I hold a Second Class Upper Division Bachelor of Engineering in Telecommunications


Engineering Degree of Kyambogo University, Uganda and the Master of Science in
Telecommunications Engineering of University of Trento, Italy.

I have excellent communication and interpersonal skills, sound understanding of a variety


of Communications and Computer Technologies and my training experience with Uganda
Broadcasting Corporation, Kyambogo University, Uganda Communications Commission
and University of Alberta as an Intern built a firm foundation in the Telecommunications
Industry, Spectrum Management, Regulation of Communication Services and the general
ICT sector.

I have the ability to deal with clients in a polite and friendly way, work in a team
environment, meet deadlines, work under minimal supervision and integrate in very busy
multi-functional work environments. I have advanced Project Management skills ranging
from Project Design, Procurement, Implementation, Coordination and Commissioning,
expert computer knowledge and programming skills and well demonstrated excellent
knowledge transfer skills. I have strong motivation for research and training, strong written

My working experience with Civil Aviation Authority, Indra Sistemas S.A and Israel
Aerospace Industries Ltd (ELTA) has introduced me to Communications Systems Design,
Configuration, Installation and Testing, operation of RF Communication Systems and Test
Equipment and the Maintenance and operation of Data Communication Networks and
Links in a multi-vendor environment.

My working experience in academia with Makerere, Kyambogo and other Universities and
the Research and Development Unit of Uganda Communications Commission enabled me
to conduct research and communication towards the facilitation of the promotion of
research, innovation and adaption of technological advancements in UCC as well as in the
communications sector in Uganda. I have a vast experience working on both local and
national projects and a demonstrated passion for research and innovations development.
I have a great interest in Electromagnetic Compatibility and Communication Services
Regulation and I have participated in a number of projects where I have learnt advanced
topics in the field of Microwave and RF Engineering, ICT Environmental Management,
Digital Audio and Video Broadcasting, Systems Engineering, the analysis and design of
embedded systems and Electrical Instrumentation.

I have tested field measurement and compliance monitoring experience and I am a


registered member to a number of professional bodies including the IEEE Communications
Society, IEEE Aerospace and Electronic Systems Society, and the Uganda Institute of
Professional Engineers.

Given my Fifteen (15) years’ working experience in academia, research and the ICT Sector,
skills, solid educational and professional background, ambition, motivation, international
exposure and deep interest in Spectrum Management, I am confident that I possess the
desired skills, competences and qualifications to effectively carry out the duties and
responsibilities of Manager Spectrum Planning and Authorization in the Broadcasting
Section within Division of Spectrum Management of the Department of Engineering and
Communications Infrastructure of Uganda Communications Commission providing expert

Undergraduate Final Year Project: Design and Development of a Spectrum Analyser; Supervisor: George A. N.
Waligo. The project involved the designing, implementation and testing of a Spectrum Analyzer for FM
Broadcasters’ applications for checking modulation levels, radiation power among others. It involved both
hardware implementation and software development.
