NST P- CWTS 1: SAFETY AND SECURITY

DEFINITION OF TERMS
 Being healthy means showing physical, mental or emotional well-being, being
free from diseases or illnesses.
 Being safe means being secured from threat of danger, harm or loss.
 Being secure means free from danger or being relieved from exposure to
danger.
SAFETY AND SECURITY
 It means being free from danger or against physical aggression.
 It means freedom from fear, anxiety and physical harm; freedom from
uncertainty or doubt.
 It is a harmony between internet need and the social availability of the means
for its satisfaction
CONSTITUTIONAL NATIONAL SECURITY
 1987 CONSTITUTION ARTICLE II - DECLARATION OF PRINCIPLES AND STATE
POLICIES
 Section 3- Civilian authority is, at all times, supreme over the military.
The ARMED FORCES OF THE PHILIPPINES is the protector of the people
and the State. Its goal is to secure the sovereignty of the State and the
integrity of the national territory.
 Section 4- The prime duty of the government is to serve and protect the
people. The government may call upon the people to defend the state
and, in the fulfillment thereof, all citizens may be required, under
conditions provided by law, to render personal, military or civil service.
 Section 5- The maintenance of peace and order, the protection of life,
liberty and property and promotion of the general welfare are essential
for the enjoyment by all the people of the blessings of democracy.
SENATE BILL NO. 946 (CAMPUS SAFETY AND SECURITY ACT)
 An act mandating higher education institutions and technical-vocational
institutions to ensure the safety and security of the academic community from
internal and external threats, thereby creating a crime prevention committee for
the purpose and for other purposes.
CAMPUS SAFETY AND SECURITY
 It includes the protection of the physical plant and facilities and their contents as
well as the members of the academic community.
SAFETY AND SECURITY PROGRAMS AND SERVICES
 Provison of safe, accessible and secure environment.
 Conduct of programs and activities that promote safety from internal and
external threats: theft, robbery, rape or sexual assault, and other crimes
including cyber crimes.
 Creation of Crime Prevention Committee
SAFE AND SECURE COMMUNITY
 COMMUNITY SAFETY AND SECURITY, according to the United Nations
Development Program (UNDP), is a concept that seeks to operationalize human
security, human development and state building paradigms at the local level.
 The contemporary concept of community security, narrowly defined, includes
both group and personal security. The approach focuses on ensuring that
communities and their members are “free from fear”.
 Like community safety and citizen security, it promotes a multi-stakeholder
approach that is driven by an analysis of local needs.
 By emphasizing the “community” aspect the concept seeks to embrace both
cultures and contexts that are “individual oriented”, including many in Latin
America, and cultures and contexts that are group oriented, as are many in
Africa and South Asia.
BUILDING SAFER COMMUNITITES
 Personal safety is a human right. It is a necessary condition for human
development, improved quality of life and enhanced productivity. When
communities do not feel safe and live in fear, the country’s economic
development and the people’s well-being are affected, hindering their ability to
achieve their potential.
 Safety and security are directly related to social economic development and
equality. A safe and secure country encourages economic growth and
transformation by providing an environment conducive to employment creation,
improved education and health outcomes and strengthened social cohesion.
WHAT ARE SOME OF THE ISSUES AFFECTING YOUNG PEOPLE?
 EXAM PRESSURES- The overwhelming pressure and number of exams can have
a significant effect on students mental health. Students are stressed by the
amount of information they need to know and the pressure to succeed. Most
are also fearful that a poor grade will ruin their future.
 THE MODERN TECHNOLOGICAL WORLD- Young people now spend much more
time indoors online rather than outside. Furthermore, young people are at a
number of risks online, including exposure to upsetting content and
cyberbullying that will all affect their mental health.
 GROWING SOCIAL MEDIA- Social media platfrorms are evolving and growing in
popularity daily. Sites such as instagram produce feelings of inadequacy as teens
compare themselves and their lives to those of their peers. Social media also
leads to reduced communication skills and reduced human interaction with
friends.
 DEMANDS ON YOUNG PEOPLE- As well as the heavy pressure of exams,
students often have further responsibilities that contribute to a growing amount
of stress and worry.
MENTAL HEALTH AND WELL BEING
 Mental health is more than the absence of mental illness. Mental health is a
state of well being where people can meet their learning potential, cope with
normal stresses, and are connected to community and their friends.
WHY MENTAL HEALTH AND WELL BEING IS PROMOTED IN SCHOOLS?
 As well as increasing a person’s opportunity and choices in life, promoting
mental health and well being as a core role in education helps students:
 Flourish in their education journey
 Build resilience against adversity
 Develop protective factors from mental ill health
 Provide them with skills and confidence to self-seek help for early
intervention.
RESILIENCE BUILDING FOR STUDENTS
 Resilience- is the ability to cope and thrive in the face of negative events,
challenges or adversity. It is a skill that can be developed through.
 Positive social connections
 Safe environments
 Life skills such as positive coping and problem solving skills
 Pro-social values
 Positive self regard
 And a sense of purpose and agency or responsibility
