ARTICLE 1 – GENERAL
1.1 CONTRACTOR OBLIGATIONS
1.1.1 CONTRACTOR shall perform the WORK in accordance with COMPANY or its AFFILIATES,
American Petroleum Institute (API), and other International regulations, standards, specifications,
procedures or operations manuals referenced herein.
1.1.2 Only those technical standards necessary for CONTRACTOR to perform the WORK as
specified in Section IV – Scope of Work shall be deemed applicable under this Section VI –
Technical Specifications, however, this requirement shall not in any way be applied to any
statutory, regulatory, HSE and/or QA/QC requirement stated herein or included by reference
thereto.
1.1.3 Reference to any COMPANY or its AFFILIATES, API and any other international regulations,
standards, specifications, procedures or operations manuals shall always be considered as
referring to the most recent edition of the publication as of the CONTRACT EFFECTIVE DATE.
1.2 QUALITY REQUIREMENTS
1.2.1 CONTRACTOR shall prepare and submit to COMPANY for approval within seven (7) days of the
CONTRACT EFFECTIVE DATE, a comprehensive quality manual, programme and plan.
CONTRACTOR quality system, including its quality manual, programme and plan, shall be in
accordance with the requirements detailed in Article 6. CONTRACTOR shall review and revise
its programmes and plans annually.
1.3 RETENTION AND ACCESS
1.3.1 As a minimum, CONTRACTOR shall retain and make available on the DRILLING UNIT, copies of
all relevant documents referenced in this Section VI – Technical Specifications necessary to
ensure that all CONTRACTOR PERSONNEL have access to such standards, specifications and
other information required to ensure that the WORK is performed in accordance with the
CONTRACT.
ARTICLE 2 – APPLICATION OF STANDARDS AND SPECIFICATIONS
2.1 ORDER OF PRECEDENCE
2.1.1 CONTRACTOR shall perform the WORK in accordance with the standards, specifications, and
reference documents of COMPANY or its AFFILIATES, American Petroleum Institute (API), and
other international standards and specifications and their respective regulations, procedures and
operations manuals. Where appropriate standards and specifications are not defined,
CONTRACTOR shall otherwise use internationally recognised standards and specifications.
Where any ambiguity or contradiction exists between the standards and specifications, unless
explicitly stated otherwise, the following order of precedence shall prevail:
(a) COMPANY or its AFFILIATES’ Standards, Specifications and Reference Documents;
(b) American Petroleum Institute (API) Standards, Specifications and Reference Documents;
and
(c) Other International Standards and Specifications;
2.2 SHELL STANDARDS, SPECIFICATIONS AND REFERENCE DOCUMENTS
CONTRACTOR shall perform the WORK in accordance with the CONTRACT and provide the
DRILLING UNIT, CONTRACTOR ITEMS, CONTRACTOR PERSONNEL, materials, facilities and
other services specified therein as being provided by CONTRACTOR at least in accordance with
the standards of the most recent revisions on the CONTRACT EFFECTIVE DATE of the following
documents issued by COMPANY or its AFFILIATES together with such other manuals as
COMPANY may advise CONTRACTOR in writing from time to time:

2.3 AMERICAN PETROLEUM INSTITUTE (API) STANDARDS


2.3.1 CONTRACTOR shall perform the WORK in accordance with the CONTRACT and provide the
DRILLING UNIT, CONTRACTOR ITEMS, CONTRACTOR PERSONNEL, materials, facilities and
other services specified therein as being provided by CONTRACTOR, in accordance with the
minimum standards, specifications, codes, regulations and practices detailed in the following API

