The Regional Operations Officer will report to the Head of Operations (HoOps). As part of the Operations Department,
s/he will contribute to the efficient and effective accomplishment of the assigned tasks.

Duties and Responsibilities


The Regional Operations Officer will be required, in accordance with the EUAM Mandate, Code of Conduct, and the
General Service Conditions for Locally Contracted Staff Employed by EUAM Ukraine, Serving in Ukraine, to perform the
following tasks:
 Liaise with the Head of Field Offices in order to ensure the communication on Mission policy and guidelines;
 Assist the HoOps in daily coordination with the Field Offices and Deployable Teams;
 Assist and prepare daily briefings with information from the Regional Presences for his/her Line Manager;
 Perform analysis, verbal and written translations of all types of documents, e.g. laws, administrate regulations,
presentations, letters, reports etc. from English to Ukrainian and/or Russian language and vice-versa;
 Perform translations/interpretations from English to Ukrainian and/or Russian language and vice-versa, inter
alia at formal and informal meetings for the international staff members of EUAM as assigned;
 Take notes/minutes;
 Collect and analyse relevant information contained in communications and publications received from different
sources, including all forms of media;
 Draft written analysis, reports and presentations;
 Provide support in developing, planning and organising meetings and events with National and International
GOs and NGOs on central and local levels;
 Perform administrative and secretarial duties, draft e-mails, memos, letters and other requested documents as
required, utilising the provided filing systems;
 Assist and support the Line Manager in the coordination of projects;
 Maintain, develop and file documents and recorded data in appropriate databases, spread sheets and all data-

Qualifications and experience
Eligibility criteria:

 Successful completion of a full course of university studies attested by a degree in Political Science, International

professional experience.
Essential criteria:

Mission’s digital transformation and innovation agenda.

Duties and Responsibilities


The Digital Transformation and Innovation Expert will be required, in accordance with the EUAM Mandate, Code of
Conduct and the General Service Conditions for Locally Contracted Staff Employed by EUAM Ukraine, Serving in
Ukraine, to perform the following tasks:
 Assist the Head of Unit in the development of Ukrainian government and ministerial Digital Transformation
and innovation policy and strategies within the civilian security sector;
 Assisting in establishing a broad network of contacts with representatives from government, civil society,
industry and other relevant counterparts relevant for promoting digital innovation and innovation in the
civilian security sector;
 Follow developments and provide analysis and reform activities in digital transformation and innovation;
 Draft project proposals and assist in delivering projects, workshops, also online, to raise awareness, skills and
knowledge about digital transformation and innovation;
 Coordinate activities with other EUAM colleagues, specifically the Digital Transformation and Innovation Team,
but also with other Components, Field Offices, and the Mobile Unit;
 Translate documents, e.g. laws, administrate regulations, presentations, letters, reports etc. from English to
Ukrainian language and vice-versa, if needed;
 Take notes/minutes;

 Successful completion of a full course of university studies attested by a master degree in Information

education in the country awarded is four (4) years or more (master’s/specialist’s degree is a requirement);
 After having fulfilled the education requirements, at least seven (7) years of relevant and proven full-time
professional experience out of which a minimum of 3 years of experience in developing or digital
transformation or innovation activities in the private and/or public sector.
Essential criteria:

intelligence sector with a particular focus on National Security and Defence Council, the Security Service of
Ukraine, and Foreign Intelligence Service of Ukraine;
 Assisting in establishing a broad network of contacts with representatives from government, intelligence and
security services, civil society, and other relevant counterparts relevant for promoting reform in the sector;
 Follow developments and provide analysis and reform activities in the security and intelligence sectors;
 Coordinate activities with other EUAM colleagues, specifically within the Component, but also with other
Components, Field Offices, and the Mobile Unit;

 Assist the Head of Unit in the development and implementation of activities in relation to the security and
intelligence sector with a particular focus on National Security and Defence Council, the Security Service of

The Strategic Communication/Press and Public Information Officer will report to the Head of Field Office Odesa and
work in close coordination with the Press and Public Information Division. As part of the Field Office, s/he will

Duties and Responsibilities


The Strategic Communication/Press and Public Information Officer will be required, in accordance with the EUAM
Mandate, Code of Conduct, and the General Service Conditions for Locally Contracted Staff Employed by EUAM
Ukraine, serving in Ukraine, to perform the following tasks, in full coordination with the Mission’s Press and Public
Information Division/Strategic Communications:
 Assist the Head of Field Office Odesa in the effort to support local Law Enforcement Agencies in developing

