SUBJECT : Problems Encountered in the Implementation of NPCS

1. Reference: Memorandum from that Office dated February 13, 2020 with same
subject as above.

2. Please be informed that Bayombong Police Station is one of those chosen for
pilot testing of the National Police Clearance System. With regard to the problems
encountered by said unit, the following are their observations:

a. The system response is too slow and the site is sometimes

unavailable/inaccessible which leaves us with no other choice but to let
clients wait until it loads again. It takes almost an hour to finish the
processing of only one client.
b. Number of clients have also shared same predicament about the system
being too slow when they registered.
c. The Landbank iAccess as a mode of payment is likewise inconvenient to
clients as not all clients have Landbank account. The Cash option payment
takes days before it is actually processed and accepted so the client waits
for days before his/her request for Police Clearance is processed.