ARTICLE 3 – MISCELLANEOUS STANDARDS AND SPECIFICATIONS


3.1 DOWN HOLE CONTRACTOR ITEMS
3.1.1 Excepting drillpipe and drill collars, all down hole CONTRACTOR ITEMS shall be of a minimum
acceptable standard in accordance with the latest edition of API Premium Grade RP 7G-2 for new
equipment. All down hole CONTRACTOR ITEMS shall have a unique identification number for
identification and traceability purposes. All down hole CONTRACTOR ITEMS components or
items otherwise exposed to drilling or wellbore fluids shall be designed, fabricated, utilised,
maintained and inspected in accordance with H2S sour service specifications specified in NACE
MR0175, latest revision.
3.1.2 All down hole CONTRACTOR ITEMS and any other CONTRACTOR ITEMS installed in the drill-
string shall be designed such that they are always capable of withstanding the following loads:
(a) a tensile load equal to their own weight, including that of the heaviest anticipated drilling
assembly, in mud plus an overpull of 45,000 daN; and
(b) slip crushing of pipe where the slip crushing calculations are based upon the manufacturers
recommended operational practices.
3.1.3 CONTRACTOR shall comply with COMPANY’s general inspection and other requirements for
down hole CONTRACTOR ITEMS specified in Article 6 herein, and elsewhere in the
CONTRACT. If frequent equipment failures occur, said CONTRACTOR ITEMS shall be re-
inspected at CONTRACTOR’s cost.
3.2 TESTING REQUIREMENTS
3.2.1 Pressure testing shall be carried out according to COMPANY’s Pressure Control Manual
referenced in this Section VI.
3.2.2 Except as otherwise provided in the CONTRACT, where CONTRACTOR ITEMS require pressure
testing, the test pressure shall be applied for fifteen (15) minutes, and the acceptable pressure
drop over this period shall not be greater than ten per cent (10%) of the initial pressure, provided
that the pressure remains constant for the next ten (10) minutes (i.e. a twenty-five (25) minute
pressure test).
Casing, Wellhead and BOP Equipment Tests
3.2.3 All Casing, Wellhead and BOP equipment tests shall be carried out in accordance with
COMPANY’s Pressure Control Manual referenced in this Section VI.
Material Test Requirements
3.2.4 CONTRACTOR shall ensure that materials for incorporation in the well have passed the required
quality tests.
Formation Strength Test
3.2.5 A formation strength test or "Leak Off Test" will be performed as per COMPANY drilling
programme. (Refer to COMPANY’s Pressure Control Manual referenced in this Section VI for
further details).
3.3 EMERGENCY PROCEDURES
3.3.1 CONTRACTOR shall develop contingency plans and emergency procedures for its operations
and for CONTRACTOR PERSONNEL in accordance with the Shell International publication
"Guidelines for Contingency Plans".
3.3.2 Fire/gas detection systems shall be installed in CONTRACTOR ITEMS integrated with the
DRILLING UNIT alarm system (an alarm shall trigger a warning bell/light in the unit and fire/gas in
the unit shall trigger the alarms).
3.3.3 CONTRACTOR shall prepare emergency procedures compatible with COMPANY's emergency
procedures which shall include evacuation to the indicated emergency location muster points.
These emergency procedures shall be given to COMPANY for approval not later than two (2)
weeks before spudding.

3.3.4 CONTRACTOR shall have procedures and facilities for the treatment of any ailments which can
occur through accidents and the use or misuse of equipment, chemicals, gasses and the like.
CONTRACTOR shall have emergency procedures for the evacuation of all expatriate
CONTRACTOR PERSONNEL and their dependants from the COUNTRY OF OPERATION.
3.4 LIFTING AND HOISTING OPERATIONS
3.3.1 All Lifting and Hoisting operations shall be conducted in accordance with the Wells Health,
Security, Safety, Environment and Social Performance Manual WS 38.80.31.10-Gen and other
relevant standards referenced in Section VI.
3.5 ENVIRONMENT AND CONSERVATION
3.5.1 CONTRACTOR shall ensure that all CONTRACTOR PERSONNEL shall become aware of and
strictly adhere to all provisions of local statutes, regulations, COMPANY's rules, regulations and
procedures concerning the environment, conservation and the like. Failure by CONTRACTOR
PERSONNEL to strictly adhere to these requirements may result in disciplinary action including
removal from the WORKSITE in accordance with the provisions of Article 10 of Section II –
Articles of Agreement.
3.5.2 CONTRACTOR shall ensure that CONTRACTOR ITEMS are of the type which will not emit,
discharge or become a source of any waste, noise, fumes, smell or effluents which may have an
adverse effect on people, plants, animals, land, air or water located within the vicinity of the
WORKSITE in excess of that permitted by local statutes, regulations and/or COMPANY rules,
regulations and procedures.
3.5.3 Should CONTRACTOR PERSONNEL have any doubt as to rules, regulations, procedures or
practice with respect to the protection and conservation of the environment, CONTRACTOR
shall, as and when it is deemed prudent by CONTRACTOR, cease the WORK and refer the
matter to COMPANY REPRESENTATIVE for advice on any further course of action before
continuing with the WORK.
3.5.4 CONTRACTOR shall provide at the WORKSITE appropriate and proper storage, packing,
crating, vessels, containers and protective materials for CONTRACTOR ITEMS so as to ensure
that there will be no leakage, seepage, emission, spillage, or flow of any oil, lubricant, waste or
any harmful or hazardous substance causing contamination to the soil, air or water in the vicinity
of the WORKSITE.
3.5.5 CONTRACTOR ITEMS shall be free of defects, cracks or leakage which may have an adverse
effect or be harmful or detrimental to humans, animals, soil, air and water. The allowable
limitation of such effects will be as defined by the applicable laws of the COUNTRY OF
OPERATION.
3.5.6 CONTRACTOR shall ensure clean, tidy and pollution free housekeeping of the WORKSITE and
CONTRACTOR shall arrange, at its sole cost, proper garbage and waste disposal from the
WORKSITE.
3.5.7 CONTRACTOR LOCAL BASE shall conform to the statutes and regulations concerning industrial
standards, environmental protection, conservation and control on packaging, labelling and
storage prevailing in the COUNTRY OF OPERATION.
3.5.8 Should there be any detrimental effects to the environment CONTRACTOR shall take all
measures and remedial actions to rectify such effects.
3.6 HAZARDOUS AREA CLASSIFICATION
3.6.1 Hazardous areas shall be classified in accordance with the most relevant standard referred to herein
in Section VI. CONTRACTOR ITEMS located within the hazardous area shall be classified as
suitable for use in that area by a recognised classification authority or society.
3.6.2 Diesel engines are not permitted to operate in a Class I Div 1 API RP500 Hazardous Area under
any circumstances. Diesel engines may be permitted to operate in Class I Div 2 API RP500
Hazardous Area provided the following items are installed and are properly functioning:
(a) exhaust spark arrester;

