1.0 SCOPE

This SCECO-East Material Standard Specification (SMSS) specifies the minimum


technical requirements for design, engineering, manufacture, inspection, testing and
performance of a bare Concentric-Lay-Stranded Aluminum Conductor, Aluminum-Alloy
Reinforced (ACAR) or Aluminum-Clad Steel Reinforced (ACSR/AW) intended to be used
as overhead electrical conductor in the system of Saudi Consolidated Electric Company in
the Eastern Province (SCECO-East), Saudi Arabia.

2.0 CROSS REFERENCES

This Material Standard Specification shall be read in conjunction with the SCECO-East
General Specification No. 01-SMSS-01, titled "General Requirements for All
Equipment/Materials" which shall be considered as an integral part of this SMSS.

This SMSS shall also be read in conjunction with SCECO-East Purchase Order or
Contract Schedules for project, as applicable.

3.0 APPLICABLE CODES AND STANDARDS

The latest revisions of the following Codes and Standards shall be applicable for the
material covered in this SMSS. In case of conflict, the vendor/manufacturer may propose
material conforming to one group of Industry Codes and Standards quoted hereunder
without jeopardizing the requirements of this SMSS.

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS

4.1 General

4.1.1 The bare overhead ACAR and ACSR/AW conductors shall be of


manufacturer's standard design but shall meet or exceed the requirements of
this Specification in all respects.

4.1.2 Manufacturer's drawings, as required by Section 8.2 of 01-SMSS-01, shall


show the cross-section of the bare overhead line conductor, together with
all pertinent dimensions.

4.2 Design Criteria

4.2.1 The maximum ambient temperature (50°C) shall be regarded as the basic
temperature with the service conditions referenced in Section 4.0 of 01-
SMSS-01.

4.2.2 The bare overhead line conductor shall be classified as Class AA, bare
conductors.

4.3 Ratings

4.3.1 The bare overhead ACAR or ACSR/AW conductor ratings data shall be as
specified in Data Schedule.

4.3.2 The ratings of bare overhead line conductor covered by this Specification
are as follows :

4.3.3 The rated strength of a composite conductor shall be taken as the sum of the
strengths of the aluminum 1350 and aluminum-alloy 6201 components or
aluminum-clad steel components.

4.3.4 The breaking strength of the composite conductor shall be not less than
95% of the rated strength.

4.4 Materials

4.4.1 The bare overhead line conductors shall consist of concentric-lay-stranded


conductors made from round aluminum wires and round aluminum-alloy
core wires or round aluminum-clad steel core wire(s). The steel core may
consist of a single or stranded wire(s).

4.4.2 The aluminum wires shall be made from aluminum 1350 drawing stock
9.52 mm to 25.40 mm in diameter, in the H19 temper and drawn into wire.

4.4.3 The aluminum-alloy wires shall be aluminum-alloy 6201 produced by the


thermal treatment, with or without supplementary strain-hardening, for
stable temper T81, drawn and then artificially aged.

4.4.4 The base metal of the steel core shall be steel produced by the open-hearth,
electric furnace or basic oxygen process.

4.4.5 The aluminum used for cladding shall have a purity and quantity to meet
the required thickness of not less than 10 percent of the nominal wire
radius.

4.4.6 Application of neutral grease is not acceptable between layers of aluminum


and aluminum-alloy wires or aluminum-clad steel wires.

4.5 Fabrication

4.5.1 The bare overhead line conductor shall be constructed in conventional


concentric-lay conductor type. The direction of lay of the outer layer shall
be right hand and shall be reversed in successive layers.

4.5.2 The preferred lay of a layer of wires is 13.5 times the outside diameter of
that layer but shall be not less than 10 nor more than 16 times this diameter.

4.5.3 In ACAR conductor composed of 37 wires or more, the welded joints in the
aluminum wires shall be not closer than 7.5 m to another or to either end of
the wire. In ACAR or ACSR/AW conductor composed of wires less than
37, the welded joints in the aluminum wires shall be not closer than 15 m to
another or to either end of the wire. No more than two such joints shall be
present in any reel length of the conductor.

4.5.4 No joints shall be made in the aluminum-alloy wires during the final
drawing or in the finished wires. Joints may be made in the drawing stock,
and in the wire after heat treatment and prior to final drawing. No such
joints shall be closer than 7.5m to another or to either end of the wire and
not more than two such joints shall be present in any reel length of the
conductor.

