1.0 SCOPE
This Material Standard Specification shall be read in conjunction with the SCECO-
East General Specification No. 01-SMSS-01, titled "General Requirements for All
Equipment/Materials" which shall be considered as an integral part of this SMSS.
This SMSS shall also be read in conjunction with SCECO-East Purchase Order or
Contract Schedules for project, as applicable.
The latest revisions of the following Codes and Standards shall be applicable for the
equipment/material covered in this SMSS. In case of conflict, the
vendor/manufacturer may propose equipment/material conforming to one group of
Industry Codes and Standards quoted hereunder without jeopardizing the requirements
of this SMSS.
4.1 General
4.2.2 The grade of zinc-coated steel overhead ground wire shall be high-
strength grade steel wire.
4.2.3 The type of aluminum-clad steel overhead ground wire shall be hard-
drawn, round steel wire for general use for electrical purposes.
4.2.4 The nominal diameter of the overhead ground wire strand and the
number and nominal diameter of coated/ cladded wires in strand shall
be as per Table I :

4.3 Ratings
4.3.1 The overhead ground wire strand shall have the mechanical ratings as
specified in Data Schedule and as shown in Table II :

4.3.2 The electrical resistance of the zinc-coated overhead ground wire strand
shall be determined by direct resistance measurements and the
maximum resistance shall be based on the nominal diameter of the wire
and the resistivity value of 0.19157 Ω-mm²/m (115.23 Ω-cmil/ft) at
20°C (68°F). The resistance rating shall be as per Table III :

4.4 Materials
4.4.1 The base metal shall be steel made by the open- hearth, basic-oxygen or
electric-furnace process.
4.4.2 The galvanized steel shall be of such quality and purity that when
drawn to the size of wire specified and coated with zinc, the finished
strand and the individual wires shall have the properties and
characteristics prescribed in this specification.
4.4.3 The steel wire strand shall be coated with any grade of zinc conforming
to ASTM B6. The zinc (galvanized) coating shall be class C as
specified in ASTM A 363.
4.4.5 The steel wires strand shall be cladded with aluminum conforming to
the impurity limits shown in Table V :

4.5 Fabrication
4.5.2 The galvanized strand shall have a left lay, stranding with a uniform
pitch of not more than 16 times the nominal diameter of the strand. A
left lay is defined as a counter-clockwise twist away from the observer.
4.5.3 The aluminum-clad strand shall have a left lay and the preferred lay is
13.5 times the diameter of that layer, but the lay shall neither be less
than 10 nor more than 16 times the diameter of the layer.
4.5.5 All wires in the strand shall lie naturally in their true positions in the
complete strand. They shall tend to remain in position when the strand
is cut at any point or be readily replaced by hand and then remain in
position.
4.5.6 There shall be no strand joints or strand splices in any length of the
completed strand. Electric-welded butt joints are only permitted to be
made prior to start of cold drawing to final size. There shall be no
joints of any kind made in the finished wires composing the strand.
4.5.7 The strand shall be free from imperfections and consistent with good
commercial practices. The aluminum-clad or zinc-coating shall be
smooth, continuous and of reasonably uniform thickness.
4.6 Elongation
4.6.3 Elongation shall be observed while applying tension load and the
reading when fractured occurs shall be taken as elongation of specimen.
4.7.1 The diameter of the zinc-coated wire forming the strand shall conform
to the nominal diameter and limits shown in Table VI:

4.7.2 The diameter of the aluminum-clad wire forming the strand shall not
vary from the specified diameter by more than the limits shown in
Table VII :

4.7.3 The aluminum-clad thickness at any point shall not be less than 10
percent of the nominal wire radius.
4.8.1 Reel shall be of non-returnable wood reel. Standard reel sizes shall be
used unless otherwise specified by the SCECO-East.
4.8.2 The length of overhead ground wire strand may vary between 8200 feet
(2500 m) and 10 percent over the specified length.
4.9 Markings
4.9.1 Each end of the overhead ground wire strand in the reel shall bear a
non-corroding tag identifying the following:
4.9.2 Each reel shall be stenciled or provided with metal plates to show all
information under paragraph 4.9.1 plus additional information as
follows:
4.9.3 All markings shall appear on both sides of the reel. For marking
location on the reel, see page 12 of 15.
5.0 TESTS
All test results shall be provided for review and acceptance by SCECO-East.
5.1 The overhead ground wire strand shall be tested in accordance with
ASTM or BS equivalent Standards referenced to in this Specification.
5.2 Tests for mechanical and physical properties of component wires shall
be made before stranding. Tests shall be made on lengths of strand
which do not contain wire joints or splices.
5.4 The individual zinc-coated wires of the completed strand shall not be
fractured when wrapped at a rate not exceeding 15 turns per minute in a
close helix of at least two turns around a cylindrical mandrel equal to
three times the nominal diameter of the wire under test.
5.5 The zinc-coating shall adhere to the wire without flaking or cracking to
such an extent that any coating can be removed by rubbing with the
bare fingers after the individual wires have been tested as specified in
item 5.4.
5.6 The aluminum-clad steel wire shall withstand without fracture not less
than 20 twists in a length equivalent to 100 times the nominal diameter
of the wire. The specimen shall be twisted by rotating on the wires at a
rate of approximately 15 twists per minute in the same direction until
fracture occurs.
5.7 The aluminum-clad steel wires after twisting to destruction shall not
reveal any seams, pits, slivers or surface imperfections of sufficient
magnitude to indicate inherent defects in the wire. Examination of the
wire at the break shall show no separation of the aluminum from the
steel.
6.1 The overhead ground wire strand shall be furnished in lengths shown in Data
Schedule on reels, protected by wood lagging against damage during shipment
and to facilitate field handling and long term outdoor storage.