(b) inlet overspeed shutdown valve (automatic);


(c) sealed crankcase;
(d) crankcase breather flame trap;
(e) automatic remote shut off device on the air-inlet; Rig Savers
(f) low oil pressure shut down device;
(g) fuel shutdown valve (mechanical and automatic); and
(h) anti-static fan drive belt.
3.7 MATERIAL SUPPLY AND HANDLING
3.7.1 Any materials provided shall comply with relevant standards and specifications. Technical data
sheets including safe handling recommendations (SHOC) are to be provided for all products
delivered. Potable water is to be in accordance with World Health Organisation standards.
3.7.2 Palletised chemicals shall be delivered in jungle boxes and shrink wrapped on pallets. Cement,
barites and bentonite shall be supplied in bulk.
3.7.3 CONTRACTOR shall provide material safety data sheets for all chemicals provided under the
CONTRACT, detailing the properties and hazards of the substance, the precautions needed
during handling and first aid measures in the event of spillage or skin contact.
3.7.4 All hazardous chemicals shall be transported and stored in containers. All chemicals and
chemical containers shall be handled and disposed of in accordance with the safety and
environmental standards contained in COMPANY HSE manual and the material safety data
sheets. All material safety data sheets for all chemicals provided at the WORKSITE shall be
supplied to the medic or doctor at the WORKSITE along with information on antidotes and first
aid treatment.
3.7.5 All CONTRACTOR PERSONNEL who handle chemicals shall be provided with adequate
protective clothing, footwear, and equipment, which as a minimum shall include protective
clothing, boots, gloves, masks or breathing apparatus, eye baths and showers, goggles, aprons
and be instructed in the use of said items.
3.8 CHICKSANS, TEMPORARY PIPEWORK AND QUICK UNIONS
3.8.1 Chicksans / temporary pipework and lines used for potential high pressure applications shall be
snubbed and anchored. Chicksan / temporary pipework hoses shall not be used for operations
where reciprocation under pressure is required.
3.8.2 All such equipment of 2'' diameter and above, which is used for service above 2000 psi, shall
have unions of welded or integral construction. The use of equipment with metal to metal seals is
recommended.
2" and 3" Fig. 602, 1002 and 1502 quick unions (WECO® Unions) have inherent in their design a
near compatibility of different threads and fit of nut over male stub which is a recognised safety
hazard. COMPANY's standard for this equipment is therefore exclusively 2" and 3" Fig.  1502
regardless of service pressure. No other 2" or 3" Weco unions shall be permitted at the
WORKSITE (this excludes bigger Weco unions on the mud hose and special well testing
equipment).
3.9 TRANSPORTATION SAFE DRIVING AND VEHICLE SAFETY STANDARDS
3.9.1 CONTRACTOR PERSONNEL shall, as a minimum, conform to Shell Group Standard EP2005-
0261-ST – Road Transportation HSE whilst conducting road transportation operations in
connection with the WORK.
3.10 SAFETY MANAGEMENT SYSTEM
3.10.1 CONTRACTOR shall prepare as part of an overall safety management system, an HSE case for
the DRILLING UNIT and its operations. This will require CONTRACTOR to:
(a) build on existing safety management systems;

(b) describe how safety is managed;


