General Notes
1. The purpose of these standards are to define the minimum acceptable quality of materials
and workmanship. They not intended to preclude other materials or designs. Other
materials andlor design details may be proposed, however, they may only be used when
deemed to be equal or better than the standards contained herein, and after written
permission to use the proposed alternate materials or design is granted by the Township
after recommended by the Township Engineer.
2. Conditions at the site, which can not always be anticipated, may necessitate deviations from
township standard details; therefore the Township of Pine reserves the right to direct
changes in the field as needed at its discretion.
3. Materials and construction requirements shall conform to these details and to the latest
edition of the Pennsylvania Department of Transportation specifications form 408
(PENNDOT Publication 408). PENNDOT materials certifications must be submitted to the
Township, or its authorized agent, for all materials delivered to the site.
4. Erosion and sedimentation control facilities shall be provided on all sites pursuant to
Township Ordinances, where the ground surface is disturbed. These facilities shall be
designed in accordance with current manuals published by the Pennsylvania Department of
Environmental Protection and the Allegheny County Conservation District.
5. All disturbed areas shall be promptly seeded, mulched and fertilized. The following
minimum seeding formulas shall be used in accordance with PENNDOT, Publication 408:
6. All trenches for utilities, including storm sewers, sanitary sewers, waterlines, gas lines,
electric lines, telephone lines and cable television lines crossing or running in Township
cartways shall be backfilled with M S H T O No. 57 or 2A crushed stone mechanically tamped
to provide 100 percent of the determined dry weight density in accordance with PTM No. 112
or PTM No. 402. No pipes in any right-of-way shall be backfilled without inspection by the
Township. All utilities shall have a minimum cover of 24 inches. Slag is not permitted as
backfill.
7. All storm sewers within Township roadwas rights-of-way shall be corrugated polyethylene
pipe (CPP) of a minimum of 15 inch diameter. All storm sewers shall be laid to line and
grade with a full moon and at a minimum one percent grade.
9. All fire hydrant locations and supply lines must be approved by the Township of Pine Fire
Chief or Fire Marshal and West View Water Authority. All hydrants shall have two 2 ?4
inch and one 4 !4 inch connection. The 2 ?4 inch threads shall be 3.068 x 6 threads per inch.
The 4 $4 inch connection shall be National Standard Thread.
10. All pipe borings shall have a minimum cover of 36 inches from the top of the utility line to
road surface.
11. Wherin these standards, designations to AASHTO sieve sizes are made, they are cross
referenced to the old PENNDOT designations as follows:

SPECIFICATIONS
The pole and arm shaft shall be fabricated from commercial quality hot rolled steel. The shaft shall have only
one (1) longitudinal, automatically, electrically welded joint, and shall have no intermediate horizontal joints or
welds. Only one (1) length of steel sheet shall be used, which shall be formed into a continuously tapered
shaft, having a taper of approximately .14" per foot.
After forming and welding, the tapered shaft shall be longitudinally cold rolled over a hardened steel mandrel
under sufficient hydraulic pressure to flatten the weld and increase the physical characteristics of the shaft.
The shaft shall meet the chemical and physical properties of ASTM A595 Grade A, having a minimum yield
strength of 55,000 PSI. The cold rolling process shall form a round cross section pole upright shaft and arm.
The base plate shall conform to ASTM-A36. It shall telescope the shaft and be attached by means of two
continuous welds, one on the inside of the base at the end of the shaft, the other one on the outside at the top
of the base.
Included with each pole shall be (4) steel anchor bolts, diameter shall be per PENNDOT specifications
complete with double hex nuts and washers. Nuts, washers and threaded areas of anchor bolts shall be hot
dipped galvanlzed to ASTM A-1 53. Anchor bolts shall meet the requirements of ASTM A449 and shall have 4"
x 4" x 114" thick steel embedment plates welded to bolt bottom. Anchor bolt diameters and bolt circles shall be
per PENNDOT standard specifications.
The pole shaft shall be furnished with a 4" x 8" reinforcing handhole frame and a 112" -13UNC grounding
provision.
Each pole shall be provided with an ornamental ball type pole top of appropriate scale. The pole top shall be
mechanically attached to the top of the shaft to provide access for wiring signals secured by a j-hook wire
support; also provided. Pole cap material shall conform to the requirements of AA-319 aluminum.
Couplings for the mounting of traffic signals shall be welded into the pole for the purpose supporting
pedestrian signals as required. Decorative elbows shall be supplied by the pole manufacturer. No stainless
steel banding shall be used. Angular orientations shall be as specified by the engineer. Spacing shall be as
required to support the signal type selected. Similar provlslons will be used for the mounting of other
appurtenances such as cameras or street name signs.

