the various requirements of the programmes and the CONTRACT. These records shall
be submitted to COMPANY for signature of COMPANY REPRESENTATIVE; such signature shall
confirm that values fulfilled requirements of the well programme. This documented, acceptance
is to be signed by COMPANY REPRESENTATIVE and will be recorded at a frequency which is
adequate for realistic control of the parameter in question, and will be a necessary element of
supporting documentation for payment of invoices as per Section IX – Administration Instructions.
WORK REQUIRING ACCEPTANCE
4.4.3 The following parts/outputs of WORK shall only be completed once the results are accepted by
COMPANY in accordance with the CONTRACT:
Well section / critical project Well section reviews and previews will be held with the
milestones. COMPANY and CONTRACTOR REPRESENTATIVES
whenever critical well sections are to be drilled.
Pressure testing Satisfactory tests performed and recorded in accordance with
BOPs/Wellhead COMPANY specifications.
Emergency response and well COMPANY and CONTRACTOR REPRESENTATIVES will
control actions approve appropriate response in emergency and well control
situations.
Location Handover Location to be left clear of garbage, waste, etc in a tidy
condition
6.6.9 All air operated CONTRACTOR ITEMS shall be supplied complete with air hose, rated to a
minimum working pressure of 150 psi and incorporate safety restraining devices on each
connection.
6.6.10 Only CONTRACTOR ITEMS with valid test and/or inspection certificates may be used for the
execution of the WORK.
6.6.11 CONTRACTOR agrees that the tests and inspections referred to are to be carried out with no
additional expense to COMPANY.
6.6.12 All data from the tests and inspections shall be recorded by CONTRACTOR and countersigned
by COMPANY or COMPANY’s designated representative.
6.6.13 All tests and inspections may be witnessed by COMPANY REPRESENTATIVE. Adequate notice
of all tests and inspections must be given in writing to COMPANY.
6.6.14 All electrical CONTRACTOR ITEMS shall have valid certificates from a COMPANY approved
THIRD PARTY certifying authority to demonstrate that such CONTRACTOR ITEMS can be used
in the area of application (Zone 1 or 2).
A1 - COMPANY Specific Notes for Specific Inspection of New and Used Drillpipe:
Hardfacing
Without prejudice to the generality of the foregoing specification the following hardfacing techniques have
been found acceptable for use on tool joints being rotated or run inside casing. Types of hard banding
other than those listed below must firstly be approved for use by the COMPANY.
Acceptable hard facing height is +1/32” to + 3/32” for all components. Hardfacing area cannot be included
in tong space. New hardbanding shall be smoothed by sanding prior to use downhole to prevent casing
wear during the break-in period.

All other hardfacing materials and application techniques must be machined such that the requirements of
the foregoing specification are satisfied.
Each item of the drill string shall be individually marked.
Bottom Hole Assembly and Other Downhole Equipment
All pins of DCs, HWDPs and X-overs for DCs shall have an API stress relief groove and all boxes a Drilco
bore-back
Threads shall be cold-rolled and provided with an anti-galling treatment.
Re-cutting is only allowed by a qualified manufacturer (API Q1 (quality system approval) authorised
manufacturer only to be used).
All bottom hole assembly components shall be fully traceable to the original manufacturer.
A2 - Hoisting Equipment and Surface Handling Tools
CONTRACTOR shall exhibit his available inspection documents and records demonstrating that full
inspection has been carried out. If not available full inspection shall be carried out to comply with
requirements listed.
Hoisting equipment and surface handling tools shall be provided with a wear resistant unique identification
number for traceability. All lifting beams shall be checked and the maximum allowed workload shall be
marked.
Note:Power swivels and similar equipment shall be additionally inspected as called for in specific
regulations issued from time to time. Highly stressed parts of similar equipment shall be inspected in the
same way as specified for hoisting equipment.
A3 - Testing of Temporary / High Pressure Pipework
Each temporary pipework component shall be indelibly identified with its service & unique identifier
traceable to its type and manufacture. Metal banding or hard stamping, using low stress stamps, where
banding is impracticable, shall include the following data:
If the data is missing then the item shall be rejected and re-certified.