(c) identify and describe hazards in DRILLING UNIT operations;
(d) define the operational "envelope";
(e) demonstrate implementation of latest equipment safety alerts for the relevant tools in use;
and
(f) maintain a proper register of equipment failures and incidents and the implementation of the
relevant learnings to prevent reoccurrence.
3.11 WELL CONTROL STANDARDS
3.11.1 CONTRACTOR shall utilise well control procedures as per its well control manual and as per
COMPANY’s well control manuals. Any conflicts between these documents shall be resolved
and the resolution documented in the safety case bridging document as described in Section  V
– Health, Safety, Security and Environment.
3.11.1 Two copies of COMPANY’s Pressure Control Manual referenced in this Section VI are to be on
the DRILLING UNIT and referred to for supplementary information and procedures guidance.
3.11.2 CONTRACTOR shall install, operate and test the blow out prevention equipment at least in
accordance with COMPANY's Pressure Control Manual referenced in this Section, unless
otherwise instructed in writing by COMPANY.
3.11.3 All wellhead connections, valves and fittings subject to pressures above 2000 psi shall be
flanged, clamped or welded. Although screwed line pipe is covered by an API code up to
5000 psi, past experienced of failures due to corrosion, fatigue and other factors, has resulted in
the Shell Group recommendation that they should not be used in applications above 2000 psi.
3.11.4 All well control equipment shall be maintained with original manufacturer’s genuine (OEM) or
approved spares and shall be operated, maintained and tested in accordance with manufacturer’s
recommended procedures. Major repairs and overhaul on well control equipment shall be
performed either by the original manufacturer (OEM) or an alternative provider but then only
when approved by the original manufacturer (OEM).
3.12 SUPPLY
Any materials provided shall comply with relevant standards and SPECIFICATIONS. Technical
data sheets including safe handling recommendations (SHOC) are to be provided for all products
delivered. Palletised chemicals shall be delivered shrink wrapped on pallets. Cement, barites
and bentonite shall be supplied in bulk and / or “big bags”.
Potable water is to be in accordance with World Health Organisation standards.
3.13 PRE-HIRE INSPECTION AND SURVEY
A pre-hire inspection and survey will be carried out by COMPANY and/or an independent
contractor.
CONTRACTOR shall make available suitable opportunity and provide assistance as required to
facilitate such inspection/survey.
Prior to COMMENCEMENT DATE, CONTRACTOR ITEMS and equipment, specifically the
DRILLING UNIT, shall have satisfied the requirements of COMPANY's pre-hire survey, test
PROGRAMME AND SAFETY AUDIT.
3.14 IT CONTROL & AUTOMATION SYSTEMS SECURITY & PROTECTION STANDARDS
All network connected and stand-alone systems (such as but not limited to SCADA, PLC’s, DCS,
electrical controls, data collectors etc.) shall comply with Shell DEP 32.01.23.17 PROCESS
CONTROL DOMAIN – SECURITY REQUIREMENTS FOR VENDORS.

Implemented security measures shall be sustained. CONTRACTOR GROUP shall include


detailed information how systems are to be maintained after delivery and handover.
This shall include compliance testing for all critical Microsoft or other software security updates
prior to installation on vendor systems as required per DEP.

All software updates / upgrades to be managed through the ‘Management Of Change’ process.
ARTICLE 4 – SPECIFICATIONS AND PROCEDURES
4.1 GENERAL
4.1.1 The following specifications represent various minimum standards that are to be implemented
when performing certain components of the WORK. These specifications are not intended to be
exhaustive and are to be read and interpreted in conjunction with standards and specifications
contained and referenced in the CONTRACT.
4.2 DRILLING PROCEDURES
IADC DRILLING MANUAL
4.2.1 This manual shall be available at the WORKSITE. CONTRACTOR procedures and practices
shall be at least in accordance with this manual unless superseded by the CONTRACT or
instruction from COMPANY.
API PUBLICATIONS
4.2.2 CONTRACTOR shall adhere to all relevant API procedures including but not limited to those
listed in Article 2.
H2S PROTECTION PROCEDURES
4.2.3 H2S protection services are to be performed in accordance with COMPANY standards, H 2S
protection procedures and practices, and in accordance with CONTRACTOR's operational
procedures and quality.
PROCEDURES AND DRILLS
4.2.4 CONTRACTOR shall have available for inspection and approval by COMPANY
REPRESENTATIVE prior to the COMMENCEMENT DATE written procedures for the following
operations which shall at least be in accordance with the specifications herein:
(a) drilling (tripping, reaming, tight hole procedure, casing/tubing running, stuck-pipe);
(b) blow out preventer testing, flow checks, use of trip tanks, diverter systems;
(c) emergency procedures during adverse weather conditions;
(d) emergency procedures for gas, fire, blowout;
(e) emergency procedures for emergency actions following power and control system failure,
including rescue from height, rescue from confined space, etc;
(f) circulation losses and loss of mud returns;
(g) well killing and stripping;
(h) well kill with losses procedures;
(i) running, function test, pressure test and pulling BOP;
(j) high pressure testing up to 15,000psi;

