Cameras shall be of the RZ4 Series manufactured by Iteris or equal as approved by the Township.
The cameras shall be in sealed housing meeting IP67 specifications and shall have a horizontal
field of view ranging from 5.4 degrees wide to 50.7 degrees. The cameras shall be capable of
operating in temperatures ranging from -35 degrees C to +60 degrees C (-3 1 degrees F to +I40
degrees F). The Township may permit loop detection subject to review and approval by the Pine
Township.

7. Pedestrian Detection

Where pedestrian detection is deemed required, all push button types, locations and other
pedestrian facilities including curb ramps must be compliant with the latest Americans with
Disabilities Act and PennDOT requirements along state roadways. Countdown pedestrian signal
heads shall be installed where pedestrian signal heads are required.

8. Signal Coordination Equipment

Signal coordination equipment will be required for all signals along State Route 19 and at the
Townships discretion at other location. The coordination equipment required may include, but is
not limited to, Master Controller, Spread Spectrum Radio and antenna, Global Positioning System
(GPS) time clock, fiber optic cable or other hard wire interconnect and ancillary items to provide
coordination with adjacent signals. Coordination equipment requirements will be determined at
the discretion of the Township andlor Township Trafic Engineer based on compatibility with
adjacent signals.

This is a summary of the Trail Design Standards developed for the
Township of Pine T d Feasibility Study These design standards establish
the minimum requirements for trail construction within the Township of
Pine.

La%&
Proposed trails, shall be developed within dedicated rights-of-ways,on public
property, or within easements dedicated to the Township. Where a proposed
trail does not follow the public roadway system, the developer shall publicly
dedicate a right-of-way or easement for the trail. The right-of-way or
easement s h d be sufficient to allow for the construction of the proposed
trail in accordance with the standards outlined herein.

Trails must not be located less than one hundred and flfty feet from a
home's rear or side yard, unless the trail is within a permitted location.

Drainag
All trails shall be designed with adequate drainage. Without sufficient
drainage, a trail is bound to fail within the first five pars. Although drainage
improvements are determined on a case by case basis dependmg on the trail's
location, there are some general rules of thumb that should be followed

Cms S& Every part of the trail surface should pitch water at a 2% slope.
Typically a surface is pitched towards the downhill side. The trail should be
crowned when the trail is constructed in a nght-of-waywith a cross slope of
30% or greater.

Side SvnkF a d Cirlmts: Side swales and culverts prevent water from reaching
the trail surface and give water on the h& side of the trail a place to drain.
The use of side s d e s and culverts depends on the td grade and width.

Gack B d s : In order to prevent washouts on grades, grade breah should

be installed into the trail algnment. Grade breaks can be smoothly
integrated into the trail The steeper the grade, the more often grade breaks
are required This further limits the running grade of the trail.

t o v v ~ ~ s h i opf pine trail feasibility study TDS - I

Page -72
Cdwt Chis&: Culvert crossings tale the water from side swales and crowned
surfaces, and route it beneath the trail surface.

At a minimum each t d must:

1. Have a maximum cross slope of two percent.

2. Where side slopes of the trail are less than f i e percent no s d e s are needed
unless the trail is constructed in a wet area
3. Where side slopes of greater than five percent and / or when side slopes are
over twenty-five feet in length, measured perpendicular to the mil edge, a
swale is required on the uphill side of the trail to collect water. Water must
be collected and piped beneath the trail All pipes shall be sized to
adequately contain a ten par storm event.
4. Where trails are built on an embankment, with side slopes sloping down o n
either side, no swales are required assuming there is positive dramage.
5. When trails are built in cut, s d e s ate required on both sides, and s d e s
shall be piped as required to dmin to dayight.
6. Where s d e s are required along trail, the trail surface shall be pitched to
the uphill side swale.

The Americans with Disabilities Act (ADA),passed in 1990, requires the
built environment be accessible to all individuals regardless of their disability

All trails meant to be used by pedestrians must meet these guidelines unless
it quahfies for an exception.