 Contribute to the planning, preparation, and delivery of regional communication training-related initiatives,

 Provide support in developing, planning, and organizing meetings and events with regional authorities,
stakeholders, international organisations, and the general public;

publicising of mission events, organisation of public/press events, and by acting as the Mission’s focal point for
local media;
 Provide regular compilations of relevant local media reports , as well as collect, analyse and report information
gathered from open sources, including from the media and through the Mission’s counterparts in support of
the Mission’s Press and Public Information Division’s mission-wide media monitoring;
 Draft written analyses, reports, and presentations;
 Perform translations of all types of documents, e.g. articles, presentations, letters, project descriptions,
reports, etc. from English to Ukrainian language and vice-versa;
 Perform interpretation in consecutive mode from English to Ukrainian or Russian language and vice versa, inter
alia at meetings, training and mentoring sessions with Ukrainian stakeholders for international members of
EUAM as assigned;
 Perform administrative duties, including taking notes/minutes, drafting e-mails, memos, letters, and other
requested documents as required; maintain and file these and other recorded data in appropriate databases,
spreadsheets, or similar data-accessible filing systems;

Qualifications and experience
Eligibility criteria:
 Enjoy full civil rights and do not have criminal record;
 Citizenship of Ukraine and/or holding permanent resident and work permits according to Ukrainian laws;
 Have fulfilled any obligations imposed on him/her by the laws concerning military service;
 Successful completion of the Secondary Education attested by a Certificate;
 After having fulfilled the education requirements, at least three (3) years of relevant and proven full-time
professional experience, in roles with practical responsibilities similar to the functions of this post, in the
private and/or public sector.
Essential criteria:

 Valid driving license B category;

The Transport Assistant (Technician) will report to the Transport Manager. As part of the Logistics and Transport
Division, s/he will contribute to the efficient and effective accomplishment of the assigned tasks.

Duties and Responsibilities


The Transport Assistant (Technician) will be required, in accordance with the EUAM Mandate, Code of Conduct and
the General Service Conditions for Locally Contracted Staff Employed by EUAM Ukraine, Serving in Ukraine, to perform
the following tasks:
 Follow up on service routines for vehicles, weekly checks and corresponding reports;
 Perform failure diagnostics and minor repairs on vehicles using existing tools and equipment;
 Conduct constant vehicle inspections (technical check-up, body inspection, equipment, documentation etc.)
to keep vehicle fleet in safe operating condition;
 Perform duty trips regularly to the Mission Field Offices to ensure their vehicle fleet roadworthiness (technical
check-up, minor repairs, equipping etc.);
 Implement preventive approach with regards to the vehicle maintenance in order to anticipate breakdowns;
 Perform the confirmation that vehicle fleet is operational;
 Inform about the required external services to vehicles;
 Produce reports concerning vehicle damages and vehicles recovery;
 Participate in the transport management system which incorporates controls of mileage, fuel consumption,
damages to the vehicles, road accidents and insurance coverage;
 Assist in coordination and supervision of storage, allocation and distribution, consumption and assessment of
future needs as concerns fuel, vehicles and related equipment;
 Conduct the physical inventory of the vehicle consumables/accessories/equipment;
 Ensure proper recording of the installed vehicle spare parts/equipment/consumables;
 Participate in the training activities related to the area of responsibility;
 Observing deadlines and achieving results;
 Allocate appropriate amount of time for completing work;
 Ensure that files and documentation related to assigned duties are maintained;
 Ensure accuracy and comprehensive policies and guidelines to the vehicles and transportation aspects;
 Handle information with confidentiality and discretion;
 Perform any other related task as requested by his/her Line Manager.
Qualifications and experience

 Solid knowledge on vehicle repairs methods, failure diagnostics, servicing;
 Strong driving skills (incl. winter driving, parking, towing, highway driving);
 Professional knowledge on tools and equipment for vehicle repairs (multi-meter, battery booster/charger,
vehicle scanner, polishing machine, special wrenches etc.);
 Fluency in Ukrainian and Russian;
 Working knowledge of English;
 Good communication skills of English, Ukrainian and Russian;
 Computer skills, knowledge and experience of Microsoft Office Suite.
