CIRCULAR Sub:- General Education Package-Clarification - reg, Refi- (1) GO(P) No.199/11/G.Edn dated 01/10/11. (2) Letter No. H2/35920/2011 dated 17/02/12. As per the Government Order read as first paper above, Government had approved a scheme for scientific method of appointment and deployment of teachers in aided schools. As part of implementation of the scheme the following clarifications are issued. (2) The promotion appointments made against certain regular higher post such as Head Master in aided schools are not being approved by the educational officers concerned for want of approved seniority list in that cadre. Hence the appointments made in the resultant vacancies are also pending for approval for want of established vacancies. Director of Public Instruction is therefore directed to approve such appointments provisionally for approving the resultant vacancies. (3) Certain corporate Managements had transferred senior teachers under their schools to additional division vacancies during the ban period. The lien of such teachers should be retained in the schools to which they had worked till 01.06.2011 ie before transfer.(4) The appointment of certain teachers in aided schools are pending for approval due to the management dispute. Teachers appointed against the sanctioned post are to be approved if they are otherwise eligible for appointment even if approval of manager is pending due to the management dispute. Such managers are to be provisionally approved as managers for the purpose of approving the teachers appointed by them (5) In the case of un economic schools Para 6 B(1) of GO|P)No.199/11/G.Edn dated 01/10/11 is not applicable. Director of Public Instruction is directed to review the appointments made in uneconomic schools, after implementation of the package and retain minimum number of teachers required for each uneconomic schools and remaining approved teachers and daily wages teachers are to be included in the list of retrenched teachers.