4.2.5 CONTRACTOR shall conduct, report and record regular exercises for emergency procedures
including the following minimum requirement or more often if required by COMPANY or
legislation All deficiencies are to be noted and corrective action taken:
(a) kick-drill - once per week per shift (one pit drill or one swab drill whilst tripping)
(b) strip-drill - each crew once per well at first run in hole after set casing string.
(c) fire drill - once per week
(d) medivac drill - once every two weeks
(e) H2S drill- once every four weeks
4.3 ACCEPTANCE
GENERAL
4.4.1 Performing the WORK in accordance with the requirements and parameters specified in
COMPANY well programme shall be subject to acceptance by COMPANY.
4.4.2 CONTRACTOR shall maintain written records of the values of the parameters actually achieved
against the various requirements of the programmes and the CONTRACT. These records shall
be submitted to COMPANY for signature of COMPANY REPRESENTATIVE; such signature shall
confirm that values fulfilled requirements of the well programme. This documented, acceptance
is to be signed by COMPANY REPRESENTATIVE and will be recorded at a frequency which is
adequate for realistic control of the parameter in question, and will be a necessary element of
supporting documentation for payment of invoices as per Section IX – Administration Instructions.

ARTICLE 6 – QUALITY MANAGEMENT


6.1 QUALITY SYSTEM
6.1.1 CONTRACTOR warrants that a quality system has been established, documented, and
implemented as provided for herein. The quality system shall include a quality manual,
programme and plan as generally detailed in Articles 6.2 through 6.6.
6.1.2 The quality system shall detail the organisation structure, responsibilities, accountability,
activities, processes, and resources, which together provide organised procedures and methods
of implementing a quality system that ensures that the WORK conforms to the requirements of
the CONTRACT. The system shall be structured so to be able to establish meaningful
performance indicators, measure performance, identify areas of non-conformance, provide
feedback on non-conformance and initiate action necessary to avoid subsequent repetition.
6.1.3 COMPANY’s preferred standard is ISO 9001 – 2000, (for this application the word 'product' is
replaced by 'service'), however, the implementation of ISO 9001 – 2000is not mandatory and
alternative quality systems are permissible.

6.2 QUALITY SYSTEM ELEMENTS


6.2.1 As a minimum, the elements which are to be addressed in CONTRACTOR’s quality system are
as follows:
(a) Management and organisation structure and the process that ensures sufficient
CONTRACTOR PERSONNEL to efficiently perform the WORK.
(b) Process that ensures CONTRACTOR PERSONNEL have the qualifications and training
essential to ensure compliance with CONTRACT requirements.
(c) Procedures that ensure the identification of CONTRACTOR ITEMS and materials
requirements that ensure efficient utilisation of the resources required to respond to
COMPANY requirements.
(d) Process for operations planning. Particularly in the areas of mobilisation,
demobilisation, logistics, transportation of CONTRACTOR ITEMS and materials and
adherence to COMPANY provided programmes.
(e) Process to plan and monitor adherence to COMPANY and CONTRACTOR procedures,
instructions and drawings.
(f) Procedures for control of documentation related to and required by the CONTRACT.
(g) Process for implementing design and change control with respect to COMPANY
specifications.
(h) Procurement control and materials management procedures with respect to
CONTRACTOR ITEMS and materials required for the performance of the CONTRACT.
(i) Process that ensure that SUBCONTRACTORS are aware of and comply with
COMPANY directives, standards and specifications.
(j) Procedures for handling, storage and shipping of CONTRACTOR ITEMS and materials.
(k) Process for managing COMPANY inspection, testing and calibration requirements.
(l) Process for ensuring the compilation and provision of reports, documents, test charts,
procedures, etc. as required in the CONTRACT.
(m) Process for the identification of areas of high operational risk inclusive of HSE related
issues and the development of procedures for management of such risk.
(n) Process for identifying operational non-conformance and implementing and corrective
action. (see section 2.11)
(o) Process for ensuring the continued quality of CONTRACTOR ITEMS and materials
through a preventative maintenance, testing and calibration system.
(p) Performance indicators utilised and the methodology employed to manage the quality
system including a list of the quality records and audits that are maintained to produce
pertinent performance data.
6.3 QUALITY MANUAL
CONTRACTOR shall provide a Quality Manual, which shall specify CONTRACTOR general
quality policies, procedures and practices including CONTRACTOR quality mission, vision and
objectives. CONTRACTOR Quality Manual shall demonstrate the process by which
CONTRACTOR ensures that this mission, vision and objectives is understood, implemented and
maintained at all levels in the organisation.
6.4 QUALITY PROGRAMME
CONTRACTOR shall provide a quality programme, within seven (7) days of the CONTRACT
EFFECTIVE DATE, which shall be a documented set of activities, resources and events serving
to implement CONTRACTOR quality system.

