Subject: Appeal to relinquish the charge of ASTE/RGDA before carryout transfer order
Ref: CPO/BBS’s O. O. No: 136/2016, Dated: 12.09.2016

Respected Sir,

With due respect and humble submission I would like to state that I had joined as
ASTE/RGDA in April 2014 and I had not made any request for transfer to KRPU.
However, I have been intimated vide CPO/BBS’s O.O. referred above that I have been
transferred from RGDA to KRPU with condition, that I have to also look after additional
duties of ASTE/RGDA till a suitable incumbent is posted.

As an ASTE, I have to deal with Safety related S&T works in the entire section,
coordinating with other departments, carrying out safety drives, special works and day
to day regular works.

I have to mention here that carrying out transfer to a completely new section and
at the same time additional charge of another lengthy and complicated section will be
nothing less than a panic to anyone. The consequences will be loss of accuracy and
efficiency as well due to additional physical and mental burden.

As a person, it will be quite impossible for me to deal with, at once the following
different aspects involved in the above referred transfer order i.e.

1. Consequences related to transfer (Shifting of HQ/Residence)

2. Get acquainted with a completely new ASTE/KRPU section (220 KM with 26
stations)
3. Additional charge of a lengthy and complicated ASTE/RGDA section (250 KM with
24 stations)
 4. The Distance between KRPU & RGDA is 190 KM and takes about Five hours to
move by train route. Total section length aggregates to 470 KM with 50 stations.
5. In the ASTE/RGDA section, one JE/Sig post at RGDA is already vacant and
presently the SSE/Sig/LKMR is in in sicklist. The entire section is being looked after
by only Two SSE/Sig at RGDA & VBL respectively. On the other hand there are
three (03) stations without ESMs i.e. RUL, LLGM and SKPI.
6. Similarly in the ASTE/KRPU section, one JE/Sig post is vacant at JYP and there are
five (05) stations without ESMs at BGUA, MVF, JRT, SXV and CJS.

I have to add here that being physically disturbed (Transferred) and at the same time
assignment of such a challenging load, even if I put my all efforts, it will never be
possible to manage the entire section.

Generally, the additional charge is being entrusted to an already stable post but in
this case the matter is specific, because the additional charge have been entrusted to a
person who has to take over the charge of a new section and find himself ambiguous
that where he has to concentrate. However, this could have been possible if the
additional charge of vacant ASTE/KRPU post would have been entrusted to ASTE/RGDA
without transfer of ASTE/RGDA, but this has not been preferred as per the transfer
order referred above.

Therefore, it is my humble request to kindly consider the above mentioned facts

and if the transfer of ASTE/RGDA is inevitable, kindly allow me to take over the charge
of ASTE/KRPU, only after relinquishing the charge of ASTE/RGDA or handing over the
charge to any other ASTE/DSTE or the incumbent person being posted at RGDA.

Subject: Permission for the retention of Railway Quarter (child education)

Respected Madam,

With due respect and humble submission I would like to state that I have been
transferred from RGDA to KRPU with additional charge of ASTE/RGDA vide the O.O.
referred above. I have already taken over the charge of ASTE/KRPU on 27.09.2016 and
looking after the overall sections of ASTE/RGDA and ASTE/KRPU.

I have to state that my son is studying in Std-III at Sacred Heart School, Rayagada
and the term of his academic session is 17th March 2016 to 27th March 2017.

I had been allotted Railway quarter (No. S&C/Ty. V/3) at RGDA.

Therefore it is requested to accord the permission to retain the above said

Railway quarter at RGDA till the academic session of my son completes on 27.03.2017.

transferred from KRPU to BBS vide PCPO/ECoR’s office order referred above. I have
already taken over the charge of ASTE/Sig./BBS on 15.01.2021 and looking after the
works at HQ/BBS.

I have to state that my son is studying in Std-VII at Saints School, Koraput and the
term of his academic session will complete on 31th March 2021.

I had been allotted a Railway quarter (No. Ty. IV/5) at KRPU.

Therefore, it is requested to accord the permission to retain the above said

Railway quarter at KRPU till the academic session of my son completes on 31.03.2021.
