EXECUTIVE ORDER NO. 04


SERIES OF 2019

AN ORDER DESIGNATING THE BARANGAY VAWC (VIOLENCE AGAINST WOMEN AND THEIR CHILDREN) DESK
OFFICER AND DEFINING ITS VITAL FUNCTIONS IN THE BARANGAY

WHEREAS, Republic Act 9710 otherwise known as the Magna Carta for Women is a comprehensive human rights
law that seeks to illustrate discrimination against women by protecting, recognizing and promoting the rights of
Filipino women.

WHEREAS, by virtue of the above provision, joint circular no. 2010-2 was issued by the Department of Interior
and Local Government, Department of Social Welfare and Development, Department of Education, Department
of Health and Philippine Commission on Women re; Guidelines on the establishment of a Violence Against
Women and Their Children (VAWC) Desk in every Barangay and designation of a VAW desk person who is trained
in gender handling cases preferably female Barangay Kagawad or female CVO.

NOW THEREFORE, I ELVIRA F. MARTINEZ, Punong Barangay of Sinabaan, Bautista, Pangasinan by virtue of the
powers vested in me, hereby designate the VAWC Officer in the Barangay.

Section I: The VAWC Officer in this Barangay is KGD. ANITA P. EVA, Committee Chair on Women & Family

Section II: The Functions of such are the following:

1. Assist VAW victims in securing Barangay Protection Order (BPO) and accessing necessary
services.
2. Respond to gender-based violence cases brought to the barangay.
3. Record the number of gender-based violence cases handled by the barangay and submit a
quarterly report on all VAW cases to the DILG City/Municipal Field Office and the City/Municipal
Social Welfare Development Office (C/MSWDO).
4. Keep VAW case records confidential and secured, and ensure that only authorized personnel
can access it
5. Develop the barangay’s gender-responsive plan in addressing gender-based violence, including
support services, capacity building, and referral system;
6. Coordinate with and refer cases to government agencies, nongovernment organizations (NGOs),
institutions, and other service providers as necessary;
7. Address other forms of abuse committed against women, especially senior citizens, women with
disabilities, and other marginalized groups;
8. Lead advocacies on the elimination of VAW in the community and perform other related
functions as may be assigned.

Section III: Effectivity


This Executive Order shall take effect immediately.