6.5 QUALITY PLAN


6.5.1 CONTRACTOR shall provide a quality plan that is derived from the quality programme, detailing
the specific quality practices, resources and activities relevant to the CONTRACT. In addition to
the minimum requirements specified in Article 6.2 herein, CONTRACTOR quality plan shall
include specific plans for each of CONTRACTOR ITEMS specified in Section IV – Scope of Work
that shall include comprehensive details of the following:
(a) Quality requirements including details of testing, inspection and calibration required for
CONTRACTOR ITEMS prior to being utilised in the performance of the WORK.
(b) Quality requirements for ongoing testing, inspection and calibration for CONTRACTOR
ITEMS required to fulfil CONTRACTOR obligations with respect to COMPANY drilling
equipment inspection manual.
(c) Inspection, preventative maintenance and calibration programme that includes all
relevant CONTRACTOR ITEMS.
(d) Performance monitoring for each of CONTRACTOR ITEMS including performance
indicators for quality performance, data measured, method of gathering and analysing
data, and corrective actions taken in the event of non-conformance to benchmarks.
6.6 INSPECTION, PREVENTATIVE MAINTENANCE AND CALIBRATION PROGRAMME
6.6.1 Pursuant to Article 6.5, CONTRACTOR shall have an inspection, preventative maintenance and
calibration programme which ensures that all relevant CONTRACTOR ITEMS provided with the
DRILLING UNIT are inspected, maintained and calibrated in accordance with the requirements
for each CONTRACTOR ITEM. CONTRACTOR programme shall incorporate the requirements
of Articles 6.6.2 and 6.6.3.
6.6.2 CONTRACTOR shall ensure that all down hole CONTRACTOR ITEMS and its associated
handling equipment used in performance of the WORK including but not limited to swivels,
kellies, kelly cocks, saver subs, drill pipe, substitutes, drill collars, stabilisers and tools are
inspected as provided for in Article 6.5.
6.6.3 All certification and inspection documentation, including manufacturer's certification, design and
material specification certification, shall be made available to COMPANY at the CONTRACT
EFFECTIVE DATE. Subsequent re-certification documentation and inspection reports shall be
made available within two (2) weeks of the issuance of such documents .
6.6.4 Under no circumstances shall CONTRACTOR ITEMS be provided or used in the performance of
the WORK for which the manufacturer's certification, design and material specification
certification are absent or expired.
6.6.5 All instruments, including gauges, meters and recorders, provided by CONTRACTOR under the
CONTRACT shall be recalibrated in accordance with CONTRACTOR inspection, preventative
maintenance and calibration programme. The calibration tests will be verified by COMPANY and
details of the test recorded. All instruments shall be calibrated prior to delivery to the WORKSITE
whenever practicable.
6.6.6 COMPANY reserves the right to audit CONTRACTOR quality system (quality manual,
programme and plan) at the CONTRACT EFFECTIVE DATE and regularly thereafter to confirm
that CONTRACTOR obligations regarding quality are being implemented and continuously
improved.
6.6.7 All cranes and associated lifting slings and shackles must be inspected on a six monthly basis
and be identified as to validity in a clear manner. Copies of all test certificates and inspection
records must be available at CONTRACTOR LOCAL BASE for audit at any time. CONTRACTOR
will comply with COMPANY colour coding system for lifting equipment inspection and testing. All
lifting equipment shall have valid certificates from a COMPANY approved THIRD PARTY
certifying authority.
6.6.8 All CONTRACTOR ITEMS that experience stress in service (e.g. winches, chains, pulleys etc)
shall be included in the test and inspection programme.

6.6.9 All air operated CONTRACTOR ITEMS shall be supplied complete with air hose, rated to a
minimum working pressure of 150 psi and incorporate safety restraining devices on each
connection.
6.6.10 Only CONTRACTOR ITEMS with valid test and/or inspection certificates may be used for the
execution of the WORK.
6.6.11 CONTRACTOR agrees that the tests and inspections referred to are to be carried out with no
additional expense to COMPANY.
6.6.12 All data from the tests and inspections shall be recorded by CONTRACTOR and countersigned
by COMPANY or COMPANY’s designated representative.
6.6.13 All tests and inspections may be witnessed by COMPANY REPRESENTATIVE. Adequate notice
of all tests and inspections must be given in writing to COMPANY.
6.6.14 All electrical CONTRACTOR ITEMS shall have valid certificates from a COMPANY approved
THIRD PARTY certifying authority to demonstrate that such CONTRACTOR ITEMS can be used
in the area of application (Zone 1 or 2).

APPENDIX 1 – INSPECTION REQUIREMENTS FOR DRILLING EQUIPMENT AND TOOLS


CONTRACTOR shall carry out the inspections using an independent inspection company, recognised by
COMPANY. CONTRACTOR shall reject all defective and non-premium drillstring equipment and take the
necessary measures for other equipment.
A. Inspection before starting first well, or bringing in to use new equipment.
B. Inspection on a periodic basis (additional inspections will be required after severe operating
conditions. Such inspections shall be carried out after consultation with COMPANY).

