ELECTRICAL SAFE WORK
CONDITIONS:
INTRODUCTION
The best way for electrical workers to protect themselves from the
shock hazard and arc flash hazard presented by electricity is to create
an electrically safe working condition. Creating an electrically safe
working condition must always be the first choice for electrical workers.

Electrical conductors and circuit parts that have been disconnected, but
not under lockout/tagout; tested; and grounded (where appropriate) shall
not be considered to be in an electrically safe work condition.
ELECTRICALLY SAFE WORK CONDITIONS IS ACHIEVED WHEN:

Equipment is not, and cannot be energized.


Circuit or part to be worked on or near is disconnected from
energized parts.
Locked and/or tagged so it cant be energized unexpectedly.
Tested to make sure there is no voltage.
Grounded if necessary.
Steps For Creating Electrically Safe Working Condition:
• Tocreate an electrically safe working condition, first determine all possible
sources of electrical supply to the equipment.

• Next, disconnect any active loads, then open the disconnecting device for
each source of electrical supply.

• Visually verify, if possible, that all blades of disconnecting devices are fully
open or that draw-out type circuit breakers are withdrawn to the fully
disconnected position.

• Then, apply company approved locks and tags to the open disconnecting
devices in accordance with your facility’s lockout/tagout procedures.

• Finally, the most important part: testing to verify there is an absence of


voltage and grounding when necessary.
ELECTRICAL SAFE WORKING CONDITION FAILURE:

Lockout/Tagout:

Lockout/tagout rules are very detailed and spell out specific steps to
control hazardous energy.

Two forms of Logout and Tag out:

1. Simple.
2. Complex.

A qualified person is in charge of each type.

PROPER LOGOUT /TAGOUT IMPORTANCE
1) Simple lockout/tagout:

•Involves a single qualified person de-energizing


one set of conductors.

•Not required to be written for each application


2) Complex lockout/tagout:
It is used when:
Job involves multiple energy sources, crews, crafts, locations or
employers.
There are different disconnect means, sequences.
Job continues over more than one work shift.
A single qualified person becomes the person in charge and oversees
the process according to a written plan.
FAIL TO CREATE ELECTRICAL SAFE WORKING CONDITION
Unqualified person:
MUST NEVER:

Perform a lockout / tagout.

Works on energized equipment.

Enters high risk areas.

Comes too close to certain hazardous


equipment.
Qualified Person as per NFPA 70E:
A Qualified Person shall be:

Trained and knowledge of the construction and operation of


equipment or a specific work method.

Trained to recognized and avoid the electrical hazard that


might be present with respect to that equipment or work
method.
Qualified Person as per NFPA 70E:

The qualified person must be familiar with properly


use of:

1. Special precautionary techniques.


2. Personal protective equipment.
3. Insulated tools and test equipment.
4. Insulating and Shielding materials.
Qualified person:
In addition to be permitted to work on or near exposed
live parts( within the limited approach boundary)
operating at 50 volts or more he also knows how to :

Distinguish exposed energized parts from other parts.


Find out the nominal voltage of exposed live parts.
Know safe approach distance for various voltages.
Identify the hazard involved , assess the associated risks , select the personal
protective gear needed and the job planning necessary to work safely.
Qualified person:

How to become a Qualified person?

Learn to handle all the hazards of each task by training


and practices.

On-the-job training under supervision of qualified


person.