Mast arms shall be monocurve flange plate mounted with an upsweep rise and shall include a steel arm plate
with four (4) connecting bolts. Plates shall conform to the requirements of ASTM-A36 Steel.
Arms shall be filled drilled by the installer. Rubber grommets shall be furnished for each signal location. Rigid
mount type signal hanger brackets shall be supplied sized to fit the arm diameters at the locations shown on
the contract documents. These brackets shall be finish painted after galvanizing to match structure finish. No
stainless steel banding shall be used.
All welding to be performed in accordance with the requirements of AWS D l .Iin a shop certified to the
American Institute of Steel Construction (A.I.S.C.) Simple Bridges. The shop shall all be certified IS0 9001.
Poles, arms, and other structural steel items shall be hot dipped galvanized to the requirements of ASTM
A1 23. The galvanized surface will then be solvent wiped to an SSPC-SP-1. After wiping the galvanized
exterior surfaces will be brush blasted to an SSPC-SP-7. Apply one (1) coat Sherwin Williams polyamide
epoxy primer to a DFT of 4-6 mils to all exterior surfaces. Finish paint with one (1) coat of Sherwin Williams
polyurethane enamel corothane, polane 2.8 plus or hi-solids polyurethane to a DFT of 2-3 mils. After finish,
each pole shall be wrapped in ripple kraft paper and packaged in corrugated cardboard prior to shipment.
The ornamental base shall be Union Metal Charles Family Series and shall conform to the requirements of
AA-319-O.F, aluminum. It shall be 2-piece split (clam shell) design with (2) removable doors at 180 degrees.
The base halves shall be split equally and fitted to provide a hairline seam when assembled. The base halves
shall be factory assembled before shipment by means of internal lugs cast into the base bottom and stainless
steel connecting pins at the top. The base casting shall fit securely around the pole and the base opening shall
match the contour of the fluted pole. Finish paint base to match pole.
Pedestrian poles of appropriate scale to match traffic poles shall also be supplied by the mast arm
manufacturer.

