EXECUTIVE ORDER NO.

3, SERIES OF 2021

PRESCRIBING THE AMENDED TRAVEL REQUIREMENTS UPON ENTRY IN THE


PROVINCE OF LA UNION

WHEREAS, the 1987 Constitution provides that the State shall protect and
promote the right to health of the people and instill health consciousness among
them;

WHEREAS, Sections 16 and 465 (b)(1)(vii) of Republic Act No. 7160, otherwise
known as the Local Government Code of 1991, provides that local government
units (LGUs), through the Local Chief Executives (LCEs), shall “carry out such
emergency measures as may be necessary during and in the aftermath of man-
made and natural disasters and calamities” in order to promote and protect the
health and safety of their constituents;

WHEREAS, on September 16, 2020, Proclamation No. 1021, Series of 2020


was issued by President Rodrigo Roa Duterte extending the period of State of
Calamity throughout the Philippines until September 21, 2021 due to the existence
of the 2019 Corona Virus disease (COVID-19);

WHEREAS, Presidential Executive Order (E.O.) No. 168 mandated the Inter-
Agency Task Force for the Management of Emerging Infectious Diseases (IATF) to
prevent and/or minimize the entry of suspected or confirmed patients with
emerging infectious diseases into the country;

WHEREAS, the Department of Health (DOH) has reported new variants of


COVID-19 (B.1.1.7 or VUI 2020/12/01[UK Variant] and 501.V2 [South African
Variant]) which have entered our country;

WHEREAS, the undersigned issued E.O. No. 35, Series of 2020 (dated
November 04, 2020) and E.O. No. 02, Series of 2021 (dated February 01, 2021)
directing the implementation of strict border control policies for travelers coming
to La Union;

WHEREAS, the IATF issued Resolution No. 101, Series of 2021 last February 26,
2021 approving the uniform travel protocols for land, air, and sea;

WHEREAS, the following areas were classified under General Community


Quarantine (GCQ) from March 1-31, 2021: Metro Manila, Apayao, Baguio City,
Kalinga, Mountain Province, Batangas, Tacloban City, Iligan City, Davao City, and
Lanao del Sur, while the rest of the country remain to be under Modified GCQ
(MGCQ);

WHEREAS, Section 4(2) of the IATF Omnibus Guidelines on the
Implementation of Community Quarantine in the Philippines (with amendments
as of February 11, 2021) provides that “(T)he movement of all persons in areas
placed under GCQ shall be limited to accessing essential goods and services,
and for work in the offices or industries permitted to operate hereunder. Provided
that movement for leisure purposes shall not be allowed.” On the other hand,
movement of persons under MGCQ areas shall be limited to accessing essential
goods and services, and for work in the offices or industries permitted to operate
with additional permitted activities;

WHEREAS, Section 7 of the Omnibus Guidelines also provides that


movement of Authorized Persons Outside their Residences (APORs) under any
form of community quarantine is permitted (paragraph [2]), while interzonal
movement between GCQ and MGCQ areas (paragraph [3]) and intrazonal
(paragraph [4]) movement across GCQ or MGCQ areas of non-APORs shall be
permitted subject to reasonable regulations imposed by the LGU concerned; and

WHEREAS, to align with the policies set forth by the National Government,
there is a need to set the travel protocols for individuals coming to the Province
of La Union.

NOW, THEREFORE, I, FRANCISCO EMMANUEL “PACOY” R. ORTEGA III,


Governor of the Province of La Union, by virtue of the powers vested in me by law,
do hereby ordain the following:

SECTION 1. Coverage. This E.O. shall apply to all individuals entering


La Union and shall be implemented by the component LGUs of the Province. For
uniformity, LCEs of La Union are encouraged not to issue conflicting requirements
with those specifically stated hereunder.

SECTION 2. The NAPANAM Application. All individuals, whether residents or


non-residents, are hereby advised to upload the NAPANAM software application
and register therein to generate their own Quick Response (QR) Codes to be
presented at the border control points. The use of the same shall be mandatory.

Citizens are encouraged to register at least three (3) days before the
intended entry or exit in La Union to accommodate validation, approval, and
generation of the QR Code. Online registration may be made at
https://npnm.launion.gov.ph/#/regqrpass.

SECTION 3. Uniform Travel Protocols. The following protocols set under IATF
Resolution No. 101, Series of 2021 are hereby adopted, thus:

3.1. RESIDENTS
All Residents with outbound travel shall register to the NAPANAM
System a day before departure.

3.1.1. From Work or Business


3.1.1.1. NAPANAM QR Code.
3.1.1.2. Company ID or Government-issued ID indicating residence or
any equivalent document showing proof of employment and/or
residence

3.1.1.3. Travel Order from company or any proof of official business with
inclusive date of travel and itinerary. In the case of delivery
cargoes, only Delivery Manifests shall be presented in border
checkpoints.
3.1.1.4. If resident is from Higher Risk Level Areas (GCQ or higher) for more
than fourteen (14) days a Negative RT-PCR Test Result issued within
the last three (3) days shall be presented. If none, the resident shall
be accompanied to the nearest LGU isolation facility for testing
and require him or her to undergo isolation until release of RT-PCR
test results.