A1 - COMPANY Specific Notes for Specific Inspection of New and Used Drillpipe:
Hardfacing
Without prejudice to the generality of the foregoing specification the following hardfacing techniques have
been found acceptable for use on tool joints being rotated or run inside casing. Types of hard banding
other than those listed below must firstly be approved for use by the COMPANY.
Acceptable hard facing height is +1/32” to + 3/32” for all components. Hardfacing area cannot be included
in tong space. New hardbanding shall be smoothed by sanding prior to use downhole to prevent casing
wear during the break-in period.

Bottom Hole Assembly and Other Downhole Equipment
All pins of DCs, HWDPs and X-overs for DCs shall have an API stress relief groove and all boxes a Drilco
bore-back
Threads shall be cold-rolled and provided with an anti-galling treatment.
Re-cutting is only allowed by a qualified manufacturer (API Q1 (quality system approval) authorised
manufacturer only to be used).
All bottom hole assembly components shall be fully traceable to the original manufacturer.
A2 - Hoisting Equipment and Surface Handling Tools
CONTRACTOR shall exhibit his available inspection documents and records demonstrating that full
inspection has been carried out. If not available full inspection shall be carried out to comply with
requirements listed.
Hoisting equipment and surface handling tools shall be provided with a wear resistant unique identification
number for traceability. All lifting beams shall be checked and the maximum allowed workload shall be
marked.
Note:Power swivels and similar equipment shall be additionally inspected as called for in specific
regulations issued from time to time. Highly stressed parts of similar equipment shall be inspected in the
same way as specified for hoisting equipment.
A3 - Testing of Temporary / High Pressure Pipework
Each temporary pipework component shall be indelibly identified with its service & unique identifier
traceable to its type and manufacture. Metal banding or hard stamping, using low stress stamps, where
banding is impracticable, shall include the following data:

The band shall be fitted such that it floats on the pipe and cutting is the only means of removal.

If the data is missing then the item shall be rejected and re-certified.
All 2" and 3" quick unions to be used shall conform to Fig. 1502. Unions Fig. 602 and 1002 are not
allowed for these sizes.
Note: Where there are threaded connections in high pressure equipment, these shall only be permitted
in accordance with COMPANY specification in this Section VI – Technical Specification.
If CONTRACTOR ITEMS are removed from the DRILLING UNIT for inspection and/or repair,
CONTRACTOR shall temporarily replace such CONTRACTOR ITEMS (chicksans etc.) at
CONTRACTOR expense.
A4 - High Pressure Mud System, High Pressure Hoses
The system shall be visually and ultrasonically inspected for detection or erosion, corrosion and wear, the
results of which shall be reported in writing. Mud pump components shall be visually inspected for wear
and the results shall be recorded in PMS system. All the load bearing areas shall be MPI inspected for
cracks
Note: Specific areas shall be inspected periodically for reference and history purposes.
Hydrostatic high pressure testing up to full test pressure shall be done under safe and controlled conditions
(after wall thickness measurements, calculations and material verification).
The above mentioned inspections and hydrostatic testing shall be repeated after a service period not
exceeding two operational years, and the new test data shall be stamped on a stainless steel ring.
CONTRACTOR shall provide minimum allowable wall thicknesses calculations for all high pressure pipe
work thereby assuring full working pressure requirements are met. CONTRACTOR shall measure the
actual wall thickness through an approved, specialised THIRD PARTY provider.
High pressure hoses
For rotary drilling hoses, rotary vibrator hoses, circulating hoses, BOP hoses and Coflexip hoses, the
following requirements shall be met:
1. Visual inside (with use of boroscope) and outside inspection: the body shall show a
proper appearance with no apparent visible damage like blisters, kinks, indentations or flattening.
2. Damage and/or corrosion of the embedded steel wire layers (high pressure rotary,
vibrator and circulating hoses) or the outer and inner steel cover (BOP and Coflexip hoses) is not
acceptable. A non-compliance leads in this case to rejection of the hose.
3. BOP Control hoses shall be fire resistant in compliance with COMPANY’s Pressure
Control Manual referenced in this Section VI.
4. The hose shall be hydrostatically tested to maximum rated WP. Test pressure duration
shall not be less than ten (10) minutes. Valid factory acceptance testing (FAT) documentation shall be
available at the WORK SITE with evidence of FAT pressure of 1.5 times maximum rated WP.
5. The hose shall be provided with a stainless steel ring stamped with WP, MTP and last
test date.
6. Hoses shall be provided at both sides with properly attached safety lines or chains of
sufficient strength. This also applies to all chicksan connections.
7. The associated quick unions if used shall be of type Fig. 1502 for 2" and 3" sizes and of
type Fig. 1002 for 4" size. These couplings shall be attached on the hose in a proper way. Damage
to the coupling or displacement is not allowed.