Exceptions include:

Where compliance would cause substantial harm to cultulal, historic,

religious, or significant natural features or characteristics; or,
Where compliance would substantiallyalter the nature of the setting or
the purpose of the facilty, or portion of the facility; or,
Where compliance would require construction methods or materials that
are prohibited by federal, state, or local regulations or statutes; or,
Where compliance would not be feasible due to terrain or the prevailing
construction practices.

Trails must be constructed to comply aith the Americans with Disability

Every effort should be made to avoid disturbing wetlands. However, if no
feasible alternative exists, it may be possible to cross the wetland by securing a
permit from the Pennsylvania Department of Environmental Resources.

Penrib& In Pennsyivania a property owner can disturb up to one tenth of an

acre to cross a wetland, and can have a cumulative total of a one quarter acre
wetland disturbance by completing a Pennsylvania Department of
Environmental Protect General Permit Number 7 - Minor Road Crossing. This

Page - 75

tenth of an acre are generally likely to obtain a permit to cross the wetland
The following table illustmtes the sizes of potential wetland crossings that
are eligible for the permit.

In Allegheny County these permits are reviewed and issued by the Allegheny
Conservation Dttrict. They are the easiest and least cumbersome wetland
disturbance permit to obtain, generallyt a k q thirty to sixty days to be
reviewed and approved

Whert disturbances cannot be limited to less than one tenth of an acre, then
a Section 404 / Chapter 105Joint Permit is required The Joint Permit is
rtviewed and evaluated by the US. Army Corps of Engineers and the
Pennsylvania Depamnent of Environmental Protection The permit is only
granted if it is demonstrated that no other alternative is available, and by
mitigating any wetland disturbance.

The Joint Permit process generallytakes three to six months to complete.

Cmrsbzg: There are ~ w ways

o to cross wetlands, either over a culvert, or by
placing a bridge over the area Culverts are generally less expensive, and,
easier to construct than a bridge. Where culverts are used they must be
consrmcted of reinforced concrete. They come in a variety of sizes and
shapes, each one serving a different purpose or situation. Therefore, the
design of a culvert crossing must be completed on a case by case basis.

Bridges also come in a variety of sizes and configurations. As with culverts

bridges must be selected or designed for each p.uticular site. D e c i d q which
type and size of bridge to use is dependent on the rrquiremenu of the
bridge.

Selection factors include:

1. Drainageway characteristics
2. The length of span(s)
3. Load requirements / Limitations
4. Cost to construct the bridge

Custom bridges can be a focal point of a trail by being different and elegantly
designed However, they can also be more expensive than re-fabricated bridges
to construct.

Custom wood bridges are appropriate for smaller crossings, up to 20-25 feet
clear span. Construction time for custom wood bridges is longer, and more
labor intensive than that of the pre-fabricated bridges.

Pre-fabricated steel truss bridges and glue laminated m h and beam bridges are
appropriate for longer crossings, clear spans of twncty to 120 feet.
Larger spans am available.

Bridges should have a minimum usable width of tenfeet, and the width should
be increased to twelve feet from bridges that must accommodate maintenance
and emergency vehicles.

The bridge decking can be wood, asphalt or concrete. Pedestrian bridges must
have protective I-aJmg complying with local building codes. Bridges carrying
bicycle traffic must have railings, a minimumof 54 inches tall, with safetyand
rub rails, complying with guidelines established in the AASHTO "Guidefor the
Development of Bicycle Facilities".

Share-the-Road Corridors

A share-the-road conidor is one that is open to both bicycle and motor

vehicle travel. This may be an existing roadway street with wide curb lanes,
or road with paved shoulders.

