1. Relative to Regional Memorandum No. 21-399 s. 2021, entitled Activating the

2021 Oplan Balik Eskwela-Public Assistance Action Center, this Office through
Social Mobilization and Networking Section and Planning and Research Section of
SGOD informs and highly encourages the district offices and schools on the
Activation of Public Assistance Action Center for the Oplan Balik Eskwela (OBE)
for School Year 2021-2022 with the theme Bayanihan Para sa Ligtas na Balik
Eskwela from September 6 to September 17, 2021.

2. The main purpose of the activation of the OBE-Public Assistance Action Center
is to:
a. address problems, queries, and other concerns relative to enrolment and
school opening,
b. ensure that learners are properly enrolled, and
c. easily contact the concerned Division or school who shall address the
concerns of clients

3. Schools are requested and encouraged to set up OBE PAAC hotline/s for clients
to easily contact the school personnel which should be posted and disseminated
on their official Facebook pages and other official platforms that they have. In
addition, cellphone numbers of offices, schools, and official Facebook pages can
also specify the following concerns:
i. LIS or LRN;
ii. ALS and Inclusive Education Concerns;
iii. Private School concerns; and
iv. Main OBE Hotlines/s

4. The composition of the Schools’ OBE-PAAC committees and hotlines shall be

submitted to the Regional Office that they may direct assist and refer clients to
the appropriate office or school when the need arises.

5. Please the attached format for submission on an excel sheet and save the file in
.xls format and upload on this drive: bit.ly/OBEPAACSchool and copy furnish to
laguna.socmonet@gmail.com. The deadline for submission is on or before August
27, 2021.

6. Similarly, Divisions’ OBE-PAAC hotlines will be posted on the Regions’ official

Facebook pages and its official platforms for other concerns relative to OBE.

7. SDO Laguna- Division Information Officer together with the Information

Technology Officers shall record the OBE concerns through the use of the OBE
Ticketing System and accomplished the OBE database online form.

8. The School Information Coordinators (SICs) are requested to record all issues and
concerns of every school and shall submit it to the Division Information Officer.
Moreover, there will be 10 selected School Information Coordinators that shall be
recommended to DepED Public Affairs Service-PAAC to have an access to the
OBE-Ticketing System. The Division Office shall submit the list of SICs that have
been approved by the Schools Division Superintendent.
