SECTION 1: GENERAL INFORMATION

Cottage by the Sea (CBTS) is a not-for-profit Australian children’s charity helping

disadvantaged children. It was founded in 1890 in Queenscliff, Victoria and its vision has
always been that every child deserves a happy and healthy childhood.

The first cottage (Cottage by the Sea) was built on a high point overlooking the sea at
Queenscliff and offered care and accommodation for children recovering from an illness.

In 1938, a new Cottage by the Sea replaced the original buildings. It was taken over by the
Department of Defence from 1939–42. From the 1960s, the Cottage by the Sea provided
respite and emergency care for children whose families were under severe stress. It accepted
about 40 children each month for three weeks – a total of 440 children each year. This
increased to 600 children in 2000 and now there are 1500 children attending each year. The
young people who attend are chosen with the help of schools and welfare agencies from all
around Australia.

1.1 Specific Requirements

Cottage by the Sea has recently received funding to retrofit and extend the existing Riptide
building. The benefit of the Riptide Cottage over our Main Cottage is that offers a more intimate
and connected camp experience for all, children, volunteers, and staff.

CBTS require a multi-use facility that will cater for 20 children and 2-4 supervising adults to
sleep over night. The groups using the Riptide Cottage will not normally have access to the
Main Cottage or its grounds so need to be self-contained within its boundaries.

Your company will be allocated one of two options:

Option 1
Retrofit the Riptide building and two-accommodation units’ budget $1M

Option 2
Retrofit the Riptide building and two-accommodation units’ budget $1.5M

Option 1:

There are two main components to the briefing requirements

a. Modification of existing facility
b. New addition

a. The existing Riptide building needs to be modified to accommodate the following:

• Semi-commercial kitchen for catering 24 people
• Multi use space/lounge/games
• Dinning space-up to 24 people
• Sleeping spaces for 24 people (e.g., 6 spaces 4 people or 1 space 6 people, 3 spaces 4
people, 3 spaces 2 people)
• Bathroom facilities for staff, separate facilities for children
• Outdoor shower and wash down area
• Integration of new playground facility (provisional sum allowance for equipment)
• Covered BBQ area
• Laundry
• No requirement for a garage for our buses or vehicles,
• Storage space for bulky equipment.
• It would be beneficial if the facility could also be used by 2 smaller separate respite groups
simultaneously self-catered and without supervision/program assistance.

b. CBTS require a single storey addition, that contains two accommodation type
residences. Each unit would incorporate
• 2 bedrooms
• a kitchen area
• bathroom
• laundry

It is envisaged that the two units and the modifications of the existing Riptide building would
be connected but allow for security and privacy for each of the dwellings.