TRAFFIC SIGNAL SPECIFICATIONS
Township of Pine, Allegheny County
1. Submittals
A. All traffic signal drawings shall be submitted to the Township for approval and shall consist of
construction plan sheets illustrating existing and proposed conditions with a tabulation of
quantities.
B. All equipment submittals and shop drawings shall be submitted to the Township of Pine for
review and approval.
C. All as built drawings must be submitted in AutoCAD (.dwg), Microstation (.dgn) or Auto CAD
interchange (.dxf) format on a CD-ROM labeled with the intersection name upon plan approval.
D. The final traffic signal permit plan shall be submitted on Mylar as an as-built drawing after
operation of the signal is deemed acceptable by the Township.
A. Traffic signal supports shall be Union Metal Corporation "St. Charles Series" Nostalgia traffic
mast arm poles as per the Township's Standard Detail S-1 1, page 60.
B. All poles shall be manufactured in accordance with the current PennDOT Publication 408 and
current TC-7800 series traffic signal standards.
C. All underground and overhead utilities shall be notified of the pending traffic signal supports
during the design phase. The PA one call design location number shall be indicated on the
construction plans.
3. Controller Assembly
A. Controller Cabinet - The controller cabinet shall be a Safetran Model 336s or Township
approved equivalent and shall conform to all Federal Highway Administration and CALTRANS
standards. Cabinet shall be a natural aluminum finish and shall be a base mounted cabinet.
Minimum size to be 46 inches high x 24 inches wide x 22 inches deep. Also include one additional
3" (PVC) schedule 40'90 degree sweep elbow and conduit to nearest junction box for future
wiring additions and signal modifications. The orientation of the elbow will be provided to the
contractor during the construction phase of the project. A concrete pad shall be provided. The
concrete pad shall extend a minimum of 4 feet beyond both faces of the cabinet and 6 inches
beyond the edge of the cabinet. Any other mounting type should be approved by Township.
Cabinet location and orientation shall not obstruct the view of the intersection. Cabinet should be
located as far as practicable beyond the edge of the traveled roadway.
C. Police Door - The controller cabinet shall include an accessory access door for police controls
and manual cord. A timer reset switch should be included under the police door.
D. Controller - The controller unit shall conform to Section 952 of PennDOT Publication
40812007 and Federal Highway Administration Specijcation FHWA IP-78-16 dated July 1985,
for the Type 170 Traffic Signal Controller System with manual cord. Furnish and install a prom
module utilizing the latest edition of the Wapiti W41KS Software. Submit software package for
approval prior to acquisition. The controller shall be manufactured by Safetran-Traffic, Colorado
Springs, Colorado or Township approved equivalent.
E. Power Supply - Coordinate Power Company meter application with Township of Pine. The
electrical service and disconnect enclosure shall conform to the current PennDOT and TC-7800
series Traffic Signal Standards.
F. UninterruptedPower Supply (UPS) - A UPS System should be provided at all new and
modified traffic signal controller locations. The UPS system shall include a sufficient number and
size of batteries to operate the signal for a minimum of 8 hours without auxiliary power. The UPS
shall be capable of operating in extreme temperature environments of -40 degrees C to +74
degrees C (-40 degrees F to +I65 degrees F). The UPS shall be capable of automatically
switching from standard power to batteries without interruption of signal operation. A blue L.E.D.
indicator light shall be installed on top of the signal controller cabinet that illuminates when the
UPS system is operating on battery power. The UPS System shall be an SP 170-PDA Series unit
manufactured by Clary or Township approved equivalent.
G. Uninterrupted Power Supply (UPS) Battery Vault - All signals shall include a junction box for
purposes of storing the batteries as part of the signal uninterrupted power supply (see Figure UPS-
1). The junction box shall comply with PennDOT Publication 72M, RC-82 Heavy Duty. The
junction box is to be high-density polymer concrete with the words "TRAFFIC" stamped on the
cover. The junction box shall be of sufficient size to permit housing of all required batteries. The
batteries shall be protected from water damage within the vault. The vault shall be located as to
minimize the potential for water intrusion.
5. Preemption System
Emergency preemption shall be an acoustical system capable of detecting yelp, wail, and hi-lo
sirens. Unit shall also be capable of adjusting for siren frequency and period, vehicle distance and
siren type. Unit shall maintain a log of events which shall be remotely retrievable via a Windows-
based program designed to operate with the unit. Unit shall include the necessary microphone
detectors to operate the system properly. Confirmation lights shall flash on the preemption phase
and remain dark on all other approaches. Confirmation lights shall be white. Emergency
preemption system shall be supplied to ensure that the preemption system and controller unit work
together.
6. Vehicle Detection
Video detection is the Township's preferred signal detection method. Vehicular detection should
be provided for all approaches and volume density operation should be utilized on the major route.
Cameras shall be of the RZ4 Series manufactured by Iteris or equal as approved by the Township.
The cameras shall be in sealed housing meeting IP67 specifications and shall have a horizontal
field of view ranging from 5.4 degrees wide to 50.7 degrees. The cameras shall be capable of
operating in temperatures ranging from -35 degrees C to +60 degrees C (-3 1 degrees F to +I40
degrees F). The Township may permit loop detection subject to review and approval by the Pine
Township.
7. Pedestrian Detection
Where pedestrian detection is deemed required, all push button types, locations and other
pedestrian facilities including curb ramps must be compliant with the latest Americans with
Disabilities Act and PennDOT requirements along state roadways. Countdown pedestrian signal
heads shall be installed where pedestrian signal heads are required.
Signal coordination equipment will be required for all signals along State Route 19 and at the
Townships discretion at other location. The coordination equipment required may include, but is
not limited to, Master Controller, Spread Spectrum Radio and antenna, Global Positioning System
(GPS) time clock, fiber optic cable or other hard wire interconnect and ancillary items to provide
coordination with adjacent signals. Coordination equipment requirements will be determined at
the discretion of the Township andlor Township Trafic Engineer based on compatibility with
adjacent signals.

This is a summary of the Trail Design Standards developed for the
Township of Pine T d Feasibility Study These design standards establish
the minimum requirements for trail construction within the Township of
Pine.

Proposed trails, shall be developed within dedicated rights-of-ways,on public
property, or within easements dedicated to the Township. Where a proposed
trail does not follow the public roadway system, the developer shall publicly
dedicate a right-of-way or easement for the trail. The right-of-way or
easement s h d be sufficient to allow for the construction of the proposed
trail in accordance with the standards outlined herein.
Trails must not be located less than one hundred and flfty feet from a
home's rear or side yard, unless the trail is within a permitted location.
Drainag
All trails shall be designed with adequate drainage. Without sufficient
drainage, a trail is bound to fail within the first five pars. Although drainage
improvements are determined on a case by case basis dependmg on the trail's
location, there are some general rules of thumb that should be followed