Sharc-the-road roadways are those that have been identified by signing as

bike routes. There are sevetal reasons for designated signed bike
routes:

provide continuityto other bicycle facilities such as bike lanes or

shared use paths;

common route for bicyclists through a high demand conidor,

in rural areas, it is the route c referred for bicycling due to low motor
vehicle volume or paved shoulder availabk, andlor

the route extends along local neighbohood streets and collectors that
lead to an internal neighborhood destination, such as a park, school or
commercial district.

Signing of shared use roadwa~indicates to bicyclists that there are particular

advantages to using the routes.

The AASHTO "Guide for the Development Bicycle Facilities: recommends

a minimum usable lane width of fourteen feet for shared use. The
Township should be constantly aware of PennDOT and Township road
projects and look for opportunities to increase the existing pavement width
where necessary to meet this requirement.

All signs installed along shad-use roadways should comply with the
requkments of Part I1 of the MUTCD.

Page - 84
tow~ishil, c;! pine t r a i l l e a s ; h i l i t y stucly TDS - 13
Because most roadways were not originally designed with the bicycJist in mind,
consideration must be given to addressing hazards that bicyclists may be exposed
to along the roadway These include installing bicycle safe drainage gates,
smooth payment, and by providmg adequate sight distances.

INTERSECTIONS

It is difficult to provide generaiized recommendations for the treatment of

intersections to accommodate pedesuian and bicycle facilities due to the degree
of variability in vehicular traffic volumes, pedestrian and/or bicycle traffic
volumes, crossing widths, and existing traffic controls.

However, there are some general considerations for the design process,
including:

~rovidepositive guidance to ~edestrians, bicyclists, and motorists to ensure

full awareness at intenections;

minimize conflicts and channelize intersections to separate moving

conflicts;

unavoidable conflicts should occur at nght angles;

optimize sight triangles, ensure stopping, intersection crossing, and

decision sign distances;

conflicts should be clearly vlible;

provide adequate staging and refuge areas for pedestrians and bicyclists;

avoid obstacles and hghhght unavoidable obstacles;

at signalized intexsections, mLJmize trail user delay by minimizing traffic

signal cycle time;

provide adequate signal crossing time for

provide easiiy accessible tactile/audible push buttons; and

design to assist the user in looking into the dLcction of the potential

Page - 85
TDS - 1 4 township of pine trail feasibility s t ~ ~ d ) ~
hazard.

Because of the low speed h i t s and dcharacter of many of the

Township roads, most intersections can simply be controlled with additional
signage, assigning the right of ways for pedestrian and bicycle users.

Should the Township and/or the State upgrade the roadways to include right
turn lanes and/or signalized intersections, the Township needs to ensure the
needs of the bicyclists and pedestrians are met in the initial design process.

Traffic Control Features

Typicallytl-afficcontrol signals are used as a last resort, if the pedesuian and

bicycle users cannot be incorporated into a controlled intersection
environment. The current trends in traffic control features for pedestrian
and bicycle facilities are bicycle activated traffic control signals, and
pedestrian countdown signals. These mechanisms should only be considered
after a detailed engineering study is completed for the intersection.

BICYCLE
AND PEDESTRIAN
AMENITIES

There are many amenities that can make bicycle and pedestrian experiences
enjoyable.

Bicycle Racks

Bicycle racks come in a variety of shapes and sizes. It is important that

rack are chosen based on their abilityto securely retain a bicycle. In
addition, consideration must be given to the damage that can be
caused to the bicycle while it is in the rack Bicycle racks that successfully
secure the bike while protecting it from vandalism are those that secure the
bicycle to the rack in rwo locations on the bicycle frame.

Traditional bicycle racks, such as the comb or toast racks, are often referred
to as wheel benders because of the ease with which one could damage the
bicycle by bendmg the rim This is due to the fact that the bicycle is only
secured to the nck by its rim. In addition, consideration must be given to
supporting bicycle frames that do not have the traditional diamond frame,
typical of a men's bicycle.

Page - 86
TCS - 15
Wave style racks are not recommended because they are often used improperly
A bicycle perpendicular to the rack is not supported in two locations and
are likely to fall over.

