1. Objective

4.2 Order of Precedence


In case of conflict between Laws, Project Specifications, Codes & Standards, the
following order of precedence shall be considered.
1. Malaysian Laws and applicable regulatory requirements
2. Project Specifications and supplement PTS
3. Applicable Malaysian Codes and Standards
4. Applicable International Codes and Standards
If the Lower Level requirement is more stringent than the upper one in the above
documents, a request shall be raised to OWNER for written decision before proceeding
with the Design, Manufacture or Construction.

5. Identification of Piping Classes


The piping classes used in this summary are primarily selected according to
(a) procedures given in PTS 31.38.01.10 para. 2.6 using the Licensor’s PDP Conceptual
Piping Classification Index as a base.

Piping Class Selection:

(1) PTS Piping Class – is piping class of PTS without any changes

(2) Derived Piping Class – is identified by adding suffix i.e. 1C100AV and identified in
Remarks and Modification column the different specification.
Piping class numbers derived from PTS piping class number will have suffix AQ, AR, AS,
AT, AU, AV, AW, AX, AY and AZ. In principal, TOYO will start the suffix from AV, AW,
AX,AY,AZ for SCC process specific and use of AQ,AR,AS,AT,AU in case of having more
than 5 suffix only. However, for common utilities the suffix will start with AQ, AR, AS, AT,
AU.

(3) Project Piping Class – is new piping class and identified in Remarks and Modification
column.

Corrosion Allowance:

(1) For process piping classes, there is difference of corrosion allowance between
Licensor’s PDP Conceptual Piping Classification Index and PTS Piping Classes as
shown in below Table-1. The Attachment-1 Piping Class Summary follows the required
corrosion allowance specified by Licensor’s PDP Conceptual Piping Class Index resulting
to Derived Piping Classes.

6. Mill Tolerance
The mill tolerance for pipes and fittings follows the condition of PTS 31.38.01.10 para.
3.2.

(1) ASTM carbon steel: 12.5% up to DN600 and 0.3mm for DN650 and above.
(2) ASTM alloy steel materials: 12.5% up to DN400 and 0.3mm for DN450 and above.
(3) ASTM stainless steel: 12.5% up to DN300 and 0.3mm for DN350 and above.

7. General Requirements
Piping materials shall conform to individual piping class, referenced documents
mentioned in paragraph 2, applicable codes & standards listed in paragraph 4 and
applicable MESC SPE and buying description.

CONTRACTOR shall re-calculate all the thickness if the derived changes the corrosion
allowance, the temperature range, additional rating, or design as per ASME B31.1.

NOTES FOR BUTADIENE UNIT PIPE CLASSES

(a) Gaskets: Kammprofile grooved gaskets, 321 SS OR 316L SS metal core and integral centering ring with graphite covering layer. Kempchen Profile B9A or approved equal to be used for all sizes.
(b) Primary block valves for NPS 12 and larger sizes shall be Vanessa Fire-Safe High Temperature model 30000 QTF Series or equal butterfly valves. Bellow sealed gate valves shall be used for NPS 10 and smaller sizes or as indicated on P&ID’s. Bellows, O-rings or similar items coming into contact with NMP shall be made
from Kalrez or approved equal.

(c) Copper or copper alloys are not allowed due to formation of copper-acetylenic compounds, which can decompose in an exothermic reaction.

(d) For Butadiene services, fugitive emission or VOC leakage from valves and pipe fittings shall be less than 100ppm.

(e) At the downstream from ISBL to butadiene storage facilities, butadiene service with greater than 95% shall be passivated to avoid the growth of granular and very hard polymer such as ”popcorn” as licensor’s requirement.
