1. Reference: Memorandum from that Office dated May 28, 2020 with subject
same as above.

2. This pertains to your request for comments and inputs re Tab A- Proposed
Memorandum of Understanding on the Code of Conduct Against the Sale of Counterfeit
Good over the Internet, Tab B- Protocol for On-line Related Counterfeit Products, and
Tab C- Proposed Advanced Intellectual Property Enforcement Certificate Course for law
enforcers.

3. With regard to Tab A-, the Memorandum of Understanding should promote

effective trademark protection e.g. trade mark owners should register their marks without
delay so as to benefit the presumption of validity of owner. As to Tab B-Investigators in
police stations should be skilled in evaluating the authenticity of a product. While for Tab
C, best practices of other countries in addressing online counterfeiting of products
should be incorporated in the course.
