1. INTRODUCTION

The City of Bay Harbor Islands (City) has identified the need to review the structural conditions for
existing multi-family residential buildings within the City. On August 23, 2021, BCC Engineering, LLC
(BCC) was authorized to perform a structural inspection of the existing apartment building located at
1080 93rd Street.

1.1. Objectives

The objective of this assessment is to verify the as-built structural condition of the existing residential
building and identify any deficiencies. BCC will provide recommendations of any necessary
strengthening and repairs, if required.

1.2. Methods and Techniques

BCC utilized the following methods and techniques during site visits:

 Visual observation/Digital camera


 Tape measure

The inspection was based on visual observation of the accessible portions of the apartment building.
In order to determine the importance of observations noted at the site, items were categorized as
one of three types:

 Immediate: This category refers to items that require immediate attention for one
or more of the following reasons:
1) They pose a threat to human health and/or safety.
2) They are in an impending state of failure.
3) Their condition is likely to worsen rapidly and result in more
expensive repairs in the future.
 5 Years: This category refers to items that are currently in acceptable condition
but it is likely that within 5 years they will require attention and repairs.
 10 Years: This category refers to items that are in current acceptable condition,
but over the repeated use of the building through the next 10 years,
they will need maintenance to remain functional and safe.

1.3. Documents Used in Review

BCC utilized the following documents for reference purposes:

2. DESCRIPTION OF STRUCTURE

Based on the Miami-Dade Property Appraiser, the existing structure is a four-story, 24-unit apartment
building built in 1965. Existing structural plans were not made available, however, based on our field
observations, the existing structure consists of reinforced concrete beams, columns, and slabs. The
building has exterior corridors. The existing foundation system is unknown; however, it is presumed
to be pile foundations based on its location.

3. FIELD OBSERVATIONS

On August 31, 2021, BCC visited the site to observe and document the overall condition of the existing
structure. The conditions were based on visual observations during the time of inspection. Table 3-1
summarizes the main observations of the structure. Refer to Appendix A for the photos identified in
the Table.

4. CONCLUSIONS

Overall, the structure is in poor condition and presents an UNSAFE condition due to severe
deterioration encountered at the exterior corridors and stair. The extent of the deficiencies
encountered were delaminations and spalls with exposed reinforcement. Several cracks at the
underside of the corridor slab were observed to not be smooth in nature with concrete surface
indicating settlement of the slab. Severe bulging/expansion of the concrete was observed at the
walking surface of the corridor.
The fire pump was observed to not be operational. Although it is a non-structural item, it is a life
safety deficiency which requires immediate attention.

The information contained within this report is based on the conditions observed at the time of
inspection. The report is for general condition assessment purposes only and is not sufficient, in and
of itself, to prepare construction documents for rehabilitation/repair work. Existing conditions are
subject to change.

5. RECOMMENDATIONS

Based on our field observations, we recommend the following:

 Immediately secure concrete corridors. Temporary shoring shall be installed in a


manner that it does not restrict egress. Access shall be restricted until shoring is
installed.

 Retain a Florida Licensed Structural Engineer once the structure is secured to prepare
repair plans.