Racks generally require a minimum depth of seventy-two inches, and are

typically spaced a minimum of thuty inches apart. Where racks are separated by
an aisle, the width of the aisle should be a minimum of forty-eight inches wide.

Bicycle mks should be located at public buildmgs, commercial buildings, parks,

trail heads and multi-unit midential developments. Racks should be located
within one hundrcd and twenty feet of a building entrance, in a location clearly
visible from the entrance. A rack should be placed near each actively used
entrance.

Bicycle racks should be placed near the entrances to facilities open to the public
and should accommodate a minimum of five bicycles, unless greater need is
projected

Rest Opportunities

The locations of rest oppommities along shared use paths are crucial to
ensuring a positive trail experience. Benches should have baclnests to
provide support, and at least one armrest to provide support as a user
returns to the standing position.

Trailhead Facilities

Trailhead facilities should be provided in key locations where trail users are
likely to enter the trail system and at intervals that arc convenient to trail
users.

Each trailhead opportunity should have sufficient parking to accommodate

commuter cyclists and recreational cyclists who may drive to them to begin
their journey These areas should be well marked and should provide a
graphic map showing where the trail user is in relationship to the overall
Township trail network

Typical trailhead amenities include: parking, toilets, water, shelter, security,

lighting, bicycle rack, benches and picnic tables, drinking fountain, air station,
trash container and trail information kiosk

We recommend d e a d facilities be provided in the following locations:

Pine CommunityPark
Pine Richland High School
near the Intersection of US.Route 19 and Wallace Road - near
Sheetz or Oxford Athletic Club
North Park - in the vicinity if Ice Skating Rink
in the vicinity of the Irwin Road Trail

All of the proposed locations, with the exception of Irwin Road, have
sufficient p a r k and access to restroorn facilities. By adding bicycle lacks,
air stations, drinking fountains, and a trail information kiosk they can easily
serve as trailheads.

Under Passes

Whenever feasible, underpasses should be used to cross busy mads and

highways.

It is critical to establish sufficient sightlines for the trail user. Users approachmg
an underpass should have an unobstructed view of the center of the underpass
entrance from a minimum of 140 feet before he enters the underpass. Fmm 60
feet away, the user must be able to see the center of the underpass at least 40
feet into it. The underpass should be straight, or gentlycwed, to provide a
continuous line of sight.

W& and Hi&

The minimum width of the underpass should be 4' wider than the proposed
trail and have a minimum ceiling height of 10'.

Underpasses in m a s &ere night use is likely should be lit Box culvert

underpasses under roads wider than two lanes should be lit, or have a light well
in the median. Lihting should be considered for any road bridge underpass.
Lihts should be no more than 30' from either entrance, and spaced no mom
than 25' apart. L&ts are typically left on twenty-four hours a day The walls
and ceiling of the box culvert should be painted with a white epoxy paint to
increase reflectivity of light within the culvert.

Box culverts can be drained in cwo manners. The fim, and most cost effective
is to allow the culvert to drain naturally to daylight. This can be accomplished
where there is sufficient slope from one side of the culvert to the other along its
length.

The second way to address drainage is by constructing rwo inlets at each end of
the culvert and draining from the culvert center in each direction. This will also
requirc stormwater pipe to convey the collected runoff to a natural drainage
come.

BOULEVARD DISTRICT STREETSCAPE AND LANDSCAPING STANDARDS

PURPOSE:

Improvements in the visual and pedestrian friendly qualities of the Route 19 streetscape can be
achieved by planting street trees and other hardy ornamental shrubs and perennials. The
purpose of these Streetscape and Landscape Standards is to create new Streetscape Planting and
Greenspace development standards along both sides of Route 19 within the "Boulevard
District" in order to achieve these improvements.

The "Boulevard District" is defined as the areas along Route 19 that will be part of the
Pennsylvania Department of Transportation's (PennDot) widening and roadway improvement
project in the Wexford flats.