4.5.5 No joints of any kind shall be made in the finished aluminum-clad steel
wires. Joints may be made in the rods or semi-finished wires prior to
drawing to final size.

4.5.6 The surface of the wire shall be smooth and free from imperfections not
consistent with good manufacturing practice.

4.6 Mass and Electrical Resistance

4.6.1 The appropriate mass and electrical DC resistance at 20°C shall be


determined using the standard increments shown in Table 5 of ASTM
B524M for ACAR conductors and Table 4 of ASTM B549 for ACSR/AW
conductors.

4.6.2 In the calculation of the electrical resistance of ACAR conductor, the


resistance of both the aluminum 1350 and the aluminum-alloy 6201 wires
must be taken into consideration.

4.6.3 In the calculation of the electrical resistance of ACSR/AW conductor, the


resistivity of the aluminum-clad steel core wire shall be taken as 0.08480 Ω
mm²/m at 20°C.

4.7 Area and Diameter

4.7.1 The area of cross section of the ACAR conductor shall be not less than 98%
of the area of the cross section or conductor size specified in Data Schedule.

4.7.2 The area of cross section of the aluminum wires of ACSR/AW conductor
shall not be less than 98% of the area specified in Data Schedule.

4.7.3 For aluminum wires with diameters 3 mm and over, the diameter shall not
vary from the specified by more than ±1%. For aluminum wires with
diameters 1.00 mm to 2.99 mm, the diameter shall not vary from the
specified by more than ±0.030 mm.

4.7.4 For aluminum-alloy wires with diameters 3 mm to 4.75 mm, the diameter
shall not vary from the specified by more than ±1%.

4.7.5 For aluminum-clad steel wires with diameters 2.538 mm to 4.775 mm , the
diameter shall not vary from the specified by more than 1.5%.

4.7.6 The area and diameter of bare overhead line conductors covered by this
specification are as follows :

4.8 Reel Design

Reels may be of wood or steel construction. Standard reel sizes shall be used,
unless otherwise specified by SCECO-East. If matched reels are required, the
lengths of the conductor in each reel shall not vary by more than 50 m.

4.9 Markings

4.9.1 Each end of line conductor in the reel shall bear a non-corroding tag,
written in English language, identifying the following:

a. Type of Conductor
b. Size of Conductor
c. Weight
d. Length of Conductor
e. Stranding
f. Cross-sectional Area

4.9.2 Each reel shall be stenciled or provided with metal plates to show all
information under paragraph 4.9.1 plus additional information as follows:

a. Manufacturer's Name and Country of Origin

e. Gross Weight
f. SCECO Item Number

4.9.3 For each marking location on the reel, see Page No.10 of 14.

5.0 TESTS

All test results shall be provided for review and acceptance by SCECO-East.

5.1 The bare overhead line conductors shall be tested in accordance with IEC or ASTM
equivalent Standards referenced to in this Specification.

5.2 Tests for mechanical and electrical properties of component wires shall be made
before stranding.

5.3 The routine test after stranding shall not be required. All aluminum wires removed
from the conductor shall be capable of meeting the bending properties stated in
ASTM B230M after stranding. All aluminum-alloy wires removed from the
conductor shall be capable of meeting the bending properties stated in ASTM
B398M after stranding.

5.4 The aluminum 1350 and aluminum-alloy 6201 wires shall have a minimum tensile
strength not less than 95% of the tensile strengths specified for individual tests in
Table 1 of ASTM B230M or in Table 1 of IEC 889 in the case of aluminum 1350,
and in Table 2 of ASTM B398M or in Table 1 of IEC 104 in the case of aluminum-
alloy 6201.

5.5 Torsion tests shall be made on aluminum-clad steel wires. The wire shall
withstand without fracture not less than 20 twists in a length equivalent to 100
times the nominal diameter of the wire.

5.6 Records for all joints made in the conductor wires shall be submitted to SCECO-
East.

6.0 PACKING AND SHIPPING

Export packing shall meet the following in addition to the requirements specified in
01-SMSS-01.

6.1 The line conductor shall be furnished in one length on reels with a permissible
variation in length of + 5% or as specified in Data Schedule.

6.2 The line conductor shall be protected by wood lagging against damage during
handling and shipment, and to facilitate long term outdoor storage.

6.3 Methods of packing, marking and shipping shall be submitted to SCECO-East


Purchasing and Traffic Division, Materials Management Department for review
and acceptance.