3.1.2. From Non-Official Travel


3.1.2.1. NAPANAM QR Code.
3.1.2.2. Government-issued ID indicating residence or any equivalent
document showing proof of residence
3.1.2.3. If resident is from Higher Risk Level Areas (GCQ or higher) for more
than seven (7) days a Negative RT-PCR Test Result issued within the
last three (3) days shall be presented. If none, the resident shall be
accompanied to the nearest LGU isolation facility for testing and
require him or her to undergo isolation until release of RT-PCR test
results.

3.2. NON-RESIDENTS
3.2.1. From Work or Business
3.2.1.1. NAPANAM QR Code
3.2.1.2. Company ID or Certificate of Employment or any equivalent
document showing proof of employment
3.2.1.3. Travel Order from company or any proof of official business with
inclusive date of travel and itinerary. In the case of delivery
cargoes, Delivery Manifests should be presented in border
checkpoints.
3.2.1.4. If a traveler is from Higher Risk Level Areas (GCQ or higher) a
Negative RT-PCR Test Result, issued within the last thirty (30) days
from testing, shall be presented.

3.2.2. From Non-Official Travel


3.2.2.1. NAPANAM QR Code
3.2.2.2. Government Issued ID
3.2.2.3. If a traveler is from Higher Risk Level Areas (GCQ or higher),a
Negative RT-PCR Test Result issued within the last seven (7) days,
shall be presented.

3.3. HEALTH, EMERGENCY AND GOVERNMENT PERSONNEL


3.3.1. NAPANAM QR Code
3.3.2. Company ID or Certificate of Employment
3.3.3. Travel Order from company or government agency with inclusive
date of travel and itinerary.

3.4. HUMANITARIAN ASSISTANCE ACTORS
3.4.1. NAPANAM QR Code
3.4.2. Company ID or Certificate of Employment
3.4.3. Certification from LGU of Destination or any equivalent document
3.4.4. If a traveler is from Higher Risk Level Areas a Negative RT-PCR Test
Result, issued within the last thirty (30) days from testing, shall be
presented.

The guidelines in the conduct of humanitarian assistance activities


enumerated in Memorandum Circular No. 1, Series of 2020 issued by
the National Task Force on COVID-19 shall be observed.

3.5. RETURNING OVERSEAS FILIPINO


3.5.1. NAPANAM QR Code
3.5.2. Passport
3.5.3. Bureau of Quarantine Certificate
3.5.4. Negative RT-PCR results issued within 3 days before actual arrival in
La Union. If none, the resident shall be accompanied to the
nearest LGU isolation facility for testing and require him or her to
undergo isolation until release of RT-PCR test results.
3.5.5. If ROF presented the BOQ Certificate of Recovery in lieu of
Negative RT-PCR results, ROF must be isolated in the LGU isolation
facility for testing and require him or her to undergo isolation until
release of RT-PCR test results.

3.6. PERSONS TRAVELING FOR MEDICAL REASONS


3.6.1. NAPANAM QR Code
3.6.2. Government issued ID
3.6.3. Proof of appointment from Hospital of destination or any
equivalent document

SECTION 4. Travelling for Leisure/Tourism Purposes. Guidelines for purposes


of leisure/tourism in the Province of La Union shall be subject to a separate E.O.

SECTION 5. Requirements on border entries for APORs or Non-APORs


passing through the Province. All APORs and Non-APORs who are entering any
of the established borders of the province and are only passing through shall be
required to present the following:

5.1. NAPANAM QR Code


5.2. Documents required by intended place of destination such as, but
not limited to, IDs, delivery forms/receipts, certificate of employment,
etc.

Persons passing through La Union will be given a maximum of three (3)


hours to cross border QCPs

SECTION 6. Minimum Clinical Assessment at the Borders. All individuals


passing through the border control points of the Province shall be required to
undergo the minimum clinical or health assessment (temperature check and
detection of symptoms) supervised by medical personnel on site. Those who
exhibit symptoms of COVID-19 shall be confined for testing, isolation, treatment
and monitoring.

Wearing of face masks and face shields, physical distancing, hand
hygiene, and cough etiquette are mandatory in La Union.

SECTION 7. Separability Clause. If, for any reason, any part of provision of
this E.O. shall be held unconstitutional or invalid, the other parts or provisions which
are not affected shall remain in full force and effect.

SECTION 8. Repealing Clause. Any Executive Order or executive issuances


made inconsistent with the provisions of the foregoing are hereby repealed,
modified, or amended accordingly.

SECTION 9. Reservation Clause. The guidelines set herein shall be subject


to amendments to be issued by the National Government, the IATF, and/or other
concerned government agencies.

SECTION 10. Effectivity Clause. This E.O. shall take effect on March 8, 2021.