Custom bridges can be a focal point of a trail by being different and elegantly
designed However, they can also be more expensive than re-fabricated bridges
to construct.
Custom wood bridges are appropriate for smaller crossings, up to 20-25 feet
clear span. Construction time for custom wood bridges is longer, and more
labor intensive than that of the pre-fabricated bridges.
Pre-fabricated steel truss bridges and glue laminated m h and beam bridges are
appropriate for longer crossings, clear spans of twncty to 120 feet.
Larger spans am available.
Bridges should have a minimum usable width of tenfeet, and the width should
be increased to twelve feet from bridges that must accommodate maintenance
and emergency vehicles.
The bridge decking can be wood, asphalt or concrete. Pedestrian bridges must
have protective I-aJmg complying with local building codes. Bridges carrying
bicycle traffic must have railings, a minimumof 54 inches tall, with safetyand
rub rails, complying with guidelines established in the AASHTO "Guidefor the
Development of Bicycle Facilities".
Sidewalks must be sepmted from the roadway with a curb that has a minimum
height of six inches above street surface, or be se~eratedfrom the road by a

Bicycle lanes shall be delineated from the motor vehicle travel lanes with an

Because most roadways were not originally designed with the bicycJist in mind,
consideration must be given to addressing hazards that bicyclists may be exposed
to along the roadway These include installing bicycle safe drainage gates,
smooth payment, and by providmg adequate sight distances.

However, there are some general considerations for the design process,
including:

AMENITIES
There are many amenities that can make bicycle and pedestrian experiences
enjoyable.
Bicycle Racks
Traditional bicycle racks, such as the comb or toast racks, are often referred
to as wheel benders because of the ease with which one could damage the
bicycle by bendmg the rim This is due to the fact that the bicycle is only
secured to the nck by its rim. In addition, consideration must be given to
supporting bicycle frames that do not have the traditional diamond frame,
typical of a men's bicycle.

The locations of rest oppommities along shared use paths are crucial to
ensuring a positive trail experience. Benches should have baclnests to
provide support, and at least one armrest to provide support as a user
returns to the standing position.
Trailhead Facilities
Trailhead facilities should be provided in key locations where trail users are
likely to enter the trail system and at intervals that arc convenient to trail
users.

All of the proposed locations, with the exception of Irwin Road, have
sufficient p a r k and access to restroorn facilities. By adding bicycle lacks,
air stations, drinking fountains, and a trail information kiosk they can easily
serve as trailheads.
It is critical to establish sufficient sightlines for the trail user. Users approachmg
an underpass should have an unobstructed view of the center of the underpass
entrance from a minimum of 140 feet before he enters the underpass. Fmm 60
feet away, the user must be able to see the center of the underpass at least 40
feet into it. The underpass should be straight, or gentlycwed, to provide a
continuous line of sight.
Box culverts can be drained in cwo manners. The fim, and most cost effective
is to allow the culvert to drain naturally to daylight. This can be accomplished
where there is sufficient slope from one side of the culvert to the other along its
length.
The second way to address drainage is by constructing rwo inlets at each end of
the culvert and draining from the culvert center in each direction. This will also
requirc stormwater pipe to convey the collected runoff to a natural drainage
come.

BOULEVARD DISTRICT STREETSCAPE AND LANDSCAPING STANDARDS
PURPOSE:
Improvements in the visual and pedestrian friendly qualities of the Route 19 streetscape can be
achieved by planting street trees and other hardy ornamental shrubs and perennials. The
purpose of these Streetscape and Landscape Standards is to create new Streetscape Planting and
Greenspace development standards along both sides of Route 19 within the "Boulevard
District" in order to achieve these improvements.
The "Boulevard District" is defined as the areas along Route 19 that will be part of the
Pennsylvania Department of Transportation's (PennDot) widening and roadway improvement
project in the Wexford flats.
Additional right of way is required for these roadway improvements. This acquisition of right-
of-way to accomplish the roadway widening, coupled with the existing bufferyard regulations
now in place provide limited flexibility for property owners to absorb the impacts created by
the roadway improvements. These new standards provide flexibility for property owners to
choose bufferyards of various widths,. depending on their specific site conditions and
development scenarios.
Create a Boulevard like appearance and feeling for motorists and pedestrians traveling
through and utilizing the Route 19 Boulevard District.
Screen objectionable views, such as parking areas fiom the motorists traveling on Route 19.
Create a visual unity for the conidor through the repetition and uniform spacing of street
trees and other streetscape elements.
Provide a planting and greenspace area adjacent to the cartway and sidewalk that will
provide the following community and environmental benefits;
o Increased stormwater infiltration and a reduction of stormwater runoff.
o An improvement in air quality (that has been degraded by vehicle emissions) .
o An improvement in microclimate brought about by increased shade (created by
shade tree planting) thereby reducing the "Heat Island" effect associated with the
roadway and adjacent hard surface development.
o An improved sense of community well being brought about by the traffic, visual,
environmental and economic benefits associated with the Boulevard Development.
