SECTION 1: GENERAL INFORMATION
The first cottage (Cottage by the Sea) was built on a high point overlooking the sea at
Queenscliff and offered care and accommodation for children recovering from an illness.
In 1938, a new Cottage by the Sea replaced the original buildings. It was taken over by the
Department of Defence from 1939–42. From the 1960s, the Cottage by the Sea provided
respite and emergency care for children whose families were under severe stress. It accepted
about 40 children each month for three weeks – a total of 440 children each year. This
increased to 600 children in 2000 and now there are 1500 children attending each year. The
young people who attend are chosen with the help of schools and welfare agencies from all
around Australia.
Cottage by the Sea has recently received funding to retrofit and extend the existing Riptide
building. The benefit of the Riptide Cottage over our Main Cottage is that offers a more intimate
and connected camp experience for all, children, volunteers, and staff.
CBTS require a multi-use facility that will cater for 20 children and 2-4 supervising adults to
sleep over night. The groups using the Riptide Cottage will not normally have access to the
Main Cottage or its grounds so need to be self-contained within its boundaries.

Option 1:
b. CBTS require a single storey addition, that contains two accommodation type
residences. Each unit would incorporate
• 2 bedrooms
• a kitchen area
• bathroom
• laundry
It is envisaged that the two units and the modifications of the existing Riptide building would
be connected but allow for security and privacy for each of the dwellings.

• Storage space for bulky equipment.
• It would be beneficial if the facility could also be used by two smaller separate respite
groups simultaneously self-catered and without supervision/program assistance.
b. CBTS require an addition that contains two accommodation type residences. Each
unit would incorporate:
• 2 twin-share bedrooms
• a kitchen area
• bathroom
• laundry
• these requirements are anticipated to be across two levels
It is envisaged that the two units and the modifications of the existing Riptide building would
be connected but allow for security and privacy for each of the dwellings.
It is also required to have a lift (capacity:6 people) for the two-storey component.

SECTION 2: REQUIREMENTS FOR TENDER
Cover Letter
Provide a statement of interest for the Project including a narrative describing the
Respondent’s unique qualifications and your approach/philosophy on collaborative team
approach to design and construction as they pertain to this particular project.

Project Response
CBTS is liaising directly with the Borough of Queenscliffe regarding planning approval,
however your tender must ensure the concept design addresses planning
requirements. Provide a one-page response to the planning requirements for the site
for the proposed works.
Provide a one-page summary of specific environmental, sustainability and Indigenous
heritage design requirements that would be present in the proposed works for
consideration by CBTS.
All new work must meet the Disability Discrimination Act requirements as required for
the project.
The concept design to retrofit and extend the existing Rip Tide building should include a
floor plan(s), an appropriate section(s) and visual representation of proposal.
Provide an outline specification of services, materials, finishes and fixtures for project.
Ensure that the proposed works achieve compliance with Bushfire Attack Levels (BAL)

Provide a comprehensive estimate for all works based on your concept design including
quantity of demolition and removal of materials and/or elements. List any qualifications
and assumptions that form part of this estimate. Provide a summary of the estimate in
appropriate elements or trades.
The building will be required to be a 7-star rated building. Provide a one-page summary
of how 7-star ratings can be achieved through the design for the existing building.
Provide an anticipated schedule for the proposed works, broken out by significant work
elements or project tasks. Additionally, design activities and deliverables should be
identified. Provide a summary of critical path activities.
Confirm in graphic form the design development process that will ensure that cost,
schedule and buildability are maintained following acceptance of your concept design.
Apply at least one alternative Sustainable material in the proposed works and include your
evaluation and recommendation to the Client. The investigation of the alternative materials
will be carried out in Assignment 1 and 2. Here your group need to come up with at least
one sustainable material in the proposed works.

Construction Services & Construction Management Plan
Provide a construction methodology outline with annotated drawings for the works.
Please consult with the teaching team during the seminars for finalising this section.
Each group will have project-specific requirements relevant to their own proposal.
Provide a site establishment plan for the proposed works that addresses on-site and
off-site considerations.
Provide no more than 4 pages that address the management of construction for the
proposed works. Include management of issues relating to:
o Public safety, amenity, and site security
o Operating hours
o Noise and vibration controls
o Air and dust management
o Sediment and stormwater control
o Waste and materials reuse
o Traffic management
Provide a project OHS analysis that includes no more than 10 project specific OHS
issues.
Provide a project quality management analysis that includes no more than 10 project
specific quality issues.
Provide a risk analysis for the design and pre-construction services. Do not include
more than 10 risks for each stage and exclude safety risks.
List no more than 5 potential major subcontractors and, for each, note the major risk
associated with their works and how these risks will be addressed.
Tender
Tenders should be based on this document plus any addenda issued during the tender
period.
To ensure comparable evaluation of all tender bids, tenderers should submit their bids as
both a hard bound and electronic document with the following tabs (not necessarily in this

Tenderers may also submit, as a separate electronic only document, any supporting
information that they believe may be useful to inform the tender evaluation.
Tender Interview
Tenderers must bring to their interview at least 2 bound copies of their tender bid. It is also
required to submit electronic presentation material and tender bid documents on the Unit
Site.
Each tenderer should speak for no more than 10 minutes to allow time for questions.
It is expected that, as a professional courtesy, each tenderer will be in attendance for all
tender interviews for this project.