All 2" and 3" quick unions to be used shall conform to Fig. 1502. Unions Fig. 602 and 1002 are not
allowed for these sizes.
Note: Where there are threaded connections in high pressure equipment, these shall only be permitted
in accordance with COMPANY specification in this Section VI – Technical Specification.
If CONTRACTOR ITEMS are removed from the DRILLING UNIT for inspection and/or repair,
CONTRACTOR shall temporarily replace such CONTRACTOR ITEMS (chicksans etc.) at
CONTRACTOR expense.
A4 - High Pressure Mud System, High Pressure Hoses
The system shall be visually and ultrasonically inspected for detection or erosion, corrosion and wear, the
results of which shall be reported in writing. Mud pump components shall be visually inspected for wear
and the results shall be recorded in PMS system. All the load bearing areas shall be MPI inspected for
cracks
Note: Specific areas shall be inspected periodically for reference and history purposes.
Hydrostatic high pressure testing up to full test pressure shall be done under safe and controlled conditions
(after wall thickness measurements, calculations and material verification).
The above mentioned inspections and hydrostatic testing shall be repeated after a service period not
exceeding two operational years, and the new test data shall be stamped on a stainless steel ring.
CONTRACTOR shall provide minimum allowable wall thicknesses calculations for all high pressure pipe
work thereby assuring full working pressure requirements are met. CONTRACTOR shall measure the
actual wall thickness through an approved, specialised THIRD PARTY provider.
High pressure hoses
For rotary drilling hoses, rotary vibrator hoses, circulating hoses, BOP hoses and Coflexip hoses, the
following requirements shall be met:
1. Visual inside (with use of boroscope) and outside inspection: the body shall show a
proper appearance with no apparent visible damage like blisters, kinks, indentations or flattening.
2. Damage and/or corrosion of the embedded steel wire layers (high pressure rotary,
vibrator and circulating hoses) or the outer and inner steel cover (BOP and Coflexip hoses) is not
acceptable. A non-compliance leads in this case to rejection of the hose.
3. BOP Control hoses shall be fire resistant in compliance with COMPANY’s Pressure
Control Manual referenced in this Section VI.
4. The hose shall be hydrostatically tested to maximum rated WP. Test pressure duration
shall not be less than ten (10) minutes. Valid factory acceptance testing (FAT) documentation shall be
available at the WORK SITE with evidence of FAT pressure of 1.5 times maximum rated WP.
5. The hose shall be provided with a stainless steel ring stamped with WP, MTP and last
test date.
6. Hoses shall be provided at both sides with properly attached safety lines or chains of
sufficient strength. This also applies to all chicksan connections.
7. The associated quick unions if used shall be of type Fig. 1502 for 2" and 3" sizes and of
type Fig. 1002 for 4" size. These couplings shall be attached on the hose in a proper way. Damage
to the coupling or displacement is not allowed.
The inspection and hydrostatic testing mentioned under 1), 2) and 3) above shall be repeated after a
service period not exceeding two operational years and the new test date shall be stamped on the
stainless steel ring.
A5 - Top Drive
Within three months prior to the COMMENCEMENT DATE, the top drive shall be inspected as per the
manufacturer’s recommended inspection and maintenance procedures for severe drilling conditions.
B. Inspection on a Periodic Basis or After Severe Operating Conditions
B1 - General
Periodic inspections under normal circumstances
These inspections shall be done on a regular basis on all equipment described above in accordance with
the requirements of B-2 below.
Drilling jars: after one hundred and fifty (150) rotary hours or after each well, whichever comes first, or
if hole conditions require so and/or severe conditions have been experienced.
Note: At the start of first well, rotary hours shall be accounted for as zero (0), subject to CONTRACTOR
supplying and COMPANY verifying latest date of inspection.
Note: Where and when inspection, after severe drilling is required, but the well has not reached total
depth, the most loaded components shall be inspected when the string is next pulled to replace a
bit if operational and safety conditions allow.