The inspection and hydrostatic testing mentioned under 1), 2) and 3) above shall be repeated after a
service period not exceeding two operational years and the new test date shall be stamped on the
stainless steel ring.

A5 - Top Drive
Within three months prior to the COMMENCEMENT DATE, the top drive shall be inspected as per the
manufacturer’s recommended inspection and maintenance procedures for severe drilling conditions.
B. Inspection on a Periodic Basis or After Severe Operating Conditions
B1 - General
Periodic inspections under normal circumstances
These inspections shall be done on a regular basis on all equipment described above in accordance with
the requirements of B-2 below.

Periodic inspections under severe operating conditions


Under special circumstances occurring during operations inspections shall be carried out on a more
frequent basis.
During severe operating conditions critical loads on drillstem and/or hoisting equipment may be
experienced.
Severe Operating Conditions
1. Severe yield strength loads.
During pulling on stuck pipe up to eighty per cent (80%) of the yield strength, jarring on stuck pipe.
2. Severe fatigue loads.
(a) impact loads e.g. intensive jarring for around twelve (12) hours;
(b) torques higher than eighty per cent (80%) of maximum torque;
(c) vibrations of the rotating drillstring for more than three hundred (300) hours (e.g. while
drilling in hard formation);
(d) after drillstring failures. Other defective string parts can cause failures;
(e) Doglegs greater than one (1) degree/thirty (30) feet during deviated drilling for more than
three hundred (300) hours.
In severe operating conditions, COMPANY shall be consulted to decide if inspection shall be
conducted immediately after completing the particular operation (when operational safe well
conditions exist). Depending on the severity of the encountered operational conditions COMPANY
shall approve the type of "non-routine" inspection to be carried out.
B2 - Drillpipe and Bottom Hole Assembly Parts
Drillpipe inspection on a periodic basis or after severe operating conditions shall be in accordance with
industry standard & specifications as included in this Section VI. COMPANY preferred inspection
frequency for drillpipe, BHA, drill collars and drilling jars is as follows:
 Drillpipe – normal service conditions: after fifteen hundred (1500) rotary hours or six (6) months of
regular use, whichever comes first.
 Drillpipe – severe service conditions: after one thousand (1000) rotary hours or six (6) months of
regular use, whichever comes first, or if hole conditions require so and/or severe vibrations have been
experienced.
 HWDP, drill collars and BHA parts: after three hundred (300) rotary hours or after each well,
whichever comes first. Consider three hundred (300) rotating hours for normal and one hundred and
fifty (150) for severe conditions.

 Drilling jars: after one hundred and fifty (150) rotary hours or after each well, whichever comes first, or
if hole conditions require so and/or severe conditions have been experienced.
Note: At the start of first well, rotary hours shall be accounted for as zero (0), subject to CONTRACTOR
supplying and COMPANY verifying latest date of inspection.
Note: Where and when inspection, after severe drilling is required, but the well has not reached total
depth, the most loaded components shall be inspected when the string is next pulled to replace a
bit if operational and safety conditions allow.

B3 - Hoisting Equipment and Surface Handling Tools


Top Drive threads and shaft (or as specifically specified) shall be inspected (MPI wet) every half ( 1/2) year
of operation.
During severe operating conditions critical loads on drillstem and/or hoisting equipment may be
experienced. The most critical loaded components shall be inspected, provided that operational and
safety conditions allow.
B4 - High Pressure Mud System and High Pressure Hoses
High Pressure Mud System
Standard and mudlines etc. - inspection intervals of two (2) years
High Pressure Hoses
HP hoses such as rotary drilling hoses, vibrator hoses, circulating hoses (not to be used for cementing
jobs), BOP hoses, Coflexip hoses, etc.
Inspection intervals under normal conditions:
COMPLETE CRITICAL
Testing to maximum rated WP Testing to maximum rated WP

General notes for CONTRACTOR


(a) Acceptance Criteria applicable to inspection service companies
An inspection company must have qualified and experienced inspectors. Qualifications will be
based upon both education/training and performance records, which shall be verified.
Inspection equipment must be evaluated and approved by the regulatory authority where applicable
(e.g. when radioactive isotopes are used).
(b) Inspection Documents and Records
After each inspection a report has to be prepared and countersigned by COMPANY
REPRESENTATIVE. In this document the details and the findings shall be summarised. Written
records shall be maintained with accurate information and history of each tool, including inspection
date, personnel involved and results of each inspection. A copy of all inspection reports shall be
sent to COMPANY. Inspection documents and records as from the start of the operations shall be
readily available for review by COMPANY.
(c) Rented, Repaired and New Equipment
Above mentioned equipment shall be inspected before putting in service using the same criteria as
are applied to equipment already mentioned. Certification records shall be readily available on site.
(d) Inspection Dates
The dates of the periodic inspections shall be forwarded by CONTRACTOR to COMPANY.