Additional right of way is required for these roadway improvements. This acquisition of right-
of-way to accomplish the roadway widening, coupled with the existing bufferyard regulations
now in place provide limited flexibility for property owners to absorb the impacts created by
the roadway improvements. These new standards provide flexibility for property owners to
choose bufferyards of various widths,. depending on their specific site conditions and
development scenarios.

More importantly these new streetscape standards will:

Create a Boulevard like appearance and feeling for motorists and pedestrians traveling
through and utilizing the Route 19 Boulevard District.
Screen objectionable views, such as parking areas fiom the motorists traveling on Route 19.
Create a visual unity for the conidor through the repetition and uniform spacing of street
trees and other streetscape elements.
Provide a planting and greenspace area adjacent to the cartway and sidewalk that will
provide the following community and environmental benefits;
o Increased stormwater infiltration and a reduction of stormwater runoff.
o An improvement in air quality (that has been degraded by vehicle emissions) .
o An improvement in microclimate brought about by increased shade (created by
shade tree planting) thereby reducing the "Heat Island" effect associated with the
roadway and adjacent hard surface development.
o An improved sense of community well being brought about by the traffic, visual,
environmental and economic benefits associated with the Boulevard Development.

BOULEVARD BUFFERYARD LOCATION:

The Boulevard District will extend along the entire length of PENNDOT'S roadway
improvements for Route 19. The southern end of the district begins at the Ingomar Fire Station in

BD-2 Page 91
the Town of McCandless and extends north through the Wexford Flats to Noit11 Chapel Drive in
Pine Township.

Bufferyard planting and greenspace areas shall be located along tlie entire corridor, behind the
sidewalk that will be constructed as part of PENNDOT'S roadway reconst~uction. The width of
this bufferyard will be determined by the individual property owner, based on the area available,
from options provided. (Limited areas of the "Boulevard District" do not have sidewalks. In these
areas the bufferyard will extend from the edge of the roadway curb.)

BOULEVARD BUFFERYARD TYPE:

The property owner shall have the option to choose from bufferyards of different widths based on
the area available. The bufferyard width will determine the number of shrubs, floweriilg trees,
perennials, ground cover, and, permit, as an option, a wall, if it provides a better alternative to
some of the planting options.

BOULEVARD BUFFERYARD OPTIONS:

All bufferyards will require the planting of street trees, in accordance with the specifications and
details provided as part of these Streetscape and Landscape Standards. The street trees shall be
located as indicated on the "Street Tree Location Plan" available from the municipality.

1. Property owners shall have the option of choosing a bufferyard width based on the area
available. The chart below indicates the planting and construction requirements corresponding
with the bufferyard width chosen. Plans, illustrations and details are provided for each
bufferyard indicated below, as part of these standards. All bufferyard widths are to be
measured from the right of way line.

This sideyard bufferyard, when required, will be planted with trees located 30' O.C. and shrubs at
4' O.C. from the list provided. Required shade trees and shrubs will be centered within the
bufferyard. In the situation where adjacent bufferyards abut, shade trees will be staggered from
the adjacent properties tree locations.

INCENTIVES:

1. The side yard bufferyards planting may be eliminated (as indicated above) if a 13' front
yard buffer width is developed or if adjacent property owners provide vehicular cross-
access between their properties and if this access between properties results in a
corresponding reduction of one curb cut for each sideyard bufferyard to be removed.

2. Identification signage for each property shall be in accordance with the existing signage
ordinances. See illustrations provided for guidelines regarding signage types, sizes and
locations suggested in each bufferyard.

3. Automobile Sales incentive - For dealerships that provide a 13' buffer along the entire
length of their property, areas to display individual vehicles will be permitted between
every third street tree. These areas may be elevated up to 18" and be located 5' from the
edge of the sidewalk

No signs are permitted in these areas.
